Abstract: Since the end of the Pinochet regime, Chilean public policy has sought to rebuild democratic governance in the country. This book examines the links between the state and civil society in Chile and the ways social policies have sought to ensure the inclusion of the poor in society and democracy. Although Chile has gained political stability and grown economically, the ability of social policies to expand democratic governance and participation has proved limited, and in fact such policies have become subordinate to an elitist model of democracy and resulted in a restrictive form of citizen participation.

Abstract: The care women receive for cardiovascular disease (CVD) and diabetes—and their health outcomes—continue to lag behind those of men, even for routine care. Awareness of and action to address gender gaps in women’s CVD care are limited, in part, because quality of care is not routinely measured and reported by gender. This pilot project describes and maps gender differences in CVD and diabetes care using data from a large health plan

Abstract: Congress enacted the Terrorism Risk Insurance Act (TRIA) in response to the terrorism insurance industry contraction after the 9/11 attacks. With TRIA set to expire, this policy brief examines the federal spending implications of TRIA. The authors find that, in the absence of a terrorist attack, TRIA costs taxpayers relatively little, and in the event of an attack comparable to any experienced before, it is expected to save taxpayers money

Abstract: Clarence "Cap" Cornish was an Indiana pilot whose life spanned all but five years of the Century of Flight. Born in Canada in 1898, Cornish grew up in Fort Wayne, Indiana. He began flying at the age of nineteen, piloting a "Jenny" aircraft during World War I, and continued to fly for the next seventy-eight years. In 1995, at the age of ninety-seven, he was recognized by Guinness World Records as the world's oldest actively flying pilot. The mid-1920s to the mid-1950s were Cornish's most active years in aviation. During that period, sod runways gave way to asphalt and concrete; navigation evolved from the iron rail compass to radar; runways that once had been outlined at night with cans of oil topped off with flaming gasoline now shimmered with multicolored electric lights; instead of being crammed next to mailbags in open-air cockpits, passengers sat comfortably in streamlined, pressurized cabins. In the early phase of that era, Cornish performed aerobatics and won air races. He went on to run a full-service flying business, served as chief pilot for the Fort Wayne News-Sentinel, managed the city's municipal airport, helped monitor and maintain safe skies above the continental United States during World War II, and directed Indiana's first Aeronautics Commission. Dedicating his life to flight and its many ramifications, Cornish helped guide the sensible development of aviation as it grew from infancy to maturity. Through his many personal experiences, the story of flight nationally is played out

Abstract: The history of wars caused by misjudgments, from Napoleon’s invasion of Russia to America’s invasion of Iraq, reveals that leaders relied on cognitive models that were seriously at odds with objective reality. Blinders, Blunders, and Wars analyzes eight historical examples of strategic blunders regarding war and peace and four examples of decisions that turned out well, and then applies those lessons to the current Sino-American case

Abstract: In the nineteenth century, Latin America was home to the majority of the world's democratic republics. Many historians have dismissed these political experiments as corrupt pantomimes of governments of Western Europe and the United States. Challenging that perspective, James E. Sanders contends that Latin America in this period was a site of genuine political innovation and popular debate reflecting Latin Americans' visions of modernity. Drawing on archival sources in Mexico, Colombia, and Uruguay, Sanders traces the circulation of political discourse and democratic practice among urban elites, rural peasants, European immigrants, slaves, and freed blacks to show how and why ideas of liberty, democracy, and universalism gained widespread purchase across the region, mobilizing political consciousness and solidarity among diverse constituencies. In doing so, Sanders reframes the locus and meaning of political and cultural modernity

Abstract: This book is available as open access through the Bloomsbury Open Access programme and is available on www.bloomsburycollections.com. This book outlines what theory for a global age might look like, positing an agenda for consideration, contestation and discussion, and a framework for the research-led volumes that follow in the series. Gurminder K. Bhambra takes up the classical concerns of sociology and social theory and shows how they can be rethought through an engagement with postcolonial studies and decoloniality, two of the most distinctive critical approaches of the past decades

Abstract: Completely produced by students in the Purdue University Honors College, this book contains ten essays by undergraduate students of today about their forebears in the class of 1904. Two Purdue faculty members have provided a contextualizing introduction and reflective epilogue. Not only are the biographical essays written by students, but the editing, typesetting, and design of this book were also the work of Purdue freshmen and sophomores, participants in an honors course in publishing who were supervised by the staff of Purdue University Press. Through their individual studies, the authors of the biographies inside this book were led in interesting and very different directions. From a double-name conundrum to intimate connections with their subjects' kin, their archival research was rife with unexpected twists and turns. Although many differences between modern-day university culture and the campus of 1904 emerge, the similarities were far more profound. Surprising diversity existed even at the dawn of the twentieth century. Students intimately tracked the lives of African Americans, women, farm kids, immigrants, international students, and inner-city teens, all with one thing in common-a Purdue education. This study of Purdue University's 1904 campus culture and student body gives an insightful look into what the early twentieth-century atmosphere was really like-and it might not be exactly what you'd think

Abstract: Over the past 30 years, all European countries have been affected by reorganization processes concerning their higher education systems. In this volume, two aspects of this type of reorganization are discussed: changes in governance models and differentiation processes within the various higher education systems. The new governance models of higher education systems are based on three pillars: autonomy, evaluation and competition. Everywhere, universities were managed in a more business-like fashion, strengthening the central leadership and reducing the power of the collective bodies. In Italy, autonomy has developed in a distorted way, and for a long time has not been accompanied by evaluation and competition. In addition to reforming governance, European governments have responded to the students' mass demand for university access with different backgrounds and ambitions, differentiating the higher education systems in the concerned countries. There was a first surge of differentiation in the 1960s and 1970s, and a second one took place in the late 1990s. Italy was an exception, and in this lies the origin of most of the problems of Italian universities, which the volume discusses while also offering possible solutions

Abstract: Caribbean literature maintains a dual relationship with the culture of the former colonizers, hesitating between resistance and imitation, deterritorialization and reterritorialization, alienation and reinvention. Jamaica Kincaid's connection with her literary and historical heritage is a dynamic one. Her writing is postcolonial in the political more than the historical sense. Like Kincaid herself, the characters explore the boundaries between filiation and affiliation, adopting strategies of reappropriation to respond to their alienation in their relationships with their mothers. Their reclaiming of their bodies leads to self-reinvention, and to the reappropriation of history and space. Kincaid herself searches for an artistic space in which to reinvent herself. She combines photography, painting, and gardening with writing, adopting different strategies for reappropriating and decolonizing language. She writes in the oppressor's tongue and subverts it, combining different voices in the space of her texts

Abstract: How progressive good intentions failed at Coxsackie, once a model New York State prison for youth offenders.Should prisons attempt reform and uplift inmates or, by means of principled punishment, deter them from further wrongdoing? This debate has raged in Western Europe and in the United States at least since the late eighteenth century. Joseph F. Spillane examines the failure of progressive reform in New York State by focusing on Coxsackie, a New Deal reformatory built for young male offenders. Opened in 1935 to serve "adolescents adrift," Coxsackie instead became an unstable and brutalizing prison. From the start, the liberal impulse underpinning the prison's mission was overwhelmed by challenges it was unequipped or unwilling to face-drugs, gangs, and racial conflict.Spillane draws on detailed prison records to reconstruct a life behind bars in which "ungovernable" young men posed constant challenges to racial and cultural order. The New Deal order of the prison was unstable from the start; the politics of punishment quickly became the politics of race and social exclusion, and efforts to save liberal reform in postwar New York only deepened its failures. In 1977, inmates took hostages to focus attention on their grievances. The result was stricter discipline and an end to any pretense that Coxsackie was a reform institution. Why did the prison fail? For answers, Spillane immerses readers in the changing culture and racial makeup of the U.S. prison system and borrows from studies of colonial prisons, which emblematized efforts by an exploitative regime to impose cultural and racial restraint on others. In today's era of mass incarceration, prisons have become conflict-ridden warehouses and powerful symbols of racism and inequality. This account challenges the conventional wisdom that America's prison crisis is of comparatively recent vintage, showing instead how a racial and punitive system of control emerged from the ashes of a progressive ideal

Abstract: The Italian newspaper "La Repubblica" once called him "the most private politician in Tuscany," and perhaps never was there such a fitting definition. In the era of "political posturing", when the appearance was worth more than the essence, the understatement characterising Guido Sacconi's not-so-short activity is even more surprising. A serious person, yet not an aloof one. This becomes easily understandable when reading this ironic reconstruction of politics 'as seen from the inside', made up of people in the flesh, with many strengths and flaws, who are mercilessly and tastefully described in these pages. In these same pages, Sacconi also has some bones to pick, which he must have collected during his career. Therefore, in a psychoanalytic key, Guido shows the Puer inside of him to those who have always seen him as a senex

Abstract: The issue of the middle class has seen a recovery of interest in public opinion in the last decade, especially in light of the problems connected with the transition to flexible capitalism and the advent of the economic crisis. In the scientific debate, it has been present since the dawn of modern sociology as a phenomenon difficult to frame from the theoretical point of view and even more difficult to empirically investigate. Starting from these premises, the volume offers a critical reinterpretation of classic and contemporary authors and contributions, focusing its analysis on the role played by the middle classes themselves in the process of change, trying to identify and highlight the inter-connections between the size of structure, identity and action

Abstract: This work analyzes the evolution of the German Democratic Republic during 1971-1985, with particular attention to the economic sphere, relations with the Soviet Union and the Federal Republic of Germany, and the impact that changes in the international economic system have they had on these plans. The basic question concerns the actual degree of subordination of the GDR to the USSR: absolute for traditional historiography, which denies the possibility of an East German foreign policy, relative to the light of archival documents, which show a framework of bilateral relations constantly affected by tensions. In addition to analyzing the relationships in an unequal alliance between center and periphery, the study of the decision-making mechanisms internal to the GDR and the effectiveness of a system in which politics dictated the priority in terms of economic choices are at the center of this volume

Abstract: RAND researchers used 2011 medical data to examine the impact of implementing a resource-based relative value scale to pay for physician services under California’s workers’ compensation system. Current allowances under the Official Medical Fee Schedule are approximately 116 percent of Medicare-allowed amounts and, by law, will transition to no more than 120 percent of Medicare payment amounts over four years. This report details the researchers’ findings

Abstract: In this timely study, Yolande Jansen critiques efforts to assimilate religious minorities into a secular and supposedly neutral public sphere. Such efforts, she ably demonstrates, can create and perpetuate the very distinctions they aim to overcome. Her sophisticated analyses draw on literature that depicts the paradoxes of assimilation as experienced by French Jews in the late nineteenth century. Paying particular attention to Marcel Proust's In Search of Lost Time, she ultimately argues for dynamic, critical multiculturalism as an alternative to secularism, assimilation, and integration

Abstract: Craig's study of McAdoo and Baker illuminates the aspirations and struggles of two prominent southern Democrats. In this dual biography, Douglas B. Craig examines the careers of two prominent American public figures, Newton Diehl Baker and William Gibbs McAdoo, whose lives spanned the era between the Civil War and World War II.Both Baker and McAdoo migrated from the South to northern industrial cities and took up professions that had nothing to do with staple-crop agriculture. Both eventually became cabinet officers in the presidential administration of another southerner with personal memories of defeat and Reconstruction: Woodrow Wilson. A Georgian who practiced law and led railroad tunnel construction efforts in New York City, McAdoo served as treasury secretary at a time when Congress passed an income tax, established the Federal Reserve System, and funded the American and Allied war efforts in World War I. Born in the eastern panhandle of West Virginia, Baker won election as mayor of Cleveland in the early twentieth century and then, as Wilson's secretary of war, supervised the dramatic build-up of the U.S. military when the country entered the Great War in Europe. This is the first full biography of McAdoo and the first since 1961 of Baker. Craig points out similarities and differences in their backgrounds, political activities, professional careers, and family lives.Craig's approach in Progressives at War illuminates the shared struggles, lofty ambitions, and sometimes conflicted interactions of these figures. Their experiences and perspectives on public and private affairs (as insiders who nonetheless were, in some sense, outsiders) make their lives, work, and thought especially interesting. Baker and McAdoo, in league with Wilson, offer Craig the opportunity to deliver a fresh and insightful study of the period, its major issues, and some of its leading figures

Abstract: In the broader scenario of social communication, the volume deals with the issue of the communication of social responsibilities: a field which, in recent years, has been offering interesting examples of how it is possible to reconcile corporate values and goals with ethical purposes and values in Italy. Starting from the analysis of some projects carried out by companies and associations in the Italian context, the authors analyse the ways in which people build, manage and renew a relationship between apparently distant and yet close subjects

Abstract: Ever since antiquity, but increasingly since the global transformation of the world order in the early modern period, communication between members of different cultural groups depended on translators, diplomats, traders, and other specialists with a knowledge of both cultures. Successful communication and traffic relied on the mediating agency of persons who had been exposed, often in their childhood or through captivities, to the customs and languages of both cultures involved in the contact. Other border crossers and go-betweens acted as missionaries, traders, political refugees, beachcombers, pirates, anthropologists, actors in zoos, runaway slaves, and itinerant doctors. Because of their frequently precarious lives, the written traces left by these figures are often thin. While some of their lives have to be carefully reconstructed through critical readings of the documents left by others (frequently by their enemies), others have left autobiographical texts which allow for a richer assessment of their function as cultural border crossers and mediators.〈br/〉With examples covering from various historical periods between the early modern period and the present, as well as geographical areas such as the Mediterranean, Africa, the Americas, Hawaii, New Zealand and northern Europe, scholars from various disciplines and methodological backgrounds - reaching from history to religious studies and from literary studies to ethnology - fathom the intricacies of in-betweeness and reflect on the impact which "agents of transculturation" have in situations of cultural, social and political encounters

Abstract: The volume aims at offering an overview of the studies on the flâneur. It consists of three parts and an appendix. The first part defines the figure of the flâneur. In particular, the flâneur's characteristics are first analysed with respect to a series of oxymorons, to then be declined in relation to some themes, namely: the flâneur's slowness as a combined expression of body and mind, the moods of living one's condition, the birth of the flâneuse, the relationship between the flâneur and other figures at opposite ends of the social ladder, the love and hate between the flâneur and tourists, the constraints imposed on the flâneur in the society of control and, finally, flânerie as a lifestyle. In the second part, the focus shifts to urban places as privileged contexts of action and reflection for the flâneur. In particular, the discussed topics are the "genius loci", the possibility of analysing places through the forms of reverie which undermine the recurrent images marked by accredited methodologies, and finally the inevitably individual in-depth study paths leading to flânerie, which require a more direct contribution than the one given by subjects who practice it. Specific attention is paid to flânerie as the inspection carried out by architects and urban planners, with the additional aim of designing the urban territory for the involvement of the entire community. The third part is dedicated to an illustration of the various ways a flânerie can be achieved. Various types of flânerie are identified and described: from the free itinerant one, to the shadowing and the observation from a fixed place. In this part, there are also some reflections regarding the relationship between flâneur, houses and objects, as well as some final considerations on the development prospects of research on the flâneur himself. Finally, in the appendix, there is a discussion on the protocol in use to create some flâneries with students from different departments and from different Italian universities, followed by some concrete examples of flânerie in compliance with the definition given in the third part

Abstract: In Italy, the problem of involuntary unemployment, although known to the working classes and public authorities at least since the age of the Risorgimento, only became the subject of specific attention at the end of the nineteenth century. It is only at that time that a political and economic debate arises on the lack of work and on the means to contrast it, on the scenario of the end-of-century depression and simultaneously to the development of the workers and peasants movements. Those years saw the foundations for the experimentation of a pioneering statistical measurement of the phenomenon, which, however, would only come to light during the Giolittian age, in a political context more open to the demands of work. This research reconstructs for the first time the "focus" of a typical problem of capitalism, which also proves itself of great interest central also in the contemporary debate

Abstract: What is online risk? How can we best protect children from it? Who should be responsible for this protection? Is all protection good? Can Internet users trust the industry? These and other fundamental questions are discussed in this book. Beginning with the premise that the political and democratic processes in a society are affected by the way in which that society defines and perceives risks, Children in the Online World offers insights into the contemporary regulation of online risk for children (including teens), examining the questions of whether such regulation is legitimate and whether it does in fact result in the sacrifice of certain fundamental human rights. The book draws on representative studies with European children concerning their actual online risk experiences as well as an extensive review of regulatory rationales in the European Union, to contend that the institutions of the western European welfare states charged with protecting children have changed fundamentally, at the cost of the level of security that they provide. In consequence, children at once have more rights with regard to their personal decision making as digital consumers, yet fewer democratic rights to participation and protection as ’digital citizens’. A theoretically informed, yet empirically grounded study of the relationship between core democratic values and the duty to protect young people in the media-sphere, Children in the Online World will appeal to scholars and students across the social sciences with interests in new technologies, risk and the sociology of childhood and youth.

Abstract: The current intersection of long-term economic restructuring and demographic adjustments across Europe has produced major patterns of inequality in the labour market, with a distinctly uneven impact depending on the age of workers. The dismissal of older workers and the blockage of occupational integration of youngsters have led to a dramatic decline of labour market participation at both ends of the age spectrum; a context in which trade unions have become a vital inclusive instrument. LinkAge analyses the extent to which social dialogue represents the interests of younger and older workers in a mapping of six European countries, addressing challenging questions such as: What is the impact of welfare retrenchment policies for these workers? Is a zero-sum approach applied as a cost-distribution strategy? and What are unions’ approaches to tackle age discrimination? Relying on the ethnographic insights from workers, experts, trade unions and employers’ representatives, the research explores the effects of demographic and intergenerational dynamics on the working population, and society as a whole

Abstract: From 1944 to 1946, as the world pivoted from the Second World War to an unsteady peace, Americans in more than two hundred cities and towns mobilized to chase an implausible dream. The newly-created United Nations needed a meeting place, a central place for global diplomacy—a Capital of the World. But what would it look like, and where would it be? Without invitation, civic boosters in every region of the United States leapt at the prospect of transforming their hometowns into the Capital of the World. The idea stirred in big cities—Chicago, San Francisco, St. Louis, New Orleans, Denver, and more. It fired imaginations in the Black Hills of South Dakota and in small towns from coast to coast. Meanwhile, within the United Nations the search for a headquarters site became a debacle that threatened to undermine the organization in its earliest days. At times it seemed the world’s diplomats could agree on only one thing: under no circumstances did they want the United Nations to be based in New York. And for its part, New York worked mightily just to stay in the race it would eventually win. With a sweeping view of the United States’ place in the world at the end of World War II, Capital of the World tells the dramatic, surprising, and at times comic story of hometown promoters in pursuit of an extraordinary prize and the diplomats who struggled with the balance of power at a pivotal moment in history

Abstract: Starting from a cluster of villages in southeast Albania, Albanian-born British scholar Julie Vullnetari follows rural migrants to domestic urban destinations such as Tirana and abroad to Thessaloniki in Greece. Vullnetari has conducted more than 150 interviews, and drawing upon this rich empirical material, she offers a profound account of Albanian migration from start to finish. A rare, exhaustive overview of Albania's post-communist internal and international migrations, Albania on the Move is a powerful combination of ethnography and multifaceted academic analysis, grounded in the personal experience of the author

Abstract: This study investigates the consequences of processes of social individualisation and economic globalisation for welfare state solidarity. Solidarity is defined as the willingness to share risks. The institutions of the welfare state, such as social security or health care insurance, are founded on the willingness of citizens to share risks and organize solidarity between the young and the old, between the healthy and the sick, between the working and the unemployed. Processes of individualisation and globalisation affect these risks and in this study the authors investigate how and to what extent these changes influence the way risks are perceived by the public, what this means for the willingness to share risks and how this is translated in risk management strategies in firms, unions and administrative agencies.
