    Abstract: The potential effects of information technology (IT) systems on police productivity will be driven, in part, by the match between the technology and police activities. In modern policing, how information is used for reactive response to incidents is significantly different from proactive and community-policing activities, so we expect the effects of IT to be quite different. The authors developed a logic model of police functions to guide examination of the different expected effects of IT on productivity. The logic model helped guide a statistical analysis in an effort to identify productivity and budgetary effects of different IT investments in police departments. However, even the best available data were insufficient to break down police agencies' use of the technology at a sufficient level of granularity to provide meaningful results. Future efforts to assess the effects of IT systems on law enforcement performance can benefit from the results of the logic modeling and exploratory analysis. Specifically, it is important to collect data not just on department acquisition of IT systems, but also on how the systems are used and the activities that the use is intended to support. In considering potential productivity improvement from IT use, analysts need ways to measure relative levels of effort devoted to different police functions because the role of IT as a force multiplier means that its benefits will be driven, in part, by the force available to multiply

    Abstract: The 2012 conflict in northern Mali has shown that many assumptions about Mali's political stability, internal cohesion, and military capabilities were deeply flawed. The January 2013 French-led military intervention scattered the insurgents, but the conditions and drivers that brought about the crisis in the first place have yet to be addressed. This report is intended to assist with the post-conflict planning in northern Mali by examining the historical, economic, and social factors that drive conflict in northern Mali and the different groups that have been involved in the conflict. The authors argue that, in the absence of a large international presence, durable security in northern Mali will have to be provided, to a large extent, by local actors. The authors draw on historical examples of rebellions in Mali since 1916 to show how detailed knowledge of the different local actors and their political dynamics can help in finding solutions that will bring lasting security and stability to the region

    Abstract: Regulating the long-term safety of geological disposal of radioactive waste is a key part of making progress on the radioactive waste management issue. A survey of member countries has shown that differences exist both in the protection criteria being applied and in the methods for demonstrating compliance, reflecting historical and cultural differences between countries which in turn result in a diversity of decision-making approaches and frameworks. This conference proceedings presents discussions focused on diversity in regulatory processes; the basis and tools for assuring long-term protection; ethical responsibilities of one generation to later generations and how these can be discharged; and adapting regulatory processes to the long time frames involved in implementing geological disposal. These proceedings include a summary of the viewpoints expressed as well as the 22 papers presented at the workshop.

    Abstract: Performance assessment of repository concepts for the geological disposal of long-lived radioactive waste relies on the availability of thermodynamic data for many radionuclides and other elements under a wide range of physico-chemical conditions. For the past ten years, the OECD Nuclear Energy Agency (NEA) has been co-ordinating a multinational effort to produce a database of selected thermochemical values that would satisfy the requirements of the various national programmes in Member countries. This project is known as the NEA Thermochemical Database (TDB) Project. This publication contains the full papers and summary discussion records of a workshop attended by scientists active in the field of chemical thermodynamics and experts in repository performance assessment who use the thermochemical databases for their evaluations. During the workshop, participants discussed current experimental and theoretical standpoints, new data requirements and the peculiarities of their application in performance assessment.

In this report, brief descriptions of 20 fuel-related safety criteria are presented along with both the rationale for having such criteria and possible new design and operational issues which could have an effect on them.     Abstract: The opening of energy markets is leading to increased competition, and the nuclear power industry must adapt if it is to meet this challenge. Internationally discussions are taking place among government authorities and electric utilities and vendors on how to deal with the rapid technical development and optimisation of nuclear fuel and its utilisation under new, more aggressive fuel management strategies. Improving reactor core monitoring systems is an important part of this process. Participants in a recent NEA workshop discussed how instrumentation, methods and models used in core monitoring can be validated or, if needed, improved and further developed to provide more reliable and detailed information on local power in the core and on other parameters indirectly affecting fuel duty. This book shows how the core monitoring system can be used to support reactor operation in normal and anticipated transient modes and to supply data used to derive initial key core parameters for transient and accident analysis.
