    Abstract: "When South Africa finally held its first democratic elections in 1994, the country had a much higher poverty rate than in other countries at a similar level of development. This was the legacy of apartheid. Twenty years later, poverty was still widespread. Seekings and Nattrass explain why poverty has persisted in South Africa since 1994. They demonstrate who has and who has not remained poor, how public policies both mitigated and reproduced poverty, and how and why these policies were adopted. Their analysis of the South African welfare state, labour market policies and the growth path of the South African economy challenge conventional accounts that focus only on 'neoliberalism'. They argue, instead, that policies were, in important respects, social democratic. They show how social democratic policies both mitigate and reproduce poverty in contexts such as South Africa, reflecting the contradictory nature of social democracy in the global South"..

    Abstract: How China Became Capitalist details the extraordinary, and often accidental, journey that China has taken over the past thirty years in transforming itself from a closed agrarian socialist economy to an indomitable force in the international arena. The authors revitalize the debate around the development of the Chinese system through the use of primary sources. They persuasively argue that the reforms implemented by the Chinese leaders did not represent a concerted attempt to create a capitalist economy, but that the ideas from the West eventually culminated in a fundamental change to their socialist model, forming an accidental path to capitalism. Coase and Wang argue that the pragmatic approach of "seeking truth from fact" is in fact much more in line with Chinese culture. How China Became Capitalist challenges the received wisdom about the future of the Chinese economy, arguing that while China has enormous potential for growth, this could be hampered by the leaders' propensity for control, both in terms of economics and their monopoly of ideas and power.

    Abstract: Despite concern about the negative impacts of globalisation on the economies of OECD regions, notably the loss of manufacturing jobs and enterprise relocation, this report presents evidence that region-specific advantages - embedded in specialised firms, skilled labour and innovation capacity - remain a significant source of productivity gain for firms, even for the largest multinational enterprises. A new geography of production is emerging, based around both old and new regional hubs in OECD and non-OECD countries. National and regional governments in OECD countries are looking for ways to ensure that regions maintain a competitive edge in industries that generate wealth and jobs.

Can governments and their development partners effectively support these efforts? These are some of the questions this study tries to answer. More specifically, it analyses how local firms can get involved in global value chains, access distant and more profitable markets and upgrade their capabilities. Based on case studies, the book focuses on selected industries and reviews experiences of governments and enterprises in the Mekong sub-region.

    Abstract: In a rapidly changing world, the success of nations, communities and individuals may be linked, more than ever before, to how they adapt to change, learn and share knowledge. This report helps clarify the concepts of human and social capital and evaluates their impact on economic growth and well-being. Although the evidence on social capital is less developed, reflecting the novelty of the concept in economic and social science, the report draws on a number of empirical studies which suggest potentially important linkages between human and social capital. The evidence suggests that human and social capital can be of key importance in contributing to a wide range of positive outcomes, including higher income, life satisfaction and social cohesion.

    Abstract: China's remarkable growth in recent years has been often rather arbitrarily ascribed to a number of politico-economic factors. In this volume, the specific effect of foreign direct investment (FDI) inflows is measured quantitatively and estimated on a regional basis. The authors find that there is a much more complex relationship between such flows and growth overall than had hitherto been supposed. While growth associated with FDI flows and a consequent foreign technology input is clearly highest in the coastal, open provinces, geographical dispersion effects can also be identified. In order
