    Abstract: Recent studies indicate that British appeasement towards Hitler followed a buying-time logic, i.e., it tried to postpone confrontation until Great Britain improved its military position through rearmament. However, this chapter shows that Germany actually extended its military edge over the appeasement years. Drawing on the literature on judgment and decision-making, the chapter theorizes that competition neglect - the tendency to focus myopically on one's own capabilities and pay insufficient attention to those of the competition - may explain the puzzling gap between British policymakers' plans and actual trends in the balance of power. The competition neglect thesis and an alternative explanation, positing the occurrence of miscalculation, are tested with a case study of British foreign policy towards Germany in 1937-38

    Abstract: From its beginnings, in the aftermath of the first post-war period, the liberal order has significantly changed the texture, actors and tones of international politics, aiming to create institutions and rules that harnessed the forces that for centuries led political communities to wage war. Never fully realized, the liberal order has produced the most significant network of connections between societies, going so far as to make war unlikely in the areas where it has established itself most profoundly. An ambitious model which, refusing to separate the peaceful space of liberal democracy from the international one of Westphalian states, it promised widespread well-being, security and prospects for progress for individuals and groups. Today, however, many of its promises have been broken, illiberal actors have taken on ever-increasing economic and political weight, and the liberal world has become fragmented and weakened. Moreover, the crisis of liberal democracy within states and the phenomena of "autocratization", as well as the difficulty of liberal societies in giving effective responses to the challenges posed by a rapidly evolving technological world, represent challenges that make the liberal order's resilience uncertain. The essay presents the evolution of the notion of balance of power in Florentine historiography from the 14th-century chronicles of Giovanni and Matteo Villani to Guicciardini himself.     Abstract: The study of war and strategy has been at the core of the theory of international relations since the birth of the academic discipline. Strategy is a key factor in any conflict, first of all in violent conflicts. Military strategy is the bridge between politics and war. Strategic studies have mainly focused on military doctrines and the means to wage war for too long a time. Limited attention was paid to the cultural dimension of violent confrontations. Then, in the second half of the XX century the Western attention to the technological dimension of war became almost obsessive. However, if war is the continuation of politics by other means we must be aware that the human factor is of utmost importance among those "means". The willingness of soldiers to sacrifice their life on the battlefield is the precondition to wage war. At the same time, it is also the basis of any political obligation. Hence, death is the continuation of politics by other means. Various "narratives" of war have been created in history in order to justify the individual commitment to fight and eventually die in war to attain political aims. Starting in the classical age the Western world has been developing two related narratives of war: the republican model and the decisive battle one. According to the first one the good citizen was a good soldier too, and vice-versa, while the second required the concentration of violence in space and time to break the enemy's will to fight in the shortest possible time. The two concepts gave both moral and military sense to the violent, insensate, and chaotic environment of the battle. After the end of the cold war in most Western countries such a way of thinking on the relationship between war and politics has been undermined by several factors, first of all the unwillingness to sacrifice one's life in war. The readiness to die in order to attain a political aim has almost vanished. On the contrary, the concept of the "decisive battle" has survived thanks to technological evolution. As a consequence, on the one hand, old figures of warriors reappeared on the battlefield: soldiers of fortune, God's fighters, pirates, and criminals. On the other, the unwillingness to die coupled to the strategic archetype of the decisive battle is bringing more and more machines and AI into war, making it both post-heroic and post-human

    Abstract: In academic and/or cultural debate, the word «Mediterranean» elicits mixed reactions and is revealing of normative considerations and the role of politics. This chapter explores two different perspectives that emerge from the extensive literature on this subject, and suggests a third, inspired by the contemporary trend of the debate (or rather, its absence). First, the chapter examines conceptions of the Mediterranean as a unitary entity or political actor in and of itself. The Mediterranean as a «cradle of civilization», originally described by Braudel, has been taken up more recently by Horden and Purcell, who emphasized the central role of connectivity between local communities, and by the Italian school of geo-philosophy headed by Bassano, for whom the Mediterranean is a specific value system to be respected. A second perspective emphasizes instead the Mediterranean as an area of conflict, characterized by deep fault lines. Huntington's position, captured by the expression «clash of civilizations», has been taken up and reworked by the post-colonial perspective, which sees the Mediterranean as an area characterized by permanent tensions. The chapter suggests a third option, however, noting that the word «Mediterranean» is disappearing from political vocabularies

    Abstract: Umberto Gori has held the first chair of International Relations in Italy and has been the first scholar to address a series of central topics in the analysis of foreign policy and international politics. Those who browse, even if only rapidly, his rich bibliography cannot but be struck by the great variety of the topics examined: from the first works of a predominantly legal nature, we move on to studies centered on methodological and epistemological issues, relations between states, analysis of foreign policy in general and Italian foreign policy in particular, Peace Research, strategic affairs, intelligence, and finally the impact of the information and digital revolution on international politics and contemporary strategy. What holds together so many different issues is, firstly, a constant attention to methodology and, secondly, a clear preference for a predominantly operational approach, in the belief that knowledge must always be functional to decision and action. These basic attitudes are reflected not only in his strongly characterized research agenda, but also in the twofold nature of his teaching commitment: on the one hand, Gori taught outside the university classrooms, at military and governmental institutions, for decades; on the other hand, he introduced issues traditionally reserved to diplomacy and security institutions into the Italian academic context. Such a propensity to build bridges between different worlds - academic, military, technological, diplomatic, financial - and a research vocation that has never failed make Umberto Gori a figure indissolubly linked to the birth and development of International Relations in Italy

The definition of these concepts has been significantly changed during the last decades, and a broad discussion continues today about which indicators should be used to measure innovation, sustainability and their combination. The current paper investigates this relationship, and - in the authors' opinion - the research question connected to the impact of the innovative product (and service and process) solutions on sustainability can be addressed by means of a stable theoretical framework. To study the interaction between innovation and sustainability, the usage of specific territorial features might represent a useful perspective to manage short-and long-term environmental and economic issues. As for the theoretical model, the present article considers a specific technique suitable for investigating the entire set of characteristics involved in the model. From a public makers and managerial point of view, the possibility of improving the firm' efficiencies in terms of several dimensions of sustainable innovation represents a relevant topic that must be encouraged

    Abstract: In survival analysis, time-varying covariates are endogenous when their measurements are directly related to the event status and incomplete information occur at random points during the follow-up. Consequently, the time-dependent Cox model leads to biased estimates. Joint models (JM) allow to correctly estimate these associations combining a survival and longitudinal sub-models by means of a shared parameter (i.e., random effects of the longitudinal sub-model are inserted in the survival one). This study aims at showing the use of JM to evaluate the association between a set of inflammatory biomarkers and Covid-19 mortality. During Covid-19 pandemic, physicians at Istituto Clinico di Città Studi in Milan collected biomarkers (endogenous time-varying covariates) to understand what might be used as prognostic factors for mortality. Furthermore, in the first epidemic outbreak, physicians did not have standard clinical protocols for management of Covid-19 disease and measurements of biomarkers were highly incomplete especially at the baseline. Between February and March 2020, a total of 403 COVID-19 patients were admitted. Baseline characteristics included sex and age, whereas biomarkers measurements, during hospital stay, included log-ferritin, log-lymphocytes, log-neutrophil granulocytes, log-C-reactive protein, glucose and LDH. A Bayesian approach using Markov chain Monte Carlo algorithm were used for fitting JM. Independent and non-informative priors for the fixed effects (age and sex) and for shared parameters were used. Hazard ratios (HR) from a (biased) time-dependent Cox and joint models for log-ferritin levels were 2.10 (1.67-2.64) and 1.73 (1.38-2.20), respectively. In multivariable JM, doubling of biomarker levels resulted in a significantly increase of mortality risk for log-neutrophil granulocytes, HR=1.78 (1.16-2.69); for log-C-reactive protein, HR=1.44 (1.13-1.83); and for LDH, HR=1.28 (1.09-1.49). Increasing of 100 mg/dl of glucose resulted in a HR=2.44 (1.28-4.26). Age, however, showed the strongest effect with mortality risk starting to rise from 60 years

    Abstract: The determinants of the transition from lower secondary to upper secondary school of Italian and immigrant teenagers (16-19 age range) were identified joining the European Union Statistics on Income and Living Conditions (EU-SILC) and the Italian Survey on Income and Living Conditions of Families with Immigrants in Italy (IM-SILC) for 2009. A set of individual, family, and contextual characteristics was selected through the Lasso method and a Bayesian approach to explain the choice of upper secondary schooling (yes/no). The transition from the low secondary to upper secondary school showed a complex pattern involving many variables: compared to men, women did not prove to have any differences, many components of income entered the model in a parabolic form, education level and income of parents proved to be very important, as was their occupation. The contextual factors revealed their importance: the latter included the degree of urbanisation, the South macro-region, household tenure status, the amount of optional technological equipment, and so on. Differences between Italians and immigrants disappeared when family background and parental characteristics were taken into account

    Abstract: The Analytic Hierarchy Process (AHP) is a Multi-Criteria method in which a number of decision factors (typically criteria and alternatives) are compared pairwise by one or more experts, using the Saaty scale, with the goal of sorting the alternatives (Saaty, 1977; 1980). For group AHP the Delphi method can be used in parallel with the AHP (Di Zio and Maretti, 2014), and this allows the search for a consensus on each pairwise judgement. A big issue of the AHP regards the inconsistency of the pairwise comparison matrices and here we propose a new method to reduce the inconsistency. As a solution we exploit the Nudge theory (Thaler and Sunstein, 2008) and from the second round of the Delphi survey, we calculate and circulate a Nudge to "gentle push" the experts towards more consistent evaluations. Furthermore, we propose the representation of the AHP matrices through graphs. In a direct graph two nodes are linked with two direct and weighted edges (or one edge with the direction based on the weights), where the weights indicate the evaluation given by an expert or, for a group, the geometric mean of the judgements. This type of visualization facilitates the reading of the results and could also be used as real-time feedback in the Delphi process, by displaying on the edges also a measure of variability. An application is proposed, on the evaluation of four future scenarios on the regulation of genetic modification experiments, assessed by a panel of 27 experts according to different criteria (plausibility, consistency and simplicity). The application demonstrated that it is possible to: a) reduce the inconsistency; b) collect useful textual material which enrich the AHP itself; c) use the inconsistency index as a stopping criterion for the Delphi rounds; d) display the pairwise comparison matrices with graphs

    Abstract: The labour market is becoming harder and harder even for graduates. The economic difficulties added by Covid-19 restrictions worsened the graduates' employability. In our opinion, public authorities should intervene to soften the school-to-work transition and graduates should become more entrepreneurial to overcome own market difficulties. We realised a survey on graduates from Padua University, the largest university in the Veneto region, Italy. In this survey, among other things, the entrepreneurial spirit of graduates was investigated. This spirit is intended as both the propensity to undertake an own business and the skill to find own ways and resources to overcome the possible difficulties while searching for a job either as employee or self-employed. It emerged that the propensity to start an own business concerns only a bunch of fresh graduates and that the capacity to implement personality resources is large among young people but remains unexplored because of cultural and contingent reasons

    Abstract: Positive psychological capital (PsyCap) is the name given to a set of psychological dimensions (hope, resilience, self-efficacy, and optimism) that may support students in their effort to achieve better academic results and even improve the employability of graduates. These dimensions could help students to achieve better academic results and impact fresh graduates' ability to stand the labour market in times of crisis. A scale, called Academic PsyCap, was specifically developed to evaluate the four PsyCap dimensions among students and fresh graduates. To deeply investigate the structural validity of the scale, three alternative models (one-factor model, correlated four-factor model, bifactor model) were run on the responses provided by about 1,600 fresh graduates at the University of Padua. The results indicated that the bifactor model fit the data better than the other two models. In this model, all items significantly loaded on both their own domain specific factor and on the general factor. The values of Percentage of Uncontaminated Correlations (PUC), Explained Common Variance (ECV), and Hierarchical Omega suggested that multidimensionality in the scale was not severe enough to disqualify the use of a total PsyCap score. The scale was found to be invariant across gender and academic degree (bachelor's and master's degree). Internal consistency indices were satisfactory for the four dimensions and the total scale

However, tourism statistics are not yet exhaustive in describing a highly variable phenomenon at the territorial level. Even the tourism satellite accounts, so useful for sectoral planning at regional level, are compiled for the whole country. Instead, the territories do not always know themselves, while the enhancement of landscape resources is one of the major issues that has not always been adequately analyzed; also in the recently approved Italian PNRR/Next Generation EU. In this article, we aim to examine the trend of the tourism phenomenon in the various Italian regions over the past 15 years; a period marked by crises of different origins (economic, political, health) which slowed down the economic development of the third millennium. In particular, given the problems mentioned above, we decided to start the research by considering the arrivals in hotels and non-hotel establishments by Italian tourists. The hospitality business is in fact an important part of the tourism industry. We expect domestic tourism to have greater stability, being less affected by international problems. We then examined the tourism of Italians in Italy, in the various regions, from 2006 to 2020. This analysis allowed us to observe the tourism phenomenon in Italy from a different perspective, observing, region by region, the relationship between tourism within the region and tourism coming from others regions. The choice of arrivals, instead of night spent, reduces the influence of the specific type of tourism in each region. The first results appear interesting

    Abstract: This paper aims at analyzing the spatial intensity in the distribution of stop locations of cruise passengers during their visit at the destination through a stochastic point process modelling approach on a linear network. Data collected through the integration of GPS tracking technology and questionnaire-based survey on cruise passengers visiting the city of Palermo are used, to identify the main determinants which characterize their stop locations pattern. The spatial intensity of stop locations is estimated through a Gibbs point process model, taking into account for both individual-related variables, contextual-level information, and for spatial interaction among stop points. The Berman-Turner device for maximum pseudolikelihood is considered, by using a quadrature scheme generated on the network. The approach used allows taking into account the linear network determined by the street configuration of the destination under analysis. The results show an influence of both socio-demographic and trip-related characteristics on the stop location patterns, as well as the relevance of distance from the main attractions, and potential interactions among cruise passengers in stop configuration. The proposed approach represents both improvements from the methodological perspective, related to the modelling of spatial point process on a linear network, and from the applied perspective, given that better knowledge of the determinants of spatial intensity of visitors' stop locations in urban contexts may orient destination management policy

    Abstract: Epidermolysis Bullosa (EB) is a group of genetic conditions that cause fragile and blistering skin. Although there are different types of EB, which differ in severity, their signs and symptoms overlap. As a result of this disorder, patients face an unbearable burden in their lives, and their Quality of Life (QoL) is negatively affected at every life cycle stage. Nevertheless, the assessment of the quality of life of these patients is scanty. This project aims to develop a patient-centered questionnaire to assess the QoL of EB patients. This tool will be a valid aid for clinicians to understand patients better and identify the areas that need more attention; moreover, it will allow them to follow the patients over time and evaluate the impact of any treatments. The methodological process to develop the questionnaire consisted of two phases: firstly, a critical review of scientific literature was performed; secondly, a pseudo-Delphi study was carried out. A multidisciplinary panel (including patients, caregivers, and clinicians) actively participated in round tables to discuss the main areas of interest. Starting from this initial set of areas and through the repetition of Delphi (up to three rounds), a gradual refinement of the statements was carried out to define a list of items to be included in an easy-to-use but meaningful questionnaire. The final patient-centered questionnaire is thus able to measure the QoL beyond the physical symptoms and the clinical evolution of the disease, encompassing functional autonomy, psycho-emotional state, social relations and the working field

In particular, in this work, we focus our attention on the scientific production of the last 20 years of the Scientific Institutes for Research, Hospitalization, and Healthcare (IRCCS "Istituto di Ricovero e Cura a Carattere Scientifico") specialized in the oncology research. IRCCS are biomedical institutions of relevant national interest that drive clinical assistance in strong relation to research activities.     Abstract: The so called "Startup Act" (Decree Law 179/2012, converted into Law 221/2012), has introduced in Italy the notion of innovative companies with a high technological value, denoted as the innovative startups. Among them, the Italian government includes the category of SIAVS ("Startup Innovative A Vocazione Sociale"), which represents a relatively new field of interest in both scientific and normative perspective. A social startup must satisfy the same requirement of other innovative startups, usually operating in sectors such as social assistance, education, health, social tourism and culture which can have a direct (social) impact on collective well-being. Furthermore, they must produce specific reporting of the produced social impact, enjoying also some tax benefits. In 2020 more than 200 SIAVS are registered in Italy, more than doubled with respect to 2015. This work is concerned with the empirical analysis of innovative companies focused in funding and implementing solutions to social, cultural, or environmental issues. Specifically, the aim of the paper is to investigate what are the relevant factors for the arise of SIAVS in Italy. The response variable is based on the number of active social startups in Italian provinces while the set of explanatory variables is composed by economic and demographic indicators at the provincial level. Generalized linear models (GLM) for discrete outcomes are applied and compared, even taking into account the zero-inflated issue arising due to the distribution of these particular data

    Abstract: Logical abilities are a ubiquitous ingredient in all those contexts that take into account soft skills, argumentative skills or critical thinking. However, the relationship between logical models and the enhancement of these abilities is rarely explicitly considered. Two aspects of the issue are particularly critical in our opinion, namely: (i) the lack of statistically relevant data concerning these competences; (ii) the absence of reliable indices that might be used to detect and measure the possession of abilities underlying the aforementioned skills. This paper addresses both aspects of this topic by presenting the results of a research that we conducted between October and December 2020 on students enrolled in various degree courses at the University of Florence. The dataset has been collected by a three-stage initiative. We started from an entrance examination to assess the students' initial abilities. This test included ten questions, each regarding a specific aspect of logical reasoning. Then, students underwent a short training course to strengthen their knowledge of logic. At the end of the short course, students underwent a final examination to evaluate the effectiveness of the training. To verify the effectiveness of the training program we used students' characteristics into a Structural Equation Model comparing the distribution of abilities before and after the training

    Abstract: A successful fight against COVID-19 greatly depends on citizens' adherence to the restrictive measures, which may not suffice alone. Making use of a containment index, data on sanctions, and Google's movement trends across Italian regions, complemented by other sources, we investigate the extent to which compliance with the mobility limitations has affected the number of deaths over time in the period from the 24th of February 2020 to the 9th of November 2020, by using panel data for Italian regions, analysed through a negative binomial regression method. We also differentiated the study period, estimating two distinct models on two subsamples: until the 13th of September and since the 14th of September. In so doing, we show how the pandemic dynamics have changed between the first and the second wave of the emergency. Our results highlight that the importance of the restrictive measures and of citizens' accord on their abidance has greatly increased since the end of the summer, also because the stringency level of the adopted measures has critically declined. Informing citizens about the effects and purposes of the restrictive measures is of paramount importance, especially in the current phase of the pandemic

    Abstract: The importance of the Word of Mouth is growing day by day in many topics. This phenomenon is evident in everyday life, e.g., the rise of influencers and social media managers. If more people positively debate specific products, then even more people are encouraged to buy them and vice versa. This effect is directly affected by the relationship between the potential customer and the reviewer. Moreover, considering the negative reporting bias is evident in how the Word of Mouth analysis is of absolute interest in many fields. We propose an algorithm to extract the sentiment from a natural language text corpus. The combined approach of Neural Networks, with high predictive power but more challenging interpretation, with more simple but informative models, allows us to quantify a sentiment with a numeric value and to predict if a sentence has a positive (negative) sentiment. The assessment of an objective quantity improves the interpretation of the results in many fields. For example, it is possible to identify crucial specific sectors that require intervention, improving the company's services whilst finding the strengths of the company himself (useful for advertising campaigns). Moreover, considering that the time information is usually available in textual data with a web origin, to analyze trends on macro/micro topics. After showing how to properly reduce the dimensionality of the textual data with a data-cleaning phase, we show how to combine: WordEmbedding, K-Means clustering, SentiWordNet, and the Threshold-based Naïve Bayes classifier. We apply this method to Booking.com and TripAdvisor.com data, analyzing the sentiment of people who discuss a particular issue, providing an example of customer satisfaction

Vocational training systems and institutions are called to answer the question posed by every person looking for a new job or professional opportunities: which are the skills-to-have to enhance the professional profile? Many efforts have been made to answer this question, mainly designing predictive models; however, these models are often limited to specific economic sectors and usually don't adopt a country-specific perspective. This paper proposes a recommendation system oriented to specific users: once that the user has described his/her skills profile, the system suggests the skills that, once got, will fit with the most frequent job vacancies. In this proposal perspective, the skills are proposed regardless of the economic sector, and they are compatible with the characteristics of the specific country labour market. In this contribution, we will focus on the Italian market; the recommendation system is based on the job ads published by Italian companies on various websites for both 2019 and 2020 after the skills required for each job offer have been mapped to one of the skills presented in the classification of European Skills/ competence, qualifications ad Occupations (ESCO)

    Abstract: The growing success of Machine Learning (ML) is making significant improvements to predictive models, facilitating their integration in various application fields, especially the healthcare context. However, it still has limitations and drawbacks, such as the lack of interpretability which does not allow users to understand how certain decisions are made. This drawback is identified with the term "Black-Box", as well as models that do not allow to interpret the internal work of certain ML techniques, thus discouraging their use. In a highly regulated and risk-averse context such as healthcare, although "trust" is not synonymous with decision and adoption, trusting an ML model is essential for its adoption. Many clinicians and health researchers feel uncomfortable with black box ML models, even if they achieve high degrees of diagnostic or prognostic accuracy. Therefore more and more research is being conducted on the functioning of these models. Our study focuses on the Random Forest (RF) model. It is one of the most performing and used methodologies in the context of ML approaches, in all fields of research from hard sciences to humanities. In the health context and in the evaluation of health policies, their use is limited by the impossibility of obtaining an interpretation of the causal links between predictors and response. This explains why we need to develop new techniques, tools, and approaches for reconstructing the causal relationships and interactions between predictors and response used in a RF model. Our research aims to perform a machine learning experiment on several medical datasets through a comparison between two methodologies, which are inTrees and NodeHarvest. They are the main approaches in the rules extraction framework. The contribution of our study is to identify, among the approaches to rule extraction, the best proposal for suggesting the appropriate choice to decision-makers in the health domain

    Abstract: The analysis of origin-destination traffic flows may be useful in many contexts of application (e.g., urban planning, tourism economics) and have been commonly studied through the gravity model, which states that flows are proportional to ''masses" of both origin and destination, and inversely proportional to distance between them. Using data on the flow of mobile phone SIM among different aree di censimento, recorded hourly basis for several months and provided by FasterNet in the context of MoSoRe project, in this work we characterize and model the dynamic of such flows over the time in the strongly urbanized and flood-prone area of the Mandolossa (western outskirts of Brescia, northern Italy), with the aim of predicting the traffic flow during flood episodes. Whereas a traditional "static" mass explanatory variable is represented by residential population (Pop), or by gross domestic product (GDP), here we propose to use a most accurate set of explanatory variables in order to better account for the dynamic over the time. First, we employ a time-varying mass variable represented by the number of city-users by area and by time period, which has been estimated from mobile phone data (provided by TIM) using functional data approach and already adopted to derive crowding maps for flood exposure. Secondly, we include in the model a proper set of factors such as areal and time dummies, and a novel set of indices related to (e.g.) the number and the type of streets, the number of offices, restaurants or cinemas, which may be retrieved from OpenStreetMap. The joint use of these two novel sets of explanatory variables should allow us to obtain a better linear fitting of the gravity model and a better traffic flow prediction for the flood risk evaluation

    Abstract: The worldwide rapid spread and severity of the infectious disease caused by Coronavirus forced the WHO to declare a global state of pandemic emergency during March 2020, by leading the governments around the world to adopt policies that created the widest rift of education systems in human history. Italy have temporarily closed each educational institution, by causing the disruption of tertiary education for 16.89% of the Italian learner's population. To ensure the "pedagogic continuity", universities adopted the transitioning from traditional face-to-face to online learning. This paradigm shift to fully remote teaching solutions represents the so-called emergency remote teaching (ERT) in contrast to the traditional teaching inspired by Bologna process principles such as teaching quality and student satisfaction. In a landscape of emerging difficulties connected to ERT contexts, the quality assurance of higher education recalled by the Bologna Process may be not appropriate. We propose an evaluation model for the quality and ERT success across two dimensions used as proxy variables: students' engagement (SE) and success performance (SP). Within the faculties, we analysed the performance and hence the knowledge, skills and/or attitudes acquired by learners, within the students, the focus was the engagement as interest, motivation and involvement. Under this perspective our research question has an explorative nature: we are interested in detecting empirical evidence about the learning assessment and engagement in higher education with focus on students' engagement and their success performance during ERT. The investigation carried out on Iulm University's student population (N=775). We integrated textual data related to the students evaluation of ERT and their career data such as credits, marks before and post disease. The results show the relations between the two dimensions taken into account, with a multidimensional approach we created a factorial plan useful to create an agile tool of analysis in the ERT context

    Abstract: In the last years, there has been a large increase in high-educated and high-skilled people's mobility as a consequence of the internationalization and globalization, the weakening of research and university systems of sending countries (the "brain drain" process), the increase in skilled demand and improvements in higher education of host countries (the "brain gain" process). At the micro-level, academic mobility has positive consequences on occupational prospects and careers of researchers, both in the short- and long- run. Nevertheless, numerous research studies have demonstrated the challenges of engaging in international academic mobility for people with caring responsibilities, particularly women. Using Italian data on occupational conditions of PhDs collected in 2018 by Istat and modelling multinomial logistic regression analyses, we intend to verify if female researchers are associated with a lower international mobility irrespective their field of study, and the extent to which gender interacts differently in the various fields of study in affecting the probability of moving abroad after PhD qualification. Also, the distinction between long-term and short-term mobility, which has been mainly neglected in the literature concentrating on longer stays, has taken into account. In this respect, short-term mobility is a potentially high-value investment that may be pursued also by those researchers and scientists who cannot move for longer periods, such as women with caring responsibilities. In the literature, it is acknowledged that an experience abroad during early career may have positive effects on future occupational prospects. With our work, we intend to shed light on potential disparities on moving abroad that may exist among researchers in their early career by gender, and which could contribute to leave behind women in academia

Each team has 30 seconds to complete an action. A frequent situation thought to be very significant to the final result of a match is the extra-man play action. After a major foul a player is sent out of play for 20 seconds. The attacking team, with a series of passes and player movements must quickly try to disrupt the defence and enable a shot. And defence has to work on coordination of movement between players so that the attack finds it difficult to score too easily. Coaches dedicate a lot of time to training their team to attack and defend in an extra-man situation. This paper investigates the issue of extra-man play actions in detail. A study is performed into data from the 2020 European men's water polo championships, whose aim is to identify whether man-up play actions have any elements that lead to a good shot, meaning a ball in the goal even if it is saved. Several characteristics were recorded on each extra-man play action, but only few of them seem to influence its outcome. This may be explained by the fact that the outcome of a play action is not only linked to the execution of a strategy, but it is influenced by factors which may not all be measured

    Abstract: The need to improve performance in the Italian healthcare sector and thereby optimise the availability and delivery of related services has long been recognised. The associated reforms and developmental programmes have meant that the focus of health services has moved from a means-based approach to a results-based approach; which was an essential step to enabling real performance improvements according to the new public management paradigm. What is essential is a means of measuring and evaluating changes in healthcare sector performance which will support policy-makers to provide transparency and accountability, in accordance with the Tallinn Charter. This is particularly relevant in the healthcare sector, where outcomes are critical. This paper examines the concept of performance and performance assessment in the healthcare sector; acknowledging the inherent difficulties caused by the complexity of the systems and the multiplicity of performance-related definitions involved. This latter point is illustrated by the fact that many international organisations, such as the WHO and the OECD, have used varying models to assess and compare the performance of health systems in different countries. The authors have compared and evaluated a wide range of models and have determined the merits of the EGIPSS (Évaluation Globale et Intégrée de la Performance des Systèmes de Santé) integrative model. This is based on Parson's theory of social action which specifies four functions necessary for an organisation to survive. EGIPSS takes into consideration the conceptual contributions of different organisations, and covers a comparatively large number of performance measurements. A detailed illustration of the methodology is presented, together with some healthcare-related results for the Republic of San Marino and parts of the Marche Region in Italy

Thus, several disciplines, such as marketing, psychology and computer sciences, just to mention a few, did take advantage from its contribution over time. Traditionally, this kind of algorithm concentrates only on numerical or categorical data at a time. In this work, instead, we analyse a dataset composed of mixed data, namely both numerical than categorical ones. More precisely, we focus on profiling visitors of the National Park of Majella in the Abruzzo region of Italy, which observations are characterized by variables such as gender, age, profession, expectations and satisfaction rate on park services. Applying a standard clustering procedure would be wholly inappropriate in this case. Therefore, we hereby propose an unsupervised classification of mixed data, a specific procedure capable of processing both numerical than categorical variables simultaneously, releasing truly precious information. In conclusion, our application therefore emphasizes how cluster analysis for mixed data can lead to discover particularly informative patterns, allowing to lay the groundwork for an accurate customers profiling, starting point for a detailed marketing analysis

    Abstract: Structural equation modeling (SEM), especially partial least squares path modeling (PLS-PM) has become a mainstream method in many fields of research. In the last years it has been increasingly disseminated in a variety of disciplines. The researchers have been promoting this new statistical methods for the evaluation of policies. Generally, policy evaluation applies evaluation principles and methods to examine the content, implementation or impact of a policy. To better understand and characterize this trend, a bibliometric study of international papers on this subject has been developed in order to describe the use of SEM and PLS-PM approaches in the policy evaluation in the almost last 20 years. A total of 450 articles from 2000 to 2020 have been selected and analyzed in order to discover the research trends in this field and the main dimensions and words related to the terms "decision making" and "SEM-PLS" approach, that are most commonly employed in the scientific literature. The research has been conducted in theWeb of Science from ISI Web of Knowledge database and Scopus database, with the aim of identifying the major themes, authors, areas, types of the sources, titles, years of publication and countries of these publications, as well as the main themes related to the two topic analyzed

    Abstract: Positive psychological capital (PsyCap; hope, resilience, self-efficacy, and optimism) and locus of control (LoC; internal and external) denote psychological dimensions which have been identified as crucial resources for occupational satisfaction and success. These dimensions could impact fresh graduates' ability to stand the labour market in times of crisis. Two instruments, called Academic PsyCap and Academic LoC, have been specifically developed to evaluate these dimensions among fresh graduates. The two instruments consist of 34 and 10 items respectively, which have been selected, through factor analyses, from a large initial pool of items administered to fresh graduated at the University of Padova. Results suggested adequate psychometric properties for both Academic PsyCap and Academic LoC. The factor structure of the two instruments was confirmed (CFI = .92, RMSEA = .07, SRMR = .07 for Academic PsyCap; CFI = .96, RMSEA = .05, SRMR = .05 for Academic LoC), and internal consistency was satisfactory for all the subscales.     Abstract: This work performs a counterfactual analysis on unemployment dynamics in Italy during the year 2020. In doing so, ARIMA models are estimated and used to make projections for the 2020 quarters. This exercise is performed at population level and for each gender, age and educational groups. Data are from the Italian Labor Force Survey covering the years 2015-2019 at quarterly frequency. Over the quarters of the year 2020, i.e. a time period covered by the Covid-19 pandemic and related restrictions, actual and counterfactual unemployment dynamics are compared. Overall, this work tries to answer to the following question: what would have happened to unemployment dynamics if Covid-19 pandemic and related restrictions would not arise as they did? Results can be informative to policymakers if the ARIMA projections can represent a reference for the aftermath of the pandemic

    Abstract: This paper analyses the characteristics of wine consumers that may qualify them as wine experts. The wine evaluation expertise of consumers, as measured by various degrees of self-perceived ability, is hypothesised to causally depend on cognitive and non-cognitive characteristics of wine experience, on sensorial skills relevant for wine assessment and on wine consumption-related personality aspects. Our work consisted in measuring and analysing the relationships between the self-assessment of the ability to wine assessment given by a convenience sample of consumers and the qualification of their consumption experience and training (ranging from "simple" consumer to producer/seller to professional sommeliers), their sensorial (olfactory, flavour) skills and enogastronomic culture. Wine culture is defined as the capacity to harmonise wine and food and conceive wine as a nutritional, social and health-related means. The analysed data refer to a tasting experiment held as a social activity during a scientific meeting in Pescara, Italy, in 2018. The sample of wine assessors who filled in the evaluation questionnaire included both meeting participants and people belonging to AIS-Abruzzo, the regional association of chartered sommeliers. The data collected at wine tasters showed that there were strong relationships between the self-evaluation as wine expert and the consumption experience, the assessment skills, and the wine consumption "culture". The relationships differed according to age, activity and length of wine consumption experience of the assessors

It is normal for a number of unexpected side effects to occur as a result of a public policy. Likewise, it is normal that a public policy determines an impact which is appreciated ex post, but cannot be identified with the original, designed one. So much so that many policies resemble a bet, rather than a project. In other words, they are always exposed to a universe of factors and circumstances which may destroy or change their theoretical assumptions, independently from any effective and measurable government capacity. This is the sign of a democratic regime's structural fragility and of the government capacity expressed by it: its difficulty in feeding its policies with sufficient legitimizing doses and tools in order for the policies to achieve the desired effectiveness.     Abstract: The fil rouge of the work concerns the transformations of political professionalism, investigated through a particular category of politicians: the mayors of three municipalities in the provincial capitals of Tuscany, elected between 1994 and 2009. The reconstruction of the debate on the phenomenon, the legislative requirements and the regional political geography are the theoretical pillars on which the dual purpose of the research is based: first, to analyse the profile of the mayors in a diachronic perspective, and second, to interpret the different levels of political professionalism. The first perspective allows to illustrate the generational differences between the mayors after the introduction of the law 83/931. The second perspective focuses on the characteristics of the actors - defined on the basis of four dimensions of a continuum - and on the professionalisation of politics

    Abstract: Gender discrimination continues to be a reality in several parts of the world, also in Europe. The aim of this book is to provide an overview of both European Union's (EU) gender policies and gender balance in EU institutions. It does so by looking at gender equality policies and the EU legal system concerning gender equality, women's representation within diff erent institutions (and more particularly in the European External Action Service), gender rights as a type of human rights and the EU's role in the external promotion of womens' rights in third countries. The analysis shows that women's representation in the EU institutions has increased in the last decades and that the EU has strengthened its att ention to gender rights in its external relations as well, however the results of both att empts are far from being fully satisfactory
