Adam Rose was one of the first both to identify the central role of equity among nations and regions in addressing greenhouse gas (GHG) mitigation and to quantify many equity principles so that they could be incorporated into formal models. Comprising classic explorations into GHG emission trading design with respect to burden-sharing, borrowing and banking, and political constraints, the papers contained in this volume provide guidance on coalition choices for individual states of the US and partnership choices for developing countries involved in the Clean Development Mechanism today and in emission allowance trading in the future. The impacts of mitigation policy across industries and socioeconomic groups are also analysed, using computable general equilibrium models to examine the economic implications of carbon taxes, fuel taxes, tradable emission permits, and strict regulation. In addition, the book establishes a firm grounding for policy analysis by providing a basic understanding of the carbon cycle, drivers of GHG emissions, and some economic impacts of climate change.     Kurzfassung: This timely book offers a fresh view on how oceans and coasts are, and should be, managed. The urgency of this issue is increasingly being recognized, as critical limits to the economic exploitation of our oceans and coasts are reached. The authors argue that ecological economics is in a unique position to address this problem given its particular focus on interconnected ecological and economic systems. Four 'cornerstones' of this ecological economics approach to the oceans and coasts are presented; most importantly, sustainability is the overarching policy goal, rather than economic efficiency, as I soften emphasized in mainstream economics. Secondly, recognizing the biophysical limits and thresholds of marine systems is fundamental. Thirdly, a complex systems view is adopted, which has profound implications for managing marine systems in the face of intrinsic uncertainty, irreversibility and interdependent behaviour. Finally, the approach is necessarily methodologically pluralistic, given the complexity and multi-faceted character of marine ecological-economic systems. Ecological Economics of the Oceans and Coasts is a unique book that will be warmly welcomed by ecological economists, researchers and academics of coastal and marine management and policy as well as natural resource and environmental economists. Economic theory suggests that there should be a link between future wellbeing and current wealth. This book explores this linkage under a variety of headings: population growth, technological change, deforestation and natural resource trade. While the relevant theory is presented briefly, the chief emphasis is on empirical measurement of the change in real wealth: this measure of net or "genuine" saving is a key indicator of sustainable development.     Kurzfassung: This important new book enhances our understanding of the dynamic interactions between economic activity, economic growth, pollution abatement and environmental policy. It addresses one main policy problem: how can the direct and indirect costs of environmental policy for multiple pollutants be properly assessed in an applied model? Using an original methodology, the author constructs a multi-sectoral dynamic applied general equilibrium model. This new integrated model greatly improves the empirical analysis of the dynamic reactions of economic agents to pollution control, explicitly taking into account the direct and indirect effects of abatement on the economy and the environment. The author goes on to apply the model to study the costs of various environmental policies including climate change, acidification, eutrophication, smog formation and the dispersion of fine dust. He finds that if environmental policies can be implemented simultaneously and in a cost-effective manner, the economic costs of these policies can be effectively limited through a combination of economic restructuring and adopting technical abatement measures.     Kurzfassung: In evaluating environmental policy, researchers have tended to focus on the industry or market that is targeted by regulation and to disregard policy impacts in other parts of the economy. Recent research indicates, however, that in economies where governments rely on distortionary taxes, environmental regulation can profoundly affect costs and efficiency in areas other than the targeted industry or market. These findings signal the importance of evaluating environmental policy using a general equilibrium framework - an approach that can capture interactions across industries, sectors or markets. General equilibrium analysis can fundamentally alter the evaluation of environmental tax policies, and can overturn conventional wisdom concerning the relative cost-effectiveness of environmental taxes, emissions quotas, or mandated technologies. This volume gathers together important papers on the general equilibrium impacts of environmental regulation in the presence of distortionary taxes. Topics include optimal environmental taxation,'green tax reform' and the 'double dividend', and the choice among alternative policy instruments. The volume will be of interest to environmental economists, public finance economists and researchers interested in the economics of regulation

However, in an increasingly integrated world economy seeking to abolish tariffs, spatial considerations have gained in stature. On the way to fostering a spatial trade theory this book supplies a comprehensive analysis of all the different impacts of the inclusion of space and transport costs, covering orthodox trade theory, new trade theories, and economic geography. Karl Steininger also expands spatial analysis to cover spatial preferences and spatial discounting and catalogues the result of spatial production structure and environmental quality in a global economy.     Kurzfassung: The growth of international trade and travel means that more species are being introduced to more places than ever before. This book represents the first concerted effort to understand the economic causes and consequences of biological invasions. The volume discusses the theoretical and methodological issues raised by invasion, including control strategies, modelling options, and a study of the economic, institutional and policy conditions that predispose countries to biological invasions. Also included are case studies of fisheries, agricultural systems, tropical forests and protected areas affected by invasive species in locations such as the Black Sea, Australia and Africa, and an evaluation of control programmes
