Abstract: This book is the first attempt to understand Boko Haram in a comprehensive and consistent way. It examines the early history of the sect and its transformation into a radical armed group. It analyses the causes of the uprising against the Nigerian state and evaluates the consequences of the on-going conflict from a religious, social and political point of view. The book gives priority to authors conducting fieldwork in Nigeria and tackles the following issues: the extent to which Boko Haram can be considered the product of deprivation and marginalisation; the relationship of the sect with almajirai, Islamic schools, Sufi brotherhoods, Izala, and Christian churches; the role of security forces and political parties in the radicalisation of the sect; the competing discourses in international and domestic media coverage of the crisis; and the consequences of the militarisation of the conflict for the Nigerian government and the civilian population, Christian and Muslim

Januar 2014
Abstract: The Internet and the proceeding digitalisation of content - such as music, videos and written texts - have led to profound and complex challenges in the field of Copyright Law, especially with regard to questions of enforcement as well as adequate compensation of right holders. In recent years, several alternative compensation schemes have been proposed, seeking to solve these issues. In Germany, the discussion still focuses on the so-called "cultural flatrate", that is, in a nutshell, a limitation to copyrights which would legalize sharing of content online. Every holder of a broadband connection to the Internet would have to pay a monthly fee which would be used to remunerate the right holders. This advisory opinion was compiled on behalf of the parliamentary group of the German political party "Bündnis 90/DIE GRÜNEN". The author comprehensively analyses the feasibility of the described alternative compensation scheme under German and European law, discussing both legal and economic obstacles and possible impacts based on a variety of different economic prerequisites

Abstract: While leadership is an over-used term today, how it is defined for women and the contexts in which it emerges remains elusive. Moreover, women are exhorted to exercise leadership, but occupying leadership positions has its challenges. Issues of access, acceptable behaviour and the development of skills to be successful leaders are just some of them

Abstract: This book is available as open access through the Bloomsbury Open Access programme and is available on www.bloomsburycollections.com. Having emerged from the end of the Cold War as a unified country, Germany has quickly become the second largest exporter in the world. Its economic might has made it the center of the Eurozone and the pivotal power of Europe. Like other geo-economic powers, Germany's foreign policy is characterized by a definition of the national interest in economic terms and the elevation of economic interests over non-economic values such as human rights or democracy promotion. This strategic paradigm is evident in German's relationship with China, the Gulf States and Europe, but it is most important in regard to its evolving policies towards Russia. In this book, Stephen F. Szabo provides a description and analysis of German policy towards Russia, revealing how unified Germany is finding its global role in which its interests do not always coincide with the United States or its European partners. He explores the role of German business and finance in the shaping of foreign policy and investigates how Germany's Russia policy effects its broader foreign policy in the region and at how it is perceived by key outside players such as the United States, Poland and the EU. With reference to public, opinion, the media and think tanks Szabo reveals how Germans perceive Russians, and he uncovers the ways in which its dealings with Russia affect Germany in terms of the importing of corruption and crime. Drawing on interviews with key opinion-shapers, business and financial players and policy makers and on a wide variety of public opinion surveys, media reports and archival sources, his will be a key resource for all those wishing to understand the new geo-economic balance of Europe

Abstract: Book, written in Slovene, discusses the legal content and scope of the concept of discriminatory harassment, which is deemed to be an unlawful discrimination under modern EU non-discrimination law, in the context of implementation of provisions of relevant EU directives in legal systems of the United Kingdom and Ireland. the two most important EU non-discrimination directives, adopted under Article 13 of the Treaty Establishing the European Community (now Article 19 of the treaty on the Functioning of the European union) - Racial Equality Directive (Directive 2000/43/EC) and Employment Framework Directive (Directive 2000/78/EC) - explicity mention harassment as prohibited form of discrimination. Legal definitions contained in these two directives define harassment as discriminationdiscrimination itself. Prior to the transposition of the EU non-discrimination directives into their laws, while few member states tackled this issue either within the context of the law on equal treatment (e.g. Denmark, the United Kingdom and Ireland) or outside this context (e.g. France), that is in the framework of criminal, civil, health and safety or employment legislation. As a result of the implementation of relevant provisions of the two main non-discrimination directives (Directives 200/43/EC and 200/78/EC) a definition of harassment has been included in legislations of all EU member states. In most member states such legislative definition is a literal copy of the definition of harrasment that can be found in the Directives 2000/43/EC and 2000/78/EC. The approach to the definition of harassment that appears to be the most "generous" from the perspective of victims of discriminatory harrasment is the one that was taken by British legislator. Such legal position in respect of the prohibition of discrimination has been developed in British case law and is based on the extensive interpretation of non-discrimination laws

Abstract: This book is available as open access through the Bloomsbury Open Access programme and is available on www.bloomsburycollections.com. Government communication is a curiously neglected area of discursive analysis. No considered examination of the subject exists which provides either an account of the contemporary governmental landscape or an explanation of the common and divergent themes on both a domestic and international basis. This volume aims to fill that gap, providing a concise and illuminating case-study based review of government communication. It will be divided into three sections to reflect differences in both geography and political allegiances, scrutinizing continental Europe, Anglo-American traditions and newly emerging democracies. Offering a global and thematic account, it is an indispensable resource for all students of political communication

Abstract: This book is available as open access through the Bloomsbury Open Access programme and is available on www.bloomsburycollections.com. Griffiths, Kippin and Stoker bring together many of the country's leading academic and policy experts to explore the long-term challenges facing public services, and ask what the role of government, citizens and society should be in addressing them. The book sets out a new reform agenda, exploring possibilities for the future design and delivery of public services in the UK and beyond. Public Services: A New Reform Agenda is an important new contribution to the debate that will be invaluable for policymakers, practitioners and academics

Abstract: The digital world profoundly shapes how we work and consume and also how we play, socialize, create identities, and engage in politics and civic life. Indeed, we are so enmeshed in digital networks-from social media to cell phones-that it is hard to conceive of them from the outside or to imagine an alternative, let alone defy their seemingly inescapable power and logic. Yes, it is (sort of) possible to quit Facebook. But is it possible to disconnect from the digital network-and why might we want to? Off the Network is a fresh and authoritative examination of how the hidden logic of the Internet, social media, and the digital network is changing users' understanding of the world-and why that should worry us. Ulises Ali Mejias also suggests how we might begin to rethink the logic of the network and question its ascendancy. Touted as consensual, inclusive, and pleasurable, the digital network is also, Mejias says, monopolizing and threatening in its capacity to determine, commodify, and commercialize so many aspects of our lives. He shows how the network broadens participation yet also exacerbates disparity-and how it excludes more of society than it includes. Uniquely, Mejias makes the case that it is not only necessary to challenge the privatized and commercialized modes of social and civic life offered by corporate-controlled spaces such as Facebook and Twitter, but that such confrontations can be mounted from both within and outside the network. The result is an uncompromising, sophisticated, and accessible critique of the digital world that increasingly dominates our lives

Abstract: The International Monetary Fund (IMF) has played a critical role in the global economy since the postwar era. But, claims Claudia Kedar, behind the strictly economic aspects of the IMF's intervention, there are influential interactions between IMF technocrats and local economists-even when countries are not borrowing money. In The International Monetary Fund and Latin America, Kedar seeks to expose the motivations and constraints of the operations of both the IMF and borrowers. With access to never-before-seen archive materials, Kedar reveals both the routine and behind-the-scenes practices that have depicted International Monetary Fund-Latin American relations in general and the asymmetrical IMF-Argentina relations in particular. Kedar also analyzes the "routine of dependency" that characterizes IMF-borrower relations with several Latin American countries such as Chile, Peru, and Brazil. The International Monetary Fund and Latin America shows how debtor countries have adopted IMF's policies during past decades and why Latin American leaders today largely refrain from knocking at the IMF's doors again

Abstract: For several centuries Cape Town has accommodated a great variety of musical genres which have usually been associated with specific population groups living in and around the city. Musical styles and genres produced in Cape Town have therefore been assigned an ìidentityî which is first and foremost social. This volume tries to question the relationship established between musical styles and genres, and social --in this case pseudo-racial --identities. In Sounding the Cape, Denis-Constant Martin recomposes and examines through the theoretical prism of creolisation the history of music in Cape Town, deploying analytical tools borrowed from the most recent studies of identity configurations. He demonstrates that musical creation in the Mother City, and in South Africa, has always been nurtured by contacts, exchanges and innovations whatever the efforts made by racist powers to separate and divide people according to their origin. Musicians interviewed at the dawn of the 21st century confirm that mixture and blending characterise all Cape Town's musics. They also emphasise the importance of a rhythmic pattern particular to Cape Town, the ghoema beat, whose origins are obviously mixed. The study of music demonstrates that the history of Cape Town, and of South Africa as a whole, undeniably fostered creole societies. Yet, twenty years after the collapse of apartheid, these societies are still divided along lines that combine economic factors and 'racial'categorisations. Martin concludes that, were music given a greater importance in educational and cultural policies, it could contribute to fighting these divisions and promote the notion of a nation that, in spite of the violence of racism and apartheid, has managed to invent a unique common culture

Abstract: Papua New Guinea’s general election in 2007 attracted particular interest for several reasons. Not only did it follow what was widely acknowledged as the country’s worst election ever, in 2002 (in which elections in six of the country’s 109 electorates were declared to be ‘failed elections’), it was the first general election to be held under a new limited preferential voting system. It also followed the first full parliamentary term under the Organic Law on the Integrity of Political Parties and Candidates, which had been introduced in 2001 in an attempt to strengthen political parties and create a greater degree of stability in the national parliament, and was the first to embrace a ‘whole-of-government’ approach to electoral administration, through an Interdepartmental Electoral Committee. This volume provides an analysis of the 2007 election, drawing on the work of a domestic monitoring team organized through the National Research Institute, and several visiting scholars. It addresses key issues such as voter education, electoral administration, election security, the role of political parties, women as candidates and voters, the shift to limited preferential voting, and HIV transmission, and provides detailed accounts of the election in a number of open and provincial electorates. It is generally agreed that the election of 2007 was an improvement on that of 2002. But problems of electoral administration and voting behaviour remain. These are identified in this volume, and recommendations made for electoral reform

Abstract: A must-read for scholars across a broad sweep of disciplines. Laurel Weldon weaves together skillfully the theoretical strands of gender equality policy, intersectionality, social movements, and representation in a multimethod/level comparative study that unequivocally places women's movements at the center of our understanding of democracy and social change."" ---Amy G. Mazur, Washington State University "Laurel Weldon's When Protest Makes Policy expands and enriches our understanding of representation by stressing social movements as a primary avenue for the representation of marginalized groups. With powerful theory backed by persuasive analysis, it is a must-read for anyone interested in democracy and the representation of marginalized groups." ---Pamela Paxton, University of Texas at Austin ""This is a bold and exciting book. There are many fine scholars who look at women's movements, political theorists who make claims about democracy, and policy analysts who do longitudinal treatments or cross-sectional evaluations of various policies. I know of no one, aside from Weldon, who is comfortable with all three of these roles."" ---David Meyer, University of California, Irvine What role do social movements play in a democracy? Political theorist S. Laurel Weldon demonstrates that social movements provide a hitherto unrecognized form of democratic representation, and thus offer a significant potential for deepening democracy and overcoming social conflict. Through a series of case studies of movements conducted by women, women of color, and workers in the United States and other member nations of the Organisation for Economic Co-operation and Development (OECD), Weldon examines processes of representation at the local, state, and national levels. She concludes that, for systematically disadvantaged groups, social movements can be as important---sometimes more important---for the effective articulation of a group perspective as political parties, interest groups, or the physical presence of group members in legislatures. When Protest Makes Policy contributes to the emerging scholarship on civil society as well as the traditional scholarship on representation. It will be of interest to anyone concerned with advancing social cohesion and deepening democracy and inclusion as well as those concerned with advancing equality for women, ethnic and racial minorities, the working class, and poor people. S. Laurel Weldon is Professor of Political Science at Purdue University

Abstract: Today, over 3,000 protected areas around the world contribute to the protection of biodiversity, peaceful relations between neighbouring countries, and the well-being of people living in and around the protected environs. Historical and geo-political constraints are disappearing in a new spirit of collaboration to address common issues confronting ecosystems, species, and communities. Managing across boundaries is seen as the only way to ensure the long-term viability of ecological systems and sustainable communities. Current international thinking in this area is reflected in this collection of essays by park managers, biologists, scholars, scientists, and researchers. From Waterton-Glacier International Park to the European Alps, and Lake Titicaca in Peru and Bolivia, the essays provide illustrative examples of the challenges and new solutions that are emerging around the world

Abstract: This book is available as open access through the Bloomsbury Open Access programme and is available on bloomsburycollections.com. While good governance is a worthy goal, this book argues that it is not a prerequisite for economic growth or development. The book exposes the methodological shortcomings of the commonly-used governance indicators developed within the World Bank. The authors argue that donors should not impose onerous good governance conditions, expecting the developing world to simulate now-developed countries. They contend that most poor countries lack the administrative and financial capacity to achieve these reforms or institutions - so donor conditionality often becomes a recipe for failure. In place of grand government reforms aimed at enhancing market efficiency, the book's position is that the reform agenda should target strategic bottlenecks for development and enhance the state's capacity to deal with these disruptions. Bringing together contributions from leading political scientists, political economists and development practitioners, this is the first book to provide a systematic critical perspective on received notions of good governance

Abstract: Since the 1990s, internationally-supported peacebuilding interventions have become increasingly prominent. Activities focusing on rule of law and security institutions are a key component of this agenda. Despite increasing calls for more rigorous analysis of the impact of peacebuilding interventions, conceptual advances have been limited. There is little clarity on what is working, what is not, and why. This SSR Paper seeks to address this gap by mapping relevant approaches and methodologies to measuring impact. It examines how international actors have approached these questions in relation to support to rule of law and security institutions in complex peacebuilding environments. Most significantly, the paper demonstrates that measuring impact is not only feasible but necessary in order to maximise the effectiveness of major international investments in this field

Abstract: The dissertation investigates in which way the juvenile penal law allows for victim rights. This ques-tion is treated dogmatically and discussed in the lights of an empirical survey made specifically for this dissertation

Description / Table of Contents: «Die Beiträge bieten neue Sichtweisen auf bekannte Prozesse, verfolgen anregende wie unkoventionelle Fragestellungen und erlauben erhellende Einblicke in wenig erforschte Themen. (Matthias Waechter, Sehepunkte 12, 2012/11)

Abstract: “A wonderfully rich, insightful and personally touching collection of essays by the Pacific region's most prolific and engaging historian. Brij Lal writes eloquently and poetically about his professional and political journeys, and the many different people and worlds he has encountered on the way. Readers will be inspired by this collective account of a courageous life committed to the achievement of democratic freedom and social justice. What shines through these pages is Lal's love of and commitment to Fiji, from which he has been painfully exiled.” - David Hanlon, Professor of History & Former Director of the Center for Pacific Islands Studies, University of Hawaii at Manoa. “Intersections is a compilation of Brij Lal's essays where academic knowledge combines with life world experience. The voice behind these essays is always courageous and the writing itself indicative of a highly disciplined mind. Read this book with an open mind as Lal explores with sensitivity a country he loves intensely and as he reminisces on the vocation of a scholar. Savour the book's historical insights, enter into its subaltern worlds, debate and challenge its findings, and in that moment of engagement shed a tear for a country which has lost its memory.” - Vijay Mishra, Professor of English, Murdoch University “Brij Lal is a master craftsman and all his skills are on display in this fascinating work which blends autobiography with social, political and historical analysis to produce a work of impeccable scholarship. Lal emerges as much more than a historian as he reflects on the discipline of History, the changing nature of academic life, the challenges of the Indian diaspora, indenture and his travels. He may be banned from his homeland, but somehow one gets the impression that his influence is alive in Fiji, his adopted Australia and across the world. True to his indentured roots, he is still digging, still writing, and still making history.” - Goolam Vahed, Associate Professor of History, University of KwaZulu-Natal

Abstract: This study of East German fantasies of material abundance across the border, both before and after the fall of communism, shows the close and intricate relation between ideology and fantasy in upholding social life. In 1989, news broadcasts all over the world were dominated for weeks by images of East Germans crossing the Berlin Wall to West Germany. The images, representing the fall of communism and the democratic will of the people, also showed East Germans' excitement at finally being able to enter the western consumer paradise. But what exactly had they expected to find on the other side of the Wall? Why did they shed tears of joy when for the first time in their lives, they stepped inside West German shops? And why were they prepared to pay more than 10 percent of their average monthly wage for a pineapple? 〈font color= - #009900 - 〉 - http://www.aup.nl/do.php?a=process_visitor_download&editorial_id=3477 - 〉Download an excerpt.〈/font〉 Drawing on fifteen months of research in the fast-changing post-communist East Germany, Veenis unravels the perennial truths about the interrelationships of fantasies of material wealth, personal fulfillment and social cohesion. She argues persuasively that the far-fetched socialist and capitalist promises of consumption as the road to ultimate well-being, the partial realization and partial corruption thereof, the implicit social and psychological interests underlying the politicized promises in both countries form the breeding ground for the development of materialist, cargo-cult-like fantasies, in which material well-being came to be seen as the place of - fulfillment and ultimate arrival - . Material Fantasies〈/ b〉 verscheen in de serie Technology and European History. Abstract: This collection of essays examines the relatively new, and frequently overlooked, political phenomenon in post-colonial Africa of chieftaincy "re-inventing" itself. The traditional authority of chiefs has been one of Africa's missing voices who are now bringing new resources to the challenges that AIDS, gender, governance, and development pose to the peoples of Africa. d This publication presents new research in Ghana, Botswana, and South Africa, providing the broadest geographic African coverage on the topic of African chieftaincy. The nineteen authors, many of them emerging scholars from Africa, are all members of the Traditional Authority Applied Research Network (TAARN). Their essays give critical insight into the transformation processes of chieftaincy from the end of the colonial/apartheid periods to the present. They also examine the realities of male and female traditional leaders in reinventing their legitimacy and their political offices in the age of great social and political unrest, health issues and governance and development challenges

Abstract: Although subject to little discussion, the UN has increasingly paid private military and security companies (PMSCs) for a range of services in the areas of humanitarian affairs, peacebuilding and development. However, this practice has rarely translated into coherent policies or guidelines that could guide the UN in setting standards or ensuring responsible contracting procedures. This paper explores UN demand for PMSCs and identifies the need for a more proactive, sensitive and deliberate political approach in order to avoid potential pitfalls associated with involving PMSCs in the delivery of UN tasks

Abstract: Canada's role as world power and its sense of itself in the global landscape has been largely shaped and defined over the past 100 years by the changing policies and personalities in the Department of Foreign Affairs and International Trade (DFAIT). This engaging and provocative book brings together fifteen of the country's leading historians and political scientists to discuss a century of Canada's national interests and DFAIT's role in defining and pursuing them. Accomplished and influential analysts such as Jack Granatstein, Norman Hillmer, and Nelson Michaud, are joined by rising stars like Whitney Lackenbauer, Adam Chapnick, and Tammy Nemeth in commenting on the history and future implications of Canada's foreign policy. In the National Interest gives fresh insight into the Canada First concept in the 1920s, the North American security issues in the 1930s, Canada's vision for the United Nations, early security warnings in the Arctic, the rise of the international francophone community, conflicting continental visions over energy, and Canada/U.S. policy discussions. The impact of politicians and senior bureaucrats such as O.D. Skelton, Lester B. Pearson, Marcel Cadieux, Jules Leger, Pierre Trudeau and Brian Mulroney are set against issues such as national defence, popular opinion, human rights, and energy production. In the National Interest also provides a platform for discussion about Canada's future role on the international stage. With its unique combination of administrative and policy history, In the National Interest is in a field of its own

Abstract: Despite achieving monumental reforms in the United States such as the eight-hour workday, a federal minimum wage, and workplace health and safety laws, organized labor's record on much of its agenda has been mixed. Tracy Roof's sweeping examination of labor unions and the American legislative process explains how this came to be and what it means for American workers.Tracing a 75-year arc in labor movement history, Roof discusses the complex interplay between unions and Congress, showing the effects of each on the other, how the relationship has evolved, and the resulting political outcomes. She analyzes labor's success at passing legislation and pushing political reform in the face of legislative institutional barriers such as the Senate filibuster and an entrenched and powerful committee structure, looks at the roots and impact of the interdependent relationship between the Democratic Party and the labor movement, and assesses labor's prospects for future progress in creating a comprehensive welfare state. Roof's original investigation details the history, actions, and consequences of major policy battles over areas such as labor law reform and health care policy. In the process, she brings to light practical and existential questions for labor leaders, scholars, and policy makers.Although American labor remains a force within the political process, decades of steadily declining membership and hostile political forces pose real threats to the movement. Roof's shrewd exploration of unions, Congress, and the political process challenges conventional explanations for organized labor's political failings

Abstract: This book examines how inter- and intra-party coalition-building affects governability in South Korea. Focusing on the Kim Dae-jung administration (1998-2003) as a case study in the failure of a government to turn electoral success into stable governability, or ability to implement reform policies, the book’s research draws on two bodies of literature which, though focusing on the same dependent variable (cabinet or government stability), have rarely been used in tandem: coalition research on parliamentary systems and studies of divided government in presidential systems. Youngmi Kim argues that a weak institutionalization of the ruling party and the party-system accounts for political instability and inefficient governability in Korea and in doing so her study makes a number of key contributions to the field. Theoretically it proposes a framework which integrates a rationalist approach with one that acknowledges the role of political culture. It further enhances the understanding of factors affecting governability after coalition-building across regime types and aims to build on recent demands for broader cross-regime analysis of minority/divided government and of the determinants of governability. This has important comparative implications as coalition-building within (semi-) presidential systems has occurred in other post-authoritarian contexts. The book finally provides a new dataset which fills a gap in a field where Western cases constitute the main focus of research. The Politics of Coalition in Korea will be of interest to students and scholars of Korean studies, Korean politics, Asian studies and Asian politics. Youngmi Kim is Assistant Professor at the Departments of Public Policy, and International Relations and European Studies at Central European University, Budapest, Hungary

Abstract: The authors of this incisive study explore the problems of the ongoing digitization of government, such as the creeping loss of data quality, and how citizens and officials must respond to these complications in the coming years. The iGovernment is running full speed on information networks and digitization, but it is also seriously out of step with existing bureaucracies. iGovernment offers an accurate picture of how the digital technologies are shaping modern governments, and also a powerful corrective for the dissonance between technology and organizational management. "This book will be a valuable resource for researchers and scholars seeking to understand the possibilities, dilemmas, and challenges of bringing the Internet and related technologies to center stage in government and public services"-Helen Margetts,University of Oxford

Abstract: The pieces in this volume offer fresh approaches to a variety of debates over migration policy. The authors of these essays explore migration policymaking in ten European countries, looking at the way social scientists and politicians form and implement these policies. Migration Policymaking in Europe contains original insights and in-depth comparative analyses drawing on a variety of empirical evidence. By placing these policies in the context of historical relationships between nations, the editors of this book have put forth a vital new portrait of the principles guiding migration in Europe

Abstract: Debates on immigrant integration often center on "national models of integration," a concept that reflects the desire of both researchers and policy makers to find common ground. This book challenges the idea that there has ever been a coherent or consistent Dutch model of integration and asserts that though Dutch society has long been seen as exemplary for its multiculturalism-and argues that the incorporation of migrants remains one of the country's most pressing social and political concerns. In addition to an analysis of how immigration is framed and reframed through diverse dialogues, the author provides a highly dynamic overview of integration policy and its evolution alongside migration research

Abstract: Family-related migration is moving to the center of political debates on migration, integration, and multiculturalism in Europe. Still, strands of academic research on family migrations and migrant families remain separate from-and sometimes ignorant of-each other. This volume seeks to bridge the disciplinary divide. Collectively, the authors address the need to better understand the diversity of family-related migration and its resulting family forms and practices, to question simplistic assumptions about migrant families in public discourse, to study family migration from a mix of disciplinary perspectives, and to acknowledge the state's role in shaping family-related migration, practices, and lives

Abstract: The Asia-Europe Meeting (ASEM) process was designed in 1996 to bring Asia and Europe closer together. The Asia-Europe Meeting: Contributing to a New Global Governance Architecture focuses on the discussions and results of the eighth ASEM Summit that took place in October 2010 in Brussels. It gives a multifaceted picture of Asia-Europe convergences and disparities and helps to understand how these are dealt with through interregional political dialogue. Renowned academics and observers of Asia-Europe relations provide analysis and essential insights into the advantages and limitations of contemporary ASEM affairs, their most pertinent issues, and the role of ASEM as a constituent of the developing new global governance architecture. In addition, the book offers a unique insider’s perspective of the preparations and negotiations of the Brussels events. The Annex of the book furthermore includes ASEM related primary sources not available in any publicly accessible record

Abstract: Also available in Dutch "http://www.aup.nl/do.php?a=show_visitor_book&isbn=9789089643018"〉Aan het buitenland gehecht Few other countries are so interrelated with the world around us in political, economic, and social respects as the Netherlands. This means that the Dutch government needs to be alert in its response to the risks and opportunities presented by a rapidly changing world. Addressing this issue, the Scientific Council for Government Policy (wrr) offers some reflections in this report, guided by the question how the Netherlands can develop a foreign policy strategy that matches the changing power relations in the world and the radically changed character of international relations. The answer to this question is a reorientation. This means making transparent choices, making smarter use of Europe as our dominant arena, and, finally, choosing an approach that makes better use of the growing role of non-state actors. The report's recommendations not only underline the necessity of reorientation but also show how this could be accomplished in practice. Abstract: After the dissolution of the Austro-Hungarian Monarchy, Austria transformed itself from an empire to a small Central European country. Formerly an important player in international affairs, the new republic was quickly sidelined by the European concert of powers. Austria's post-Habsburg state suffered from enormous losses of territory and population. However, these losses did not hamper the country's innovative spirit. The essays in this twentieth anniversary volume of Contemporary Austrian Studies argue that Austria found its place in the global arena of the twentieth century, making its mark on both Europe and the world. From Freudian psychoanalysis to Auto-Marxist thought and the Austrian School of Economics, Austrian ideas continued to be vital to the intellectual community at large. Vienna remained the Austrian capital and reasserted its strong position in Central European and international business and finance. This volume also examines how increasing globalization in the 20th century impacted Austrian demography, society, and political life. Specifically, the essays discuss how Austria's place in the contemporary world became increasingly determined by the European integration process

Abstract: In order to ensure sustainable use of their shared marine resources, the nations of the West Caribbean Region must adopt an approach that encompasses both the human and natural dimensions of ecosystems. This volume directly contributes to that vision, bringing together the collective knowledge and experience of scholars and practitioners within the wider Caribbean to assemble a road map towards marine ecosystem based management for the region. The research presented here will be used not only as a training tool for graduate students, but also as comparative example and guide for stakeholders and policy makers in each of the world's sixty-four large marine ecosystems

Abstract: This book focuses on the so-called 'new bilateralism' phenomenon, a foreign policy development that has widespread across regions since the mid-1990s. The book asks why the policy trend of 'new bilateralism' has been pursued in spite of the widely accepted views on political and economic advantages of 'multilateralism'. It also invites an open theoretical discussion on the implications of new bilateralism for international relations. Using the case study of EU-Thailand relations, the book shows that the opportunistic foreign policy behavior of the state is particularly observable in the crisis of multilateralism and that the prospects of bilateral engagement, identity formation and rhetorical action urge the drive to bilateralism with a high degree of pragmatism. This book offers important insight into how the new bilateralism operates, showing its advantages and disadvantages in the developing relationship between the EU and Thailand

Abstract: The 18 essays in this volume offer innovative scholarship on the difficult transition from empire to republic for the small state of Austria, newly created by the Allied peacemakers in Paris in 1919. They also deal with the complex challenges posed by nation building after a major war, including the ambiguity inherent in the creation of new institutions in politics, economics, social life, and culture. In 1919 the government of the fledgling Republic of Austria was confronting revolutionary turmoil in the streets of Vienna, a near-total collapse of the agricultural and industrial economies, and the fallout of a crushing military defeat. In addition, the government was overburdened by the sheer number of new veterans, including the over 100,000 wounded soldiers returning from the frontlines. The redrawn Austrian borders produced a loss of German ethnics and major demographic shifts. Austrians—no longer dominant in a vast empire—were uncertain of their standing. In spite of ideological conflict between the major political camps, Austria experienced a cultural and educational revival—one that proved essential to forging a new national identity

Abstract: The first volume published as a joint venture by University of New Orleans Press and Innsbruck University Press, Volume 18 in Contemporary Austrian Studies focuses on the lasting impact of Wolfgang Schüssel, who was a dominant political figure in Austrian politics for 20 years. This volume gives readers an understanding of what makes Schüssel's imprint on Austrian politics so undeniably significant. Holding several government positions during his career, Schüssel is best known for his two terms as Chancellor of Austria (2000-2007). While he was responsible for large-scale reforms such as trimming the hidebound pension system and giving more autonomy to higher education, in the process he undermined Austria's consensual social partnership. His record of supporting the European Union agenda is ambivalent, and Austrian public opinion in support of the EU declined precipitously during his time in office. In spite of his superb tactical and negotiating skills, he failed to achieve broad popular acceptance for his ambitious reforms. Volume 18 features essays by Peter Gerlich, Fritz Plasser/Peter Ulram, Heinrich Neisser, Reinhard Heinisch, Heinrich Niesser, Johannes Ditz, Josef Leidenfrost, Anton Pelinka et al., as well as a forum on the "disturbing creativity" of Austrian artists, book reviews, and the review of Austrian politics

Abstract: This book prompts a fresh look on immigrant integration policy. Revealing just where immigrants and their receiving societies interact everyday, it shows how societal inclusion is administered and produced at a local level. The studies presented focus on three issue areas of migration policy - citizenship, welfare services and religious diversity - and consider cities in very different national contexts. Spanning Switzerland, Italy, Germany, the Netherlands and Canada, the cases display great variety in their theoretical and methodological approaches. In all the countries considered, we see that the local level has an undeniable relevance despite differences in state structures, models of integration and centre-peripheral relations. Particularly for future migration policy research, such a complex comparative exercise thus yields an important universal realisation: the local dimension of migration policymaking matters. Abstract: Following a bloody civil war, peace consolidated slowly and sequentially in Bougainville. That sequence was of both a top-down architecture of credible commitment in a formal peace process and layer upon layer of bottom-up reconciliation. Reconciliation was based on indigenous traditions of peacemaking. It also drew on Christian traditions of reconciliation, on training in restorative justice principles and on innovation in womens' peacebuilding. Peacekeepers opened safe spaces for reconciliation, but it was locals who shaped and owned the peace. There is much to learn from this distinctively indigenous peace architecture. It is a far cry from the norms of a 'liberal peace' or a 'realist peace'. The authors describe it as a hybrid 'restorative peace' in which 'mothers of the land' and then male combatants linked arms in creative ways. A danger to Bougainville's peace is weakness of international commitment to honour the result of a forthcoming independence referendum that is one central plank of the peace deal

Abstract: Official Development Assistance, or foreign aid, disbursed by the EU member states reached record levels in 2008, when several member states raised their assistance considerably, while some of the new member states became donors again. This definitive study analyses a wide range of aspects of European development cooperation, covering, among others, some hotly debated issues such as the Economic Partnership agreements, development policy coherence and the participation of civil society organisations in negotiations with the European Union. The contributors offer valuable new insights into the established aid instruments such as food aid, support for energy projects in Africa and security-related development assistance in the programmes of some smaller European donors, as well as an overview of these new donor programmes. They also discuss the role of local and regional authorities in development cooperation in the Netherlands, Germany and Spain. This title is available in the OAPEN Library - http://www.oapen.org

Abstract: This book provides an extensive and comparative account of all welfare reforms that occurred during the last three decades in Continental European countries. It reveals unexpected important structural reforms, to be understood as the culmination of a long reform trajectory, analyzed in detail with the tools of comparative historical institutionalism. With these reforms, Bismarckian welfare systems have lost their encompassing capacities, have partially turned to employment-friendliness and weakened the strongest elements of their male breadwinner bias. "This volume is the definitive work on the politics of reform in Bismarckian welfare regimes. It is essential reading for any scholar interested in welfare reform - or indeed, in institutional and policy change more generally." (Kathleen Thelen, Massachusetts Institute of Technology ) "The contributors to the volume are all recognized experts on their field and provide strictly comparable analyses in their chapters, making this volume a gold mine for comparative welfare state scholars. Palier's volume is certain to be a benchmark study for the foreseeable future." (John D. Stephens, University of North Carolina, Chapel Hill) "This volume, representing the best available scholarship in comparative socio-economic research, provides important and highly policy-relevant insights. A must-read." (Fritz Scharpf, Max Planck Institute for the Studies of Societies) This title is available in the OAPEN Library - http://www.oapen.org

Abstract: There are now many people involved in 'making policy', but there is not a great deal written about how they do it. Most of the books on policy tend to refer obliquely, if at all, to the actual practice of policy work, and offer little guidance to policy workers or students of policy. 'Policy work' seems to be something that you learn on the job. This book addresses directly the nature of policy work. It blends academic and experiential knowledge of the policy process in describing, analysing and evaluating what modern policy workers do in particular situations, and why is that the appropriate thing to do, how it contributes to the policy process, what impact it has, and what can we learn from this about the skills and knowledge required for policy work in complex modern societies

Abstract: Fiducial Governance: An Australian republic for the new millennium represents an attempt to grapple with the challenges of designing governance regimes suited to the new millennium. Power's monograph asserts the need for the reform of Australian governance and charts Australia's fitful progress towards a republican future. Along the way he sketches a framework for constitutional reform, mindful of the strengths and weaknesses of the current system of government and the contest of ideas about the role and configuration of Australian Heads of State. Long a frustrated Australian republican, Power contends that the republican log jam is due in significant part to a lack of respect shown by the republican policy community to the contribution long made to good governance by monarchical heads of state. This monograph seeks to draw lessons from this experience, so as to make the republican venture one of substance for the Australian public. In so doing, Power draws on a range of republican, indigenous and feminist writings in order to develop a new framework of 'fiducial governance' aimed at enhancing the trustworthiness and integrity of our institutions of governance, thereby paving the way for the replacement of the monarch by a directly elected head of state. This is an erudite and thoughtful book that will be of interest to those with an interest in systems of governance and to constitutional scholars, whether they be republicans or monarchists

Abstract: 'No nation can escape its geography', warned Percy Spender, Australia's Minister for External Affairs, in 1950. With the immediate turmoil of World War II over, communism and decolonisation had ended any possibility that Asia could continue to be ignored by Australia. In the early 1950s, Australia embarked on its most ambitious attempt to engage with Asia: the Colombo Plan. This book examines the public and private agendas behind Australia's foreign aid diplomacy and reveals the strategic, political and cultural aims that drove the Colombo Plan. It examines the legacy of WWII, how foreign aid was seen as crucial to achieving regional security, how the plan was sold to Australian and Asian audiences, and the changing nature of Australia's relationship with Britain and the United States. Above all this is the question of how Australia sought to project itself into the region, and how Asia was introduced into the Australian consciousness. In answering these questions, this book tells the story of how an insular society, deeply scarred by the turbulence of war, chose to face its regional future

Abstract: Development aid has become the subject of much discussion. Why do we give aid, and does it help? What do we know about the development paths being taken by various countries, or the possibilities of helping them to achieve their goals from outside? How relevant is development aid now that remittances and foreign direct investments have increased as a result of globalization? When does aid have more negative than positive effects? What is the significance of shifting power relations in the world? And do policies focusing on issues like climate, migration, financial stability, knowledge, trade and security not have a greater impact than aid on the development opportunities of poor countries? These questions inspired the Dutch Scientific Council for Government Policy (wrr) to examine what form development aid should take in the era of globalization. At the start of 2010, on the basis of over 500 interviews with experts and an extensive literature survey, the wrr presented its far-reaching recommendations. In October 2010, the new Dutch government decided to use the report as the basis of a thorough modernization of its development policy. This book is based on the wrr report. It builds on the many responses to the report, resulting in more elaboration on specific lines of reasoning, coverage of new themes and more comprehensive analyses, without changing the core of the original report. Abstract: A Continent Moving West? argues that the conceptualization of migration as a one-way or long-term process is becoming increasingly wide of the mark. Rather, east-west labor migration in Europe, in common perhaps with other flows in and from other parts of the world, is diverse, fluid, and influenced by the dynamics of local and sector-specific labor markets and migration-related political regulations. The papers in this book contribute to critical understanding of the east-west migration within the European Union after the 2004 enlargement, from the new to the old member states

Abstract: This volume contains two papers which use the ozone problem as the empirical starting of their analysis. Gladwin/Ugelow/Walter survey empirically the sectors of the economy which produce fluorcarbons. The regional origin of fluorcarbons in the world and possible international ozone management strategies (e.g. interactions between the USA and Europe) are discussed. Pethig attacks the issue of ozone management from a theoretical aspect and uses game theory in order to discuss potential solutions
