    Abstract: This book examines the life of Maria Duran, who was born with female genitalia, but was accused of being a man and subsequently put on trial for sorcery by the Portuguese Inquisition during the 18th century. François Soyer uses Maria s story to open a window onto the world of the experience of transing gender, as well as the gendered attitudes and responses to the transgression of gendered norms that were adopted by churchmen, medical practitioners and ordinary lay men and women. Drawing on the surviving (and staggeringly 736-page long) sorcery trial dossier, Soyer analyses the secretive life of an individual who actively and deliberately transed gender. The dossier analysis enables insights into aspects of life so rarely recorded in early modern documents: the transgression of gender norms, transgressive sexuality and sexual violence in female religious institutions, in addition to the fears and debates about the power that the Devil could wield over the human body. The Catalan Hermaphrodite and the Inquisition also reveals how the Inquisition gathered a number of doctors, surgeons and midwives to conduct careful examinations of Maria s body in general and genitals in particular. Their reports and the discussions of the inquisitors are discussed by Soyer and offer further fascinating evidence of attitudes towards sex and gender in early modern Europe

    Abstract: Schools are perfect hubs for social and emotional learning, but are they ready for this task? To address this question, this Spotlight reports previously unpublished findings from the OECD’s Survey on Social and Emotional Skills (SSES) and discusses their implications for education policy and practice. Both an active promotion in schools and extensive learning opportunities for teachers on relevant topics provide a fertile ground for an effective social and emotional education. They boost teachers’ self-efficacy and use of active learning pedagogies, as well as quality relationships at school. The Spotlight also points to important differences for teachers of 10- vs. 15-year-old students that can explain higher skills at a younger age. Younger students benefit more often from key elements of an effective social and emotional education in school, i.e. the evaluation of their social and emotional skills and teachers teaming up with parents to reinforce skill promotion. Teachers of 10-year-olds are also more intensively trained and requested to promote social and emotional learning in their work.

    Abstract: This paper builds on the results of the OECD Trust Survey in Portugal to identify the main areas for improvement and guidelines for action to help Portugal reinforce trust and democracy and enhance public governance to address future challenges. The Portuguese government’s response to the COVID-19 crisis drew on lessons learned from previous crises, notably the plunge in public trust after the 2008 financial crisis and the subsequent economic austerity measures which shook the political system and considerably impacted economic and social well-being. Public trust has traditionally been heralded as crucial for public governance. However, to build resilience in the face of multiple social, economic and environmental crises, Portugal will need to set public trust as an explicit policy objective and better understand what drives it. Investments in building a competent and trusted civil service will also be needed to develop more responsive and better-informed policy responses.

    Abstract: Portugal managed to decouple several environmental pressures from economic growth over 2013-19. It played a leading role in the approval of the European Climate Law and adopted the Portuguese Framework Climate Law in 2021. This needs to be swiftly implemented to achieve carbon neutrality by 2050, improve climate resilience and protect ecosystems. Portugal has stepped up adaptation efforts but needs to do more to address multiple threats, including coastal erosion, floods, droughts and forest fires. The country is lagging behind in waste management. Meanwhile, the increase in freshwater abstractions in water-scarce southern regions is a concern. This is the fourth Environmental Performance Review of Portugal. It provides an evidence-based assessment of the country's progress towards its environmental goals over the past decade. The 26 recommendations aim to help Portugal improve its environmental performance, giving special focus to carbon neutrality.

    Abstract: This paper investigates the demand for language skills using data on online job vacancies in 27 European Union member countries and the United Kingdom in 2021. Evidence indicates that although Europe remains a linguistically diverse labour market, knowing English confers unique advantages in certain occupations. Across countries included in the analyses, a knowledge of English was explicitly required in 22% of all vacancies and English was the sixth most required skill overall. A knowledge of German, Spanish, French and Mandarin Chinese was explicitly demanded in between 1% and 2% of all vacancies. One in two positions advertised on line for managers or professionals required some knowledge of English, on average across European Union member countries and across OECD countries in the sample. This compares with only one in ten positions for skilled agricultural, forestry and fishery workers and among elementary occupations.

    Abstract: This volume sheds light on the technical and institutional handicaps that the gas industry had to face since the early 19th century to consolidate its position in the energy market. It traces the history of gas energy use in a European context to understand the reasons for its crucial nature in the region. Going back to the start of gas production in England and France at the turn of the 18th century, the book has a specific focus on Latin Europe: Portugal, Spain, France, and Italy. Topics discussed include, but are not limited to the evolution of gas technology and associations; capital, technical, and human transfer among countries; strategies carried out by gas companies to promote their activity; how gas companies adapted to changing markets, faced with the competition of electricity at the end of the 19th century, until late 20th century; and how war, especially the Second World War, affected gas supply in Latin Europe. Finally, the volume discusses the emerging use of natural gas by France and Italy after 1945, which meant a quantitative advantage compared to their neighbors in Latin Europe, Portugal and Spain, as well as a political advantage, in terms of energetic independence.     Abstract: Foreign policy is one of the most complex policies of every state, and Portugal and Iceland are no exception. The “Small States and Big Powers: Portugal and Iceland’s Foreign Relations” book analyses the importance of relations with big powers or regional and international organisations from a shelter theory perspective, detailing the degree of political, economic and societal shelter that they have provided to Portugal and to Iceland over time. Despite having followed distinct paths, Portugal and Iceland have some important similarities in their foreign policy, namely in relation to the European and the Atlantic dimensions and their participation in regional organisations. The book examines their decisions to join or not to join regional organisations, and both countries’ bilateral relations with other important parts of the world, namely Africa, the Nordic states and China. This book compares the foreign policies of Portugal and Iceland considering their commonly identified status as small states and place them within the shelter theory framework, and its findings indicate that both countries need to balance their international relations with shelter provided by different actors. Their size and political and economic capabilities matter in their bilateral and multilateral relations. It is therefore in both countries’ interest to maintain strong cooperation not only with big powers, but also regional and international organisations, depending on their field of action, in order to flourish politically, economically and socially.

It assesses the assumptions of an imminent wave of domestic violence against reliable data from crime statistics, surveys, and various institutions responding to domestic violence. Collecting partner country reports from Austria, Finland, France, Germany, Hungary, Portugal, Scotland and Slovenia, it demonstrates the effects that lockdown measures starting March 2020 had on reported DV incidents. It considers the differences between each country with respect to policing, legal systems, social and cultural factors and highlights best practices to prevent conditions resulting from Covid-19 lockdown undermining victims’ security and frontline responders’ capacities to provide services and prevent domestic violence.

    Abstract: The Rethinking Regional Attractiveness in the New Global Environment report highlights lessons learned from multiple regional case studies from five EU countries (Ireland, Italy, Portugal, Spain and Sweden), additional work with Latin American and Caribbean regions, and a series of webinars and one-on-one dialogues on rethinking regional attractiveness. The OECD's innovative multidimensional approach to assessing regional attractiveness considers global engagement beyond international connections and economic factors alone. The methodology considers more than 50 indicators to develop regional attractiveness profiles covering six domains of attractiveness: economic attraction, connectedness, visitor appeal, natural environment, resident well-being, and land-use and housing. The report helps regional and national policy makers to understand how individual regions fare in a new global environment that continues to deal with the impacts of the COVID-19 crisis, compounded by the consequences of Russia's war of aggression against Ukraine and existing megatrends – all of which produce asymmetric impacts within and between countries and regions – and identify the policy levers available to enhance their attractiveness to the international target groups of investors, talent, and visitors. It also considers the need to co-ordinate across levels of government, across policy fields, and with private stakeholders, and highlights good practices to implement regional attractiveness policies.

    Abstract: Football and Fascism. The Politics of Popular Culture in Portugal tells the hidden history of football and discusses its political, social and cultural foundations, during the longest running authoritarian regime in Europe. Theoretically grounded on Bourdieu's field theory, and using a multi-scalar methodology, this award-winning research explores the political tensions between the nationalization of sports envisaged by the Portuguese "New State" and the integration of national football in a globalized urban popular culture. Mobilizing unexplored archival sources, and a wide array of primary materials, this groundbreaking work offers new insight on the administrative structures of the corporativist state, the making of an authoritarian cultural program, and the relation between state institutions and civil society. Besides broadening the scope of existing transnational histories of football, this study also puts into question the conventional geographies and political chronologies adopted in sports history. For his oustanding research, Rahul Kumar won the 2015 "Mário Soares Award - EDP Foundation" for best work in Portuguese history by researchers under 35 and received an honourable mention, also in 2015, in the "CES Award for Young Portuguese speaking Social Scientists", attributed by the Centre for Social Studies of Coimbra University

    Abstract: This book explores the development of the gas industry within Latin Europe (France, Italy, Portugal, and Spain).     Abstract: "Gold, Festivals, and Music in Southeast Brazil: Sounding Portugueseness is a study of the musical legacy of the 18th century Brazilian gold rush that integrates ethnographic research of the main genres of former mining communities in Brazil -- from liturgical music in the style of European art music to Afro-Brazilian musical expressions. Its content and structure are informed by Norbert Elias' idea of the civilizing process, which is explored regarding its relevance in interpreting sociocultural processes and choreo-musical expressions in the small town Morro Vermelho. The book's innovative feature is its focus on a little-known area to non-Brazilian scholars,and its focus on the colonial and European heritage in Brazil. Morro Vermelho's cultural traditions have received relatively limited attention. The Catholic festival of Our Lady of Nazareth provides a setting for the documentation and analysis of the musical setting and is thus placed at the centre of the discussion. It leads through the vast writings on Brazilian identity and challenges the view on Brazilian-ness as constructed in terms of the mixing of races. Norbert Elias's concept of the "civilizing process" structures the book and is relevant for understanding the cultural sphere of the festival of Our Lady of Nazareth. The book combines discourses of Portugueseness with historical sources and observations from fieldwork and community building in the virtual world. The focus on the music to support social constructions of "Portugueseness" is supported with evidence from diverse data sources: music (literature and fieldwork recordings), original interviews, marketing materials and historical narratives. The combination of archival, ethnographic and bibliographic research methods attempts a seamless narrative.     Abstract: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

    Abstract: This book explores the experiences of Indo-Mozambicans, citizens and residents of Mozambique who can trace their origins to the Indian subcontinent, a region affected by competing colonialisms during the twentieth century. Drawing from ethnographic interviews, the author illustrates why migration developed as both an identity marker and a survival tool for Indo-Mozambicans living in Maputo, in response to the series of independence movements and prolonged period of geo-political uncertainty that extended from 1947 to 1992. A unique examination of post-colonialism, the book argues that four pivotal moments in history forced migratory patterns and ethnic identity formations to emerge among Indo-Mozambicans, namely, the end of the British empire in India and the subsequent partition of India and Pakistan in 1947; the end of the Portuguese empire in India, with the annexation of Goa, Daman and Diu in 1961; the independence of Mozambique from Portugal in 1975; and the civil war of Mozambique from 1977 to 1992. Framing these historical markers as trigger points for shifts in migration and identity formation, this book demonstrates the layered experiences of people subject to Portuguese colonialism and highlights the important perspective of those left behind in migration studies. Nafeesah Allen is a multi-lingual author, independent researcher, editor, and contributing writer for internationally recognized magazines and journals.     Abstract: "Placed in the wider scope of post-war European decolonisation migrations, The Retornados from the Portuguese Colonies in Africa looks at the "Return" of the Portuguese nationals living in the African colonies when they became independent. Using an interdisciplinary research agenda, the book presents a collection of research essays written by experts in the fields of anthropology, history, literature and the arts, that look at a wide range of memory narratives through which the Return-as well as the experiences of war, violence, loss and trauma-have been expressed, contested and internalised in the social realm. These narratives include testimonial accounts from the so-called retornados from Africa and their descendants, as well as works of fiction and public memory-novels, television series, artworks, films or social media-that have come to mediate the public understanding of this past. Through the dialogue between these different narrative modes, this book intends to explore the interplay between official memory, the lived experience and fiction, thus contributing to build an empirical basis to critically discuss the memory of the end of the Portuguese empire within postcolonial Europe.     Abstract: This country note presents the results of an analysis of undertake Portugal undertaken within the Labour Market Relevance and Outcomes of Higher Education Partnership Initiative project. The project was implemented by the OECD with the support of the European Commission with the aim of helping policy makers and higher education institutions enhance the employment outcomes of graduates by better aligning higher education provision with labour markets skill demands. Portugal has a high the concentration of students in short-cycle programmes in Information and Communications Technology (ICT) and engineering. These programmes have the potential to increase student enrolment in bachelor and postgraduate fields of study that are connected with the digital and technological transition of the economy, and so far have seen low enrolment. The success of short-cycle programmes as pathways to further study will require a combined approach of improved study guidance and student support. The country note reviews the system context, highlights challenges faced by higher education institutions and, lessons learned from current practice, and presents policy options.
