    Abstract: Many of what we think of as Information Age tools and media – computers, cell phones, the internet, encryption, and more – evolved directly out of modern warfare. These tools started with World War I (which began not with arms, but with England cutting off underwater cables to Germany and isolating it), accelerated through World War II and the Cold War, and now play a center role in both declared and non-declared conflicts like election interference and cyberbattles. We buy phones and smart speakers because they are new and unlock great potential. Voice assistants like Siri and Alexa help us do our work and answer that one piece of trivia that bugs us. Yet these devices are data gatherers. They collect, repackage, and monetize our questions, purchases, photographs, web surfing to form a data industry now larger than the oil industry. Well over 100 years ago the data industry put in place a business model that trades our attention for news and entertainment. That model has evolved into a complex art and science of message targeting and content ownership that has splintered communities while simultaneously concentrating media ownership to a few massive corporations. Forged in War takes a critical look at the systems we use and how we ended up in a society that values data over personal liberty and commerce over the public good. It tells a compelling and previously story of how our ideas of information and knowledge reflect the century of war that has militarized our worldview. Author David Lankes’s work has been funded by organizations such as The MacArthur Foundation, The Institute for Library and Museum Services, NASA, The U.S. Department of Education, The U.S. Department of Defense, The National Science Foundation, and The U.S. State Department.     Abstract: Information and communications technology (ICT) skills are crucial for labour market success and full participation in society. Socioeconomic status (SES) inequality in the development of ICT skills would prevent disadvantaged children from reaping the benefits of the digital age. Besides, the digital divide in ICT literacy might add to the already well-documented large and persistent SES inequality in ‘hard’ skills—like math, reading, and science. This chapter studies the roots, evolution, and drivers of SES inequality in ICT literacy from age 8 to 15 in Germany. Drawing from the German National Educational Panel Study (NEPS), we highlight five main findings: (1) SES gaps in ICT literacy exist as early as age 8 (grade 3) and are similar in size compared to SES gaps in hard skills; (2) like hard skills, SES gaps in ICT literacy remain stable over primary and tracked lower secondary schooling; (3) ICT access and use at home and school do not substantially explain SES gaps in ICT literacy at any age; (4) selection into school tracks seems a critical pathway, although not necessarily a causal one, leading to SES inequality in secondary school; (5) SES gaps in ICT literacy are not observed among children with similar levels of hard skills. We discuss the implications of these findings for the interdisciplinary literature on social stratification, skill formation, and the digital divide.

    Abstract: This chapters addresses digital inequalities in young people’s daily lives and well-being. The chapter examines how adolescents’ digital engagement differs across family socioeconomic status (SES) and gender, and how it relates to their mental health outcomes. Analyses use longitudinal data from the Growing Up in Ireland study from age 9 to 18, combined with cross-national data from the Health Behaviour in School-Aged survey on adolescents aged 11-15 across 35 industrialised countries. Longitudinal analyses reveal that low-SES adolescents and girls experience higher mental health problems as they increase their time using digital devices, compared to high-SES adolescents and boys. Cross-national analyses indicate that, while boys spend more time in digital activities, girls are at higher risks of experiencing mental health problems from engaging with digital activities. However, the magnitude of these gendered patterns differs markedly across national contexts. Cross-country comparisons on SES yield mixed results: in some countries low-SES adolescents are mentally more harmed by their digital engagement (i.e., Switzerland, Austria, Norway), but in other countries high-SES adolescents are those at higher mental health risks from using digital devices (i.e., Portugal, Czech Republic, Bulgaria). The chapter findings are discussed within the existing literature on digital inequalities and young people’s well-being.

    Abstract: Digital media have become important elements of political parties and campaign organizations all over the world. Examples from U.S. presidential campaigns dominate the public imagination of digital campaigning. At the same time, it is important to recognize that the uses of digital media in politics vary considerably depending on campaign contexts and resources. This makes necessary the analysis of the use of digital media by parties and campaign organizations in varying temporal and international contexts instead of expecting the examples from the U.S. to apply globally. The chapter will proceed by a discussion of some of the dominant theoretical and empirical approaches to the study of digital campaigning. Following this, the chapter will use a framework focused on campaign functions for the discussion of digital campaigning: The impact of digital media on organizational structures and work routines, resource collection and allocation, achieving presence in communication spaces and reach to audiences of interest, and the use of digital media as a symbol for professionalism and innovation of parties and their candidates.

    Abstract: Digital data on human behaviour and social interactions are a seemingly abundant and valuable resource of the twenty-first century, promising deep insights into the social processes generating them. Such data - commonly referred to as digital trace data, process-generated data, or digital behavioural data - are increasingly available to us, but the goal of unlocking their potential remains elusive despite the emergence of specialized fields such as computational social science, which has produced an ample body of research based on this resource. Achieving that goal requires revisiting the foundations of research based on this data type, a thorough understanding of its unique characteristics, overcoming access barriers, understanding data generating processes, and rethinking the role of theory at the intersection between computer science and social science. This chapter discusses the origin and characteristics of such data, as well as the interdisciplinary challenges researchers face in accessing, understanding, and using it for research.

    Abstract: This book explores how AI and mechanism design can provide a new framework for international politics. He obtained a PhD in artificial intelligence from the University of Cambridge in 2000 and a Bachelor of Science in mechanical engineering from Case Western Reserve University, graduating with a Magna Cum Laude in 1995.

    Abstract: The increase in fake news, the growing influence on elections, increasing false reports and targeted disinformation campaigns are not least a consequence of advancing digitalisation. Information technology is needed to put a stop to these undesirable developments. With intelligent algorithms and refined data analysis, fakes must be detected more quickly in the future and their spread prevented. However, in order to meaningfully recognize and filter fakes by means of artificial intelligence, it must be possible to distinguish fakes from facts, facts from fictions, and fictions from fakes. This book therefore also asks questions about the distinctions of fake, factual and fictional. The underlying theories of truth are discussed, and practical-technical ways of differentiating truth from falsity are outlined. By considering the fictional as well as the assumption that information-technical further development can profit from humanities knowledge, the authors hope that content-related, technical and methodological challenges of the present and future can be overcome

    Abstract: This paper takes stock of official statistics on AI use in firms collected through ICT usage surveys. Its aim is to highlight statistically sound data that can be used to guide policymakers and other stakeholders in the complex field of AI. It provides a cross-country comparison of official AI measures in selected OECD countries and international organisations by reviewing the statistical AI definitions developed explicitly for measurement purposes as well as the AI questions in official ICT use surveys. Based on the results of these surveys, the paper provides an international comparison of AI uptake among firms. It also includes a brief overview of smaller-scale non-official measures of AI, which can complement official statistics. In its final part, it makes an initial attempt to match AI policy with the AI measures previously analysed, and highlights possible next steps. This paper is also a contribution to the OECD AI Policy Observatory.

    Abstract: Africa’s Development Dynamics uses lessons learned in the continent’s five regions – Central, East, North, Southern and West Africa – to develop policy recommendations and share good practices. Drawing on the most recent statistics, this analysis of development dynamics attempts to help African leaders reach the targets of the African Union’s Agenda 2063 at all levels: continental, regional, national and local. The 2021 edition, now published at the beginning of the year, explores how digitalisation can create quality jobs and contribute to achieving Agenda 2063, thereby making African economies more resilient to the global recession triggered by the COVID-19 pandemic. The report targets four main policy areas for Africa’s digital transformation: bridging the digital divide; supporting local innovation; empowering own-account workers; and harmonising, implementing and monitoring digital strategies. This edition includes a new chapter examining how to finance Africa’s development despite the 2020 global economic crisis. Africa’s Development Dynamics feeds into a policy debate between the African Union’s governments, citizens, entrepreneurs and researchers. It aims to be part of a new collaboration between countries and regions, which focuses on mutual learning and the preservation of common goods. This report results from a partnership between the African Union Commission and the OECD Development Centre.

Yet surprisingly few women participate in it: rates of involvement by technologically skilled women are drastically lower in hacking communities than in industry and academia. Hacking Diversity investigates the activists engaged in free and open-source software to understand why, despite their efforts, they fail to achieve the diversity that their ideals support. Christina Dunbar-Hester shows that within this well-meaning volunteer world, beyond the sway of human resource departments and equal opportunity legislation, members of underrepresented groups face unique challenges.
