Abstract: The modern US Army as we know it was largely created in the years between the two world wars. Prior to World War I, officers in leadership positions were increasingly convinced that building a new army could not take place as a series of random developments but was an enterprise that had to be guided by a distinct military policy that enjoyed the support of the nation. In 1920, Congress accepted that idea and embodied it in the National Defense Act. In doing so it also accepted army leadership’s idea of entrusting America’s security to a unique force, the Citizen Army, and tasked the nation’s Regular Army with developing and training that force. Creating the Modern Army details the efforts of the Regular Army to do so in the face of austerity budgets and public apathy while simultaneously responding to the challenges posed by the new and revolutionary mechanization of warfare. In this book Woolley focuses on the development of what he sees as the four major features of the modernized army that emerged due to these efforts. These included the creation of the civilian components of the new army: the Citizen’s Military Training Camps, the Officer Reserve Corps, the National Guard, and the Reserve Officer Training Corps; the development of the four major combat branches as the structural basis for organizing the army as well as creating the means to educate new officers and soldiers about their craft and to socialize them into an army culture; the creation of a rationalized and progressive system of professional military education; and the initial mechanization of the combat branches. Woolley also points out how the development of the army in this period was heavily influenced by policies and actions of the president and Congress. The US Army that fought World War II was clearly a citizen army whose leadership was largely trained within the framework of the institutions of the army created by the National Defense Act. The way that army fought the war may have been less decisive and more costly in terms of lives and money than it should have been. But that army won the war and therefore validated the citizen army as the US way of war. Abstract: Angesichts des hohen Nebenstromverhältnisses moderner Flugtriebwerke wird die Einführung eines Getriebes zwischen Niederdruckturbine und Fan attraktiv. Ein solches Getriebe stellt aufgrund der hohen übertragenen Leistung und den stark gegensätzlichen Forderungen nach geringem Gewicht, geringem Bauraum, hoher Zuverlässigkeit und hohem Wirkungsgrad eine große Herausforderung dar und erfordert die genaue Kenntnis aller beteiligten Vorgänge. Einer dieser Vorgänge ist der Wärmeübergang durch Einspritzkühlung. In der vorliegenden Arbeit wird eine neuartige experimentelle Methode vorgestellt, mit der dieser am rotierenden Zahnrad ortsaufgelöst und mit hoher Genauigkeit bestimmt werden kann. Der Wärmeübergang wird mit dieser Methode für einen breiten Betriebsbereich ermittelt. Der Einfluss von Ölvolumenstrom, Drehzahl und Düsenwinkel auf den Wärmeübergang wird anhand dieser ortsaufgelösten Daten erstmalig beschrieben. Es zeigt sich die Existenz einer kritischen Drehzahl, bei deren Überschreitung ein deutlicher Rückgang des Wärmeübergangs auftritt. Durch Verwendung eines kinematischen Modells des Ölaufpralls können die beobachteten Zusammenhänge erklärt werden. Örtlich aufgelöste Messungen des Wärmeübergangs sind durch die vorliegende Arbeit erstmalig und für einen weiten Parameterbereich verfügbar. Dies versetzt den Entwickler in die Lage, eine ausreichende Kühlung der Zahnflanken sicherzustellen, ohne dabei Wirkungsgradverluste durch zu hohe eingesetzte Ölvolumenströme zu riskieren

Abstract: Biosimilars are affordable medicines of the original innovator biologic products that has the potential to improve access and create valuable savings for patients and the overall healthcare systems. Biosimilars are expected to emerge as a rapidly growing segment in emerging economies, as the treatment rates with biologics are low in these economies combined with constraints on affordability. However, unlike small molecule generics, biosimilars are complex molecules and have high associated cost of development. The biosimilar industry faces multiple challenges and obstacles in developing and marketing these complex products. While a common regulatory framework has been proposed by World Health Organisation (WHO), countries have only partially adopted them. Regulatory principles governing biosimilars in emerging economies like BRICS-TM (Brazil, Russia, India, China, South Africa, Turkey, Mexico) are still in an evolving stage. There is differing regulatory guidelines for biosimilar development and registration in these countries; hence there remains scope for improving transparency in the national regulatory frameworks and aligning regulatory standards among these countries. Standardisation of regulatory requirements would assist in the common biosimilar development process across these economies. Comparisons of the regulatory requirements with mature regulatory agencies of countries such as Australia, Canada, Singapore and Switzerland (ACSS consortium) will facilitate benchmarking best practices leading to convergence of regulatory processes in BRICS-TM countries. This would impact the overall review and approval process as well as enabling a common development programme across these countries. Also, biosimilars are similar but not identical to the innovator product and therefore prescribers are sometimes unsure about the safety and efficacy profile of these medicines. Due to such roadblocks, the healthcare system and patients are yet to realize the full benefits of biosimilars. The aim of the research study was to explore, identify and evaluate the biosimilar regulatory framework in terms of resources in biosimilar domain, biosimilar development criteria i.e., biosimilarity principle, comparative studies including physicochemical characterisation, non-clinical studies, clinical studies and biosimilar marketing authorisation approval pathway, of regulatory agencies in BRICS-TM (Brazil, Russia, India, China, South Africa, Turkey, Mexico) countries. This was achieved by identifying and comparing the regulatory requirements of the selected emerging economies with those of mature agencies to understand the differing regulatory expectations for biosimilar development and approval process. The study also focused on understanding the perspectives of different stakeholders like industry, regulators, physicians and patients on the challenges for the development and uptake of biosimilars in these emerging economies. The outcome from the assessment of the challenges faced by the stakeholders, biosimilar development criteria, content of the marketing authorization application and approval pathway were likely to form the basis of a proposed standardized model for the BRICS-TM countries. The research programme considered various methodologies for determining the appropriate study design including a combination of self-administered questionnaires and interviews to achieve the study objectives. A semi-quantitative questionnaire was developed covering the different criteria used in biosimilar development and registration process. Eleven regulatory agencies from BRICS-TM and ACSS countries were invited to take part in the study. Similarly, another semi-quantitative questionnaire was designed based on secondary research for the representatives from biopharmaceutical industry specifically to understand the perceptions of industry on the barriers faced by them in terms of complexity, costs for biosimilar development and time-to-market of biosimilar product. Following completion of the questionnaires, interviews were carried out and recorded verbatim to exclude any misinterpretations. Another set of questionnaires were prepared for the physicians and patients to identify challenges to the uptake of biosimilar medicines by physicians and patients in the developing countries. The results indicated that the perspectives of the BRICS-TM regulatory agencies varied on a number of aspects relating to the review criteria for biosimilar development and licensing process. The most prevalent model for data assessment was the 'full review' of a marketing authorisation application and absence or partial reliance approach across most of these economies. The biggest hurdles in the development of biosimilar product were the sourcing of the reference biological product (RBP); there was lack of a standard approach or flexibility in the regulatory standards across the BRICS-TM agencies on sourcing of the reference biological product and hence posed as key concern for facilitating cost-effective development of biosimilar products. Despite alignment over biosimilarity, the mandate for in vivo non-clinical studies and additional local clinical studies in some of the BRICS-TM countries illustrated a lack of effective implementation of a step-wise approach. Most agencies limited interaction with biosimilar developers and any scientific advice was non-binding. The marketing authorisation approval was dependent on scientific assessment of the dossier, sample analysis and GMP certification. The BRICS-TM agencies except ANVISA (Brazil), did not issue any public assessment report specifying the summary basis of biosimilar approval. The results also revealed that physicians have significant knowledge gaps in the area of biosimilar medicines. While they understand the importance of improving patients' access to biological therapies, they expect to gain complete confidence in the quality, efficacy, safety, and immunogenicity of these medicines to underpin their decision to prescribe them. For the patients, access to affordable biosimilar medicines was the single biggest factor that greatly influenced their wider adoption. The findings from this study indicated the scale of the challenges that could exist across the emerging economies (i.e. BRICS-TM), the need for fresh perspectives in guidelines and policies facilitating wider adoption of biosimilars as well as improved patients' access. The outcomes from these studies formed the basis of a proposed standardized model for the BRICS-TM countries. This proposed regulatory model is likely to simplify new biosimilar development programmes and pave the way for patients' access to quality and affordable biosimilar medicines. It is hoped that the outcomes of this study will help in streamlining of the regulatory standards in these countries, leading to improved patient access to affordable medicines without compromising their quality, safety, or efficacy.

Abstract: This social, cultural, and political history of Slavic Muslim women of the Yugoslav region in the first decades of the post-Ottoman era is the first to provide a comprehensive overview of the issues confronting these women. It is based on a study of voluntary associations (philanthropic, cultural, Islamic-traditionalist, and feminist) of the period. It is broadly held that Muslim women were silent and relegated to a purely private space until 1945, when the communist state “unveiled” and “liberated” them from the top down. After systematic archival research in Bosnia, Croatia, Serbia, and Austria, Fabio Giomi challenges this view by showing: How different sectors of the Yugoslav elite through association publications, imagined the role of Muslim women in post-Ottoman times, and how Muslim women took part in the construction or the contestation of these narratives. How associa­tions employed different means in order to forge a generation of “New Muslim Women” able to cope with the post-Ottoman political and social circumstances. And how Muslim women used the tools provided by the associations in order to pursue their own projects, aims and agendas. The insights are relevant for today’s challenges facing Muslim women in Europe. The text is illustrated with exceptional photographs

Abstract: This collection of essays addresses the challenge of modern nationalism to the tsarist Russian Empire. First appearing on the empire’s western periphery, this challenge was most prevalent in twelve provinces extending from Ukrainian lands in the south to the Baltic provinces in the north, and to the Kingdom of Poland. At issue is whether the late Russian Empire entered World War I as a multiethnic state with many of its age-old mechanisms run by a multiethnic elite, or as a Russian state predominantly managed by ethnic Russians. The tsarist vision of prioritizing loyalty among all subjects over privileging ethnic Russians and discriminating against non-Russians faced a fundamental problem: as soon as the opportunity presented itself, non-Russians would increase their demands and become increasingly separatist. The authors found that although the imperial government did not really identify with popular Russian nationalism, it sometimes ended up implementing policies promoted by Russian nationalist proponents. Matters addressed include native language education, interconfessional rivalry, the “Jewish question,” the origins of mass tourism in the western provinces, and the emergence of Russian nationalist attitudes in the aftermath of the first Russian revolution

Abstract: This book focuses on the way in which legal historians and legal scientists used the past to legitimize, challenge, explain and familiarize the socialist legal orders, which were backed by dictatorial governments. The volume studies legal historians and legal histories written in Eastern European countries during the socialist era after the Second World War. The book investigates whether there was a unified form of socialist legal historiography, and if so, what can be said of its common features. The individual chapters of this volume concentrate on the regimes that situate between the Russian, and later Soviet, legal culture and the area covered by the German Civil Code. Hence, the geographical focus of the book is on East Germany, Russia, the Baltic states, Poland and Hungary. The approach is transnational, focusing on the interaction and intertwinement of the then hegemonic communist ideology and the ideas of law and justice, as they appeared in the writings of legal historians of the socialist legal orders. Such an angle enables concentration on the dynamics between politics and law as well as identities and legal history. Studying the socialist interpretations of legal history reveals the ways in which the 20th century legal scholars, situated between legal renewal and political guidance gave legitimacy to, struggled to come to terms with, and sketched the future of the socialist legal orders. Abstract: This book is the first political biography of Aung San Suu Kyi covering both her years in opposition and all her years in power from 2016 onwards. It offers a new interpretation of Aung San Suu Kyi by presenting a balanced and thorough account of Suu Kyi’s policies. In the last 30 years there has not been a person in global politics who has risen so high and fallen so low – and so quickly – as Aung San Suu Kyi. Using postcolonial theory and introducing the new concept of `a hybrid politician', this book explains apparent inconsistencies of Suu Kyi’s agenda. It demonstrates that Suu Kyi considers herself a democrat and yet, rules autocratically. Immersed in her country’s tradition of policymaking, she has at the same time been influenced by foreign concepts, both Western and Asian. Abstract: As a powerful tool in the production of knowledge, comparing plays a crucial part in the sciences and the humanities. This volume explores the relationship between comparing and narrating in epistemic practices and clarifies the ways in which narratives enable or impede practices of comparing. It takes into account related activities, such as measuring and classifying, modeling, establishing norms and categories, as well as organizing and popularizing knowledge, to analyze the ambivalent relationship between narratives, scientific explanation, and understanding. The contributions bring out the epistemic role of narratives, and elucidate how narratives are connected to comparisons and scientific explanations

Abstract: Why and how can records serve as evidence of human rights violations, in particular crimes against humanity, and help the fight against impunity? Archives and Human Rights shows the close relationship between archives and human rights and discusses the emergence, at the international level, of the principles of the right to truth, justice and reparation. Through a historical overview and topical case studies from different regions of the world the book discusses how records can concretely support these principles. The current examples also demonstrate how the perception of the role of the archivist has undergone a metamorphosis in recent decades, towards the idea that archivists can and must play an active role in defending basic human rights, first and foremost by enabling access to documentation on human rights violations. Confronting painful memories of the past is a way to make the ghosts disappear and begin building a brighter, more serene future. The establishment of international justice mechanisms and the creation of truth commissions are important elements of this process. The healing begins with the acknowledgment that painful chapters are essential parts of history; archives then play a crucial role by providing evidence. Abstract: América Latina atraviesa una marcada crisis ambiental, que está llevando al subcontinente a un colapso, entendido este como un cambio en la sociedad, y en la forma de vivir en la actualidad. Esta crisis ecológica se ha visto ahondada con la profundización del modelo económico neoliberal y del neoextractivismo, el cual ha generado una disputa por los bienes comunes. Abstract: This book examines the phenomenon of social withdrawal in Japan, which ranges from school non-attendance to extreme forms of isolation and confinement, known as hikikomori. Based on extensive original research including interview research with a range of practitioners involved in dealing with the phenomenon, the book outlines how hikikomori expresses itself, how it is treated and dealt with and how it has been perceived and regarded in Japan over time. The author, a clinical psychologist with extensive experience of practice, argues that the phenomenon although socially unacceptable is not homogenous, and can be viewed not as a mental disorder, but as an idiom of distress, a passive and effective way of resisting the many great pressures of Japanese schooling and of Japanese society more widely
