    Abstract: This study provides empirical evidence on the considerable but often unnoticed impact of EU accession on the mobility and integration of migrants from Bulgaria in Germany. Original data from a time-location sampling survey in Hamburg reveal that free movement not only induced a high level of mobility among EU citizens from Bulgaria after 2007 but also enabled their more permanent settlement in Germany. The study also provides statistical evidence that EU citizenship contributed to better legal integration of Bulgarian migrants in Germany, but national policies shaped to a greater extent their integration in terms of participation in the core areas of life. Restrictive policies such as transitional periods in the freedom of work hampered labour market integration and created more disadvantaged positions for workers. Inclusive policies such as the dual citizenship policy facilitated the naturalisation of settled migrants and led to exceptionally high naturalisation rates for Bulgarians that point to their successful integration in society. However, integration successes remain almost unnoticed in public discourse, which is dominated by the image of Bulgarian migration as a challenge.     Abstract: This interdisciplinary endeavour portrays the central features of militant movements which hold totality as an important part of their doctrinal core. Revisiting the importance of modernity, utopianism, eschatology, charisma, psychology and the history of ideas, Mihai Murariu pursues a reconstruction of the historical requirements for the emergence of such movements. Making a central use of the concept of totalism, the work establishes a conceptual bridge from antiquity to the contemporary period, whilst also arguing for the suitability of the term in comparison to totalitarianism or political religion.     Abstract: Stefanie Walter examines the visibility of European Union citizens in the mass mediated European public sphere and argues that it can help facilitate an exchange between decision-makers and ordinary citizens. The results show that in comparison to other actor groups, such as political parties or civil society organisations, the visibility of European Union citizens is not marginal. Yet, the image of the European Union citizenry that becomes visible via the news media remains nationally entrenched and references to a truly European citizenry are rare. The study also uses multilevel regressions to explain the visibility of European Union citizens in the news coverage. The empirical analyses are based on a large-scale content analysis of TV news and newspaper articles of the 2009 European Parliament election.     Abstract: Annette Ranko analyses the Muslim Brotherhood’s challenging of the Mubarak regime and the ensuing struggle between the two from 1981 to 2011.     Abstract: Astrid Bothmann examines historical, political and socioeconomic factors that explain the absence of transitional justice in Nicaragua from 1990 to 2012. The author provides the first systematic analysis of the reasons for the lack of transitional justice in Nicaragua after the end of the Sandinista regime and the civil war (1990). Contrary to other Latin American states of the third wave of democratization, which put the perpetrators of past crimes on trial, established truth commissions, purged political and military officials, and made reparations to the victims, Nicaragua’s first post-war government opted for a policy of national reconciliation that was based on amnesty and oblivion. Subsequent governments followed this course so that the past has not been dealt with until today.     Abstract: Sebastian Hartmann aims at answering the question whether socioeconomic policies implemented by governments are generally rather similar or whether their content actually varies with the ideological background of governments. In addition, he wants to find out whether government characteristics such as coalition or minority situations impact the degree of partisan policy-making. The author employs a new dataset of social and economic policies collected for several Western European countries. By conducting a wide range of empirical analyses and by using an innovative approach for analysing the policy output, he shows that ideology indeed matters.     Abstract: Energy efficiency contributes to the main objectives of energy policy in the European Union: energy security, cost effectiveness and environmental benefits. However, the efficiency potential remains widely untapped. Will White Certificate Instruments, a new framework instrument to foster end-use energy efficiency, help to close the energy efficiency gap? The analysis compares the political process of choosing and designing White Certificate Instruments in Italy, France and Great Britain. Dagmar Sibyl Steuwer shows that the type of policy instrument as well as its image has an influence not only on agenda-setting but also on the policy instrument’s effectiveness due to interactions with existing energy efficiency discourses, regulatory traditions and the prevailing policy style.     Abstract: How can the salience of ethnicity in Rwandan and Burundian politics be overcome? How can this salience be approached analytically? And why, exactly, is it that it is potentially conflict-prone? This book gives answers to these questions on the basis of what Rwandan and Burundian interviewees expressed as taken for granted and real. In particular, it focuses on different political institutional models, and how they help to overcome an ethnic interpretation of political and social exclusion. Despite the diverging institutional approaches to dealing with ethnic cleavages, the qualitative analysis shows that political and social exclusion, in particular the distribution of power, are interpreted in ethnic terms in both countries. Focusing on notions taken for granted by Rwandan and Burundian interviewees, the book demonstrates, how deeply intertwined ethnicity and politics are in Rwanda and Burundi today.
