    Kurzfassung: In the western Pacific Ocean north of the equator, the far-flung islands of Micronesia extend across an area as large as that of the United States. Most of this area is administered by the United States as a trusteeship granted by the United Nations after World War II. Having been governed in turn by three other world powers- Spain, Germany, and Japan- the 91,000 Micronesian inhabitants are now at last in the process of working out their own political future. This book, a thorough, scholarly study of the development of the legislative process in the Trust Territory, focuses on the Congress of Micronesia, the legislature destined to carry the burden of the political development in the Territory. It examines institution-building over a period of two decades, describing how American forms and processes have been modified to fit the indigenous cultures of Micronesia, and how these cultures have accommodated to them. It also treats the impact of institutional change upon the role of indigenous leadership, highlighting the emergence of Micronesian leaders most capable of participating in the new political system. Here are detailed the day by day negotiations to set up a district legislature between the spokesmen for aboriginal Yap (of stone money fame) and the chiefs of the island empire which once paid it tribute. Here is described what happens when the U.S. Supreme Court's "one man, one vote" formula is applied to people yet learning how to vote. The United States today has no defined policy for the eventual status of her Pacific island possessions. The future of Guam and American Samoa remains unclear. But the legislators of the Trust Territory have acted for the people they represent. Their adopted legislative institution will be central in determining whether or not the Trust Territory will become fully self-governing and independent

Through this study of the leadership, as well as a complete and personal background analysis of the Populist and Republican members of five Kansas legislatures, the author helps to place Populism within its proper historical context.Although Kansas Populism is shown to have had a retrogressive strain, the pervasive force of the movement is revealed as a constructive and progressive response to the technological achievements that had revolutionized agriculture and industry over the course of the nineteenth century. Their answers were not always commendable, but the Populists were the first political activists to come to grips in an effective manner with the problems created by the continuing economic revolution that uniquely characterizes modern history, and they were "intent on demonstrating, apparently, that the purification of politics was not an iridescent dream." In the dialogue which they conducted, in the program which they advance, they assisted in launching a progressive quest that continues in our own time.Undertaken with the objective of testing recent controversial interpretations of the Populist movement, this book, according to one reader, "far surpasses" studies of Populism in other states "done long ago and innocent of modern methods."     Kurzfassung: The New York House of Refuge, the first institution in America to deal with the juvenile delinquent as a special problem, opened its doors in 1825. Deeply concerned with the plight of the thousands of children who roamed the New York City streets, many of them becoming professional criminals, a volunteer group called the Society for the Reformation of Juvenile Delinquents, founded the institution to rehabilitate "deviant" adolescents. This is the story of the critical early years of juvenile reform, which soon became a national movement. Current reform concepts are discussed in the Introduction and related to their seventeenth century origins, thus setting the stage for the 1825 world scene that gave rise to the Refuge idea. The following chapters trace events from their European background through the first administration of the House of Refuge, relating Refuge history to the changing character of penal institutions. No one knew how to turn delinquents into virtuous, industrious citizens. Trial and error approaches to solving the problem were often thwarted by the founders themselves, but some methods did prove successful. The personalities of the institution's administrators and of their youthful charges come to life through diary and journal accounts kept by the leading characters in this description of one historic attempt at "taming of the deviant." The House of Refuge finally closed in 1935, replaced by other institutions, but, as the author points out, problems remain today. The epilogue provides a broad sketch of the importance of the House of Refuge to current reform developments and present-day problems of juvenile delinquency. Extensive documentary information and occasional sidelights on the historical events under discussion can be found in the notes. Five tables present a sampling of 500 inmates of the House of Refuge, analyzed by ethnic origins, living arrangements, and family composition

    Kurzfassung: In the complex art of theatrical design and production, the first decades of this century saw no more original or lastingly influential innovator than Adolphe Appia (1862-1928). Partly through his startling stage designs, more perhaps through his published writings and personal contacts with men of the theatre throughout Europe, his ideas and theories wrought a revolution whose effects are everywhere today. Yet the details of his work and the extent of his influence have heretofore had no proper recognition or even complete recording. Concentrating on Appia's aesthetic ideas, writings, and professional accomplishments, this book traces his career from early days as a music student in his native Geneva, Paris, and Germany through his association with Houston Stewart Chamberlain and the Bayreuth circle, his exchanges with Gordon Craig, his work with Jaques-Dalcroze at Hellerau, and his crowning production (for Toscanini) of Tristan at La Scala, to his declining years and death in 1928. The arrangement is topical rather than chronological. Throughout, the growth of Appia's theories and the steps in his career are shown in relation to the cultural milieu, especially the theatre, of his place and time. In addition to works of literary distinction by Cooper, Hawthorne, Irving, and Poe, among others, Davis considers a large body of cheap popular fiction generally ignored in previous studies of the literature of this period. This is an engrossing study of fiction as a reflection of and a commentary on social problems and as an influence shaping general beliefs and opinions

    Kurzfassung: In this volume the author presents a thoroughly considered critical and historical analysis of the theory of sensation as originated by Descartes, and concludes that the theory is basically wrong. Examining and finding unsatisfactory the original proofs of the theory, Mr. Chapman goes on to demonstrate that the notion of sensations as the basis of knowledge has been inherited successively by philosophers who assumed it to be correct without scrutinizing it critically. He analyzes the processes which the mind would have to carry out in transforming a manifold of sensations into orderly ex-perience and knowledge of an empirical world, and discusses the celebrated doctrine of "constitution," now seen to be the natural offspring of the sensation theory, which became an essential part of the transcendental phenomenology of Edmund Husserl. In a particularly brilliant discussion the author argues that Husserl put forth two conflicting doctrines, the theory of sensation (including the notion of "constitution") and the classical idea of intentionality. He concludes that the sensation theory must give way, that it has foisted on modem philosophy an illusory problem of knowledge and diverted metaphysics from inquiry to speculation

Next, he considers the areas where the use of linguistics is partial or indirect: composition, spelling, reading, and literature.
