Kurzfassung: In recent years many new international market leaders from the BRICS countries have emerged in diverse manufacturing and service industries. How did these new leaders emerge and become key players in their respective industries? What factors contributed to their success and enabled them to become market leaders? This new study answers these important questions with evidence presented from case studies in the automotive, pharmaceutical and ICT industries of China, India and Brazil. A common framework of analysis is followed throughout the volume allowing readers to compare and contrast the cases examined. This framework brings together factors at the firm, country and sectoral levels to explain the rise to leadership of these firms. The book highlights the importance of vibrant entrepreneurship and demonstrates that being local and having an ability to learn and build capabilities based on local knowledge have been major drivers of market success. Yet it also shows how such firm-level factors have been complemented by the role of both national and sectoral systems of innovation. This book offers an integrated framework for the study of innovation and the rise of market leaders as well as original case studies from important emerging economies. It will appeal to students, scholars, researchers and policy-makers interested in economic development and catch-up, entrepreneurship, innovation management and evolutionary economics

Kurzfassung: This book provides an enlightening glimpse into the deep theoretical traditions of post-Keynesian theory whilst also illuminating the richness and uniqueness of post-Keynesian economic policy. The editors have gathered together leading scholars and researchers to push the boundaries of post-Keynesian thinking. They address a number of important issues dealing with wage determination, income distribution and central bank governance. Many of these chapters share a common theme including a criticism of the usefulness of monetary policy in fighting or targeting inflation and the questions this raises for central bank governance. The book also focuses on open economy issues such as capital flows, globalization, FDI and the Washington Consensus. Monetary Policy and Financial Stability is required reading for students, scholars and researchers of economics, and for policymakers seeking rational alternatives to the current neo-classical orthodoxy

Kurzfassung: The authors and editors of this book challenge traditional assumptions about economic growth, and develop the elements of a reoriented macroeconomics that takes account both of environmental impacts and social equity. Policies including carbon trading, revenue recycling, and reorientation of private and social investment are analyzed, providing insight into new paths for economic development with flat or negative carbon emissions. These issues will be crucial to macroeconomic and development policies in the twenty-first century. What are the likely economic effects of climate change? What are the costs of substantial action to avert climate change? What economic policies can be effective in responding to climate change? The debate has broad implications for public policy. However, it also raises fundamental questions about economic analysis itself, and moves issues of environmental policy from the microeconomic to the macroeconomic level. Taking global climate change seriously requires a re-examination of macroeconomic goals. Economic growth has been closely linked to expanded use of energy, primarily fossil fuels. The assumption of continuing economic growth, in turn, leads economists to discount future costs, including the generational impacts of climate change. Challenging conventional concepts of growth implies different development paths both for rich and poor nations. This volume brings together contributions from scholars around the world to address these issues. Scholars, researchers and students of economics and development studies along with policymakers and non-governmental organizations will find this insightful book of great interest

Kurzfassung: In recent decades, the world has witnessed the emergence of a global knowledge economy in which functional regions increasingly play a role as independent and dynamic market places. These are integrated with other functional regions by means of flows of information, knowledge, and commodities. This contemporary and illuminating book provides a state-of-the-art overview of current research on innovation and entrepreneurship in functional regions. There are numerous questions regarding entrepreneurship and innovation in functional regions that have not yet been answered - until now. Some of the issues that the expert contributors in this field question are - How do firms compete and how do they develop their competitive strategies? How important are entrepreneurial actions and innovation? How important are firm size, firm maturity and corporate structure for innovation? Entrepreneurship and Innovations in Functional Regions will be an invaluable resource for students and scholars of entrepreneurship, business economics, innovation and regional science

Kurzfassung: This book contributes to the current debates on the shadow economy and related issues of tax evasion and corruption. The approach taken here is one that will develop a better understanding of these related issues, which are increasingly seen as impediments to country competitiveness and economic growth. Economists and policymakers are increasingly focused on how the shadow economy operates. The contributors discuss how effective corporate governance may help to reduce both the occurrence and effects of illegal activities. The book begins by considering institutional governance and how issues such as economic growth and development can be better understood by gaining a deeper understanding of the decision-making process. The importance of collective persuasion and collective decision-making in an institutional context is illustrated. The remainder of the work details a series of empirical studies outlining the role of governance and institutional capacity in assessing economic performance, the role of political competition in reducing corruption and measures of, and influences on, corruption in different countries around the world. Institutions such as the WTO, World Bank and the IMF will find much to engage them in this book as will policy makers in government and research policy agencies. It will also hold great appeal to academics (postgraduate and above) in the fields of political economy, economic development and international economics

Kurzfassung: This fourth volume in the Studies of Small and Medium Sized Enterprises in East Asia series focuses on regional and sectoral dimensions in a number of regional economies and economic sectors. The contributors place special emphasis on the importance of SME networking and clustering initiatives and activities. They argue that these initiatives support and nurture the global competitiveness of local SMEs in various economic sectors across the East Asian region. The book goes on to illustrate the increasing recognition that important local, regional and sectoral dimensions of SMEs, activities require their own specific micro policy measures. This is significant as the vitality of many local regional economies depends upon the activities of these local SMEs. The importance and inherent potential of SMEs as small but significant players in national economies and industries is increasingly recognised by policymakers and scholars around the world. Small and Medium Sized Enterprises in East Asia will therefore strongly appeal to both academics and practitioners involved with business and management, Asian studies, industrial organization and entrepreneurship

Kurzfassung: This book examines the interrelations between entrepreneurship, industrial location and economic growth. Thus, it covers a wide range of topics, including: the economic impact of entrepreneurship; industry dynamics; growth and survival of firms; firm location and globalisation patterns; and agglomeration and growth. The chapters in the book demonstrate the need to adopt a broad perspective that combines insights from different strands of literature if we are to better understand these complex economic phenomena. In addition, the original empirical evidence from a range of different countries provides a sound foundation for developing appropriate guidance for policymakers. The contributions in this book will appeal to practitioners and policymakers interested in entrepreneurship, industrial location and industry dynamics. It will also be of interest to economic geographers, environmental scientists and local planners

Kurzfassung: This book surveys the competing, or sometimes complementary, roles of the state and the market in shaping China's pattern of regional development during the Communist era. The uneven pace of industrialisation across China's provinces during its economic transition raises numerous questions regarding spatial patterns of industrial development in a developing, transitional economy. Jane Golley's book answers questions such as: Why have inter-regional inequalities in industrial development come to exist? Why are they tending to increase? How have regional policies and reform strategies impacted on these trends? How, if at all, can these trends be reversed? A comparative economic systems analysis of the Mao and Deng eras, combined with theoretical and empirical evidence of the disequilibrium nature of regional development, depicts the recent trend of rising inequality across China as being both inevitable and ongoing. The central government's 'Western Development Strategy' is assessed in this context. The most novel contribution of the book is the development of a framework for thinking about regional development and policy, which combines two distinct approaches - 'new' economic geography and comparative economic systems analysis - which can be used to understand patterns of regional development anywhere in the world. The application of this framework to regional development during the Mao and Deng eras provides a uniquely holistic and easy-to-read coverage of the topic. The Dynamics of Chinese Regional Development will appeal to undergraduate and postgraduate students of the Chinese economy. The book will also find an audience in scholars and researchers of Chinese and Asian studies more generally as well as students and scholars of economics, political economy and regional science

Kurzfassung: This book presents various empirical analyses of cross border strategies adopted by global firms with a particular emphasis on the European and East Asian experiences. It also provides studies of the trends and prospects of regional economic integration, focusing mainly on East Asia. The book addresses the topic of economic integration from both a corporate perspective and a policy perspective. The contributors illustrate the powerful integrative effects of cross border strategies of global firms and their impact on the increasing economic interdependence between countries, as shown for example by production sharing within multinational corporate networks. For their part, governments and policy makers are endeavouring to influence the path of globalisation by means of international cooperation, among which the shaping of regional economic areas is an outstanding one. While Europe still stands unrivalled in terms of its regional integration achievements, East Asian countries are also trying to forge their own path by building preferential trade and investment links on a regional basis. Such attempts are still in their infancy, but they raise some healthy debates to which this edited book makes a valuable contribution. Corporate Strategies in the Age of Regional Integration will appeal to scholars and researchers of economics, business and regional studies

Kurzfassung: This book is a critical review of current fiscal and monetary policy in Europe and presents results of both empirical research and a discussion of the theoretical framework behind the policy of the European Central Bank and the Stability and Growth Pact. Macroeconomic policy is often hotly debated within the EU. However, the majority of policy discussions have started from a shared view of how the economy works. This shared neo-classical view is also known as the 'Brussels-Frankfurt consensus'. According to that consensus, European labour markets are too rigid in comparison to the US labour market. Hence, the prevalent view is that the European unemployment problem can be solved by increasing incentives; improving the returns on schooling and redefining the role and the necessity of labour market institutions. In this volume the authors argue that it is not at all clear which institutions cause labour market rigidities and to what extent. They note that the problem of unemployment requires a much broader set of solutions, including active labour market policies, policies concerning schooling and the development of skills. Growth and Cohesion in the European Union also highlights that these microeconomic policies will not in themselves provide the solution to what is essentially a macroeconomic problem. First and foremost the role of aggregate demand in the determination of unemployment has to be placed at the forefront of the debate. The extensive discussion of a broad variety of topics in the field of macroeconomic policy will ensure this book finds a welcome readership amongst researchers and academics of European studies and macroeconomics. Policy advisors will also find much to engage them as the book provides a critical view on the Brussels-Frankfurt consensus, currently so dominant amongst European policymakers

Kurzfassung: Climate change and energy consumption are at the forefront of current environmental debate. Whilst energy is essential to the functioning and survival of our societies, the environmental impact that energy consumption is having, particularly on climate change, is a growing concern and the design and practicalities of energy and energy-related environmental policies are under constant scrutiny. This innovative new book not only addresses the economic assessment of environmental and energy policies but also discusses the efficiency and distributional consequences these policies have for producers and consumers. With contributions from leading academics in the field, this comprehensive volume uses a variety of methodological approaches with which to explore a number of pertinent issues, including several studies on the EU Emission Trading System, as well as more advanced topics such as indeterminacy and optimal environmental public policies, energy-saving technological progress, oil shocks and energy transitions and policy design. Combining theoretical and empirical work, this timely book is a significant contribution to the existing literature and deals with issues at the frontier of current economic knowledge. Economic Modelling of Climate Change and Energy Policies is a unique and informative book and will have widespread appeal amongst scholars, students and policymakers

Kurzfassung: In standard economic theory human beings are portrayed as selfish money-maximizing actors. This book investigates the conditions under which people deviate from this prediction and when they are prepared to contribute to the common good in a more altruistic fashion. Based on field experiments from charitable giving, Stephan Meier analyses people's decisions to contribute to public goods. He argues that people are more likely to contribute if their giving is matched by more money - people are generous if their peers also show this trait. He investigates the conditions under which people are willing to voluntarily contribute and draws conclusions on how the empirical findings influence economic theory and policy. Academic economists interested in behavioural economics or public economics will find The Economics of Non-selfish Behaviour of great interest as will the general public interested in developments in economics

Kurzfassung: Building strong and dynamic systems of innovation constitutes a key challenge for the post-socialist economies of Central and Eastern Europe. This book develops a strong conceptual and empirical foundation for understanding how such dynamic systems may emerge. The Dynamics of Innovation in Eastern Europe explains, in particular, how this has been possible in the case of the Estonian system of innovation in telecommunications. The book shows that the socialist historical heritage, and in particular inherited competencies, may be used in highly creative ways for generating dynamic innovation in the post-socialist context. It also uncovers the complex and multifaceted ways in which the geographical and cultural proximity to Western Europe can be creatively used as a powerful resource in the pursuit of building systems of innovation in the East. Moreover, the book demonstrates that it is possible for East European systems of innovation to develop highly creative domestic dynamics without necessarily imitating Western systems or styles of innovation. Providing a unique empirical analysis of how systems of innovation undergo far-reaching transformation and change, this book will be of interest to economists and scholars involved in issues relating to innovation, technology, economic development and East-West integration. Policymakers in the EU and in Central and East European countries and practitioners involved in innovation-related activities will also find it of great appeal

Kurzfassung: Organisations and the nature of work have undergone fundamental changes in recent decades. At the same time, the traditional family pattern in Europe is being challenged by the growing number of dual-income families, and by the rise of women's employment. The central aim of this book is to consider to what extent changes in organisations and in the nature of jobs are compatible with the need, increasingly expressed by employees, for greater integration between work and family life. The book questions what sort of dilemmas modern and future employees face, in terms of shaping their careers and organising their lives at home. The authors formulate answers to these problematic questions by shedding light on relevant developments in the European labour markets, the European workplaces, in (flexible) working patterns, changing preferences for working hours and in gender relations at work. With a focus on future developments, this book will be of interest to labour market researchers and social policymakers in Europe, and also students in the social sciences, management (HRM) and social policy

Kurzfassung: Foreign investment has surged across emerging markets. This unique comparative study presents the first systematic evidence on the entry mode, business environment and their interrelationships in emerging markets. It integrates strategic management and economic policy analysis, and provides new insights for both business managers and government policymakers. The book investigates foreign direct investment (FDI) strategies in four important emerging economies: Egypt, India, South Africa and Vietnam. These countries liberalized their economies in the 1990s with the intention of attracting greater FDI inflows. This book assesses whether they have been successful in achieving this goal. The authors adopt a comparative perspective, and use a large enterprise survey plus three individual case studies in each country. They investigate the strategies of foreign direct investors, focusing on the relationship between the investment climate, the mode of entry (acquisition, greenfield or joint venture), company performance, and spillovers to the host economy. The book outlines how the interactions between international businesses and the local policy environment influence the entry strategies of firms. Academics and researchers with an interest in international business, emerging markets, economic development and strategic management will find this book informative and insightful

Kurzfassung: On the premise that pension provision in Europe will dramatically change over the next few decades, this book concentrates on the funded component of pension wealth, and specifically on annuities - financial products that, on the basis of actuarial equivalence, allow the conversion of wealth into a lifelong stream of income. Developing an Annuity Market in Europe provides an analysis of how longevity and return risks are dealt with, besides considering key features from both household and insurance company perspectives. It takes account of the fact that annuity markets are expected to attract much interest in future years given the prospective cuts in public pension expenditure. In order to fill the gap between shrinking pensions and desired retirement consumption, the authors argue, annuities must be well regulated and supplied with financially attractive products. These conditions hardly exist today: thin markets and scant interest prevail, information is incomplete and imperfect, products show significant disparities. The contributors to this book explore the causes of present malfunctioning and examine the changes that may give annuities a new and vital function, which, along with greater competition and greater regulation may significantly alter the present scene of pension finance. Finally, the book offers an overview of regulatory issues including transparency, prudential provisions, appropriate levels of guarantees, and administrative costs. This important and timely book will be invaluable to anyone interested in annuities, from practitioners through to students, researchers and academics concerned in financial or public economics

Kurzfassung: The Economics of Knowledge Sharing claims that useful economic knowledge is the most important foundation for the development of a sufficiently strong process of innovation. Within the framework of new institutional economics, the book looks at the institutional conditions required for the interactive sharing and dissemination of knowledge in the development of economies. It outlines in four distinct parts the complex societal process of human interaction by which knowledge is effectively generated and used. The book first considers knowledge sharing institutions, differentiating between types of interaction and types of actors. Secondly, it examines the economic role of knowledge and cognition, asking how and why human actors gather knowledge. It goes on to revisit historical questions of knowledge and embeds them within the contemporary debate, before finally reflecting on the significant relationship between technology and knowledge sharing in the digital age. Opening up a new area of research encompassing the institutional framework of the innovation process, this pathbreaking volume will be of enormous interest to a wide-ranging audience including economists in the fields of theory, innovation research, new institutional economics, evolutionary economics, history of economic thought, and education policy. As knowledge sharing interactions are akin to other kinds of competition aside from economic, this book will also be warmly welcomed by social and political scientists specialising in a variety of related topics

Kurzfassung: This book provides coherent theoretical and empirical analysis of firms' investment and financing decisions. It assesses the role of uncertainty, financial imperfections, corporate governance and taxation. Evidence is obtained using several unique and high quality microeconomic data-sets, which explore features seldom addressed. Overall, the empirical results confirm theoretical precedents. Some firms are indeed financially constrained, for fixed investment as well as for R&D projects. The 'free cash-flow' hypothesis holds, that is managers divert excess funds away for their own interests, but less so in closely controlled companies. In accordance with the real option theory, the results suggest that uncertainty leads firms to adopt a 'wait and see' strategy which eventually reduces investment, especially for irreversible investment. Corporate governance features are shown to affect managers, discipline and companies' restructuring plans. Finally, different tax reforms are evaluated, and an alternative tax structure that would stimulate growth is proposed. Scholars, including those with an interest in microeconomics and econometrics, and staff within central banks and national and international organisations will also find the book of interest, as will policymakers and decision-makers concerned with the role of financing, corporate governance and taxation on firm's decisions

Kurzfassung: The contributors to this book, from the US and Japan, explore the main issues involved in the international trade, foreign direct investment, and macro/financial relations of the United States and Japan and provide guidance to policymakers for measures to help overcome Japan's economic stagnation since the early 1990s. The book is divided into three parts. Part I contains an empirical analysis of trade diversion under the North American Free Trade Agreement (NAFTA), a theoretical analysis of time in determining the structure and effects of trade with an application to Japan, and an empirical analysis of Japan's changing import behavior. Part II is focused on foreign direct investment (FDI), trade, and the behavior and structure of Japanese firms. Part III deals with macro/financial issues of current interest and importance in Japan. The analytical focus of the chapters is intended to enhance the understanding of the issues addressed and to provide some guidance to policymakers in the design of measures that will improve economic efficiency and welfare and help to overcome the economic stagnation that Japan has experienced in the past decade or more. Economists, political scientists and policymakers will find the analysis provided in this volume invaluable in understanding the Japanese economy and economic relations between Japan and the United States

Kurzfassung: This significant new book provides a succinct overview of the essential policy issues surrounding capital liberalization. The book compares the experiences of transition economies in Europe with those of advanced nations, allowing the reader to examine the changing international economic and financial environment within which transition countries have to liberalize. The book first deals with the critical issues concerning liberalization, including sequencing and financial market development. The authors move on to present an overview of the early liberalization experiences of advanced economies and East-Asian countries. This provides the context for a series of chapters reviewing liberalization progress in transition economies, in which international experts and senior officials analyze their own countries' experiences. The authors also emphasise the importance of financial market reform and the construction of a sound institutional framework if countries are to attract and productively use capital inflows. A stable financial system, whilst not infallible, is also crucial for minimizing the risk of financial crises of the type experienced by a number of countries during the 1980s and 1990s. The comprehensive scope of the subject matter and international contributions from a range of different perspectives will ensure this book is warmly received by academics and researchers with an interest in EU accession, transition economics and financial market reform. It will also serve as a useful guide to governments involved in capital liberalization in other parts of the world such as Latin America and Asia

Kurzfassung: This book presents Korea's economic strategy to meet the emerging challenges, as it recovers from the 1997 financial crisis and moves on into the globalization and information era. For important policy areas, the authors evaluate existing policies, and offer proposals for new strategic direction that can achieve sustainable and equitable economic growth for Korea. A considerable majority of the contributing authors are involved in formulating economic strategy as policy advisors to the Korean government, and they bring to their chapters extensive experience and insights regarding Korean government policies that are rarely available to readers in such a comprehensive form. The book therefore offers a timely, practical, and unique analysis of all aspects of the Korean economy. Academics, policy practitioners, and others with interests in the Korean economy, Asian economies, development studies, and a broad sweep of other issues concerning structural reform will find in this volume a gold mine of detail and opinion

Kurzfassung: In this fully revised and updated second edition of the widely acclaimed first volume, Sigvald Harryson provides powerful evidence as to how the most successful innovators are distinguished by their ability to synergistically link external and internal knowledge networks. Based on extensive research with leading global innovators along with ten years of experience in management of knowledge and technology for accelerated innovation, Managing Know-Who Based Companies provides practical guidance regarding how to manage these networks. Important theoretical arguments that advance our thinking about managing knowledge for innovation are also presented. The author studies how individuals and teams who possess the required active empathy and relationship-building skills to function as human knowledge bridges across various centres of excellence, functions and teams - the 'know-who' - are central to successful innovation in the global value networks of today's business environment. This book is recommended reading for CEOs of multinational companies who wish to make better use of the value networks in which they live and do business. It will also be of significant value to CTOs, CKOs and Human Resource Managers interested in new ways to turning both hard technologies and soft human brainpower within and beyond the corporate borders into faster and more powerful innovation

Kurzfassung: Although the history of the Common Agricultural Policy (CAP) is dominated by a process of centralisation, growing pressures to integrate agri-environmental problems into the CAP have revealed the need to embrace decentralised approaches in an efficient federal structure. Indeed, in recent years it has become increasingly evident that the agricultural sector must undergo fundamental changes in order to enter an era of sustainable development. The authors do not believe that this will be an easy process, not only because agricultural policies in Europe are dominated by specific interest groups, but primarily because integrating environmental aspects into the CAP requires difficult institutional change at different levels. Centralised decision making at the EU level has characterised recent agricultural policy and the authors argue that centralised and hierarchical governance structures may fail to produce adequate solutions if they are not linked to regional and more diverse institutional arrangements. They demonstrate how these new institutional arrangements should be designed and how this change can be organised. In particular, they highlight the need for cooperation, and the participation of farmers, as a strategy to cope with agri-environmental issues and resource management problems. Addressing the value of co-operative strategies to achieve sustainable development and cope with agri-environmental problems, this book will be of great interest to agricultural economists and those with an interest in ecological reforms of agricultural policies. It will also be particularly relevant to policymakers within EU nations, as well as policymakers within the countries of Eastern and Central Europe who will be amongst the first to be admitted to the EU in the next wave of expansion

Kurzfassung: Since the 1980s there has been a renewed interest in attempts to introduce a sense of history into economic literature. In this book, the authors argue that it is not possible to explain a state of the world without first analysing the processes that lead to that state. The contributions collected in this volume share a critical stance towards the timelessness and a historical theorizing of mainstream economics. Past states in the development of an economic process set the range of possibilities for future development and can be used to construct theories based on the irreversibility of economic time. Many of these notable contributors argue that the study of the history of economic thought is important in two ways. Firstly, because it provides important insights into the ways that economists of the past attempted to address the problems of history and secondly, because it helps us to understand the present state of economics as being itself the outcome of a path dependent process. Evolutionary economists, economic theorists and historians, as well as economists interested in the evolution of economic and other social institutions, will find this challenging collection of papers essential reading

Kurzfassung: Currently developed countries pay much more attention to harmfully addictive substances than developing countries. However, the experience of developed countries is very relevant to the developing world since substance abuse is likely to impose a continually increasing burden of disease in this region in the near future. This book extends the frontiers of research on the economics of substance use and abuse in a variety of extremely significant ways. It focuses on the determinants and consequences of the consumption of cigarettes, alcohol, betel quid, and illicit drugs in the United States, Great Britain and Taiwan. The authors use a variety of empirical techniques to examine the roles of price, advertising, risk perception, time preference and forward-looking behaviour in consumption decisions and the effects of these decisions on labour market outcomes, unintended pregnancies and criminal violence. Economic Analysis of Substance Use and Abuse will be required reading for scholars of economic development and health economics

Kurzfassung: The international character of today's most pressing environmental problems has become a key challenge for environmental policy making. As regulation by a supranational authority is not a realistic option at present, policymakers have to rely on decentralized approaches to the management of international environmental resources. This study combines two core dimensions of international environmental policy: the traditional search for cost-effective policy instruments and the creation of incentives for voluntary cooperation among sovereign nations. The analysis offers some clear-cut policy recommendations for the design of environmental treaties and for the further development of existing international institutions to protect the global environment

Kurzfassung: Entrepreneurs and managers are increasingly aware that the environment can be both a threat and an opportunity to their current economic activities. This timely book discusses the question of environmental performance versus corporate practices and finds that environmental considerations can have a positive effect on business. The perception of the environment as a means to achieve competitive advantage for companies is a relatively recent phenomenon. The contributors address how to create institutional environments that stimulate businesses to integrate the environment in strategic decision making and thereby promote eco-efficiency. Together they build a convincing argument that the economy-environment trade-off is a false stalemate: societal and market forces may impact on the environment and on business in positive, neutral or negative ways. The authors use evidence from the United States and Europe to demonstrate that environmental considerations can have a positive effect on the competitive advantage of firms. This book draws together three fields - environmental economics, environmental regulation and strategic management - and will be of great interest to scholars and practitioners working in these areas

Kurzfassung: Market-based instruments are becoming the environmental management tool of choice and have provided a new perspective on the conventional wisdom about policy instruments. This book analyses the complexities of designing and implementing market-based instruments using case study experiences from the Nordic countries, Japan, France, The Netherlands, Germany and Britain, where a range of green taxes have been introduced. The contributors examine the role of political processes in designing, introducing and implementing green taxes and charges and analyse the extent to which political concerns complicate the approach favoured by environmental economists. The authors then focus on the implementation of market-based instruments to achieve environmental objectives and offer an ex-post evaluation of different countries' experiences with economic instruments. This volume brings together contributions from political scientists and environmental economists and will prove invaluable for academics, practitioners and policymakers interested in the experiences of countries where market-based instruments are well established

Kurzfassung: The use of dynamic models to address the problem of environmental degradation is central to environmental policy because decisions taken now affect not only the current generation but have a profound impact on the future. In this innovative book, Frank Hettich uses dynamic modelling to study the interactions between economic growth, environmental policy and tax reform. He incorporates pollution and abatement technologies into different endogenous growth models that take into account consumer preferences and physical and human capital accumulation. He focuses on the effects of environmental policy in closed and open economies in the short, medium and long term. He sheds light on the following questions: * what kind of environmental policy can reverse tendencies towards increasing pollution? * will tighter environmental policy inevitably reduce economic growth? * does environmental taxation provide an efficient source of revenue for governments? * how will higher preferences for a clean environment affect optimal growth rates? * what are the effects of international cooperation on growth, welfare and pollution? * does sustainable environmental development necessarily preclude economic growth? This book will interest all students and scholars of environmental economics and particularly those interested in the relationship between economic growth and environmental quality

Kurzfassung: This highly topical book focuses on a particularly interesting area of post-1989 social policy. Existing public pension systems in Central-Eastern Europe underwent fundamental change as Latin-American style pension reforms were adopted. Such radical change in retirement provision defied conventional wisdom among scholars of the political economy of pension reform, suggesting a need for fresh research. This unique study accepts the challenge, focusing on the divergent pension reform experiences of Poland, Hungary and the Czech Republic. This study was granted the EACES Award 2000, a bi-annual prize awarded in the area of comparative economic systems and economics of transition. It has also been awarded the Ed. A. Hewett Prize by the AAASS (American Association for the Advancement of Slavic Studies)

Kurzfassung: This important book highlights the conflicts between economic growth and the conservation of nature in the context of sustainable development. It places particular emphasis on biological diversity and examines possible policies for resolving conflicts which arise from the contrasting goals of conserving the natural environment and economic growth. The book opens with an overview of the challenges of economics, nature conservation and sustainable development and goes on to discuss general principles and broad policies. Case studies from China and north-east India help illustrate important economic and social principles involved in nature conservation. General issues examined include: * the value of environmental and resource economics in planning sustainable development * the importance of biodiversity conservation for sustainable development and for the stability and sustainability of ecological systems * the impact of economic globalization and market systems on the conservation of nature * priorities for the financial support of protected areas * the extent to which ecotourism can be harnessed to reconcile economic utilisation of an area with nature conservation * the costs and benefits of conservation * financing the management of nature reserves This book will be essential reading for economists interested in the environment, ecology and development

Kurzfassung: The Impact of Keynes on Economics in the 20th Century reconsiders the nature and significance of Keynes's theories and economic policies. It provides important contrasting interpretations of Keynesian thought, and illustrates the diversity of Keynesianism in different European countries throughout the century. The book provides a blend of theoretical and historical discussions to evaluate the contents and implications of Keynesianism. It includes reappraisals of modern interpretations of Keynes's thought, the extent to which Keynesian ideas were anticipated in different European countries and the reactions to the Keynesian revolution. In addition the authors consider the impact of Keynesian thought on institutions which embraced, rejected or developed alternatives to this school of thought. The book is divided into three main parts. The first addresses Keynesian theory. The second part presents an overall picture of Keynesian-type policies and theories throughout Europe; many of these were not necessarily stimulated by Keynes but were the outcome of national traditions and on-going debates. The third part is devoted to how Keynesian policy has been used by government and non-governmental organizations in an attempt to deal with unemployment and deflation during the twentieth century. The Impact of Keynes on Economics in the 20th Century will be welcomed by historians of economic thought, economic historians and those interested in Keynesian and post-Keynesian developments in Europe during this century

Kurzfassung: Research suggests that innovation and technological change are crucial for the economic recovery of the former centrally planned countries in Central and Eastern Europe. This book analyses the development of innovation systems and technology policy in this region from various perspectives, demonstrating not only its importance but also its complexity. Included in the book are discussions on: * the process of transforming the innovation systems in Central and Eastern Europe * a comparison of R&D between 'East' and 'West' * gradualism versus 'Big Bang' as the preferable strategy for reform * innovation at the firm level * productivity and competitiveness * the ability to identify and exploit external knowledge in adopting up-to-date technology The authors conclude that rebuilding innovation systems in Central and Eastern Europe will require considerable time, and that there is no 'best practice' or ideal strategy which can be clearly recommended. This book will be warmly welcomed by scholars working in the fields of transition studies, innovation and technology, as well as policy makers involved in designing technology policy in transition economies

Kurzfassung: This timely book focuses on the liberalization of agricultural policy and questions whether it is compatible with the goal of achieving economic and environmental sustainability in the European Union. It presents an invaluable contribution to the growing literature on the sustainability and policy aspects of trade liberalization, focusing on European agriculture. Agriculture, Trade and the Environment discusses quantitative methods for the assessment of agriculture-environment trade-offs for policy analysis at the firm, regional or national levels. It also presents the experience of countries in Europe, with particular regard to the impact of the reform of the Common Agricultural Policy and the repercussions of the Uruguay Round. Using a wide range of analytical and quantitative tools, country case studies examine agricultural areas in Austria, Scotland, Italy, Spain, Greece and Estonia. The authors then go on to look at future developments in an enlarged EU context. They conclude that efficient policies for environmental management in the EU need to be tailored to fit local conditions. Any attempt to impose uniform policies across a region as environmentally and economically diverse as Europe will have widely divergent and unintended consequences. This book will prove invaluable to academics and students with an interest in agricultural economics, environmental and ecological economics and the European Union

Kurzfassung: Government policies to reduce environmental pollution and global warming are often criticized as damaging to the economy, particularly by reducing international competitiveness. This book addresses the issue by examining many of the policies concerned, and their effects on competitiveness. It demonstrates that well-designed, market-oriented environmental policies may be expected to improve both domestic and international competitiveness. The authors dismiss the fear that environmental policies will damage competitiveness by approaching the issue from four different perspectives: the economic analysis of competitiveness; a geo-economic approach to trade and foreign investment between Europe, NAFTA and Southeast Asia; studies of the effects of environmental policies on competitiveness; and the formal modelling of carbon taxation, international competitiveness and carbon leakage. The book also includes results from a global econometric model on the potential for carbon leakage, a detailed case study of German national policies, an examination of life cycle analysis and competitiveness, and an empirical study of green product development. This book will be of great interest to academics working in the field of environmental economics and researchers involved in environmental policy

Kurzfassung: In this innovative book the author examines the link between environmental, trade and industrial policies within an interregional setting. He models how regional governments, using tax rates on real capital and pollutant emissions, determine policies to favour their residents in terms of the provision of public goods and reduction in environmental degradation. Regions or countries engage in competition for mobile capital in a world where production causes pollution and tax revenues are required to finance public goods. In Fiscal Policy and Environmental Welfare the author considers the efficiency consequences when governments act strategically and seek to manage trade, capital flows and emissions. Using formal models, which extend and modify existing literature, the author demonstrates that interjurisdictional competition typically leads to inefficiencies. He argues that although interjurisdictional competition may lead to the overprovision of public goods and to an inefficiently high environmental quality, often the opposite seems to occur. This book will be welcomed by environmental economists, and those scholars interested in welfare and fiscal policy

Kurzfassung: Does free trade contribute to the deterioration of the environment? This important book offers a fresh look at the trade-environment debate from a political-economic perspective. It provides an extensive analysis of the environmental consequences of free trade, and examines how trade affects environmental regulation in this age of regional and global economic integration. The book begins by providing a useful review of the literature on the environment-trade link and the effects of trade on environmental regulation. It is demonstrated that environmental regulation may affect trade and investment patterns, and as a consequence the competitiveness of a country or region. Using the North American Free Trade Agreement as a case study, the author examines the political influence of environmentalists and industry sub-groups on pollution standards in the United States. Rolf Bommer also discusses the European experience, and reveals that the European Union may affect pollution regulation considerably and increase the chance of higher environmental standards. He concludes that free trade offers the opportunity to introduce tighter pollution regulation due to the political influence of interest groups on environmental policy making. Economic Integration and the Environment will be welcomed by environmental economists, those interested in international economics as well as policymakers and practitioners

Kurzfassung: This important new book presents a state-of-the-art assessment of how economic models can be used by different levels of government to combat environmental problems. It considers policies for climate change and transport that can be used at federal and confederal levels of government. The authors examine the unique aspects of environmental policy making in a multi-layered government using empirical case studies covering Europe and the US. They consider the causes of pollution at three levels - federal government, local government and industries and firms. Concentrating on greenhouse gas abatement and the transport sector, they use quantitative techniques to compare alternative policy solutions. This quantitative approach overcomes problems of some inconclusive theoretical prescriptions, which often depend on combinations of particular parameter values. In addition, this method makes it possible to investigate the costs and benefits of a particular solution, and the distribution effects between different groups. This approach also provides insights into the economic consequences of the application of local versus national or federal policies. Climate Change, Transport and Environmental Policy provides the necessary analysis required for environmental policy making in that it uses a quantitative approach to balance the costs and benefits of alternative policy options. Climate Change, Transport and Environmental Policy is an important addition to the literature and will be welcomed by environmental policymakers at the local, regional, national and international level as well as scholars and postgraduate students in environmental economics and public policy

Kurzfassung: Financing Decentralized Expenditures presents new original research papers on the structure of intergovernmental fiscal relations in virtually all types of countries and the design and implementation of transfer mechanisms between different levels of government. In developing, transition, and industrial countries alike, the process of decentralization of government expenditures has proceeded apace to provide better accountability and quality of services to consumers. At the same time, tax administration constraints dictate the central collection and assignment of the major sources of revenues - particularly income taxes and VAT. This generates an imbalance in favour of the central government. The manner in which this imbalance in redistributed affects the degree and nature of decentralization generating considerable debate in countries as diverse as Italy and Denmark, those in North America, as well as countries in transition, such as China and Russia. The book includes a balance of overview pieces that explore the general issues supplemented by a large number of studies of intergovernmental transfer systems in specific countries. It offers a unique source of reference by providing a wealth of information of grant systems around the world

Kurzfassung: This ambitious book presents a conceptual framework for an institutional approach to economic change and economic transformation. It sheds important light on two basic concepts: social complexity and interactive governance. The first part of the book develops the theoretical foundations for dealing with social complexity, economic governance and change. The second part describes the failures and successes of different forms of governance in different cultural and institutional contexts. A major theme in the book is the significance of social context and path-dependence in the management of economic change. The book will have particular appeal to economists and political scientists concerned with the political economy of economic change and the transition process

Kurzfassung: Economy and Ecosystems in Change addresses ecological problems from an economic perspective, and provides policy suggestions for resource management and environmental sustainability based on integrated, multidisciplinary information, methods and applications. The book begins by introducing the different approaches and applications within ecological economics and clarifying new elements and fundamental principles. This initial discussion includes a comparison between ecological and environmental economics and the evaluation and function of ecosystems. The authors then examine the macroeconomy-ecosystem relationship with reference to national and global processes, focusing specifically on employment versus sustainability, trade, industrial transformation and rural development. In the third part there is an evaluation of whether ecosystems and economics can be treated independently; it is argued that the integration of these fields provides more complete insights and information for addressing the complex relationships between human activities and natural processes. Finally, the authors consider the institutional environment and policies affecting public ecosystems subject to economic uses. Using case study evidence, they conclude that public policy often supports an unsustainable use of resources. To counter this the authors propose policy and management options based on natural resource accounts, practical policy objectives and the precautionary principle. Economy and Ecosystems in Change will be of interest to ecological, environmental and resource economists and policymakers

Kurzfassung: The evolutionary approach to economics can be traced back as far as the eighteenth and nineteenth centuries in the work of Darwin, Smith and Malthus. These ideas have gradually developed since that time through Marx, Veblen and Marshall, and have recently experienced considerable attention. This book considers the development of evolutionary economics and its place in economic thought today. The book begins with a concise history of evolutionary economics which develops to examine the variety of approaches within the subject. The discussion continues with a rigorous analysis of why, in contrast to popular belief, evolutionary economics is not alien to neoclassical economics, arguing that it may even be considered to complement neoclassical economics. Continuing along this theme the firm is discussed from an evolutionary and neoclassical standpoint. Leading on from this is a discussion of modern model building in evolutionary economics and its relationship with Schumpeter's developmental work. Model building is examined further in relation to endogenous technological change and economic growth, and the effect that technological change and innovation can have on the spatial distribution of new industry. This book will be of special interest to evolutionary and post Keynesian economists and those interested in technological change and innovation

Kurzfassung: Evolutionary Economics and Path Dependence presents important new theoretical and empirical work on economic change, learning processes, institutional change, choice and path dependency. The theoretical section includes discussion of the microfoundations of path dependency, path dependency in industrial networks, path dependence and the theory of the firm, lock-in effects in relation to professional organizations, the notion of bricolage in relation to path dependency and new and neo-institutional perspectives on the theory of the firm. The empirical part focuses on institutional change in the communications and transport sectors of the economy. More specifically it shows how path dependency occurs and develops through various types of lock-in effects within institutions. This book will be essential reading for academics and students of economics and economic history wishing to keep up-to-date with research at the frontier of this exciting field

Kurzfassung: Economic Policy for the Environment and Natural Resources presents some of the most important recent work on the theory and application of environmental policy at both the national and international level. At the national level it focuses on instruments for pollution control. At the international level it discusses measures to promote international cooperation for the protection of the environment. This book covers a wide range of major issues including the legal aspects of environmental protection, environmental policy under oligopolistic conditions, voluntary agreements as a policy instrument, participation in international coalitions and environmental policy in dynamic trade models. In discussing the applications of environmental policy, it includes issues such as the profitability of emission saving techniques, water management and acid rain models. This book will be essential reading for both policymakers and professional economists who are concerned with environmental policy
