    Kurzfassung: People in danger have received protection in communities beyond their own from the earliest times of recorded history. The causes - war, conflict, persecution, natural disasters and climate change - are as familiar to readers of the news as to students of the past. It is 70 years since nations in the wake of world war drew up the landmark 1951 Refugee Convention. To mark this milestone, The State of the World's Forcibly Displaced traces the historic path that led to that definitive moment. It shows how history was made, by taking the centuries-old ideals of safety and solutions for refugees, to global practice. The book maps the progress encountered on the journey started by the Convention, during which the principle of international protection has reached a much broader group of people than the founders could have envisaged in the 1950s. It examines international responses to forced displacement within borders as well as beyond them, and the protection principles that apply to both. It reviews where they have been used with consistency and success, and where they have not. At times, the strength and resolve of the international community seems strong, yet solutions and meaningful solidarity are often elusive. Understanding why - at this important anniversary - is all the more crucial as the world faces unprecedented forced flight. Most is experienced in in low and middle income countries, and persists for generations. Everywhere, an effective response depends on the commitment to international cooperation set down by the Convention: a vision often compromised by efforts to minimise responsibilities. There is growing recognition that doing better is global imperative. Humanitarian and development action has the potential to be transformational, especially when grounded in the local context. The State of the World's Forcibly Displaced examines how and where investment in education, health and economic inclusion has improved lives and opportunities both for forcibly displaced persons and their hosts. In 2018, the international community reached a Global Compact on Refugees for more equitable and substantiable responses. It is receiving deeper support. The State of the World's Forcibly Displaced looks at whether that is enough for what could - and should - help define the next 70 years

    Kurzfassung: Based on four years of embedded observation in the cabinet of a European Commissioner, this book develops a sociology of international political work. Empirically, it offers an insider's chronicle of the European Union between 2015 and 2019. The analysis traces the successes and failures of Commissioner Pierre Moscovici and his team on five issues that defined European politics between 2015 and 2019: the Greek crisis, budgetary disputes with Spain and Portugal, the rise of populism in Italy, the reform of the eurozone, and the fight against tax evasion. The aim is not to ascertain whether the Commission's policy was good or bad, but to understand how political work is done in a European Union where the 'spectacle of power' is blurred by 24 official languages, 28 national histories, a powerful technocracy, and sometimes opaque institutions. 0As a life-long socialist politician and former French finance minister, Pierre Moscovici was perhaps the most intensely political character in Jean-Claude Juncker's self-styled 'Political Commission'. Brandishing his leftist identity, rejecting technocratic talk, he surrounded himself with staffers sharing his ambition - but also critical of his actions. Shadowing them from the corridors of the Berlaymont, the seat of the European Commission, to Washington and Athens, The Political0Commissioner throws light on the partisan struggles that shaped the Juncker Commission, tensions with the Eurogroup and the Parliament, and recurring conflicts with the Member States. It highlights her resourcefulness, resilience and spirited defence of her innocence, providing precious details on her life, household, work, health and social and commercial networks in this understudied African region.

This development is best understood as the emergence of technopopulism-a new political field that is pushing aside the traditional struggle between left and right. Political movements and actors-such as Italy's Five Star Movement and En Marche! in France-combine these technocratic and populist appeals in a variety of ways, as do more established parties that are adapting to the forces and pressures of this new political field. In this first book-length treatment of the phenomenon of technopopulism, the authors provide both a conceptual treatment of it as a new political field and explore empirically technopopulism by focusing on British, French, and Italian politics. The book provides a detailed historical account of the formation of the ideological political field and the emergence since the 1990s of the technopopulist political field. The book considers the consequences of technopopulism for representative democracy and what remedies might exist to what the authors view as the rise of an unmediated form of political competition, one that challenges some of the core values of modern democracy"--

    Kurzfassung: The very concept of human rights implies governmental accountability. To ensure that governments are indeed held accountable for their treatment of citizens and others the United Nations has established a wide range of mechanisms to monitor compliance, and to seek to prevent as well as respond to violations. The panoply of implementation measures that the UN has taken since 1945 has resulted in a diverse and complex set of institutional arrangements, the effectiveness of which varies widely. Indeed, there is much doubt as to the effectiveness of much of the UN's human rights efforts but also about what direction it should take. Inevitable instances of politicization and the hostile, or at best ambivalent, attitude of most governments, has at times endangered the fragile progress made on the more technical fronts. At the same time, technical efforts cannot dispense with the complex politics of actualizing the promise of human rights at and through the UN. In addition to significant actual and potential problems of duplication, overlapping and inconsistent approaches, there are major problems of under-funding and insufficient expertise. The complexity of these arrangements and the difficulty in evaluating their impact makes a comprehensive guide of the type provided here all the more indispensable. These essays critically examine the functions, procedures, and performance of each of the major UN organs dealing with human rights, including the Security Council and the International Court of Justice as well as the more specialized bodies monitoring the implementation of human rights treaties. Significant attention is devoted to the considerable efforts at reforming the UN's human rights machinery, as illustrated most notably by the creation of the Human Rights Council to replace the Commission on Human Rights. The book also looks at the relationship between the various bodies and the potential for major reforms and restructuring.

    Kurzfassung: Constituent power is the power to create new constitutions. Since it is frequently exercised during or after political revolutions, it has been historically associated with extra-legality and violations of the established legal order. This book examines the relationship between constituent power and the law and the place of constituent power in constitutional history, focusing on the legal and institutional implications that theorists, politicians, and judges havederived from it. 0Since the 18th and 19th centuries, commentators and citizens have relied on the concept of constituent power to defend the idea that electors have the right to instruct representatives, and that the creation of new constitutions must take place through extra-legislative entities, such as primary assemblies open to all citizens. More recently, several Latin American constitutions explicitly incorporate the theory of constituent power and allow citizens, acting through popular initiative, totrigger constitution-making episodes that may result in the replacement of the entire constitutional order.0Constitutional courts have employed constituent power to justify their jurisdiction to invalidate constitutional amendments that alter the fundamental structure of the constitution and thus amount to a constitution-making exercise. Some governments have reverted to it to defend the legality of transforming the constitutional order through procedures not contemplated in the constitution's amendment rule, but considered participatory enough to be equivalent to 'the people in action', and these0attempts have sometimes been sanctioned by courts. 0

    Kurzfassung: It is time for International Relations (IR) to join the relational revolution afoot in the natural and social sciences. To do so, more careful reflection is needed on cosmological assumptions in the sciences and also in the study and practice of international relations. In particular it is argued here that we need to pay careful attention to whether and how we think 'relationally'. Building a conversation between relational cosmology, developed in natural sciences, and critical social theory, this book seeks to develop a new perspective on how to think relationally in and around the study of IR. And can we reorient our cosmological imaginations towards more relational understanding of the universe and what would this mean for the study and practice of international politics?The book argues that we live in a world without 'things', a world of processes and relations. It also suggests that we live in relations which exceed the boundaries of the human and the social, in planetary relations with plants and animals. Rethinking conceptual premises of IR, Kurki points towards a 'planetary politics' perspective within which we can reimagine IR as a field of study and also political practices, including the future of democracy.

    Kurzfassung: Why have social spending levels and social policy trajectories diverged so drastically across labour-abundant Middle Eastern and North African regimes? And how can we explain the marked persistence of spending levels after divergence? Using historical institutionalism and a mix of qualitative and quantitative methods Social Dictatorships: The Political Economy of the Welfare State in the Middle East and North Africa develops an explanation of social spending in authoritarian regimes. It emphasizes the importance of early elite conflict and attempts to form a durable support coalition under the constraints imposed by external threats and scarce resources. Social Dictatorships utilizes two in-depth case studies of the political origins of the Tunisian and Egyptian welfare state to provide an empirical overview of how social policies have developed in the region, and to explain the marked differences in social policy trajectories. It follows a multi-level approach tested comparatively at the cross-country level and process-traced at micro-level by these case studies.

    Kurzfassung: Anthropological theory can radically transform our understanding of human experience and offer theologians an introduction to the interdisciplinary nature between anthropology and Christianity. Both sociocultural anthropology and theology have made fundamental contributions to our understanding of human experience and the place of humanity in the world. But can these two disciplines, despite the radical differences that separate them, work together to transform their thinking on these topics? Robbins argues that they can. To make this point, he draws on key theological discussions of atonement, eschatology, interruption, passivity, and judgement to rethink important anthropological debates about such topics as ethical life, radical change, the ways people live in time, agency, gift giving, and the nature of humanity. The result is both a major reconsideration of important aspects of anthropological theory through theological categories and a series of careful readings of influential theologians such as Moltmann, Pannenberg, Jungel, and Dalferth informed by rich ethnographic accounts of the lives of Christians from around the world. In conclusion, Robbins draws on contemporary discussions of secularism to interrogate the secular foundations of anthropology and suggests that the differences between anthropology and theology surrounding this topic can provide a foundation for transformative dialogue between them, rather than being an obstacle to it. Written as a work of interdisciplinary anthropological theorizing, this book also offers theologians an introduction to some of the most important ground covered by burgeoning field of the anthropology of Christianity while guiding anthropologists into core areas of theological discussion

    Kurzfassung: This book reveals what happens to applications for post-conviction review when those in England, Wales, and Northern Ireland who believe they are wrongfully convicted apply to the Criminal Cases Review Commission, the only body that can refer a case back to the Court of Appeal once appellants opportunities for direct appeal are exhausted. While the Court is obliged to hear all such referrals, the Commission can only refer a case where it believes there is a real possibility that the Court will quash the conviction. The first empirical study of all stages of decision-making within the Commission, this book starts from the premise that the test applied by the Commission (the real possibility test) is not inflexible. Though created by statute and refined through case law, it must be determined on a case-by-case basis, drawing too on cultural and structural variables, alongside fresh evidence gathered by the Commission. Through in-depth analysis of case files and interviews, Hoyle and Sato scrutinize the Commissions operational practices, its working rules and assumptions, considering how these influence its understanding of the real possibility test. Situating their rich empirical data within a framework of the Commissions social, organizational, and legal contexts, this book demonstrates that in its open-ended investigations there is considerable scope for discretion; for thorough exploration of all possible avenues or for choosing a more superficial consideration of a case. It emerges that while structured internal guidance, drawing heavily on Court jurisprudence, shapes decision-making, creating consistency in approach, there remains some variability across cases, over time, that can be accounted for by the different professional backgrounds and personalities of Commission staff

It is during this era, couched between classic European imperialism and a new form of US-led Western hegemony, that fundamental legal debates took place over a new international legal order for a decolonised world. The book argues that this era presents in essence a battle, a battle that was fought out in particular over the premises and principles of international law by diplomats, lawyers, and scholars. In a moment of relative weakness of European powers, 'newly independent states' and international lawyers from the South fundamentally challenged traditional Western perceptions of international legal structures engaging in fundamental controversies over a new international law.     Kurzfassung: Sir Edward Evan Evans-Pritchard (1902-1973) is widely considered the most influential British anthropologist of the twentieth century, known to generations of students for his seminal works on South Sudanese ethnography Witchcraft, Oracles and Magic Among the Azande (OUP 1937) and The Nuer (OUP 1940). In these works, now classics in the anthropological literature, Evans-Pritchard broke new ground on questions of rationality, social accountability, kinship, social and political organization, and religion, as well as influentially moving the discipline in Britain away from the natural sciences and towards history. Yet despite much discussion about his theoretical contributions to anthropology, no study has yet explored his fieldwork in detail in order to get a better understanding of its historical contexts, local circumstances or the social encounters out of which it emerged. This book then is just such an exploration, of Evans-Pritchard the fieldworker through the lens of his fieldwork photography. Through an engagement with his photographic archive, and by thinking with it alongside his written ethnographies and other unpublished evidence, the book offers a new insight into the way in which Evans-Pritchard's theoretical contributions to the0discipline were shaped by his fieldwork and the numerous local people in Africa with whom he collaborated. By writing history through field photographs we move back towards the fieldwork experiences, exploring the vivid traces, lived realities and local presences at the heart of the social encounter that formed the basis of Evans-Pritchard's anthropology

    Kurzfassung: The relationship between secularism, democracy, religion, and gender equality has been a complex one across Western democracies and still remains contested. When we turn to Muslim countries, the situation is even more multifaceted. In the views of many western commentators, the question of Women Rights is the litmus test for Muslim societies in the age of democracy and liberalism. Especially since the Arab Awakening, the issue is usually framed as the opposition between liberal advocates of secular democracy and religious opponents of women's full equality. Islam, Gender, and Democracy in Comparative Perspective critically re-engages this too simple binary opposition by reframing the debate around Islam and women's rights within a broader comparative literature. Bringing together leading scholars from a range of disciplines, it examines the complex and contingent historical relationships between religion, secularism, democracy, law, and gender equality. Part One addresses the nexus of religion, law, gender, and democracy through different disciplinary perspectives (sociology, anthropology, political science, law). Part Two localizes the implementation of this nexus between law, gender, and democracy and provides contextualized responses to questions raised in Part One. The contributors explore the situation of Muslim women's rights in minority conditions to shed light on the gender politics in the modernization of the nation and to ponder on the role of Islam in gender inequality across different Muslim countries

    Kurzfassung: Deliberative democracy has challenged two widely-accepted nostrums about democratic politics: that people lack the capacities for effective self-government; and that democratic procedures are arbitrary and do not reflect popular will; indeed, that the idea of popular will is itself illusory. On the contrary, deliberative democrats have shown that people are capable of being sophisticated, creative problem solvers, given the right opportunities in the right kinds of democratic institutions. But deliberative empirical research has its own problems. In this book two leading deliberative scholars review decades of that research and reveal three important issues. First, the concept 'deliberation' has been inflated so much as to lose empirical bite; second, deliberation has been equated with entire processes of which it is just one feature; and third, such processes are confused with democracy in a deliberative mode more generally. In other words, studies frequently apply micro-level tools and concepts to make macro- and meso-level judgements, and vice versa. Instead, Bächtiger and Parkinson argue that deliberation must be understood as contingent, performative, and distributed. They argue that deliberation needs to be disentangled from other communicative modes; that appropriate tools need to be deployed at the right level of analysis; and that scholars need to be clear about whether they are making additive judgements or summative ones. They then apply that understanding to set out a new agenda and new empirical tools for deliberative empirical scholarship at the micro, meso, and macro levels.

    Kurzfassung: This is a book about the multi-faceted notion of gender. Gender differences form the basis for family life, patterns of socialization, distribution of tasks, and spheres of responsibilities. The way gender is articulated shapes the world of individuals, and of the societies they live in. Gender has three faces: Linguistic Gender-the original sense of 'gender'-is a feature of many languages and reflects the division of nouns into grammatical classes or genders (feminine, masculine, neuter, and so on); Natural Gender, or sex, refers to the division of animates into males and females; and Social Gender reflects the social implications and norms of being a man or a woman (or perhaps something else). Women and men may talk and behave differently, depending on conventions within the societies they live in, and their role in language maintenance can also vary. The book focuses on how gender in its many guises is reflected in human languages, how it features in myths and metaphors, and the role it plays in human cognition. Examples are drawn from all over the world, with a special focus on Aikhenvald's extensive fieldwork in Amazonia and New Guinea

    Kurzfassung: Whether inspired by the Frankfurt School or Antonio Gramsci, the impact of critical theory on the study of international relations has grown considerably since its advent in the early 1980s. This book offers the first intellectual history of critical international theory. Richard Devetak approaches this history by locating its emergence in the rising prestige of theory and the theoretical persona. As theory's prestige rose in the discipline of international relations it opened the way for normative and metatheoretical reconsiderations of the discipline and the world. The book traces the lines of intellectual inheritance through the Frankfurt School to the Enlightenment, German idealism, and historical materialism, to reveal the construction of a particular kind of intellectual persona: the critical international theorist who has mastered reflexive, dialectical forms of social philosophy. . In addition to the extensive treatment of critical theory's reception and development in international relations, the book recovers a rival form of theory that originates outside the usual inheritance of critical international theory in Renaissance humanism and the civil Enlightenment. This historical mode of theorising was intended to combat metaphysical encroachments on politics and international relations and to prioritise the mundane demands of civil government over the self-reflective demands of dialectical social philosophies. By proposing contextualist intellectual history as a form of critical theory, Critical International Theory defends a mode of historical critique that refuses the normative temptations to project present conceptions onto an alien past, and to abstract from the offices of civil government.

    Kurzfassung: This book offers a major new theory of global governance, explaining both its rise and what many see as its current crisis. The author suggests that world politics is now embedded in a normative and institutional structure dominated by hierarchies and power inequalities and therefore inherently creates contestation, resistance, and distributional struggles. Within an ambitious and systematic new conceptual framework, the theory makes four key contributions. Firstly, it reconstructs global governance as a political system which builds on normative principles and reflexive authorities. Second, it identifies the central legitimation problems of the global governance system with a constitutionalist setting in mind. Third, it explains the rise of state and societal contestation by identifying key endogenous dynamics and probing the causal mechanisms that produced them. A stellar group of scholars investigate the challenges that international courts face in transforming the formal legal authority conferred by states into an actual authority in fact that is respected by potential litigants, national actors, legal communities, and publics. Alter, Helfer, and Madsen provide a novel framework for conceptualizing international court authority that focuses on the reactions and practices of these key audiences. Eighteen scholars from the disciplines of law, political science and sociology apply this framework to study thirteen international courts operating in Africa, Latin America, and Europe, as well as on a global level. Together the contributors document and explore important and interesting variations in whether the audiences that interact with international courts around the world embrace or reject the rulings of these judicial institutions. Alter, Helfer, and Madsen's authority framework recognizes that international judges can and often do everything they 'should' do to ensure that their rulings possess the gravitas and stature that national courts enjoy. This book uncovers the regular working world of IOs, examining whether, to what extent, and how these 'global governing bodies' can act independently of the will of states. This book explores this issue by asking who or what shapes their decisions; how and when decisions are made; how players interact within an IO; and how the interactions vary across IOs. The Working World of International Organizations examines three working groups in the higher echelons of IOs - state representatives, as proxy of states, serving in the Executive Boards or General Councils, chief officers of IOs, and the staff of the permanent secretariat. The book demonstrates that none of them are unified; in each there are contested ideas about strategy and appropriate projects, and analyses their interactions to explain who is able to shape or influence decisions. Six representative IOs are studied to identify the relevant critical determinants that shape the behaviour of players. The volume explores how these players have an impact over three dilemmas that are common to all IOs: priority and agenda setting, financing, and the centralization or decentralization of operations.

Counter Revolution is a bold attempt to make sense of the extraordinary events taking place in Europe today. It examines the counter-revolution developing in Europe, exploring its roots and implications. The book takes the form of a series of heartfelt letters to the late European guru Ralf Dahrendorf. Several months after the fall of the Berlin Wall, Dahrendorf wrote a book fashioned on Edmund Burke's Reflections on the Revolution in France. Like Burke, he chose to put his analysis in the form of a letter, reflecting on the implications of the turbulent period around 1989. Thirty years' later, and faced with an equally turbulent period, Jan Zielonka asks: what next? This is not a book on populism, however: it is a book about liberalism. Populism has become a favourite topic within liberal circles and few have exposed populist deceptions and dangers better than liberal writers. Yet, liberals have shown themselves better at finger-pointing than at self-reflection. This book addresses the imbalance; it is a self-critical book by a life-time liberal. Counter-Revolution suggests that Europe and its liberal project need to be reinvented and recreated. There is no simple way back. Emmanuel Macron and Angela Merkel will not produce wonders. Europe failed to adjust to enormous geopolitical, economic, and technological changes that swept the continent over the past three decades. European models of democracy, capitalism, and integration are not in sync with new complex networks of cities, bankers, terrorists, or migrants. Liberal values that made Europe thrive for many decades have been betrayed. The escalation of emotions, myths, and ordinary lies left little space for reason, deliberation, and conciliation. This book examines these different aspects, proposing a way out of the labyrinth.
