Kurzfassung: As an input to Korea's efforts to revise the country's development strategy, the OECD and the World Bank have prepared a joint review of the challenges confronting Korea in its transition to a knowledge-based economy. The report proposes a four-pronged framework which will empower Korea to effectively tap into technology advances and the growing stock of knowledge:. - An economic and institutional regime that provides incentives for the efficient use of existing knowledge, for the creation of new knowledge, for the dismantling of obsolete activities and for the start-up of more efficient new o

Kurzfassung: OECD's 2001 review of investment policy in the Ukraine. It builds on the 1993 OECD Investment Guide for Ukraine and is primarily intended to further advance the policy dialogue and co-operation between the OECD and Ukrainian decision-makers on investment issues. It is part of OECD’s efforts to help drive the much needed policy reforms in Ukraine. The review attempts to assess the implementation of the legal rules, with an emphasis on their practical enforcement, and identifies gaps in legislation and institutional frameworks, distilling an array of policy recommendations. In addition to the legal and institutional setting specifically dealing with foreign investment issues, the review encompasses salient features of the overall business regime in Ukraine, such as legislation ensuring the rule of law, contract and property protection, corporate legislation, secured lending and financial sector legislation, taxation, public governance, including privatisation, competition and anti-corruption measures.

Kurzfassung: China's remarkable growth in recent years has been often rather arbitrarily ascribed to a number of politico-economic factors. In this volume, the specific effect of foreign direct investment (FDI) inflows is measured quantitatively and estimated on a regional basis. The authors find that there is a much more complex relationship between such flows and growth overall than had hitherto been supposed. While growth associated with FDI flows and a consequent foreign technology input is clearly highest in the coastal, open provinces, geographical dispersion effects can also be identified. In order

Kurzfassung: If the fishing industry is to survive in the long term, more responsible practices and approaches need to be adopted. This involves not only the industry’s own practices, but also public sector policies and in particular fisheries management approaches. This book identifies possible transition paths to responsible fisheries, assesses their consequences and provides policy recommendations on how to enhance prosperity in this sector.

Kurzfassung: Until recently, governments have measured economic progress by tallying such statistics as GDP, inflation and balance of payments. Today they agree that economic expansion should be socially and environmentally sustainable. Hence measuring progress towards sustainable development is essential to support decision making and inform the public. How should environmental and social outcomes, such as clean air and water, full employment and good health be integrated with measures of economic progress? How will we know about progress towards sustainable transport, agriculture and energy production and use? Towards sustainable development: Indicators to Measure Progress addresses these fundamental questions. The book contains the proceedings of the OECD Conference that was held in Rome in December 1999. It presents the wide range of initiatives and indicators that are already in place, and outlines the challenges that remain in measuring progress towards sustainable development.

Kurzfassung: Between 1960 and 2020, the population of West Africa will have increased fivefold, even with the most optimistic assumptions of increased contraceptive use. This unprecedented demographic explosion is accompanied by another major change: Exposure to the world economy, that began after World War II and became particularly significant after independence. These two shocks will have far-reaching effects on all aspects of the region's economies and societies. Moreover, West Africa's population distribution will be radically altered with urban populations increasing by a factor of twenty over the same period. Population growth, migration and changing settlement patterns greatly influence economic, political, social, and institutional forms of organisation. In this context, and contrary to conventional wisdom, the people of West Africa are actively producing, consuming, trading and accumulating capital in a way that is significantly underestimated by national accounts. This study attemps to glean a more accurate understanding of the real economy of the West Africa region, an economy which provides the basis for many livelihoods. The Study was carried on with the assistance of the European Commission, the African Development Bank, the World Bank, Belgium, Canada, France, the Netherlands and the United States.

Kurzfassung: This is a book about conflict. In that, it is certainly not alone, but it approaches the problem in four Sahelian countries from the standpoint of economic analysis. The authors have not ignored social, ethnic and historical factors which led to conflict, but have identified economic realities which exacerbate the frictions created by the other factors. These realities include disparities in rural-urban income levels and in health, education and employment, and a system of clientilism which benefits a small group of civil servants to the detriment of the rest of the population. Having identified aggravating economic factors in conflict, the authors proceed to an appreciation of its economic cost, then propose economic policy changes which would tend towards reducing the potential for conflict. One of a series of three volumes, this book concentrates on Chad, Burkina-Faso, Mali and Niger.

Kurzfassung: Since 1991, Kazakhstan, which is one of the two largest Central Asian republics, had attracted foreign direct investment worth US$4 billion by 1998. Whilst most of this investment has been in the energy and mineral sectors, there are also significant opportunities in other sectors of the economy. The Investment Guide for Kazakhstan has been prepared with three objectives in mind: firstly, to identify areas of opportunity for foreign investors; secondly to provide information about the historical, political, economic, financial and legal framework; and thirdly to help foreign direct investors from OECD Member countries draw balanced conclusions about the investment climate. The overview chapter contains constructive policy suggestions on the future attraction of foreign investment for the attention of the Government of Kazakhstan.
