    Abstract: Vor dem Hintergrund des gesellschaftlichen Wandels durch Migration und der damit einhergehenden Rekonstruktion und Neubewertung von Fragen nach politischer und sozialer Gerechtigkeit haben sowohl Politische Bildung als auch Soziale Arbeit neue Herausforderungen zu bewältigen, welche sich gegenseitig bedingen und eng miteinander verzahnt sind. Soziale Arbeit kommt nicht mehr ohne politische Bildung aus, wenn es im migrationsgesellschaftlichen Kontext um die Vermittlung und Organisation von Teilhabe geht. In den international anerkannten Definitionen hat sich Soziale Arbeit als Grundlage den Prinzipien der Menschenrechte und der sozialen Gerechtigkeit verschrieben. Umgekehrt muss Politische Bildung niedrigschwelliger ansetzen und sich der Praxis und den Settings Sozialer Arbeit bedienen, um die von Teilhabe Ausgegrenzten zu erreichen. Der Band setzt die aktuellen Diskurse und Konzepte beider Fachrichtungen zum Thema Migration in Verbindung und zeigt anhand von gemeinsamen Praxisräumen und konkreten Beispielen zukunftsweisende Perspektiven für eine Bewältigung dieser Herausforderung auf.     Abstract: An unprecedented number of people is currently on the move seeking refuge in Europe. Large parts of European societies respond with anxiety and mistrust to the influx of people. Nationalist, anti-migrant parties from Slovakia over Germany to the UK have gained increasing support among the electorate and challenge the political mainstream. Europe is struggling how to respond. While the search for solutions is ongoing one pattern seems to be emerging: Fortress Europe is in the making. Unfortunately, few of these discussions and measures consider the structural root causes and dynamics of migration, the motives of migrants or societal challenges more thoroughly. This book seeks to address this deficit. Taking migration and asylum policies as a starting point, it analyses the various dimensions underpinning migration. In doing so, it identifies why receiving countries are in many ways part of the problem. To eschew an overtly Euro-centric perspective and stimulate a debate between science and politics, it contains contributions by academics and practitioners alike from both shores of the Mediterranean.     Abstract: Stefanie Walter examines the visibility of European Union citizens in the mass mediated European public sphere and argues that it can help facilitate an exchange between decision-makers and ordinary citizens. The results show that in comparison to other actor groups, such as political parties or civil society organisations, the visibility of European Union citizens is not marginal. Yet, the image of the European Union citizenry that becomes visible via the news media remains nationally entrenched and references to a truly European citizenry are rare. The study also uses multilevel regressions to explain the visibility of European Union citizens in the news coverage. The empirical analyses are based on a large-scale content analysis of TV news and newspaper articles of the 2009 European Parliament election.     Abstract: In this book, Barbora Moormann-Kimáková analyses the possibility of finding an optimal language regime in multinational and multiethnic countries – either by defining the contents of an optimal language regime, or with the help of a criterion enabling to evaluate whether a language regime is optimal or not. The process of the selection or change of a language regime often becomes a matter of a language-related conflict. These conflicts are mostly accompanied by other political or social conflicts, as for example in Ukraine or former Yugoslavia, which render solutions – and their evaluation – difficult. The author claims that language regimes can be evaluated based on the increase or lack of their legitimacy in the eyes of the relevant actors. The author thereby bridges two dichotomies made in the literature so far, and outlines how Europeanization takes place in non-acquis areas. She does so by looking at four very different case studies: the German-speaking minority in South Tyrol/Italy, the Bretons in France, the German minority in Silesia/Poland, and the Italian minority in Istria/Croatia.     Abstract: Domenica Preysing offers a critical reading of “transitional justice” that focuses on political dynamics in post-revolutionary Tunisia, from the ouster of president Ben Ali in January 2011 until the adoption of transitional justice bill in December 2013. She explores the role, structure and characteristics of evolving transitional justice policy discourse to provide a better understanding of how, by who, and to what effect the policy label “transitional justice” is progressively filled with meaning. She shows that conflicting interpretations of both the past and the present have been both deeply embedded in and an expression of the dynamic context of domestic political transformation, as old and new elites struggle over the political identity and direction of post-Ben Ali Tunisia.     Abstract: Eva Bernauer predicts civil conflicts based upon the political exclusion of identity groups and their transnational links to external governments. The innovation lies in a simultaneous consideration of three identities – ethnicity, religion, and class-based ideology – thus extending previous studies with merely an ethnic focus. Most importantly, such a perspective implies a shift towards a society’s unique three-dimensional identity setup, upon which the excluded population and their transnational links can be determined. The author presents original data on the three-dimensional identity setup for 57 countries and introduces a formal model where rebel leaders strategically use identities to garner the support of the population. Key quantities of interest, such as the largest excluded subgroup or the number of identity links to external governments, are tested in several quantitative analyses as predictors for the onset of civil conflicts. The author shows that there is an added value of extending the mere ethnic perspective to also encompass religion and class-based ideology.
