    Abstract: This report assesses the impact of the road transport sector on energy demand, CO2 emissions and air pollution in several selected major emerging economies over the coming decades under several IEA modelling scenarios. Most notably the Announced Pledges Scenario (APS) aims to show to what extent announced ambitions and targets, including the most recent ones, are on the path to deliver emissions reductions required to achieve net zero emissions by 2050. Bringing about a road transport decarbonisation pathway in line with the APS in the selected major emerging economies - Brazil, People's Republic of China, India, Indonesia, Mexico and South Africa - will require significant enhancement of existing policies and the introduction of new innovative policies and measures in each of selected countries. Our report sets out six policy areas critical to the achievement of the road transport transitions and a series of recommendations for strengthening financing for the sector. Importantly, the report provides detailed reference to a wide range of policy measures and good practice already in place in many major emerging economies elsewhere to facilitate knowledge sharing among countries. It also places a special emphasis on the road transport sectors of India and Indonesia. These countries are IEA partners in their respective regions and benefit from an enhanced programme of work.

    Abstract: Energy efficiency indicators are key to tracking energy efficiency progress for a variety of purposes (e.g. policy making, monitoring targets, making energy projections, developing scenarios and planning, and benchmarking). This guide is for professionals and decision makers, describing options and good practices for the collection of energy end-use data and the development of energy efficiency indicators at the national level. In parallel, it can also be used as an assessment tool, helping countries/economies to locate their starting point, and to identify appropriate targets according to their respective national interests and priorities.The roadmap presented here encompasses the results of a consultation exercise across countries and presents good practices and practical tips. It acknowledges that there is no single solution, but a number of possible pathways instead, depending on national contexts and priorities. The roadmap is a strategic document looking at the whole value chain in the development of efficiency indicators, from the initial point where the need for data and indicators arises up to the later dissemination and data use stages, and is meant to be a useful resource for practitioners across the globe in the development of energy efficiency indicators.

    Abstract: Countries around the world are facing an energy security and affordability crisis affecting households, businesses and public budgets. In Latin America, household expenditure on energy services is second only to food. On average, the share of household budget for energy ranges between 7% and 9% of income – and up to more than 24% for the poorest households. As governments urgently implement measures to protect citizens and secure their economies, it is important to consider short- and long- term solutions to ease existing pain and reduce risks over time. While much attention focuses on securing energy supplies, it is equally important to take a hard look at the role of more efficient and flexible demand in securing affordable, reliable energy.Decades of policies and programmes have delivered energy savings around the world. As a result, energy systems are more resilient, bills are lower, and public budgets feel less pressure than they would have without these efforts. This report looks at energy efficiency and demand management policies and programmes across Latin America. It presents evidence of the results of these efforts on improving living standards, public budgets, energy security and employment, and provides a view on the opportunities to expand these benefits and support just energy transitions.

    Abstract: Power markets are an instrument used globally to ensure electricity security while maintaining affordability and incentivising decarbonisation. The People’s Republic of China (hereafter, “China”) has been making big steps towards implementing markets, and the goals announced in 2020 of carbon dioxide emissions peaking before 2030 and carbon neutrality before 2060 have added momentum to expand their footprint. Provinces have taken a leading role in designing and implementing markets. To improve sharing of resources, the guidance to implement a unified national market system pushes for more co-ordination between provinces. This report examines the role of power markets in China and the pathways to develop a national market. The analysis focuses on short-term markets because they have the potential to unlock flexibility the system needs in light of renewables growth and changing weather patterns. The report provides recommendations to improve markets’ co-ordination across the country as well as within the provinces.

    Abstract: Governments, businesses and citizens around the globe are facing the challenge of climate change and how to accelerate global clean energy transitions to reach net zero emissions by 2050 at the latest. Central to reducing energy-related emissions are the move away from fossil fuel use to electrified systems; significant and sustained improvements in energy efficiency; and an increase in renewable electricity generation capacity. Japan’s Ministry of Economy, Trade and Industry, as part of Japan’s Presidency of the G7, asked the International Energy Agency (IEA) to examine the evolution of energy efficiency policy in the context of the clean energy transitions. This acted to support discussions among G7 countries to provide insights and direction for the G7 energy and climate agenda. This report reflects the findings of these discussions, and uses them as a basis for guiding policy makers towards the development of policies to hasten the delivery of the energy system required for clean energy transitions. The challenge is considerable but, as this report demonstrates, governments have already begun the process of transforming their energy efficiency policies to address it. The report outlines the ways in which energy efficiency polices can develop to incorporate flexibility and engagement levers and provides insights into policy developments in major economies, with examples in three main sectors: demand flexibility in appliances and buildings, vehicle fuel economy standards, industrial energy and carbon reporting.

    Abstract: Energy service companies (ESCOs) deliver energy efficiency projects that are financed through the resulting energy cost savings. ESCOs can thus unlock energy efficiency action by addressing barriers related to funding and technical expertise. Despite their potential, many governments still struggle to stimulate development of a market for ESCOs. Evolving Energy Service Companies in People’s Republic of China, (“China” hereafter) provides an overview of how China has built the world’s largest and fastest growing ESCO market over the past decades. This report highlights how the government’s strategic measures to set up key agencies for ESCOs, engage the State-Owned Enterprises, and encourage market play by bringing in commercial players, in line with China’s socio-economic transition, have been critical to making the Chinese ESCO model a success. Looking ahead, ESCOs in China continue to evolve, for example by using digital technologies to make their businesses more sustainable and lucrative.     Abstract: The People’s Republic of China (“China”) officially launched its national emissions trading system (ETS) in 2017, and it will come into operation in 2021. Initially covering the power sector, which accounts for over 40% of China’s energy-related CO2 emissions, the ETS is set to subsequently be expanded to other energy-intensive sectors. China’s national ETS could be an important market-based instrument to help the country meet its recently enhanced climate goals to have CO2 emissions peak before 2030 and achieve carbon neutrality before 2060. This report explores how China’s ETS can spur emissions reductions from electricity generation and support power sector transformation. It builds on understanding of power sector development and policy trends and relies on in-depth national and provincial scenario modelling of China’s power system from 2020 to 2035. This study also analyses how the ETS’s output- and rate-based design affects overall power sector emissions, technologies and costs, and regional distribution. Finally, it recommends ways China’s ETS can play a stronger role in incentivising cost-effective and structural power sector decarbonisation to support the country’s long-term climate ambitions.

    Abstract: This summary report provides an overview of the impact that standards and labelling programmes are having on the energy efficiency of energy-using appliances and equipment in countries around the world. It draws on a global review of nearly 400 published reports, studies and papers covering more than 100 products – representing one of the most comprehensive datasets assembled on the topic to date. It confirms that improvements to the energy efficiency of appliances and equipment are some of the lowest-cost options available today for reducing energy consumption and associated emissions, with typical society benefit/cost ratios of 4:1. Programmes that have been operating the longest, such as those in the United States and the European Union, are estimated to deliver annual reductions of around 15% of total current electricity consumption. These programmes provide net financial benefits to individuals and the community. Other benefits, including employment, product innovation, water savings, improvements in air quality and the reduction of public expenditure on health, add to the case for stronger standards and labels.

    Abstract: This paper analyses institutional reforms and political participation, most notably indirect and direct elections of residential committees (RC), in China's urban neighbourhoods and communities (shequ). It shows that these elections at present are not meaningful to the majority of city dwellers as the RCs have little decision-making power and no revenues generated by a collective economy as in most of China's villages. RCs are primarily important to those weaker strata of society who depend on the state to be provided with social services and financial support - tasks that the RCs are forced to assume on behalf of higher government authorities. Nevertheless, the author finds that as limited the significance of - and knowledge about - RC elections in the daily lives of China's urban dwellers still are, they still have some influence on political awareness and participation. For instance, they make people voice more opinions in their shequ, which may be a good starting point for more direct interference in local political affairs soon to come. The paper emphasizes that RC elections have been introduced in order to enhance regime legitimacy but suggests that they may spur democratization by the rise of accountability as a conditioning factor of this legitimacy and by electoral 'habituation' as a transition to full democratic commitment. Whilst 'security first, participation second' seems to be the order of the day and the 'freedom of politics' is still more important than a concern for RC elections and shequ affairs, it remains to be seen if those elections may not soon trigger off a meaningful drive for political participation in China's cities.

    Abstract: This book reports the findings of two field studies conducted between 1993 and 2001 in seven townships and six provinces in China. The authors describe the process of rural urbanization and its related economic, social, and political changes by focusing mainly on the zhen (town), in addition to administrative offices and companies involved in the local economy, and village committees. The authors show that the social changes resulting from China's economic reforms are occurring mainly from below, and that this process is also resulting in a weakening of the economic and political dominance of the central government. Other changes discussed in this study include the development of new ownership structures and the increasing dominance of the private sector; a shift in the functions of administrative offices as the bureaucracy becomes increasingly business oriented; the rise of a new local elite; a rebirth of traditional social structures (clans, local associations); and the emergence of new interest groups and institutions to represent their needs.

    Abstract: Abstract: Der vorliegende Beitrag basiert auf den Ergebnissen einer Untersuchung über die sozialen und politischen Funktionen der neuen Privatunternehmerschaft in China und Vietnam. Im Rahmen dieses von der DFG geförderten Projektes wurden 1996/97 in drei chinesischen und drei vietnamesischen Provinzen mehrere hundert Unternehmer quantitativ und qualitativ befragt. Eine der zentralen Fragen dieser Untersuchung ist die nach der politischen und gesellschaftlichen Verortung der Unternehmerschaft und den entsprechenden theoretischen Implikationen, die sich daraus ergeben. Es werden drei Kategorien angeboten, in die sich Unternehmer gruppenmäßig einordnen lassen: die der Klasse, die der "Mittelschicht/Mittelklasse" und die der "Strategischen Gruppe". Im weiteren Verlauf der Untersuchung werden die Unternehmer als soziale Gruppe untersucht.
