    Abstract: Implicit conceptions of time associated with progress and linearity have influenced scholars and practitioners in the fields of transitional justice and peacebuilding, but time and temporality have rarely been systematically considered. Time and Temporality in Transitional and Post-Conflict Societies examines how time is experienced, constructed and used in transitional and post-conflict societies. This collection critically questions linear, transitional justice time and highlights the different temporalities that exist at local and institutional levels through original empirical research. Rarely do weeks go by without a revolution of one kind or another being proclaimed.     Abstract: "Academic year 2014-15 marked the first year that public school enrollment (preK-12) became majority nonwhite, with the Hispanic/Latino as the largest minority. Significant population shifts have continued to occur, with Latinos now representing 1-in-4 (28%) public school students. Meanwhile, the public schools are in trouble, with international achievement reaching new lows and where progress for nearly two-thirds of all 4th and 8th graders stagnant and below proficiency levels, now decades old. According to the Nation's Report Card, students of color rank lowest, with Latinos and African Americans consistently at the bottom. To understand the history of Latinos in particular, Dr. Noboa-Ríos goes back to recreate the story. Here he relates the dark legacy before and after Plessy, but also upon examining post-Brown challenges that linger.     Abstract: Rights are usually viewed as defensive concepts representing mankind’s highest aspirations to protect the vulnerable and uplift the downtrodden. But since the Enlightenment, political combatants have also used rights belligerently, to batter despised communities, demolish existing institutions, and smash opposing ideas. Delving into a range of historical and contemporary conflicts from all areas of the globe, Rights as Weapons focuses on the underexamined ways in which the powerful wield rights as aggressive weapons against the weak. Clifford Bob looks at how political forces use rights as rallying cries: naturalizing novel claims as rights inherent in humanity, absolutizing them as trumps over rival interests or community concerns, universalizing them as transcultural and transhistorical, and depoliticizing them as concepts beyond debate. He shows how powerful proponents employ rights as camouflage to cover ulterior motives, as crowbars to break rival coalitions, as blockades to suppress subordinate groups, as spears to puncture discrete policies, and as dynamite to explode whole societies. And he demonstrates how the targets of rights campaigns repulse such assaults, using their own rights-like weapons: denying the abuses they are accused of, constructing rival rights to protect themselves, portraying themselves as victims rather than violators, and repudiating authoritative decisions against them. This sophisticated framework is applied to a diverse range of examples, including nineteenth-century voting rights movements; the American civil rights movement; nationalist, populist, and religious movements in today’s Europe; and internationalized conflicts related to Palestinian self-determination, animal rights, gay rights, and transgender rights.

Yet standard histories that present the end of colonialism as an inevitable transition from a world of empires to one of nations - a world in which self-determination was synonymous with nation-building - obscure just how radical this change was. Drawing on the political thought of anticolonial intellectuals and statesmen such as Nnamdi Azikiwe, W.E.B Du Bois, George Padmore, Kwame Nkrumah, Eric Williams, Michael Manley, and Julius Nyerere, this important new account of decolonization reveals the full extent of their unprecedented ambition to remake not only nations but the world. Adom Getachew shows that African, African American, and Caribbean anticolonial nationalists were not solely or even primarily nation-builders. Responding to the experience of racialized sovereign inequality, dramatized by interwar Ethiopia and Liberia, Black Atlantic thinkers and politicians challenged international racial hierarchy and articulated alternative visions of worldmaking. Seeking to create an egalitarian postimperial world, they attempted to transcend legal, political, and economic hierarchies by securing a right to self-determination within the newly founded United Nations, constituting regional federations in Africa and the Caribbean, and creating the New International Economic Order. Using archival sources from Barbados, Trinidad, Ghana, Switzerland, and the United Kingdom, Worldmaking after Empire recasts the history of decolonization, reconsiders the failure of anticolonial nationalism, and offers a new perspective on debates about today's international order.

    Abstract: Whilst past studies have examined when and how negotiations begin, and how wars end, this is the first full-length work to analyze the closing phase of negotiations. It identifies endgame as a definable phase in negotiation, with specific characteristics, as the parties involved sense that the end is in sight and decide whether or not they want to reach it. The authors further classify different types of negotiator behavior characteristic of this phase, drawing out various components, including mediation, conflict management vs resolution, turning points, uncertainty, home relations, amongst others. A number of specific cases are examined to illustrate this analysis, including Colombian negotiations with the FARC, Greece and the EU, Iran nuclear proliferation, French friendship treaties with Germany and Algeria, Chinese business negotiations, and trade negotiations in Asia. This pioneering work will appeal to scholars and advanced students of negotiation in international relations, international organisation, and business studies.

    Abstract: Afghanistan has been a theatre of civil and international conflict for much of the twentieth century – stability is essential if there is to be peace in the Greater Middle East. Yet policy-makers in the West often seem to forget the lessons learned from previous administrations, whose interventions have contributed to the instability in the region. Here, Sharifullah Dorani focuses on the process of decision-making, looking at which factors influenced American policy-makers in the build-up to its longest war, the Afghanistan War, and how reactions on the ground in Afghanistan have influenced events since then. America in Afghanistan is a new, full history of US foreign policy toward Afghanistan from Bush's 'War on Terror', to Obama's war of 'Countering Violent Extremism' to Trump's war against 'Radical Islamic Terrorism'. Dorani is fluent in Pashto and Dari and uses unique and unseen Afghan source-work, published here for the first time, to understand the people in Afghanistan itself, and to answer their unanswered questions about 'real' US Afghan goals, the reasons for US failures in Afghanistan, especially its inability to improve governance and stop Pakistan, Iran and Russia from supporting the insurgency in Afghanistan, and the reasons for the bewildering changes in US Afghan policy over the course of 16 and a half years. To that end the author also assesses Presidents Karzai and Ghani's responses to Bush, Obama and Trump's policies in Afghanistan and the region. In addition, the book covers the role Afghanistan's neighbours – Russia, Iran, India, and especially Pakistan – played in America's Afghanistan War.     Abstract: Global policy making is unfurling in distinctive ways above traditional nation-state policy processes. New practices of transnational administration are emerging inside international organizations but also alongside the trans-governmental networks of regulators and inside global public-private partnerships. Mainstream policy and public administration studies have tended to analyse the capacity of public sector hierarchies to globalize national policies. By contrast, this Handbook investigates new public spaces of transnational policy making, the design and delivery of global public goods and services, and the interdependent roles of transnational administrators who move between business bodies, government agencies, international organizations, and professional associations. This Handbook is novel in taking the concepts and theories of public administration and policy studies to get inside the black box of global governance. Transnational administration is a multi-actor and multi-scalar endeavour having manifestations at the local, urban, sub-regional, subnational, regional, national, supranational, supra-regional, transnational, international, and global scales. These scales of ‘local’ and ‘global’ are not neatly bounded and nested spaces but are articulated together in complex patterns of policy activity. These transnational patterns represent an opportunity and a challenge for the study of both public administration and policy studies. The contributors to this Handbook advance their analysis beyond the methodological nationalism of mainstream approaches to re-invigorate policy studies and public administration by considering policy processes that are transnational and the many new global spaces of administrative practice.
