    Abstract: Local governments have the power to influence the energy choices of their citizens. Many cities and towns have already encouraged energy efficiency measures. Even so, as demand for energy services continues to grow, the energy infrastructure that every city and town depends on will need to be expanded, upgraded or replaced. This provides the opportunity to increase the deployment of renewable energy technologies and decentralised energy systems, and hence gain the multi-benefits of increased energy security, climate change mitigation and sustainable development, but also the social benefits of reduced air pollution, such as improved health and employment. Many combinations of policies have been employed to stimulate local renewable energy development. These policies include: local governance by authority; providing resources; enabling private actors; leading by example; allowing self-governance. Mega-city mayors, down to small-town officials, have successfully introduced such policies, although these vary with location, local resources and population. Cities, Towns and Renewable Energy – “ Yes In My Front Yard “ includes several case studies chosen to illustrate how enhanced deployment of renewable energy projects can result, regardless of a community’s size or location. The goals of this report are to inspire city stakeholders by showing how renewable energy systems can benefit citizens and businesses, assist national governments to better appreciate the role that local municipalities might play in meeting national and international objectives, and help accelerate the necessary transition to a sustainable energy future.

    Abstract: This book presents 25 energy efficiency recommendations from the IEA which could, if implemented globally without delay, reduce global CO2 emissions by 8.2 gigatonnes per year by 2030 – equivalent to roughly two-times the amount of current EU CO2 emissions. This innovative book provides the first assessment of IEA member countries’ progress on implementing energy efficiency policy. Using a rigorous evaluation process, it finds that while these countries are implementing a full range of energy efficiency measures, their efforts fall short. Pressing energy, climate and financial challenges require even more energy efficiency policy action – particularly in the transport sector. To address this action gap, IEA member countries must urgently ramp up their energy efficiency policy efforts. The IEA and its member countries can play a critical role in promoting the Agency’s call for “Worldwide Implementation Now” (W.I.N.) of energy efficiency. What will it be? W.I.N or lose the opportunity?

An impressive amount of energy could be saved simply by applying energy-efficient technologies.     Abstract: Mind the Gap is an unprecedented attempt to quantify the size of one of the most pervasive barriers to energy efficiency – principal-agent problems, or in common parlance, variations on the ‘landlord-tenant’ problem. In doing so, the book provides energy analysts and economists with unique insights into the amount of energy affected by principal-agent problems. Using an innovative methodology applied to eight case studies (covering commercial and residential sectors, and end-use appliances) from five different IEA countries, the analysis identifies over 3 800 PJ/year of affected energy use – that is, around 85% of the annual energy use of a country the size of Spain. The book builds on these findings to suggest a range of possible policy solutions that can reduce the impact of principal-agent problems and help policy makers mind the energy efficiency gap.

This new study underlines the close link between efforts to ensure energy security and those to mitigate climate change. Decisions on one side affect the other. To optimise the efficiency of their energy policy, OECD countries must consider energy security and climate change mitigation priorities jointly. The bookpresents a framework to assess interactions between energy security and climate change policies, combining qualitative and quantitative analyses. The quantitative analysis is based on the development of energy security indicators, tracking the evolution of policy concerns linked to energy resource concentration. The “indicators” are applied to a reference scenario and CO2 policy cases for five case-study countries: The Czech Republic, France, Italy, the Netherlands, and the United Kingdom. Simultaneously resolving energy security and environmental concerns is a key challenge for policy makers today. This study helps chart the course.

    Abstract: This volume presents innovative research on issues of importance to the well-being of older persons: labor market behavior, health care, housing and living arrangements, and saving and wealth. Specific topics include the effect of labor market rigidities on the employment of older workers; the effect on retirement of the availability of continuation coverage benefits; and the influence of the prospective payment system (PPS) on rising Medicare costs. Also considered are the effects of health and wealth on living arrangement decisions; the incentive effects of employer-provided pension plans; the degree of substitution between 401(k) plans and other employer-provided retirement saving arrangements; and the extent to which housing wealth determines how much the elderly save and consume. Two final studies use simulations that describe the implications of stylized economic models of behavior among the elderly.     Abstract: As America's population ages, economic research related to the elderly becomes increasingly important to public policy. Frontiers in the Economics in Aging directs attention to four topics: the role of retirement accounts, such as IRAs and 401(k)s in personal saving; the economics of health care; new advances in research methodology; and aging in relation to inequality. Some of the issues analyzed within these topics are the implications of rising personal retirement saving in recent years, how health and health insurance affect labor supply, and the effects of pensions on the distribution of wealth. David Wise's lucid introduction provides an overview of each paper. In addition to this book's appeal for specialists and microeconomists, it offers immediately practical ideas and methods for shaping public policy. In fact, one of the papers in this volume, "The Taxation of Pensions: A Shelter Can Become a Trap," helped to spur new legislation that reformed laws on pension distribution.

    Abstract: At the request of the Angolan government in 2005, the IEA conducted a survey of the Angolan energy sector and energy policies. This resulting report on Angola focuses on areas for priority action and hones in on energy subsectors likely to play the largest role in meeting domestic demand for modern energy services: notably electricity and oil products. As biomass currently plays an immense role in meeting the bulk of the energy needs of Angolan households, this sub-sector is also featured, with emphasis on improving the sustainability of this renewable energy source. This study offers a realistic update on Angola’s present day energy situation and identifies the main priorities which could form the basis of an effective overall energy strategy. It also provides lessons that could be applicable in many other developing countries.

    Abstract: This comprehensive survey of renewable energy RD&D is intended to provide guidance for the mid- and long-term development of renewable energy technologies. RD&D investment in renewable energy technologies has declined over the past 18 years. At the same time, market deployment funding has increased, but the market share of renewables has decreased. Energy supply from technologies that were close to being competitive in the early 70s, such as hydropower, biomass combustion and geothermal, has not subsequently grown at the same rate as the total primary energy supply. This book reviews the current status of the portfolio of renewable technologies and provides guidance on their development. It explores the options for the RD&D to achieve breakthroughs that will lead to large-scale markets and identifies what activities should take priority. It also looks at the benefits of increased RD&D funding in terms of technological advancement and cost improvement. Country reports provide information on national renewable RD&D budgets and programme trends.

    Abstract: The world’s largest gas producer and exporter, Russia has an enormous energy saving potential. At least 30 billion cubic meters – a fifth of Russian exports to European OECD countries -- could be saved every year by enhanced technology or energy efficiency. As the era of cheap gas in Russia comes to an end, this potential saving is increasingly important for Russians and importing countries. This book analyses and estimates the potential savings and the associated reductions in greenhouse gas emissions that could be achieved in the oil extraction (flaring), gas transmission and distribution sectors. It also describes Russia’s emerging climate policy and institutional framework, including work still ahead before the country is eligible for the Kyoto Protocol’s flexibility mechanisms and can attract financing for greenhouse gas reductions.

    Abstract: Cities around the world face enormous problems of transport sustainability. Rapidly increasing populations and vehicle usage have created gridlock and sprawl, even in very poor cities, as well as unacceptably high levels of air pollution, noise, and accident rates. But improvements can be made. This book explores how the provision of better bus services can bring concrete solutions. "Bus rapid transit" systems emerging in Latin America provide fast, reliable and efficient urban travel for large numbers of people. Express busways, employing high-capacity buses and new technologies such as GPS-based bus tracking systems, can conveniently and reliably move up to 10 times as many people along a route as can cars – and be profitable. This book shows how bus rapid transit differs from traditional bus systems and how it can be developed around the world. There is a detailed look at clean fuels and advanced technologies such as "clean diesel", CNG, hybrid-electric and fuel cells. Case studies are made of six cities and of the steps each might take to encourage more sustainable transport systems.

    Abstract: This booklet considers the impact of electricity market reform on power generation costs and investment. Governments throughout the OECD are restructuring their electricity supply industries, reducing the direct role of the state and introducing competition. These changes are designed to increase the economic efficiency of electricity supply and to lower prices for consumers. Maintaining adequate investment in new generation capacity is another important objective. The study concludes that market reform is likely to lead to reduced generation costs. Reformed systems should also preserve system reliability and adequacy of investment.

    Abstract: This booklet gives an introduction to the issues raised by regulatory reform of the electricity sector. The sector is undergoing change worldwide. A key objective of reform is to improve efficiency in order to reduce prices for electricity consumers. More competitive power markets are required to achieve this objective, but security of supply must also be sustained in the new conditions, and environmental objectives are of growing importance. Ultimately, choices must be made by end-users themselves and not by others on their behalf. Hence, the structure of the industry needs to change to promote end-user choice, as do the regulatory institutions and rules that set the framework.
