    Kurzfassung: This book focusses on the emergence of local governance networks and examines the role of street-level bureaucrats during this process. It aims to identify whether some organizations are favored as state partners, whereas others have a lower chance of becoming part of such networks. Four different potential logics explaining such divergencies are developed. To find out how street-level bureaucrats influence the formation of governance networks this study considers Germany as an empirical case and takes a closer look at the work of volunteer managers. To identify unequal behavior of bureaucrats, a mixed-methods design is used, including qualitative interviews as well as an innovative field experiment. About the author Lisa Fischer studied political science, communication science and administrative science at the Ludwig-Maximilians-University, the University of New Caledonia and the University of Konstanz. She wrote her dissertation at the chair for Empirical Theory and Politics of Prof. Dr. Christoph Knill.     Kurzfassung: Participation has become an orthodoxy in the field of development, an essential element of projects and programmes. This book analyses participation in development interventions as an institutionalised expectation – a rationalized myth – and examines how organisations on different levels of government process it. At least two different objectives of participation are appropriate and legitimate for international organisations in the field: the empowerment of local beneficiaries and the achievement of programme goals. Both integrate participatory forums into the organisational logic of development interventions. Local administrations react to the institutionalised expectation with means-ends decoupling, where participatory forums are implemented superficially but de facto remain marginalised in local administrative processes and activities. The book furthermore provides a thick description of the organisationality of participation in development interventions. Participatory forums are shown to be a form of partial organisation. They establish an order in the relationship between administrations and citizens through the introduction of rules and the creation of a defined membership. At the same time, this order is found to be fragile and subject to criticism and negotiation. About the author: Eva Marie Schindler completed her doctorate in political sciences at the University of Potsdam in 2021. She works for the public sector in the state of Berlin. .

    Kurzfassung: Current corporate structures based on internationalisation and decentralisation are opposed to the nature of the most important resource: knowledge. The acquisition and exchange of (tacit) knowledge relies on interpersonal interactions and is thus time- and place-dependent. Given that the combination of heterogeneous knowledge stocks furthers innovation, organisations develop strategies to ensure the transfer of knowledge. To enable intra-organisational knowledge flows spatial mobility at the workplace affects a wide range of employees. The study examines in which ways spatially mobile employees, i.e. expatriates, contribute to those knowledge flows. The study of ego networks reveals not only social dynamics of knowledge transfer, but the geographical framework allows to discuss knowledge flows from a spatial perspective. On the one hand, the empirical results confirm their knowledge transfer function. On the other hand, the relational geographical perspective reveals that expatriates do not represent a homogeneous group, but their roles in the knowledge transfer process, the geographical reach of their networks and their knowledge resources depend on job-, knowledge-, individual- and space-related factors.

    Kurzfassung: This book examines a cycle of films about migration made in the late 1990s and 2000s. It argues that these films present a novel (and radical) aesthetic of planetary urbanization based upon the mobility of the migrant and the dissolution of the city. A stimulating cinematic analysis of our expanding urban fabric, it offers an alternative to the ‘cultural cityism’ of many other films about migration. The author demonstrates that this particular film cycle offers a rare, sustained consideration of the travails and struggles for urban life by migrants beyond and without the city. Yet the city haunts these films like a spectre: the city that has been lost, the ‘present’ city that excludes and the possible ‘cities of refuge’ of the future.     Kurzfassung: Although African ethnicity has become a highly fertile field of enquiry in recent years, most of the research is concentrated on southern and central Africa, and has passed Ghana by. This volume extends many of the distilled insights, but also modifies them in the light of the Ghanaian evidence. The collection is multidisciplinary in scope and spans the pre-colonial, colonial and post-colonial contexts. A central contention of the volume is that, while there were significant regional variations, ethnicity was not purely a colonial `invention'. The boundaries of `we-groups' have constantly mutated from pre-colonial times, while European categorization owed much to indigenous ways of seeing. The contributors explore the role of European administrators and recruitment officers as well as African cultural brokers in shaping new identities. The interaction of gender and ethnic consciousness is explicitly addressed. The volume also examines the formulation of the national question in Ghana today - in debates over language policy and conflicts over land and chieftaincy

    Kurzfassung: The Return to Europe examines the ability of the Central and South-east European economies to withstand competitive pressures on entry to the EU. These economies are still experiencing major structural problems inherited from communism. A major gap still exists between the income levels and economic structures of the accession states and the existing members of the EU. Trade relations largely involve the exchange of labour-intensive goods produced in Eastern Europe for technology-intensive goods produced in the EU. The export structures of some Central European economies which have attracted foreign direct investment is improving. Romania and Bulgaria have become increasingly dependent on export of labour-intensive goods since the collapse of communism. Will this create a permanent division of labour in an enlarged EU in which some regions of Europe fail to attract investment and become dependent on the export of low-wage goods, with implications for European security?

Election observation is a hotly debated issue in contemporary international relations and in political science. It is seen by donor- countries and the international community as a means to enhance democratization, but has been controversial with regard to the `mandates' of the observers, the cases of its misappropriation by authoritarian governments and its masking of other donor-country interests. The book addresses fundamental issues of elections and democrat-ization in Africa, evaluation policies and implementation, as well as the historical backgrounds. A range of case studies leads to new interpretations, which challenge previous empiricist accounts of election observation in Africa. Greater attention to historical and cultural context is required than has been present in previous, somewhat prescriptive accounts. An interdisciplinary approach gives fair coverage of the historical, political and cultural issues involved in elections and election observation in Africa. Key examples of the interface between election observation and democratization processes in various important countries in Africa are presented, linking an analysis of policies and practice. The book contributes to topical debates on the dilemmas and challenges of 'good governance' and on the varieties of democracy as a global phenomenon

Perceiving Animals argues that what is revealed in a wide range of writing from the early modern period is a recurring attempt to separate the human from the beast. Looking at the representation of the animal in law, religious writings, literary representation, science and political ideas, what emerges is a sense of the fragility of humanity, a sense of a species which always requires an external addition - property, civilisation, education, mastery of the natural world - to be fully human. Erica Fudge engages with both canonical and non-canonical texts from the period 1558-1649, and examines previously unchallenged aspects of the status of humanity: what does it mean to own an animal? How does civilisation take place, and what does this tell us about uncivilised man? What does the humanist emphasis on education mean for the uneducated? Does science ever offer humanity separation from the beast? Texts by writers including Edward Coke, Ben Jonson, Francis Bacon and Richard Overton are re-examined, and the status of humanity comes under question. Perceiving Animals argues that within early modern English culture there is an uncomfortable sense of humanity with a superiority which is not innate, but dangerously unnatural
