    Abstract: This book provides the reader with the basis for a theoretical understanding of public-sector finance in general - and more specifically, a comprehensive, policy-oriented application of that understanding to Japanese public finance. Particular emphasis is placed upon developing tools which can be used both theoretically and empirically to clarify essential economic concerns in Japan's public sector. These include the macroeconomic incidence of fiscal decentralization, dependence on government bonds for covering fiscal deficits, and social security reform. In analyzing Japan's underperforming public sector, the authors develop and recommend policy solutions aimed at achieving Japan's growth potential, improving the quality of the public sector, and strengthening the sector's contribution to the Japanese economy.     Abstract: The authors and editors of this book challenge traditional assumptions about economic growth, and develop the elements of a reoriented macroeconomics that takes account both of environmental impacts and social equity. Policies including carbon trading, revenue recycling, and reorientation of private and social investment are analyzed, providing insight into new paths for economic development with flat or negative carbon emissions. These issues will be crucial to macroeconomic and development policies in the twenty-first century. What are the likely economic effects of climate change?     Abstract: This book contributes to the current debates on the shadow economy and related issues of tax evasion and corruption.     Abstract: This book discusses the impact of taxation on economic growth, employment, investment, consumption and the environment. The public finance literature commonly distinguishes between three major functions of taxation: the traditional function of raising revenue to finance government expenditure; the distributional function as an instrument to alter the distribution of income and wealth amongst households; and the regulatory function that uses taxation at the benefit of stabilization and other economic policies. Especially after the Second World War, OECD countries have increasingly used taxation to achieve a variety of economic and social objectives. Today many governments use the tax system to stimulate economic growth and employment. Fiscal measures also play a role in creating a favourable climate for business investment and to promote a long-term sustainable environmental policy. Currently, in the debate on global warming, the use of tax instruments to tackle climate change is on the top of the international agenda. The authors aim to provide the reader with the necessary empirical information, while at the same time presenting an overview of the latest theory and best practices. In doing so, many relevant policy issues are touched upon. Based on theoretical and empirical studies and practical experiences in OECD countries, the book establishes guidelines for effective tax policy. The book offers tools for tax design in a globalising economy and the world of the internet with increasing tax competition and a growing battle for companies and brains between countries. The book also presents a 'carrot and stick' model to promote clean technologies, reduce pollution and combat climate change. The message from the authors is straightforward: broad, low, simple, and a shift from income to consumption taxation. These principles are illustrated in a concept proposal for a so-called Second Life Tax system

    Abstract: China's long-term economic success is driven by new firms, new sectors and new business practices. This book explores the establishment of new private firms and listed companies, the development of knowledge industries, in particular the IT and banking sectors and the co-evolution of public governance and business institutions.     Abstract: This book presents various empirical analyses of cross border strategies adopted by global firms with a particular emphasis on the European and East Asian experiences.     Abstract: The Korean Economy examines how Korea's inward FDI-led globalization, particularly since the financial crisis of 1997, has been experienced, understood, managed and often strongly resisted in various economic, social and cultural domains. It is an in-depth analysis combining perspectives from politics and economics, examining a number of grievances as seen through the eyes of actual foreign investors operating in Korea. The authors argue that it is precisely these obstacles that need to be addressed if Korea is to live up to its full potential in terms of becoming a truly attractive magnet for FDI and comprehensively integrating into the global economy. The authors make a convincing case that the challenges Korea currently faces are by no means limited to institutional and policy reforms, but rather are entrenched in an anti-globalization mindset shared by all sectors of society. This critical examination of the Korean government's inward FDI policies includes the experiences of around 50 CEOs of operating MNCs in Korea including various chambers of commerce and law firms. It also examines both perceptions and realities of the Korean market from in-depth interviews with over 50 foreign CEOs of MNCs operating in Korea, as well as a critical examination of Korea's current efforts to become a Northeast Asian business centre.     Abstract: This book is a critical review of current fiscal and monetary policy in Europe and presents results of both empirical research and a discussion of the theoretical framework behind the policy of the European Central Bank and the Stability and Growth Pact. Macroeconomic policy is often hotly debated within the EU. However, the majority of policy discussions have started from a shared view of how the economy works. This shared neo-classical view is also known as the 'Brussels-Frankfurt consensus'. According to that consensus, European labour markets are too rigid in comparison to the US labour market. Hence, the prevalent view is that the European unemployment problem can be solved by increasing incentives; improving the returns on schooling and redefining the role and the necessity of labour market institutions. In this volume the authors argue that it is not at all clear which institutions cause labour market rigidities and to what extent. They note that the problem of unemployment requires a much broader set of solutions, including active labour market policies, policies concerning schooling and the development of skills. Growth and Cohesion in the European Union also highlights that these microeconomic policies will not in themselves provide the solution to what is essentially a macroeconomic problem. First and foremost the role of aggregate demand in the determination of unemployment has to be placed at the forefront of the debate. The extensive discussion of a broad variety of topics in the field of macroeconomic policy will ensure this book finds a welcome readership amongst researchers and academics of European studies and macroeconomics. Policy advisors will also find much to engage them as the book provides a critical view on the Brussels-Frankfurt consensus, currently so dominant amongst European policymakers

    Abstract: Building strong and dynamic systems of innovation constitutes a key challenge for the post-socialist economies of Central and Eastern Europe. This book develops a strong conceptual and empirical foundation for understanding how such dynamic systems may emerge. The Dynamics of Innovation in Eastern Europe explains, in particular, how this has been possible in the case of the Estonian system of innovation in telecommunications. The book shows that the socialist historical heritage, and in particular inherited competencies, may be used in highly creative ways for generating dynamic innovation in the post-socialist context. It also uncovers the complex and multifaceted ways in which the geographical and cultural proximity to Western Europe can be creatively used as a powerful resource in the pursuit of building systems of innovation in the East. Moreover, the book demonstrates that it is possible for East European systems of innovation to develop highly creative domestic dynamics without necessarily imitating Western systems or styles of innovation. At the same time, the traditional family pattern in Europe is being challenged by the growing number of dual-income families, and by the rise of women's employment.
