Update , Social Services Abstracts provides bibliographic coverage of current research focused on social work, human services, and related areas, including social welfare, social policy, and community development. The database abstracts and indexes over 1,300 serials publications from 50 countries and includes abstracts of journal articles and dissertations, and citations to book reviews. CSA Social Services Abstracts was originally developed as Social Planning/Policy and Development Abstracts. It was published in print and included as a subfile (SF=SOPODA) of the electronic version of CSA Sociological Abstracts. As SOPODA, the database content focused on three areas: Social Work and Welfare, Social Policy, and Social Development. In the late 1990s, the database was a separate file and renamed in order to more effectively communicate its content and coverage scope to social work educators. The scope was also refined to include only social work, the broader social services, and social policy. The social development literature is covered now in CSA Sociological Abstracts.

    Abstract: Abstract: "Using newly collected data from the General Social Survey, we compare levels of segregation by race and along other potential dimensions of social cleavage for ties defined in terms of trust and acquaintanceship. We further estimate the size of the trust network and compare its size and structure to recent estimates obtained from the 2004 General Social Survey by McPherson et al. Americans are less disconnected than other recent evidence suggests. However, if racial segregation is the standard, then America is highly segregated across class and values dimensions as well as race and ethnicity. We further find that segregation is insensitive to tie strength. Scholars have long found homophily in close ties, while scholars such as Putnam have looked to weak ties for socially integrative 'bridging' social capital. However, 'bridging' social capital does not appear to be more plentiful for weak ties than it is for strong ties." (author's abstract)

    Abstract: The Accidental American calls for a bold new approach to immigration: a free international flow of labor to match globalization's free flow of capital. After all, corporations are encouraged to move anywhere in the world they can maximize their earnings. People shouldn't have to risk exploitation, abuse, and even imprisonment when they try to do the same. Activist, journalist, and immigration expert Rinku Sen and organizer Fekkak Mamdouh examine the consequences of this injustice through Mamdouh's own story. Born in Morocco, he was a waiter and union leader at Windows on the World, a restaurant in the World Trade Center. In the aftermath of September 11th, facing a rising tide of anti-immigrant bias, Mamdouh and others formed the Restaurant Opportunities Center of New York (ROC-NY) to help their colleagues fight for decent jobs and fair treatment. ROC-NY was able to unite native-born and immigrant workers, helping each group realize they were involved in a common struggle for better working conditions. The organization is now expanding nationwide. Since 9/11, immigrants have increasingly been treated as presumptive criminals. As a counterpoint to these regressive, fundamentally un-American practices, the authors forcefully advocate more humane policies that would ease rather than restrict people's movements, coupled with proposals for reforming globalization so that both sending and receiving countries can more equitably benefit from a more mobile international labor force. Immigrants enthusiastically contribute much more to our country than their labor. They ought to be welcomed, not marginalized. Citizenship should ultimately be determined by how willing people are to become a part of the social, civic, and political fabric of the country they live in, not by an accident of birth.

The U.S. Army Research Institute for the Behavioral and Social Sciences (ARI) asked the National Research Council to provide an agenda for basic behavioral and social research focused on applications in both the short and long-term. The committee responded by recommending six areas of research on the basis of their relevance, potential impact, and timeliness for military needs: intercultural competence; teams in complex environments; technology-based training; nonverbal behavior; emotion; and behavioral neurophysiology. The committee suggests doubling the current budget for basic research for the behavioral and social sciences across U.S. military research agencies. The additional funds can support approximately 40 new projects per year across the committee's recommended research areas.     Abstract: During the 1950s and 1960s True Detective magazine developed a new way of narrating and understanding murder. It was more sensitive to context, gave more psychologically sophisticated accounts, and was more willing to make conjectures about the unknown thoughts and motivations of killers than others had been before. This turned out to be the start of a revolution, and, after a century of escalating accounts, we have now become a nation of experts, with many ordinary people able to speak intelligently about blood-spatter patterns and organized vs. disorganized serial killers.

Weithin beneidet, stehen sie im Ruf, unendlich reich, Tempel der Gelehrsamkeit und olympische Talentschmieden zu sein. Dank ihres anregenden Arbeitsstils und hervorragender Leistungen locken sie die besten Studenten und Wissenschaftler aus der ganzen Welt an. Direkt oder indirekt dienten sie während der letzten zwanzig Jahre als Vorbild für die wichtigsten Reformimpulse im deutschen Hochschulwesen, seien es Graduiertenschulen, gestufte Studienangebote, career centers, mächtigere Hochschulleitungen, Hochschulräte und vor allem Exzellenzinitiativen. Aber sie munitionieren auch Kritiker dieser Reformen, die im Kampf gegen einen angeblichen Ausverkauf der deutschen Hochschulen an die Wirtschaft gern deren "Amerikanisierung" an die Wand malen. In den USA verteilen sich etwa 18 Millionen Studenten auf knapp 4.400 äußerst heterogene Einrichtungen der tertiären Bildung, winzig kleine und riesig große, private und öffentliche, arme und reiche, reine Lehranstalten und exzellente Forschungsuniversitäten. Auf das extreme akademische Qualitätsgefälle im amerikanischen Hochschulwesen hinzuweisen gehört inzwischen zum guten Ton. Zu einem besseren Verständnis des Neid-Phänomens trägt das aber nur wenig und zur Entzauberung der amerikanischen Idol-Hochschulen gar nichts bei. Wer nur die Schlagzeilen über Nobelpreisträger und Eliten, sagenhafte Vermögen, Schießereien auf dem Campus oder hoch verschuldete Studenten kennt, kann viele Überraschungen erleben, wenn er bereit ist, sich in der amerikanischen Hochschulwelt etwas näher umzuschauen - positive oder enttäuschende, je nach Couleur. Zwischen akademischem El Dorado und sozialer Kälte, wissenschaftlichem Ödland und herausragender Exzellenz liegt eine faszinierend bunte Landschaft durchweg selbstbewusster, quirliger Institutionen. Doch ein tiefer Graben trennt die akademischen Kontinente auf beiden Seiten des Atlantik. Weil auf der amerikanischen so vieles anders ist, tun sich europäische Beobachter häufig schwer damit, deren Muster und Spielregeln zu begreifen. Ungewöhnliche Einzelphänomene wie akademische Rituale, der beinharte, ans Pathologische grenzende Wettbewerbsdruck, die Faszination bestimmter Teamsportarten oder das gefeierte Alumniwesen bleiben ihnen fremd - und irgenwie auch unheimlich. Das betrifft nicht zuletzt die Rolle und den Stellenwert der Hochschulbildung in der amerikanischen Gesellschaft. Higher education* wird dort von einer Semantik eingerahmt und getragen, die man in Europa kaum antrifft - und die daraus ein mit Erwartungen, Hoffnungen und Versprechungen hoch aufgeladenes gesellschaftliches Projekt macht. Das Hochschulsystem und seine Einrichtungen verdanken ihr mehr als nur ein eigentümliches Flair und einen "typisch amerikanischen" Grundton. Sie verdanken ihr eine besondere Gestalt.Dieser Einbettung der Hochschulen in die Kultur und das gesellschaftliche Gewebe der USA nachzuspüren, kommt einer Erkundungsreise in einen fremden Kontinent gleich. Mitreisende seien gewarnt: Sie müssen sich von einer Reihe gängiger Klischees und falscher Annahmen verabschieden. Erstens kann gar nicht oft und laut genug gesagt werden, dass Harvard nicht alles und nicht alles in Amerika Harvard ist. Allerdings gibt es dort sehr viel mehr Hochschulen als in den meisten anderen Ländern, und in der Lebenswelt nimmt higher education wahrscheinlich einen wichtigeren Platz ein, als es irgendwo sonst der Fall ist. Mit der zweiten Ent-Täuschung verhält es sich schon etwas komplizierter. In den USA studiert man nämlich nicht etwa zielstrebiger und schneller als in Deutschland, wie oft suggeriert wird, sondern zunächst einmal anders. Vergleiche und die Suche nach best practices macht das nicht gerade einfacher. Das dritte Warnschild bezieht sich auf den weit verbreiteten Glauben, amerikanische Hochschulen achteten auf ein straffes Kostenmanagement, würden wie Wirtschaftsunternehmen geführt und arbeiteten wesentlich effizienter als die behäbig-bürokratischen Staatsanstalten in Europa.

Wie meine Generationsgenossen habe ich das Amerika, in dem ich aufgewachsen bin, für eine Selbstverständlichkeit gehalten - genauer gesagt, ich habe wie viele meiner Generation mit den ganz realen Ungerechtigkeiten unserer Gesellschaft gehadert, gegen die Bombardierung Kambodschas demonstriert und für liberale Kandidaten Werbung an der Haustür gemacht. Erst im Rückblick erscheint die politische und wirtschaftliche Umwelt meiner Jugend als ein verlorenes Paradies, als ein außergewöhnlicher Abschnitt in der Geschichte unseres Landes.Das Amerika der Nachkriegszeit war vor allem eine Mittelschichtgesellschaft. Der starke Lohnanstieg, der mit dem Zweiten Weltkrieg einsetzte, hatte Millionen von Amerikanern, darunter auch meine Eltern, aus städtischen Elendsvierteln und ländlicher Armut befreit und ihnen ein Leben mit Hausbesitz und beispiellosem Komfort ermöglicht. Die Reichen hatten dagegen an Boden verloren: Sie waren wenige und, gemessen an der wohlhabenden Mitte, nicht gar so reich. Die Armen waren zahlreicher als die Reichen, aber sie waren immer noch eine relativ kleine Minderheit. Die Folge war ein bemerkenswerter Eindruck von wirtschaftlicher Gemeinsamkeit: Die meisten Menschen in Amerika lebten in erkennbar ähnlichen und sehr anständigen materiellen Verhältnissen.Der Ausgeglichenheit unserer wirtschaftlichen Bedingungen entsprach Mäßigung in der Politik. Während eines Großteils meiner Jugendzeit bestand zwischen Demokraten und Republikanern ein breiter Konsens in der Außenpolitik und in vielen innenpolitischen Fragen. Die Republikaner versuchten nicht mehr, die Errungenschaften des New Deal rückgängig zu machen; nicht wenige unterstützten sogar Medicare, die öffentliche Krankenversicherung für Senioren. Und die Zusammenarbeit beider Parteien war kein leeres Gerede. Trotz des Aufruhrs wegen Vietnam und der Rassenfrage, trotz der finsteren Machenschaften Nixons und seiner Handlanger war der politische Prozess überwiegend von einer Zwei-Parteien-Koalition von Menschen bestimmt, die in ihren grundlegenden Wertvorstellungen übereinstimmten.Wer sich in der Geschichte auskannte, wusste, dass Amerika nicht immer so gewesen war, dass unser Land früher von ungeheurer wirtschaftlicher Ungleichheit geprägt und von erbittertem politischen Streit zerrissen war. Doch aus der Sicht der Nachkriegsjahre erschienen die extreme Ungleichheit und die schroffe politische Zerrissenheit wie eine vorübergehende, unreife Phase, die zu den rauen Bedingungen eines Landes in den Anfängen der Industrialisierung dazugehörte. Jetzt, da Amerika erwachsen geworden war, eine relativ gleiche Gesellschaft mit einer starken Mittelschicht und einer ausgeglichenen politischen Szene, hielten wir das für seinen Normalzustand.Doch in den achtziger Jahren des vorigen Jahrhunderts wurde nach und nach deutlich, dass die Entwicklung Amerikas zu einer politisch gemäßigten Mittelschichtgesellschaft nicht das Ende der Geschichte war. Ökonomen wiesen nach, dass die Ungleichheit rasch zunahm: Eine kleine Minderheit setzte sich weit von den anderen ab, während die Mehrheit der Amerikaner nur geringe oder gar keine wirtschaftlichen Fortschritte machte. Politikwissenschaftler belegten eine wachsende politische Polarisierung: Politiker neigten zu den Extremen des Links-Rechts-Spektrums, und es sprach immer mehr dafür, "Demokrat" und "Republikaner" mit "liberal" und "konservativ" gleichzusetzen. Diese Entwicklung ist bis heute ungebrochen: Die Ungleichheit der Einkommen ist so hoch wie in den zwanziger Jahren des vorigen Jahrhunderts,1 und die politische Polarisierung ist so scharf wie noch nie.Die sich verschärfende politische Polarisierung bedeutet nicht, dass beide Parteien sich den Extremen genähert hätten. Man wird schwerlich behaupten können, dass die Demokraten nennenswert nach links gerückt seien: Was Wirtschaftsfragen betrifft - ob es nun um Sozialhilfe oder um Steuern geht -, kann man durchaus sagen, dass Bill Clinton nicht nur rechts von Jimmy Carter, sondern auch rechts von Richard Nixon regiert hat. Andererseits liegt es auf der Hand, dass die Republikaner nach rechts gerückt sind: Man braucht nur den kompromisslosen Konservatismus eines George W. Bush mit der maßvollen Haltung eines Gerald Ford zu vergleichen. Manches von dem, was Bush betreibt, zum Beispiel die Abschaffung der Erbschaftsteuer, würde Amerika nicht nur in die Zeit vor dem New Deal, sondern in die Zeit vor der Progressiven Ära [1890?-?1913 - Anm. d. Ü.] zurückversetzen.Wenn wir weiter zurückblicken, sind sowohl der Anfang als auch das Ende der Ära der Zusammenarbeit von grundlegenden Veränderungen in der Republikanischen Partei geprägt. Die Ära begann, als Republikaner, die den New Deal erbittert bekämpft hatten, entweder aus dem Amt schieden oder das Handtuch warfen. Nach dem Überraschungssieg Harry Trumans im Jahr 1948 fand die Führung der Grand Old Party sich mit der Vorstellung ab, dass der New Deal sich als eine bleibende Idee durchgesetzt hatte, und gab um ihrer politischen Selbsterhaltung willen die Bemühungen auf, die Uhr auf die zwanziger Jahre zurückzustellen. Das Ende der Ära der Zusammenarbeit und der Beginn einer neuen Ära des erbitterten Parteienkampfes trat ein, als in der Republikanischen Partei eine radikale neue Kraft der amerikanischen Politik zu Einfluss gelangte, die Konservative Bewegung, die in diesem Buch eine große Rolle spielen wird. Die einseitige politische Ausrichtung erreichte ihren Höhepunkt nach der Wahl von 2004, als ein triumphierender Bush versuchte, die Sozialversicherung, das Kronjuwel der Institutionen des New Deal, zu demontieren.In der modernen amerikanischen Geschichte gab es also zwei große Bögen - einen wirtschaftlichen Bogen von großer Ungleichheit zu relativer Gleichheit und zurück und einen politischen Bogen von extremer Polarisierung zur Zusammenarbeit beider Parteien und wieder zurück. Diese beiden Bögen verlaufen parallel: Das Goldene Zeitalter der wirtschaftlichen Gleichheit entsprach grob dem Goldenen Zeitalter der politischen Zusammenarbeit. Wie die Politikwissenschaftler Nolan McCarty, Keith Poole und Howard Rosenthal darlegen, kann man in der Geschichte so etwas wie einen "Tanz" beobachten, bei dem wirtschaftliche Ungleichheit und politische Polarisierung sich im Einklang bewegen.2 Sie haben mit einem ausgefeilten statistischen Verfahren die politischen Positionen von Kongressmitgliedern ermittelt. Danach sind die Republikaner nach links gerückt, näher zu den Demokraten, als die Ungleichheit der Einkommen zurückging, und so kam es zur Zwei-Parteien-Koalition der fünfziger und sechziger Jahre. Als dann die Ungleichheit der Einkommen zunahm, rückten die Republikaner nach rechts, woraus der erbitterte Parteienkampf von heute erwuchs. Woran liegt es aber, dass die Tanzpartner zusammenbleiben?
    Abstract: Biographical note: Paul R. Krugman, geboren 1953, ist einer der bedeutendsten und bekanntesten Ökonomen der Welt. Nach Stationen an der Yale University, am Massachusetts Institute of Technology und an der Stanford University lehrt er derzeit an der Princeton University. Für seine wissenschaftlichen Arbeiten wurde er vielfach ausgezeichnet, u.a. verlieh ihm 1998 die Freie Universität Berlin die Ehrendoktorwürde, und zwei Jahre später wurde ihm in Nürnberg der Horst-Recktenwald-Preis für Nationalökonomie zuerkannt. Nebenbei arbeitete er 1984 für ein Jahr als Wirtschaftsberater in der Regierung von Ronald Reagan. Während des Präsidentschaftswahlkampfes 1992 berief Bill Clinton ihn zu einem seiner wirtschaftspolitischen Berater. Heute ist er bekannt als einer der schärfsten Kritiker der Politik von Präsident George W. Bush. Neben seinen viel beachteten wöchentlichen Kolumnen in der New York Times, seinen wissenschaftlichen Publikationen und seinen regelmäßigen Artikeln für Zeitschriften wie Fortune, Foreign Affairs und Slate schrieb Paul Krugman mehrere Sachbücher. Regalado, Richard Santillan, and Maureen Smith This anthology explores the intersection of race, ethnicity, and sports and analyzes the forces that shaped the African American and Latino sports experience in post-World War II America. Contributors reveal that sports often reinforced dominant ideas about race and racial supremacy but that at other times sports became a platform for addressing racial and social injustices. The African American sports experience represented the continuation of the ideas of Black Nationalism--racial solidarity, black empowerment, and a determination to fight against white racism. Three of the essayists discuss the protest at the 1968 Olympic Games in Mexico City. In football, baseball, basketball, boxing, and track and field, African American athletes moved toward a position of group strength, establishing their own values and simultaneously rejecting the cultural norms of whites. Among Latinos, athletic achievement inspired community celebrations and became a way to express pride in ethnic and religious heritages as well as a diversion from the work week. Sports was a means by which leadership and survival tactics were developed and used in the political arena and in the fight for justice.Michael E.     Abstract: For the last decade a movement for providing workers with a living wage has been growing in the US. This book describes how great thinkers in the history of economic thought viewed the living wage and highlights how the ideas of the early economists such as Adam Smith and John Stuart Mill support the idea of a living wage and contrast with the ideas of more recent free-market economists who do not. The lessons we can learn from the contrasting ideas of both the early and recent economists will help us to think more clearly about the issues surrounding whether, how and why workers should be paid a living wage

    Abstract: In February 2003, the London Congestion Charging Scheme was introduced and in 2006 a similar policy was introduced in Stockholm.     Abstract: The book begins with a discussion of how shutting down the pipelines of funding is as important as dismantling the terrorist cells themselves. Next, the book covers the various means and methods used by terrorist groups to raise money, and examines how money is transferred globally to finance their lethal activities. The principal components of the legal strategy to disrupt the financing of terrorism are then discussed and evaluated. Unfortunately, the author concludes that the legal regime has met with mixed results, and finds that the sense of urgency to deprive terrorists of funding that existed following 9/11 has since dissipated. As a result, international efforts to freeze terrorist assets have dramatically declined. Moreover, the US Department of Justice has suffered several embarrassing and disappointing legal defeats in prosecuting major terrorist financiers. The author provides numerous recommendations to Congress, the Executive Branch, and the UN Security Council for strengthening the legal regime to deny terrorists the money needed to wage global jihad, acquire weapons of mass destruction, and launch another terrorist attack on the scale of 9/11

    Abstract: "Transfigurations: Violence, Death and Masculinity in American Cinema suggests a fundamental rethinking of the notion of violence in Hollywood cinema, and discloses the methodological and theoretical inadequacies of a series of common approaches to screen violence. More specifically, the book challenges the traditional understanding of the concept of memesis with regard to film fiction in general and film violence in particular. Transfigurations deconstructs the idea that the film image is a transparent entity, and proposes instead that filmicity is always opaque. In turn, this argument leads to the conclusion that all film fiction is amimetic, and that it entails processes of transfiguration rather representation, aesthetic theorization rather than mimetic reflection. By considering film violence not as a mirror but as a trope, this book shows how the violence in films may be interpreted as a discourse on death and masculinity."--Jacket
    Abstract: In many senses, viewers have cut their teeth on the violence in American cinema: from Anthony Perkins slashing Janet Leigh in the most infamous of shower scenes; to the 1970s masterpieces of Martin Scorsese, Sam Peckinpah and Francis Ford Coppola; to our present-day undertakings in imagining global annihilations through terrorism, war, and alien grudges. Transfigurations brings our cultural obsession with film violence into a renewed dialogue with contemporary theory. Grønstad argues that the use of violence in Hollywood films should be understood semiotically rather than viewed realistically; Tranfigurations thus alters both our methodology of reading violence in films and the meanings we assign to them, depicting violence not as a self-contained incident, but as a convoluted network of our own cultural ideologies and beliefs

Early evidence suggests that the psychological toll of these deployments -- many involving prolonged exposure to combat-related stress over multiple rotations -- may be disproportionately high compared with the physical injuries of combat. In the face of mounting public concern over post-deployment health care issues confronting OEF/OIF veterans, several task forces, independent review groups, and a Presidential Commission have been convened to examine the care of the war wounded and make recommendations. Concerns have been most recently centered on two combat-related injuries in particular: post-traumatic stress disorder and traumatic brain injury. With the increasing incidence of suicide and suicide attempts among returning veterans, concern about depression is also on the rise. The study discussed in this monograph focuses on post-traumatic stress disorder, major depression, and traumatic brain injury, not only because of current high-level policy interest but also because, unlike the physical wounds of war, these conditions are often invisible to the eye, remaining invisible to other servicemembers, family members, and society in general. All three conditions affect mood, thoughts, and behavior; yet these wounds often go unrecognized and unacknowledged. The effect of traumatic brain injury is still poorly understood, leaving a large gap in knowledge related to how extensive the problem is or how to address it. RAND conducted a comprehensive study of the post-deployment health-related needs associated with these three conditions among OEF/OIF veterans, the health care system in place to meet those needs, gaps in the care system, and the costs associated with these conditions and with providing quality health care to all those in need.     Abstract: Asian American rhetorics, produced through cultural contact between Asian traditions and US English, also comprise a dynamic influence on the cultural conditions and practices within which they move. Though always interesting to linguists and "contact language" scholars, in an increasingly globalized era, these subjects are of interest to scholars in a widening range of disciplines--especially those in rhetoric and writing studies. Mao, Young, and their contributors propose that Asian American discourse should be seen as a spacious form, one that deliberately and selectively incorporates Asian "foreign-ness" into the English of Asian Americans. These authors offer the concept of a dynamic "togetherness-in-difference" as a way to theorize the contact and mutual influence. Chapters here explore a rich diversity of histories, theories, literary texts, and rhetorical practices. Collectively, they move the scholarly discussion toward a more nuanced, better balanced, critically informed representation of the forms of Asian American rhetorics and the cultural work that they do

    Abstract: "Job placement” has been the traditional goal of labour and employment policies, but this report argues otherwise. To stay competitive in a globalised economy, governments must also strive to enhance the skills of workers, increase their productivity and provide upward mobility to immigrants and the disadvantaged. This report provides valuable insights into how labour policies can be expanded to meet economic development and social cohesion goals, while also reconciling national and local concerns. Studies from seven OECD countries are presented (Australia, France, Germany, Japan, Korea, the United Kingdom and the United States), each analysing attempts to expand workforce development policies and bridge the gap between national and local initiatives. Included are various types of government/private sector partnerships in the United States, regional training in France and Australia’s efforts to customise policies to local needs. Based on the country studies, the report then makes specific recommendations and suggestions on how workforce development policies can be expanded and improved.
