    Abstract: The Unfinished Politics of Race argues that the past few decades have seen important transformations in the politics of race. Contending that existing accounts have focused narrowly on the mainstream political sphere, this study argues that there is a need to explore the role of race more widely. By exploring the mainstream as well as transitional and alternative spheres of political mobilisation the authors stress the need to link the analysis of both local and national processes in order to make sense of the changing contours of racialised politics. The underlying concern of this study is to outline both a theoretical frame for an analysis of racial politics, and detailed empirical accounts of different arenas of political mobilisation. By exploring the unfinished politics of race, this study provides a timely reminder that the position of racial and ethnic minorities in political institutions remains deeply contested.

    Abstract: The authors of this timely book, Who Gets What?, harness the expertise from across the social sciences to show how skyrocketing inequality and social dislocation are fracturing the stable political identities and alliances of the postwar era across advanced democracies.     Abstract: This book explores the main challenges against multiculturalism. It aims to examine whether liberalism and multiculturalism are reconcilable, and what are the limits of liberal democratic interventions in illiberal affairs of minority cultures within democracy. In the process, this book addresses three questions: whether multiculturalism is bad for democracy, whether multiculturalism is bad for women, and whether multiculturalism contributes to terrorism. Just, Reasonable Multiculturalism argues that liberalism and multiculturalism are reconcilable if a fair balance is struck between individual rights and group rights. Raphael Cohen-Almagor contends that reasonable multiculturalism can be achieved via mechanisms of deliberate democracy, compromise and, when necessary, coercion. Placing necessary checks on groups that discriminate against vulnerable third parties, the approach insists on the protection of basic human rights as well as on exit rights for individuals if and when they wish to leave their cultural groups

    Abstract: A devastating challenge to the idea of communism as a 'great leveller', this extraordinarily original, rigorous, and ambitious book debunks Marxism-inspired accounts of its equalitarian consequences. It is the first study systematically to link the genesis of the 'bourgeoisie-cum-middle class' - Imperial, Soviet, and post-communist - to Tzarist estate institutions which distinguished between nobility, clergy, the urban merchants and meshchane, and peasants. It demonstrates how the pre-communist bourgeoisie, particularly the merchant and urban commercial strata but also the high human capital aristocracy and clergy, survived and adapted in Soviet Russia. Under both Tzarism and communism, the estate system engendered an educated, autonomous bourgeoisie and professional class, along with an oppositional public sphere, and persistent social cleavages that continue to plague democratic consensus. This book also shows how the middle class, conventionally bracketed under one generic umbrella, is often two-pronged in nature - one originating among the educated estates of feudal orders, and the other fabricated as part of state-induced modernization

    Abstract: The EU is many things: a civilization ideal to emulate, an anchor of geopolitical stabilization, a generous donor and a historical lesson on cooperation across nations. A fixer of national governance problems, however, it is not. In this book, Mungiu-Pippidi investigates the efficacy of the European Union's promotion of good governance through its funding and conditionalities both within EU proper and in the developing world. The evidence assembled shows that the idea of European power to transform the quality of governance is largely a myth. From Greece to Egypt and from Kosovo to Turkey, EU interventions in favour of good governance and anti-corruption policy have failed so far to trigger the domestic political dynamic needed to ensure sustainable change. Mungiu-Pippidi explores how we can better bridge the gap between the Europe of treaties and the reality of governance in Europe and beyond. This book will interest students and scholars of comparative politics, European politics, and development studies, particularly those examining governance and corruption.

Professors Brian Wampler, Natasha Borges Sugiyama, and Michael Touchton argue that differences in the local robustness of three democratic pathways - participatory institutions, rights-based social programs, and inclusive state capacity - best explain the variation in how democratic governments improve well-being. Using novel data from Brazil and innovative analytic techniques, the authors show that participatory institutions permit citizens to express voice and exercise vote, inclusive social programs promote citizenship rights and access to public resources, and more capable local states use public resources according to democratic principles of rights protections and equal access. The analysis uncovers how democracy works to advance capabilities related to poverty, health, women's empowerment, and education.

    Abstract: Since the 1980 military coup in Turkey, much of the history and politics of the country can be described as a struggle between democracy and authoritarianism. In this accessible account of the country's politics, society and economics, the authors delve into the causes and processes of what has been called a democratic 'backsliding'. In order to explore this, Yeşim Arat and Şevket Pamuk, two of Turkey's leading social scientists, focus on the mutual distrust between the secular and Islamist groups. Because no populist leader had occupied the White House in 150 years, there were many questions about what to expect. Marshaling the long-standing expertise of leading specialists of populism elsewhere in the world, this book provides the first systematic, comparative analysis of the prospects for US democracy under Trump, considering the two regions - Europe and Latin America - that have had the most ample recent experiences with populist chief executives. Providing the most thorough description available of political interest in four Western democracies this study analyzes large household panel data sets rarely used in political science to explain how interest develops in people's lives. In an accessible manner, the book's analytical approach pushes applied social scientists to consider how panel data can be used to better understand political behavior. It does so in a way that doesn't gloss over complexities, and explains them in straightforward language. Advanced statistical methods are presented informally, accompanied by graphical illustrations that require no prior knowledge to understand the methods used

    Abstract: Combining international political theory and EU studies, Richard Bellamy provides an original account of the democratic legitimacy of international organisations. He proposes a new interpretation of the EU's democratic failings and how they might be addressed. Drawing on the republican theory of freedom as non-domination, Bellamy proposes a way to combine national popular sovereignty with the pursuit of fair and equitable relations of non-domination among states and their citizens. Applying this approach to the EU, Bellamy shows that its democratic failings lie not with the democratic deficit at the EU level but with a democratic disconnect at the member state level. Rather than shifting democratic authority to the European Parliament, this book argues that the EU needs to reconnect with the different 'demoi' of the member states by empowering national parliaments in the EU policy-making process.

    Abstract: Non-elected actors, such as non-governmental organizations and celebrity activists, present themselves as representatives of others to audiences of decision-makers, such as state leaders, the European Union, the United Nations, and the World Trade Organization. These actors are increasingly included in the deliberation and decision-making processes of such institutions. To take one well-known example, the non-governmental organization, Oxfam, presses decision-makers and governments for fair trade rules on behalf of the world's poor. What entitles such 'self-appointed representatives' to speak and act for the poor? As The Economist asked, 'Who elected Oxfam?'. Montanaro claims that such actors can, and should, be conceptualized as representatives, and that they can - though do not always - represent others in a manner that we can recognize as democratic.     Abstract: Social thinkers have criticized Latin American development as incomplete, backward, and anti-modern.     Abstract: Are politics local? Why? Where? When? How do we measure local versus national politics? And what are the effects? This book provides answers to these questions, within an explicitly comparative framework, including both advanced and developing democracies. It does so by using a statistically-based and graphical account of party nationalization, providing methodology and data for legislative elections covering scores of parties across dozens of countries. The book divides party nationalization into two dimensions - static and dynamic - to capture different aspects of localism, both with important implications for representation. Static nationalization measures the consistency in a party's support across the country and thus shows whether parties are able to encompass local concerns into their platforms. Dynamic nationalization, in turn, measures the consistency among the districts in over-time change in electoral results, under the presumption that where districts differ in their electoral responses, local factors must drive politics. Each of the two dimensions, in sum, considers representation from the perspective of the mix of national versus local politics

Expert knowledge both mediates and facilitates public apprehension of problems, yet it also threatens to exclude the public from consequential judgments and decisions located in technical domains. This book asks: how can we have inclusion without collapsing the very concept of expertise? How can public judgment be engaged in expert practices in a way that does not reduce to populism? Drawing on deliberative democratic theory and social studies of science, Critical Elitism argues that expert authority depends ultimately on the exercise of public judgment in a context in which there are live possibilities for protest, opposition and scrutiny.     Abstract: The Paradox of Traditional Chiefs in Democratic Africa shows that unelected traditional leaders can facilitate democratic responsiveness. Ironically, chiefs' undemocratic character gives them a capacity to organize responses to rural problems that elected politicians and state institutions lack. Specifically, chiefs' longer time horizons encourage investment in local institutions that enable the provision of local public goods. This is the paradox of traditional chiefs in democratic Africa: elected politicians can only effectively respond to rural constituents through institutions constructed and maintained by local leaders who are not worried about electoral terms. Furthermore, the critical role played by chiefs in brokering local development projects forces us to reassess how we understand the basis of their political influence during elections. The book examines the effects of traditional leaders on the electoral connection in Africa through a multi-method approach that combines qualitative research, surveys, and experiments, with particular attention to the Zambian case.

Marshaling a massive amount of cross-national, longitudinal public opinion data from the World Values Survey Association, the authors demonstrate multiple manifestations of a deep shift in the mass attitudes and behaviors that undergird democracy. The chapters in this book show that in dozens of countries around the world, citizens have turned away from allegiance toward a decidedly 'assertive' posture to politics: they have become more distrustful of electoral politics, institutions, and representatives and are more ready to confront elites with demands from below. Most importantly, societies that have advanced the most in the transition from an allegiant to an assertive model of citizenship are better-performing democracies - in terms of both accountable and effective governance.

    Abstract: Brokers, Voters, and Clientelism addresses major questions in distributive politics. Why is it acceptable for parties to try to win elections by promising to make certain groups of people better off, but unacceptable - and illegal - to pay people for their votes? Why do parties often lavish benefits on loyal voters, whose support they can count on anyway, rather than on responsive swing voters? Why is vote buying and machine politics common in today's developing democracies but a thing of the past in most of today's advanced democracies? This book develops a theory of broker-mediated distribution to answer these questions, testing the theory with research from four developing democracies, and reviews a rich secondary literature on countries in all world regions. The authors deploy normative theory to evaluate whether clientelism, pork-barrel politics, and other non-programmatic distributive strategies can be justified on the grounds that they promote efficiency, redistribution, or voter participation

    Abstract: "Objections to concentrated ownership of the mass media are widespread. Often, however, critics merely point to the fact of huge and growing media conglomerates without explaining precisely why this is bad. This book fills the gap in the critique of concentration. Firmly rooting its argument in democratic and economic theory, the book argues that a more democratic distribution of communicative power within the public sphere and a structure that provides safeguards against abuse of media power provide two of three primary arguments for ownership dispersal. It also shows that dispersal is likely to result in more owners who will reasonably pursue socially valuable journalistic or creative objectives rather than a socially dysfunctional focus on the "bottom line." The middle chapters answer those, including the current Federal Communications Commission, who favor "deregulation" and who argue that existing or foreseeable ownership concentration is not a problem. The final chapter evaluates the constitutionality and desirability of various policy responses to concentration, including strict limits on media mergers."--Jacket

    Abstract: Overcoming Intolerance in South Africa investigates the degree to which the political culture of South Africa - the beliefs, values, and attitudes toward politics held by ordinary people - impedes or promotes the consolidation of democratic reform. One set of values is of particular concern in this study - political tolerance. The authors contend that political tolerance is a crucial element of democratic political cultures in general, but that in the South African case, tolerance is perhaps more important than any other democratic value. Since South Africa is one of the most polyglot countries in the world, the only viable strategy for survival is tolerance toward the political views of others. The overwhelming emphasis throughout this book is on finding ways to enhance the willingness of South Africans to 'put up with' their political enemies, to allow open and widespread political competition, and to coexist in their diversity.

    Abstract: Government interventions in media markets are often criticized for preventing audiences from getting the media products they want. A free press is often asserted to be essential for democracy. The first point is incorrect and the second is inadequate as a policy guide. Part I of this book shows that unique aspects of media products prevent markets from providing for audience desires. Part II shows that four prominent, but different, theories of democracy lead to different conceptions of good journalistic practice, media policy, and proper constitutional principles. Part II makes clear that the choice among democratic theories is crucial for understanding what should be meant by free press. Part III explores international free trade in media products. Contrary to the dominant American position, it shows that Parts I and II's economic and democratic theory justify deviations from free trade in media products.

Digital Divide examines access and use of the Internet in 179 nations world-wide. A global divide is evident between industrialized and developing societies. A social divide is apparent between rich and poor within each nation. Within the online community, evidence for a democratic divide is emerging between those who do and do not use Internet resources to engage and participate in public life. Part I outlines the theoretical debate between cyber-optimists who see the Internet as the great leveler. Part II examines the virtual political system and the way that representative institutions have responded to new opportunities on the Internet. Part III analyzes how the public has responded to these opportunities in Europe and the United States and develops the civic engagement model to explain patterns of participation via the Internet.

    Abstract: This book, first published in 2000, is a full-length study of the representation of deceit and lies in classical Athens. Dr Hesk traces the ways in which Athenian drama, democratic oratory and elite prose-writing construct and theorize a relationship between dishonesty and civic identity. He focuses on the ideology of military trickery, notions of the 'noble lie' and the developing associations of rhetorical language with deceptive communication. Deception and Democracy in Classical Athens combines close analysis of Athenian texts with lively critiques of modern theorists and classical scholars. Athenian democratic culture was crucially informed by a nuanced, anxious and dynamic discourse on the problems and opportunities which deception presented for its citizenry. Mobilizing comparisons with twentieth-century democracies, the author argues that Athenian literature made deception a fundamental concern for democratic citizenship. This ancient discourse on lying highlights the dangers of modern resignation and postmodern complacency concerning the politics and morality of deception.

    Abstract: Much literature on non-Western traditions celebrates the renaissance of indigenous cultures. Others have been more critical of this renaissance, especially with respect to its political implications. This study analyses the assertion of 'tradition' by indigenous elites, looking especially at the way it is used to differentiate 'the West' from the 'non-West'. This is important to contemporary discussion about the validity of democracy outside the West and problems concerning universalism and relativism. The discussion of Fiji focuses on constitutional development and the traditionalist emphasis on chiefly legitimacy. The rise of the Pro-Democracy Movement in Tonga is considered against the background of a conservative political order that has so far resisted pressure for reform. The move to universal suffrage in Western Samoa is seen not as a rejection of traditional ways in favour of democratic norms, but as a means of preserving important aspects of traditional culture
