Abstract:
Die Volksrepublik China hat 1,3 Milliarden Einwohner. Davon gehören 8,4 % zu 55 nationalen Minderheiten. Sie bewohnen 60 % des Staatsgebietes - insbesondere in den strategisch wichtigen Grenzregionen. Nach einem längeren historischen Überblick der staatlichen Nationalitätenpolitik "zwischen Sinisierung und Diskriminierung" stellt Klemens (siehe vom selben Autor: "Dalai Lama", BA 6/08) diese Völker, die er in mehrere Gruppen einteilt (tibeto-birmanisch, mongolisch, tungusisch etc.), einzeln vor. Bei den Tibetern und Uiguren finden sich längere Darlegungen auch zur zentralstaatlichen Repression und zum Widerstand gegen Beijing. Die meisten anderen ethnischen Gruppen, die zum Teil sehr knapp porträtiert werden, sind inzwischen sinisiert oder akzeptieren die Vorherrschaft der Han-Chinesen. Es folgt ein abschließender Artikel zur Renaissance religiöser Gemeinschaften. Klemens plädiert für eine tolerante Nationalitätenpolitik, bei der den Minderheiten Sonderautonomie-Rechte gewährt werden. Nur so könnten sezessionistische Bewegungen wirksam geschwächt werden, ohne Minderheitenrechte zu verletzen. (2 S) (Andreas Ufen)
