    Kurzfassung: This pioneering work focuses on the crucial role that the cooperation of Japan, a major stakeholder in production networks in North America, is playing in supporting Mexico's domestic suppliers of the automotive industry. The importance of Japanese cooperation is analyzed with an examination of the transfer of knowledge and technology crucial for reshaping the automotive industry. Additionally, particular interest is given to the challenges posed to Mexico's automotive industry by the United States–Mexico–Canada Agreement (USMCA), the Covid-19 disruptions, and the transition to electric vehicle (EV) manufacturing.     Kurzfassung: This work leverages globally consistent data on parks from Google Maps, in combination with the computational power of Google Maps Directions API to quantify accessibility to parks across nearly 500 metropolitan areas in six countries: Estonia, France, Greece, Mexico, Sweden, and the United States. We combined high resolution population data from Worldpop with parks data and navigation estimates to measure: (1) Fraction of the population with access to parks within a 10-minute walk; and (2) the median walking time to the closest park. We find large differences in access to parks between countries, as well as large variability across cities and their respective commuting zones. To demonstrate how this framework can support cross country comparisons and efforts to track progress towards SDG11, we assessed access to parks by income group in selected countries, finding that the median walking time to a park is shorter for residents of low income neighbourhoods both in French and American metropolitan areas.

Yannakakis analyzes sources ranging from missionary and Inquisition records to Native pictorial histories, royal surveys, and Spanish and Native-language court and notarial documents. By encompassing historical actors who have been traditionally marginalized from legal histories and highlighting spaces outside the courts like Native communities, parishes, and missionary schools, she shows how imperial legal orders were not just imposed from above but also built on the ground through translation and implementation of legal concepts and procedures. Yannakakis argues that ultimately, Indigenous claims to custom, which on the surface aimed to conserve the past, provided a means to contend with historical change and produce new rights for the future"--

    Kurzfassung: Love and Rage is a deeply ethnographic account of punk in Mexico City as it is lived and practiced, connecting the sounds of punk music to different styles of political action. Through compelling first-person accounts, ethnographer Kelley Tatro shows that punk is more than music. It is a lifestyle choice that commits scene participants to experimentation with anarchist politics. Key to that process is the concept of autogestion ("self-management"), a term with deep history in local leftist politics. In detailed vignettes, grounded in historical, social, and political frames, the book shows how punk-scene sounds and practices foster autogestion through intensely affective experiences, understood as manifestations of love and rage. Drawing on the history of anarchism in Mexico City, as well as social movement scholarship, Love and Rage details the pleasures and problems of using music as a tool for creating an autonomous politics

    Kurzfassung: "Upon arrival to the United States, Mexican immigrants are racialized as simultaneously non-White and "illegal." This racialization process complicates notions of race that they bring with them, as the "pigmentocracy" of Mexican society, in which their skin color may have afforded them more privileges within their home country, collides with the American racial system. Racial Baggage examines how immigration reconfigures U.S. race relations, illuminating how the immigration experience can transform understandings of race in home and host countries. Drawing on interviews with Mexicans in Los Angeles and Guadalajara, sociologist Sylvia Zamora illustrates how racialization is a transnational process that not only changes immigrants themselves, but also everyday understandings of race and racism within the United States and Mexico. Within their communities and networks that span an international border, Zamora argues, immigrants come to define "race" in a way distinct from both the color-conscious hierarchy of Mexican society and the Black-White binary prevalent within the United States. In the process, their stories demonstrate how race is not static, but rather an evolving social phenomenon forever altered by immigration"--

El informe se basa sobre el Marco de Bienestar de la OCDE y presenta los datos disponibles sobre el bienestar antes y después del inicio de la pandemia, incluyendo condiciones materiales, calidad de vida, recursos para el bienestar futuro y desigualdades. El informe también identifica las prioridades para abordar las deficiencias en materia de bienestar y analiza el uso de marcos de bienestar en la formulación de políticas públicas en América Latina y otras partes del mundo, aportando lecciones sobre qué se necesita para que el bienestar de las personas sea el eje central de las actuaciones de los gobiernos. Los trabajadores informales, las mujeres y los jóvenes se han visto especialmente afectados, lo que ha agravado retos sociales preexistentes. El sólido marco de política macroeconómica de México ha salvaguardado la estabilidad macroeconómica. Sin embargo, las perspectivas de crecimiento a medio plazo se han debilitado y el ritmo de crecimiento en las dos últimas décadas ha sido bajo. La pobreza y la desigualdad entre regiones todavía son elevadas. Factores como la informalidad, la exclusión financiera o la corrupción han obstaculizado el crecimiento de la productividad. Las bajas tasas de participación femenina y una inversión débil desde 2015 también han afectado a las perspectivas de crecimiento a medio plazo. Mantener y fortalecer el sólido marco de política macroeconómica de México es clave para la estabilidad. La capacidad de la política fiscal para suavizar los ciclos económicos y apoyar el crecimiento en las fases de recesión puede reforzarse, ampliando así el margen para fortalecer la inversión pública. Reactivar la inversión privada y dar impulso al bajo crecimiento de la productividad son prioridades fundamentales. Ello conlleva la necesidad de acometer reformas de gran alcance con el fin de mejorar la regulación aplicable a las empresas, intensificar la competencia, reducir la informalidad, seguir luchando contra la corrupción y efectuar la transición hacia la neutralidad de carbono. Ampliar el acceso a los servicios financieros e impulsar la digitalización comportarían una mayor igualdad de oportunidades y contribuirían a potenciar el crecimiento. The Latin America and the Caribbean (LAC) region is seeking to leverage the immense potential of AI to promote the digital transformation of the public sector. The OECD, in collaboration with CAF, Development Bank of Latin America, prepared this report to help national governments in the LAC region understand the current regional baseline of activities and capacities for AI in the public sector; to identify specific approaches and actions they can take to enhance their ability to use this emerging technology for efficient, effective and responsive governments; and to collaborate across borders in pursuit of a regional vision for AI in the public sector. This report incorporates a stocktaking of each country’s strategies and commitments around AI in the public sector, including their alignment with the OECD AI Principles. It also includes an analysis of efforts to build key governance capacities and put in place critical enablers for AI in the public sector. It concludes with a series of recommendations for governments in the LAC region.

    Kurzfassung: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

    Kurzfassung: Gross domestic product (GDP) is the standard measure of the value of final goods and services produced by a country during a period minus the value of imports. This subset of Aggregate National Accounts comprises comprehensive statistics on gross domestic product (GDP) by presenting the three different approaches of its measure of GDP: output based GDP, expenditure based GDP and income based GDP. These three different measures of gross domestic product (GDP) are further detailed by transactions whereby: the output approach includes gross value added at basic prices, taxes less subsidies, statistical discrepancy; the expenditure approach includes domestic demand, gross capital formation, external balance of goods and services; and the income approach includes variables such as compensation of employees, gross operating surplus, taxes and production and imports. Gross domestic product (GDP) data are measured in national currency and are available in current prices, constant prices and per capita starting from 1950 onwards.

    Kurzfassung: The access to formal financial services in Mexico is particularly low. Access is also significantly unequal across income levels, gender, between rural and urban areas and across regions. SMEs access to bank credit is low, hampering firms’ ability to grow and innovate. The use of cash and informal credit is still widespread, especially in rural areas, where financial infrastructure is underdeveloped. The diffusion of digital financial services is slowly advancing but remains low, hindered by a relatively low level of financial literacy and a digital divide. Expanding access to finance would enable Mexican households to invest in education and health, and better manage income shocks and smooth consumption. It would also enable Mexican firms to invest more, increase productivity and create formal jobs. Low-income households, small firms and more disadvantaged regions would particularly benefit, as it would unlock new economic opportunities for them. Boosting competition in the banking sector would facilitate SMEs access to credit by lowering interest rate margins. Upgrading the regulatory framework of the financial system would help increase competition and quality of financial services. The potential of the fintech sector is yet to be materialised, which would further increase competition and bring financial services to wider segments of the population. Strengthening financial education and digital literacy would facilitate a larger and better use of traditional and digital financial services.

    Kurzfassung: Individuals’ access to finance is particularly low in Mexico. Widening access to finance would boost growth and inclusion. This paper uses microdata from the National Survey for Financial Inclusion to assess the drivers of and the barriers to people’s financial inclusion in Mexico. Results show that working in the formal sector, the level of wealth and income, educational attainment, and age are the socio-economic characteristics that most affect the likelihood of holding any formal financial product. The relative importance of these characteristics, however, varies across financial products. Economic barriers to individuals’ financial inclusion are strongly associated with widespread informality and a low level of education and income. These results suggest that financial education programmes and credit registries considering a wider set of data to assess informal workers' credit worthiness would be promising avenues to help more Mexicans access financial services.

    Kurzfassung: The review examines how higher education institutions are supporting innovation and entrepreneurship in their surrounding communities. The study focuses on eleven universities located in six countries in Latin America: Chile, Colombia, Mexico, Brazil, Argentina and Uruguay. The study finds that selected institutions are actively supporting entrepreneurs (university students, but also local entrepreneurs) through courses, incubation and acceleration activities. It also shows that universities are actively engaging with external stakeholders in their surrounding communities, to spur innovation through joint-research, organisation of events (such as festivals, competition). It finds that that while COVID-19 pandemic brought about some challenges, universities managed to stay afloat and keep a steady stream of support to entrepreneurs and partners. The review also illustrates the challenges that universities face when developing these activities (lack of funding, unclear regulation for intellectual property development, etc.) and highlights some opportunities that universities should leverage, particularly in the current context.

    Kurzfassung: Being able to swim empowers individuals to make choices, have agency, and be free to choose core aspects of their life, such as working safely on or near water. It is also associated with lifelong health benefits and reduces the risk of drowning. Using data from the Lloyd’s Register Foundation World Risk Poll 2019, this paper provides the first global estimates of adults’ ability to swim without assistance. Individuals in high-income countries are considerably more likely to report being able to swim without assistance than individuals in low-income countries. Disparities also exist within countries. In particular, women are less likely to be able to swim without assistance than men in virtually all countries, birth cohorts, and levels of education. Investing in reducing inequalities in life skills, such as swimming, can foster economic development and empowerment, especially in light of threats, such as climate change.

Applying the methodology of the OECD Indicators on the Governance of Sector Regulators, the results provide a birds-eye view of the independence, accountability and scope of action of participating authorities.     Kurzfassung: This paper estimates the pass-through of monetary policy rates into five lending rates in Mexico using auto regressive distributed lags models (ARDLs) and taking into account several financial market characteristics. Results show that the pass-through of monetary policy into the average short-term lending rate is full and fast, as it takes around 3 months to be fully transmitted. However, the pass-through is heterogeneous across credit markets, being especially weak in the mortgage and automotive credit markets. A higher market concentration in the credit sector is associated with a higher level of the corresponding lending rate. Other financial market characteristics, such as the measure of bank profitability and the ratio of capital to bank assets, are also found to affect the long-run level of one or more lending rates. Higher competition in credit markets and reducing asymmetric information would improve the transmission of monetary policy and contribute to reduce the level of lending rates.

    Kurzfassung: Understanding adults’ attitudes towards the environment is necessary to gauge the opportunities and challenges of creating effective and politically-feasible climate policies. Using data from the Wellcome Global Monitor 2020, the European Social Survey (Round 8), World Values Survey and EM-DAT, this paper examines how adults’ environmental attitudes vary within and across countries and details how environmental attitudes are associated with adults’ engagement in pro-environmental behaviours and support for environmentally-friendly policies. The paper explores whether the extent to which individuals prioritise the environment over the state of the economy or vice versa depends on individuals’ exposure to natural disasters or negative labour market conditions. Results indicate that people’s economic vulnerability and the sectors they work in impact their attitudes towards their environment and support for public policy. Furthermore, the findings suggest that increases in unemployment and exposure to natural disasters influence the extent to which individuals prioritise the environment.

By generic skills, it is meant literacy and critical thinking skills encompassing problem solving, analytic reasoning and communications competency. As automation takes over non- and lower-cognitive tasks in today’s workplace, these generic skills are especially valued but a tertiary degree is a poor indicator of skills level. In the United States, the Council for Aid for Education developed an assessment of generic skills called the CLA+ and carried out testing in six countries between 2016 and 2021. This book provides the data and analysis of this “CLA+ International Initiative”.

    Kurzfassung: This work proposes different spatial-temporal approaches that validate the importance of studying the past and present of traditional textile knowledge in Mexico. There are thirteen perspectives that, from different disciplinary and methodological approaches, continue to unravel the exciting universe that arises from the action of weaving, an ancient, basic and vital activity that has always existed, both for subsistence and for the symbolic manifestation of thought. It refers in part to the links between textiles and the distant past of some of the country's peoples, and also delves into the centuries-old persistence of a wide variety of technological, cultural and commercial expertise. This is closely linked to a deep botanical and mineral knowledge of natural environments symbolized since ancient times, and therefore, inhabited by different supernatural characters that make up the textile imaginary. It also shows how the generational networks that participate in textile practices and that constitute a fundamental part of identity are articulated. Throughout the work, we can also observe the adaptations and incorporation of cultural elements considered alien to traditional textile practices and which, however, become unavoidable according to the pressure of a global market that pushes vertiginous changes, impacting the sense of use and clothing

While some women still labored as slaves, a new demographic began to emerge: free Black women of means. Free women in central Veracruz, sometimes just one generation removed from slavery, purchased land, ran businesses, served as influential matriarchs, managed intergenerational wealth, and even owned slaves of African descent.0 Using the notarial archives of the region, as well as royal edicts and ecclesiastical sources, Danielle Terrazas Williams explores the lives of Black women across the economic spectrum, evaluates their elite sensibilities, and challenges notions of race and class in the colonial period. With this goal in mind, in 2014, the Nuevo León (Mexico) government created the Nuevo León’s Council for Strategic Planning to develop, inter alia, a 2015-2030 Strategic Plan. This review provides an assessment of Nuevo León’s monitoring and evaluation systems for this Strategic Plan, as essential tools for achieving long-term objectives and delivering results. The review also assesses the general role of the Council in providing policy advice. It draws on a wealth of comparative international experiences in promoting sustainable development through long-term planning, as well as in monitoring and evaluation of policy priorities through inclusive and participatory processes. The report’s recommendations seek to promote an evidence-informed approach to public governance, and, ultimately, help Nuevo León deliver better results for citizens, paving the way for inclusive and sustainable development.

While standalone regulatory policy chapters in trade agreements remain a new development, they signal countries’ increasing interest in elevating the visibility and ambition of regulatory policy, in line with their commitments in the 2012 OECD Recommendation of the Council on Regulatory Policy and Governance and the 2005 APEC-OECD Integrated Checklist on Regulatory Reform. Still, the level of ambition of these chapters varies widely depending on the state of play of regulatory policy in trading partners. By comparing the main substantive and structural features of these chapters, this stocktaking aims to inform the development of similar chapters in future trade agreements.

This report identifies the gaps, barriers, implementation flaws and inefficiencies that affect the regulatory framework of pesticides in Mexico. It takes stock of the regulatory framework and recent reforms, and identifies both the areas that pose the greatest challenge for the effective regulation of pesticides and those where regulation – or lack of it – in pesticides most affects policy objectives and economic activity. These challenges and practices are assessed in view of OECD principles and country experiences, and recommendations are provided to support better regulation efforts. The report finds that Mexico would benefit from adopting a comprehensive, mutually-agreed policy strategy for pesticides, recognising that pesticide management is a shared responsibility across national and local governments, the pesticide industry, pesticide users, as well as the general public.

    Kurzfassung: Using household data from 15 countries in Latin America and Africa, this paper explores linkages between informality and education-occupation matching. The paper applies a unified methodology to measuring education-occupation mismatches and informality, consistently with the international labour and statistical standards in this area. The results suggest that in the majority of low- and middle-income developing countries with available data, workers in informal jobs have higher odds of being undereducated as compared to workers in formal jobs. Workers in formal jobs, in contrast, have higher chances of being overeducated. These results are consistent for dependent as well as for independent workers. They also hold for men and for women according to the gender-disaggregated analysis. Moreover, in the majority of countries considered in this paper, the matching-informality nexus is also related to the extent of informality in a given area: in labour markets with higher informality, informal workers in particular have a higher chance of being undereducated. The paper discusses policy implications of these findings.

    Kurzfassung: Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' Stage 1 peer review report. This report reflects the outcome of the Stage 2 peer monitoring of the implementation of the Action 14 Minimum Standard of Mexico.

    Kurzfassung: Career guidance for adults is a fundamental lever to help adults successfully navigate constantly evolving labour markets. As labour markets in Latin America are hit hard by the COVID-19 pandemic and mega trends such as globalisation and digitalisation continue to impact labour demand, support is urgently needed. Millions of adults have lost their jobs and need to identify new career options. However, career guidance for adults is still rare in Latin America. More common are vocational guidance programmes for young people, or labour intermediation services for adults. This report analyses career guidance initiatives for adults in four Latin American countries (Argentina, Brazil, Chile and Mexico). It emphasises the need to establish career guidance higher up on the policy agenda of the region. Lessons are drawn on how to strengthen the coverage and inclusiveness of career guidance, provision and service delivery, quality and impact, as well as governance and funding. The findings build on information collected through the 2020 Survey of Career Guidance for Adults (SCGA), an online survey of adults’ experience with career guidance.

    Kurzfassung: Informal employment, defined through the lack of employment-based social protection, constitutes the bulk of employment in developing countries, and entails a level of vulnerability to poverty and other risks that are borne by all who are dependent on informal work income. Results from the Key Indicators of Informality based on Individuals and their Households database (KIIbIH) show that a disproportionately large number of middle‑class informal economy workers receive remittances. Such results confirm that risk management strategies, such as migration, play a part in minimising the potential risks of informal work for middle‑class informal households who may not be eligible to social assistance. They further suggest that middle‑class informal workers may have a solvent demand for social insurance so that, if informality-robust social insurance schemes were made available to them, remittances could potentially be channelled to finance the extension of social insurance to the informal economy.

El presente estudio examina el sistema de monitoreo y evaluación de Nuevo León para su Plan Estratégico, cómo herramientas esenciales para lograr objetivos a largo plazo y obtener resultados. Asimismo, analiza la función del Consejo en el asesoramiento sobre políticas públicas. El estudio se basa en experiencias internacionales de promoción del desarrollo sostenible por la vía de la planeación a largo plazo, así como en prácticas de monitoreo y la evaluación de prioridades de políticas públicas mediante procesos incluyentes y participativos. Las recomendaciones de este estudio tienen como objeto propiciar un enfoque de gobernanza pública basado en la evidencia, para, en última instancia, ayudar a Nuevo León a brindar mejores resultados a los ciudadanos, allanando el camino hacia un desarrollo inclusivo y sostenible.

Hace un balance del marco regulatorio y las reformas recientes, e identifica tanto las áreas que plantean el mayor desafío para la regulación eficaz de los plaguicidas como aquellas en las que la regulación, o la falta de ella, afecta los objetivos de política y la actividad económica. Estos desafíos y prácticas se contrastan con principios de la OCDE y las mejores prácticas regulatorias de países OCDE, y se brindan recomendaciones para apoyar los esfuerzos de mejorar la regulación. El informe concluye que México se beneficiaría de la adopción de una estrategia de política integral para plaguicidas, reconociendo que el manejo de plaguicidas es una responsabilidad compartida entre los gobiernos nacionales y locales, la industria de plaguicidas, los usuarios de plaguicidas y el público en general.

    Kurzfassung: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

    Kurzfassung: Many Latin American countries have experienced improvements in income over recent decades, with several of them now classified as high-income or upper middle-income in terms of conventional metrics. But has this change been mirrored in improvements across the different areas of people’s lives? How’s Life in Latin America? Measuring Well-being for Policy Making addresses this question by presenting comparative evidence for Latin America and the Caribbean (LAC) with a focus on 11 LAC countries (Argentina, Brazil, Chile, Colombia, Costa Rica, the Dominican Republic, Ecuador, Mexico, Paraguay, Peru and Uruguay). Spanning material conditions, quality of life, resources for future well-being, and inequalities, the report presents available evidence on well-being both before and since the onset of the pandemic, based on the OECD Well-being Framework. It also identifies priorities for addressing well-being gaps and describes how well-being frameworks are used in policy within Latin America and elsewhere around the world, providing lessons for governments on what is needed to put people’s well-being at the centre of their action. The report is part of the EU Regional Facility for Development in Transition for Latin America and the Caribbean.
