    Abstract: Publisher's description -- Nancy Folbre challenges the conventional economist's assumption that parents have children for the same reason that they acquire pets--primarily for the pleasure of their company. Children become the workers and taxpayers of the next generation, and "investments" in them offer a significant payback to other participants in the economy. Yet parents, especially mothers, pay most of the costs. The high price of childrearing pushes many families into poverty, often with adverse consequences for children themselves. Parents spend time as well as money on children. Yet most estimates of the "cost" of children ignore the value of this time. Folbre provides a startlingly high but entirely credible estimate of the value of parental time per child by asking what it would cost to purchase a comparable substitute for it. She also emphasizes the need for better accounting of public expenditure on children over the life cycle and describes the need to rethink the very structure and logic of the welfare state. A new institutional structure could promote more cooperative, sustainable, and efficient commitments to the next generation

The aim of this book series is to provide a better understanding of the forces that have led to the choices and consequent observed changes. The aforementioned changes have likely resulted from varied sources. The initial book will provide a collection of articles at the frontier of research on issues relevant to family decision making and the outcomes of such decisions. The book will contain theoretical as well as empirical insights. Future volumes will focus more narrowly on particular topics.The term family economics is, admittedly, quite broad; however, it was chosen precisely for that feature. The topics to be covered are vast, yet likely interrelated: What explains the rise in labor force participation of women over the past fifty years? What role does technological advance in the household sector play in understanding the behavior of labor force participation and hours of work at home and in the market? What explains the increase in occupational mobility over the past several decades? What factors might be important in explaining the increased rate of divorce? What effect does the increased divorce rate have on the outcomes of children? How much does schooling choice matter for child outcomes?What are the factors that lead to migration/immigration? What explains the explosion in personal bankruptcy rates observed over the past two decades? These are examples of questions that are currently being asked by researchers throughout the world. Moreover, the answers to such questions can help guide policy makers in understanding how their decisions affect the choices made by individuals and families. The book series will provide readers with a solid theoretical framework as well as a thorough description of the relevant data

    Abstract: "Job placement” has been the traditional goal of labour and employment policies, but this report argues otherwise. To stay competitive in a globalised economy, governments must also strive to enhance the skills of workers, increase their productivity and provide upward mobility to immigrants and the disadvantaged. This report provides valuable insights into how labour policies can be expanded to meet economic development and social cohesion goals, while also reconciling national and local concerns. Studies from seven OECD countries are presented (Australia, France, Germany, Japan, Korea, the United Kingdom and the United States), each analysing attempts to expand workforce development policies and bridge the gap between national and local initiatives. Included are various types of government/private sector partnerships in the United States, regional training in France and Australia’s efforts to customise policies to local needs. Based on the country studies, the report then makes specific recommendations and suggestions on how workforce development policies can be expanded and improved.

    Abstract: Governments in many OECD countries, as well as in a number of countries outside the OECD area, actively promote the production and use of alternative transport fuels made from agricultural commodities. This report, jointly produced by the OECD and the IEA and drawing on information from a number of other organisations, analyses the implications of this support from various perspectives. The report shows that the high level of policy support contributes little to reduced greenhouse-gas emissions and other policy objectives, while it adds to a range of factors that raise international prices for food commodities. It concludes that there are alternatives to current support policies for biofuels that would more effectively allow governments to achieve their objectives.

    Abstract: Since October 2001, approximately 1.64 million U.S. troops have been deployed for Operations Enduring Freedom and Iraqi Freedom (OEF/OIF) in Afghanistan and Iraq. Early evidence suggests that the psychological toll of these deployments -- many involving prolonged exposure to combat-related stress over multiple rotations -- may be disproportionately high compared with the physical injuries of combat. In the face of mounting public concern over post-deployment health care issues confronting OEF/OIF veterans, several task forces, independent review groups, and a Presidential Commission have been convened to examine the care of the war wounded and make recommendations. Concerns have been most recently centered on two combat-related injuries in particular: post-traumatic stress disorder and traumatic brain injury. With the increasing incidence of suicide and suicide attempts among returning veterans, concern about depression is also on the rise. The study discussed in this monograph focuses on post-traumatic stress disorder, major depression, and traumatic brain injury, not only because of current high-level policy interest but also because, unlike the physical wounds of war, these conditions are often invisible to the eye, remaining invisible to other servicemembers, family members, and society in general. All three conditions affect mood, thoughts, and behavior; yet these wounds often go unrecognized and unacknowledged. The effect of traumatic brain injury is still poorly understood, leaving a large gap in knowledge related to how extensive the problem is or how to address it. RAND conducted a comprehensive study of the post-deployment health-related needs associated with these three conditions among OEF/OIF veterans, the health care system in place to meet those needs, gaps in the care system, and the costs associated with these conditions and with providing quality health care to all those in need. This monograph presents the results of our study, which should be of interest to mental health treatment providers; health policymakers, particularly those charged with caring for our nation's veterans; and U.S. service men and women, their families, and the concerned public.     Abstract: Asian American rhetorics, produced through cultural contact between Asian traditions and US English, also comprise a dynamic influence on the cultural conditions and practices within which they move. Though always interesting to linguists and "contact language" scholars, in an increasingly globalized era, these subjects are of interest to scholars in a widening range of disciplines--especially those in rhetoric and writing studies. Mao, Young, and their contributors propose that Asian American discourse should be seen as a spacious form, one that deliberately and selectively incorporates Asian "foreign-ness" into the English of Asian Americans. These authors offer the concept of a dynamic "togetherness-in-difference" as a way to theorize the contact and mutual influence. Chapters here explore a rich diversity of histories, theories, literary texts, and rhetorical practices. Collectively, they move the scholarly discussion toward a more nuanced, better balanced, critically informed representation of the forms of Asian American rhetorics and the cultural work that they do

    Abstract: "Transfigurations: Violence, Death and Masculinity in American Cinema suggests a fundamental rethinking of the notion of violence in Hollywood cinema, and discloses the methodological and theoretical inadequacies of a series of common approaches to screen violence. More specifically, the book challenges the traditional understanding of the concept of memesis with regard to film fiction in general and film violence in particular. Transfigurations deconstructs the idea that the film image is a transparent entity, and proposes instead that filmicity is always opaque. In turn, this argument leads to the conclusion that all film fiction is amimetic, and that it entails processes of transfiguration rather representation, aesthetic theorization rather than mimetic reflection. By considering film violence not as a mirror but as a trope, this book shows how the violence in films may be interpreted as a discourse on death and masculinity."--Jacket
    Abstract: In many senses, viewers have cut their teeth on the violence in American cinema: from Anthony Perkins slashing Janet Leigh in the most infamous of shower scenes; to the 1970s masterpieces of Martin Scorsese, Sam Peckinpah and Francis Ford Coppola; to our present-day undertakings in imagining global annihilations through terrorism, war, and alien grudges. Transfigurations brings our cultural obsession with film violence into a renewed dialogue with contemporary theory. Grønstad argues that the use of violence in Hollywood films should be understood semiotically rather than viewed realistically; Tranfigurations thus alters both our methodology of reading violence in films and the meanings we assign to them, depicting violence not as a self-contained incident, but as a convoluted network of our own cultural ideologies and beliefs

    Abstract: Middle Easterners: Sometimes White, Sometimes Not - an article by John Tehranian The Middle Eastern question lies at the heart of the most pressing issues of our time: the war in Iraq and on terrorism, the growing tension between preservation of our national security and protection of our civil rights, and the debate over immigration, assimilation, and our national identity. Yet paradoxically, little attention is focused on our domestic Middle Eastern population and its place in American society. Unlike many other racial minorities in our country, Middle Eastern Americans have faced rising, rather than diminishing, degrees of discrimination over time; a fact highlighted by recent targeted immigration policies, racial profiling, a war on terrorism with a decided racialist bent, and growing rates of job discrimination and hate crime. Oddly enough, however, Middle Eastern Americans are not even considered a minority in official government data. Instead, they are deemed white by law. In Whitewashed, John Tehranian combines his own personal experiences as an Iranian American with an expert's analysis of current events, legal trends, and critical theory to analyze this bizarre Catch-22 of Middle Eastern racial classification. He explains how American constructions of Middle Eastern racial identity have changed over the last two centuries, paying particular attention to the shift in perceptions of the Middle Easterner from friendly foreigner to enemy alien, a trend accelerated by the tragic events of 9/11.     Abstract: During the 1950s and 1960s True Detective magazine developed a new way of narrating and understanding murder. It was more sensitive to context, gave more psychologically sophisticated accounts, and was more willing to make conjectures about the unknown thoughts and motivations of killers than others had been before. This turned out to be the start of a revolution, and, after a century of escalating accounts, we have now become a nation of experts, with many ordinary people able to speak intelligently about blood-spatter patterns and organized vs. disorganized serial killers.

Regalado, Richard Santillan, and Maureen Smith This anthology explores the intersection of race, ethnicity, and sports and analyzes the forces that shaped the African American and Latino sports experience in post-World War II America. Contributors reveal that sports often reinforced dominant ideas about race and racial supremacy but that at other times sports became a platform for addressing racial and social injustices. The African American sports experience represented the continuation of the ideas of Black Nationalism--racial solidarity, black empowerment, and a determination to fight against white racism. Three of the essayists discuss the protest at the 1968 Olympic Games in Mexico City. In football, baseball, basketball, boxing, and track and field, African American athletes moved toward a position of group strength, establishing their own values and simultaneously rejecting the cultural norms of whites. Among Latinos, athletic achievement inspired community celebrations and became a way to express pride in ethnic and religious heritages as well as a diversion from the work week. Sports was a means by which leadership and survival tactics were developed and used in the political arena and in the fight for justice.Michael E.     Abstract: The divide over race is usually framed as one over Black and White. Sociologist Eileen O'Brien is interested in that middle terrain, what sits in the ever-increasing gray area she dubbed the racial middle. The Racial Middle, tells the story of the other racial and ethnic groups in America, mainly Latinos and Asian Americans, two of the largest and fastest-growing minorities in the United States. Using dozens of in-depth interviews with people of various ethnic and generational backgrounds, Eileen O'Brien challenges the notion that, to fit into American culture, the only options available to Latinos and Asian Americans are either to become white or to become brown.
