    Abstract: In the face of megatrends such as globalisation, climate and demographic change, digitalisation and urbanisation, many cities and regions are grappling with critical challenges to preserve social inclusion, foster economic growth and transition to the low carbon economy. The 17 Sustainable Development Goals (SDGs) set the global agenda for the coming decade to end poverty, protect the planet and ensure prosperity for all. A Territorial Approach to the Sustainable Development Goals argues that cities and regions play a critical role in this paradigm shift and need to embrace the full potential of the SDGs as a policy tool to improve people’s lives. The report estimates that at least 105 of the 169 SDG targets will not be reached without proper engagement of sub-national governments. It analyses how cities and regions are increasingly using the SDGs to design and implement their strategies, policies and plans; promote synergies across sectoral domains; and engage stakeholders in policy making. The report proposes an OECD localised indicator framework that measures the distance towards the SDGs for more than 600 regions and 600 cities in OECD and partner countries. The report concludes with a Checklist for Public Action to help policy makers implement a territorial approach to the SDGs.

    Abstract: Cities and regions play a fundamental role in the transition from a linear to a circular economy, as they are responsible for key policies in local public services such as transport, solid waste, water and energy that affect citizens’ well-being, economic growth and environmental quality. This synthesis report builds on the findings from 51 cities and regions contributing to the OECD Survey on the Circular Economy in Cities and Regions and on lessons learnt from the OECD Policy Dialogues on the circular economy carried out in Groningen (Netherlands), Umeå (Sweden), Valladolid (Spain) and on-going in Glasgow (United Kingdom), Granada (Spain), and Ireland. The report provides a compendium of circular economy good practices, obstacles and opportunities, analysed through the lens of its 3Ps analytical framework (people, policies and places). It concludes with policy recommendations, a Checklist for Action and a Scoreboard to self-assess the existence and level of implementation of enabling governance conditions to foster the transition towards the circular economy in cities and regions.

    Abstract: Being able to measure people’s quality of life is fundamental when assessing the progress of societies. There is now widespread acknowledgement that measuring subjective well-being is an essential part of measuring quality of life alongside other social and economic dimensions. As a first step to improving the measures of quality of life, the OECD has produced Guidelines which provide advice on the collection and use of measures of subjective well-being. These Guidelines have been produced as part of the OECD Better Life Initiative, a pioneering project launched in 2011, with the objective to measure society’s progress across eleven domains of well-being, ranging from jobs, health and housing, through to civic engagement and the environment. These Guidelines represent the first attempt to provide international recommendations on collecting, publishing, and analysing subjective well-being data. They provide guidance on collecting information on people's evaluations and experiences of life, as well as on collecting “eudaimonic” measures of psychological well-being. The Guidelines also outline why measures of subjective well-being are relevant for monitoring and policy making, and why national statistical agencies have a critical role to play in enhancing the usefulness of existing measures. They identify the best approaches for measuring, in a reliable and consistent way, the various dimensions of subjective well-being, and provide guidance for reporting on such measures. The Guidelines also include a number of prototype survey modules on subjective well-being that national and international agencies can use in their surveys.

    Abstract: This book focuses on the ubiquitous and powerful effects of ostracism, social exclusion, rejection, and bullying. Human beings are an intrinsically gregarious species. Most of our evolutionary success is no doubt due to our highly developed ability to cooperate and interact with each other. It is thus not surprising that instances of interpersonal rejection and social exclusion would have an enormously detrimental impact on the individual. Until 10 years ago, however, social psychology regarded ostracism, rejection and social exclusion as merely outcomes to be avoided, but we knew very little about their antecedents and consequences, and about the processes involved when they occurred. Furthermore, the literatures of ostracism, social exclusion and rejection have not until now included discussions of the bullying literature.

    Abstract: The costs of mental ill-health for the individuals concerned, employers and society at large are enormous. Mental illness is responsible for a very significant loss of potential labour supply, high rates of unemployment, and a high incidence of sickness absence and reduced productivity at work. In particular, mental illness causes too many young people to leave the labour market, or never really enter it, through early moves onto disability benefit. Today, between one-third and one-half of all new disability benefit claims are for reasons of mental ill-health, and among young adults that proportion goes up to over 70%. Indeed, mental ill-health is becoming a key issue for the well-functioning of OECD’s labour markets and social policies and requires a stronger focus on policies addressing mental health and work issues. Despite the very high costs to the individuals and the economy, there is only little awareness about the connection between mental health and work, and the drivers behind the labour market outcomes and the level of inactivity of people with mental ill-health. Understanding these drivers is critical for the development of more effective policies. This report aims to identify the knowledge gaps and begin to narrow them by reviewing evidence on the main challenges and barriers to better integrating people with mental illness in the world of work.

    Abstract: While enrolment in tertiary education has increased dramatically over the past decades, many university-aged students do not enrol, nor do they expect to earn a university degree. While it is important to promote high expectations for further education, it is equally important to ensure that students’ expectations are well-aligned with their actual abilities. Grade Expectations: How Marks and Education Policies Shape Students' Ambitions reveals some of the factors that influence students’ thinking about further education. The report also suggests what teachers and education policy makers can do to ensure that more students have the skills, as well as the motivation, to succeed in higher education. In 2009, students in 21 PISA-participating countries and economies were asked about their expected educational attainment. An analysis of PISA data finds that students who expect to earn a university degree show significantly better performance in math and reading when compared to students who do not expect to earn such a university degree. However, performance is only one of the factors that determine expectations. On average across most countries and economies, girls and socio-economically advantaged students tend to hold more ambitious expectations than boys and disadvantaged students who perform just as well; and students with higher school marks are more likely to expect to earn a university degree – regardless of what those marks really measure.

At the same time, better urban planning and policies can reduce energy use and greenhouse gas emissions and improve the resilience of urban infrastructure to climate change, thus shaping future trends. This book shows how city and metropolitan regional governments working in tandem with national governments can change the way we think about responding to climate change. The chapters analyse: trends in urbanisation, economic growth, energy use and climate change; the economic benefits of climate action; the role of urban policies in reducing energy demand, improving resilience to climate change and complementing global climate policies; frameworks for multilevel governance of climate change including engagement with relevant stakeholders; and the contribution of cities to “green growth”, including the “greening” of fiscal policies, innovation and jobs. The book also explores policy tools and best practices from both OECD and some non-member countries.     Abstract: A clear dichotomy exists between an European economy centred on international trade and the environmental damage to which this focus gives rise. There is a need for a novel approach based on a shift away from the goal of ever-faster travel and ever-greater time savings, and the adoption of a different concept of accessibility. Will the 2000s see the emergence of a new way of thinking? These and other topical issues were the subject of the ECMT’s 15th International Symposium.     Abstract: All societies depend on biodiversity and biological resources, and policy-makers are increasingly aware that development pressures are today generating unprecedented rates of biodiversity loss. The fact that biodiversity issues often receive low priority in policy decisions is at least in part due to problems involved in assessing its contribution to society -- these values defy easy description and quantification. What cannot be quantified, or is difficult to monitor and evaluate, is easy to disregard. The result is that biodiversity fails to compete on a level playing field in policy decisions with the forces driving their decline. This Handbook describes the types of values usually associated with biodiversity. While there are exceptions to the need to prioritise economic values over other cultural, traditional and spiritual values, economic valuation has a sound theoretical foundation that can help clarify the tradeoffs implicit in public policy decisions. On the other hand, the Handbook recognises the limitations of the economic approach, and considers how economic and non-economic values can eventually be reconciled. The Handbook also reviews the various methodological approaches often used to quantify these values. Data requirements and limitations are discussed. These methodologies are then applied to a series of concrete policy contexts, ranging from land use planning to the determination of legal damages for environmental degradation.

    Abstract: It is now widely recognised that a greater use of market based instruments is a key element of effective and economically efficient environmental policies, and an important framework condition for sustainable development. Hence, over the last decade, economic instruments have been playing a growing role in environmental policies of OECD countries. In this context, a distinctive feature is the increasing role of environmentally related taxes. All countries have introduced environmental taxes to a varying extent, and an increasing number of countries are implementing comprehensive green-tax reforms, while others are contemplating doing so. This report analyses current use of environmentally related taxes in OECD Member countries. Focus is given to their environmental effectiveness. The report identifies obstacles to a broader use of such taxes -- in particular the fear of loss of sectoral competitiveness -- and ways to overcome such problems.

    Abstract: This seminar, which took place on 2-3 October 1997 at the Josefow Conference Centre near Warsaw, set out to define the role and place of communication in the field of road safety, examine the different strategies of communication and identify their limits. The seminar was attended by 130 experts from 23 countries with ECMT membership or observer status. The discussions established that communication is an essential element of a global road safety policy in that it aims to inform, alert, educate, convince and ultimately alter people’s attitudes and behaviour. The resources employed and the channels of communication used can differ from country to country, depending on the topic addressed, the national culture and the goals to be achieved. Communication cannot be an end in itself, however: it can only be the complement of other measures. It must have a time frame within which the objectives set have to be attained. Evaluation of communication effectiveness is likewise essential.
