    Abstract: The continued existence of the Russian defence and arms industry (OPK) was called into question following the disintegration of the Soviet Union in 1991. Industry experts cited the lack of a domestic market, endemic corruption, and excess capacity within the industry as factors underpinning its predicted demise. However, the industry's export customers in China, India and Iran during those early years became the OPK's saving grace. Their orders introduced hard currency back into the industry and went a long way to preventing the forecasted OPK collapse. Although pessimistic predictions continued to plague the OPK throughout the 1990s, the valuable export dollars provided the OPK the breathing space it needed to claw back its competitive advantage as an arms producer. That revival has been further underpinned by a new political commitment, various research and development initiatives, and the restoration of defence industry as a tool of Russian foreign policy.The short-term future of the Russian OPK looks promising. The rising domestic defence order is beginning to challenge the export market as the OPK's most important customer. Meanwhile, exports will be safeguarded by continued foreign demand for niche Russian defence products. Although the long-term future of the OPK is more difficult to predict, Russia's solid research and development foundation and successful international joint military ventures suggest that the current thriving trend in exports is likely to continue. Russia represents the next generation of affordable and rugged military equipment for the arsenals of the developing world. Coupled with Russia's growing ability to rearm itself through higher oil prices and a more streamlined defence industry, the future of the OPK looks bright

    Abstract: This volume, the result of ongoing collaborations between Australian and French anthropologists, historians and linguists, explores encounters between Pacific peoples and foreigners during the longue durée of European exploration, colonisation and settlement from the sixteenth century to the twentieth century. It deploys the concept of 'encounter' rather than the more common idea of 'first contact' for several reasons. Encounters with Europeans occurred in the context of extensive prior encounters and exchanges between Pacific peoples, manifest in the distribution of languages and objects and in patterns of human settlement and movement. The concept of encounter highlights the mutuality in such meetings of bodies and minds, whereby preconceptions from both sides were brought into confrontation, dialogue, mutual influence and ultimately mutual transformation. It stresses not so much prior visions of 'strangers' or 'others' but the contingencies in events of encounter and how senses other than vision were crucial in shaping reciprocal appraisals. But a stress on mutual meanings and interdependent agencies in such cross-cultural encounters should not occlude the tumultuous misunderstandings, political contests and extreme violence which also characterised Indigenous-European interactions over this period

    Abstract: What do climate models predict for the rainfall where you live? What about evaporation or runoff? Should your local community consider constructing new dams or do the existing water storages appear adequate? What about the availability of water for irrigation farming? Do the predictions differ between different climate models or do all the models basically predict the same changes in water availability where you live? These are all simple questions but it is surprisingly hard for an individual, whether they be a farmer, water resources engineer, teacher or interested citizen, to answer them. As researchers active in the field we could not answer the questions either. In fact, we had never seen a compilation of the rainfall, evaporation and runoff predictions made by all the different climate models. The Atlas contains maps and tables that document model predictions contributed by international climate modelling groups to the 2007 4th Assessment Report of the Intergovernmental Panel on Climate Change. The predictions are made available here via the wonders of the internet and ongoing cooperation by the international climate modelling community who routinely archive their results. The maps and tables in the Atlas document rainfall, evaporation and runoff estimates for the 20th century along with predictions of the same quantities at the end of the 21st century.     Abstract: Research over the past decade in health, employment, life expectancy, child mortality, and household income has confirmed that Indigenous Australians are still Australia's most disadvantaged group. Those residing in communities in regional and remote Australia are further disadvantaged because of the limited formal economic opportunities there. In these areas mining developments may be the major—and sometimes the only—contributors to regional economic development. However Indigenous communities have gained only relatively limited long-term economic development benefits from mining activity on land that they own or over which they have property rights of varying significance. Furthermore, while Indigenous people may place high value on realising particular non-economic benefits from mining agreements, there may be only limited capacity to deliver such benefits. This collection of papers focuses on three large, ongoing mining operations in Queensland, Western Australia and the Northern Territory under two statutory regimes—the Aboriginal Land Rights (Northern Territory) Act 1976 and the Native Title Act 1993. The authors outline the institutional basis to greater industry involvement while describing and analysing the best practice principles that can be utilised both by companies and Indigenous community organisations. The research addresses questions such as: What factors underlie successful investment in community relations and associated agreement governance and benefit packages for Indigenous communities? How are economic and non-economic flows monitored? What are the values and aspirations which Indigenous people may bring to bear in their engagement with mining developments? What more should companies and government do to develop the capacity and sustainability of local Indigenous organisations? What mining company strategies build community capacity to deal with impacts of mining? Are these adequate? How to prepare for sustainable futures for Indigenous Australians after mine closure?     Abstract: Girolamo Borsieri (Como 1588-1629), a versatile intellectual of ranging interests, was greatly appreciated by his contemporaries for the breadth of his literary, artistic and historical knowledge and for his witty and laconic style. In the twentieth century his intellectual standing was acknowledged in works of art history criticism, which were followed by other contributions of literary, linguistic and musicological interest. Starting from the writer's own reflections and the suggestions offered by the critics, the present work proposes a key to the reading of Borsieri as a man, an intellectual and a theorist. This report illustrates the results of the twentieth excavation campaign, carried out by the group from the University of Florence and from the "Federico II" University of Naples. In Area G the levels of the first half of the III millennium BC and a sequence of strata of the Mitanni epoch were investigated, while on the western border of the site another section of the palace of Adad-nirari I was brought to light. In Area J the operations exposed the eastward extension of the palace structure resulting from transformations in the Neo-Babylonian period; in the northern section another courtyard of the palace of Tukulti Ninurta II was brought to light.     Abstract: The production of this book has been made possible by the collaboration of a number of scholars and the generosity of the Arezzo Provincial Authority. It provides detailed descriptions of the contents of precious botanical collections amassed by natives of Arezzo, or simply conserved in institutions situated within the territory. The book provides an overview of both herbals of dried plants and painted herbals from the sixteenth century up to the present, starting from the one created in 1563 by the Arezzo doctor Andrea Cesalpino. The first herbal in the world to be organised through systematic criteria, this collection is now in the Botanical Section of the Florence University Museum of Natural History, together with another small eighteenth-century herbal produced by a pharmacist from Cortona, Agostino Coltellini. Conserved in Cortona itself is another eighteenth-century herbal, this one painted by Mattia Moneti, while in Castiglion Fiorentino and Poppi respectively are the intriguing collections of the Hortus siccus pisanus (18th century) and of the Biblioteca Rilliana (late 17th century). Also described in the book is a herbal from the Convent of La Verna (18th century) and the Egyptian herbal of Jacob Corinaldi (19th century), conserved in Montevarchi. Finally there are also the modern herbals, illustrating the continuity over time of a practice that is the foundation of all systematic study. The book is in fact rounded off by an anastatic reprint of the description of the Cesalpino herbal published in 1858, which is still a seminal work for studies such as those contained in this collection

    Abstract: In the undulating plains of north-eastern Syria is the site of Tell Barri, identified with the city of Kahat. The archaeological sequence which has been brought to light stretches without interruption from the start of the third millennium up to the fourteenth century AD. This report illustrates the results of the twentieth excavation campaign, carried out by the group from the University of Florence and from the "Federico II" University of Naples. In Area G, the excavation of the chapel dating to the third millennium proceeded along with that of the palace of the Mid Assyrian King Adadnirari I; three coeval tombs were discovered, two with lavish furnishings. In Area J, the exploration of the Assyrian palace of Tukulti-Ninurta II was continued. As regards the Parthian phase, investigation has proceeded on the Great Defensive Wall in Area E and of the residential section in Area H. The text, prepared for printing in July 2005, was published following the tragic death of Paolo Emilio Pecorella, which took place on 29 August in Tell Barri in the course of the excavation campaign

The authors highlight the nature of the contestation and negotiation between Australian governments, their agents, and Indigenous groups over the appropriateness of different governance processes, values and practices, and over the application of related policy, institutional and funding frameworks within Indigenous affairs. The long-term, comparative study reported in this monograph has been national in coverage, and community and regional in focus. It has pulled together a multidisciplinary team to work with partner communities and organisations to investigate Indigenous governance arrangements-the processes, structures, scales, institutions, leadership, powers, capacities, and cultural foundations-across rural, remote and urban settings. This ethnographic case study research demonstrates that Indigenous and non-Indigenous governance systems are intercultural in respect to issues of power, authority, institutions and relationships. It documents the intended and unintended consequences-beneficial and negative-arising for both Indigenous and non-Indigenous Australians from the realities of contested governance. The findings suggest that the facilitation of effective, legitimate governance should be a policy, funding and institutional imperative for all Australian governments.     Abstract: The Prosperous Justice Party (PKS) is the most interesting phenomenon in contemporary Indonesian politics. Not only is it growing rapidly in membership and electoral support, it is also bringing a new and markedly different approach to Islamic politics, one which has no precedent in Indonesian history. Understanding PKS and analysing its political behaviour presents challenges to scholars and observers. This is partly due to the fact that the party represents a new trend within Indonesian Islam which has few parallels with preceding movements. Yon Machmudi has rendered us a valuable service. In this book, he provides a thoughtful and authoritative context for viewing PKS. He critiques the existing categorisations for Indonesian Islam and points to their inadequacy when describing the PKS and the campus-based Tarbiyah movement from which it sprang. He reworks the santri typology, dividing it into convergent, radical and global substreams. This offers new possibilities for explaining the PKS phenomenon and assists in differentiating between various types of Islamic revivalism in contemporary Indonesia. It also allows a more understanding of the accommodatory stance which PKS has towards the state and other political forces. Yon's text provides a good overview of the development of PKS from its Tarbiyah movement origins to its impressive success at the 2004 general elections. It considers the party's attitude towards the issues of sharia implementation and community welfare and closes by examining the future challenges facing PKS. It is a well written and authoritative account from a scholar who has done wideranging research on the party

    Abstract: The colour of carbon matters. Green carbon is the carbon stored in the plants and soil of natural ecosystems and is a vital part of the global carbon cycle. This report is the first in a series that examines the role of natural forests in the storage of carbon, the impacts of human land use activities, and the implications for climate change policy nationally and internationally. REDD (“reducing emissions from deforestation and degradation") is now part of the agenda for the “Bali Action Plan" being debated in the lead-up to the Copenhagen climate change conference in 2009. Currently, international rules are blind to the colour of carbon so that the green carbon in natural forests is not recognised, resulting in perverse outcomes including ongoing deforestation and forest degradation, and the conversion of extensive areas of land to industrial plantations. This report examines REDD policy from a green carbon scientific perspective. Subsequent reports will focus on issues concerning the carbon sequestration potential of commercially logged natural forests, methods for monitoring REDD, and the long term implications of forest policy and management for the global carbon cycle and climate change

    Abstract: Despite being recognised as an exponent of Slovenian culture, the polymath Johann Weichard Valvasor has to date been undervalued in terms of his direct contribution to the aesthetic and literary consciousness of his homeland. He has been considered above all as a source of material for the works of others, while studies of broader scope underlining his original contribution in the sphere of Carniolan narrative, albeit in German, are still lacking. The present study, based on an attentive reading of the four volumes that compose his principal work, Die Ehre dess Hertzogthums Crain, seeks to identify all the passages that can be considered narrative units, numbering them progressively, cataloguing them by type and providing a brief summary of each. The corpus thus obtained - recorded in the appendix - has been described and appraised. Finally, individual narrative units have been compared with stories or popular songs of analogous content. The work is concluded by an evaluation of Valvasor's narrative gifts, setting the writer in a new light within the cultural and literary history of Slovenia

    Abstract: Purinergic nucleotides and nucleosides (ATP, ADP, AMP and adenosine) are essential intracellular metabolites involved in a number of cellular processes, from energy supply to protein phosphorylation. However, in the last years, several studies demonstrated their involvement in cell signalling by the activation of specific membrane receptors (P1 and P2) and their role as neurotransmitters began to be investigated. The present work was aimed to clarify the effects of purinergic neurotransmission in different cell systems by using electrophysiological techniques. Relevant results of this research include the observation that P1 and P2 receptors play a deleterious role during "in vitro" ischemia in the rat brain, and the first demonstration of P2 receptor expression and function in a line of adult human mesenchymal stem cells

    Abstract: Politics and State Building in Solomon Islands examines a crisis moment in recent Solomon Islands history. Contributors examine what happened when unrest engulfed the capital of the small Melanesian country in the aftermath of the 2006 national elections, and consider what these events show about the Solomon Islands political system, the influence of Asian interests in business and politics, and why the crisis is best understood in the context of the country's volatile blend of traditional and modern politics. Until the disturbances of April 2006 and subsequent deterioration in bilateral relations between Australia and Solomon Islands under the Sogavare government, experts had hailed the Regional Assistance Mission to Solomon Islands (RAMSI) as an unqualified success. Some saw it as a model for 'cooperative intervention' in 'failing states' worldwide. Following these developments success seems less certain and aspects of the RAMSI model appear flawed. Using the case of Solomon Islands, this book raises fundamental questions about the nature of 'cooperative intervention' as a vehicle for state building, asking whether it should be construed as a mainly technical endeavour or whether it is unavoidably a political undertaking with political consequences. Providing a critical but balanced analysis, Politics and State Building in Solomon Islands has important implications for the wider debate about international state-building interventions in 'failed' and 'failing' states

This study initially conceived of as a philological exploration of historical manuscripts has been transformed into a study of 'living manuscripts' - the contemporary narratives of the custodians at Pamijahan. As elsewhere in the Islamic world, tarekat and ziarah intersect in popular practice at Pamijahan. Dr Christomy explores this intersecting world, explaining the steps of his own research investigations that enfold as a journey of discovery as he proceeds. This investigation involves the search for traces of Tarekat Shattiriyyah in Pamijahan, given the pervasive presence of Tarekat Qadirriyah-Nashabandiyyah throughout Tasikmalaya. That Tarekat Shattiriyyah survives to this day is itself evidence of the tenacity that its historical roots have established in a particular place

    Abstract: Historians have, until recently, been silent about sound. This collection of essays on talking and listening in the age of modernity brings together major Australian scholars who have followed Alain Corbin's injunction that historians 'can no longer afford to neglect materials pertaining to auditory perception'. Ranging from the sound of gunfire on the Australian gold-fields to Alfred Deakin's virile oratory, these essays argue for the influence of the auditory in forming individual and collective subjectivities; the place of speech in understanding individual and collective endeavours; the centrality of speech in marking and negating difference and in struggles for power; and the significance of the technologies of radio and film in forming modern cultural identities

    Abstract: The fortieth anniversary of the Strategic and Defence Studies Centre's founding provided the opportunity to assemble many of Australia's leading analysts and commentators to review some of the more significant issues that should define Australian defence policy.In the first 20 years after its establishment, SDSC scholars played a prominent role in shaping the ideas and aspirations that eventually found official expression in the 1987 Defence of Australia White Paper. This policy sustained a coherent balance between strategy, force structure and budgets for well over a decade. In recent years, however, the cumulative effects of the end of the Cold War and watershed events like the East Timor experience; the attacks on New York and Washington, D.C., in September 2001; the Bali bombings in October 2002; and the invasion of Iraq in March 2003 have fractured the former consensus on defence policy. These developments have eroded acceptance of the core judgements underpinning defence policy. This has led to a more tenuous connection between some recent major equipment acquisitions and declared policy.The unravelling of the consensus on the 'defence of Australia' policy means that we must again undertake a balanced, long-term assessment of the nature of Australia's strategic interests. Only by doing so can we determine the kinds of armed forces that would contribute most effectively to protecting those interests. The papers collected in this volume are not informed by a common view of where Australia should focus its defence policy, but all address themes that should figure prominently in this difficult but essential task

The edition, conducted on the autographed manuscript, is presented with the original Italian text. In the introductory study, the author traces the fundamental stages of the diffusion of Beccaria's work in Russia, focusing in particular on the figure of Michail M. Isaev, scholar and translator of the masterpiece by Beccaria, who was the first to re-propose the modern organisation of the "Fifth" edition. The author gives an account of the version proposed by Šcerbatov, investigating its textual genesis and evaluating some aspects of the language used by the translator - first of all the lexicon used for the rendering of philosophical-political and legal terms

    Abstract: The volume deals with the changing role of public finance over the course of the twentieth century, documenting the enormous increase in public spending found in all industrialised countries. The authors believe that the increase in government spending over the past thirty-five years has not resulted in significant additional social and economic well-being. This suggests that public spending in industrialised countries could be much lower without sacrificing important economic policy objectives. For this to be possible, governments must reconsider their role as players who set the rules of the game, and this study suggests possible institutional and spending policy reforms. After a detailed account of the experiences of reforms in different countries and the related debate, the volume closes with a perspective on the future role of the state in an era in which globalisation could demand, and people might want, "leaner" but by no means more inefficient states.     Abstract: In May 2006 Fiji held its tenth general election since independence in 1970. In a country with an unenviable history of electoral trauma, the mood was apprehensive if not tense - not least because of controversial public statements against the incumbent Qarase government being made by the commander of Fiji's military forces. Despite a record number of parties and candidates, the winners were the two big parties - the heavily church-backed SDL, the party of choice of the majority of indigenous Fijians; and the Fiji Labour Party, the party preferred by most Indo-Fijians.
