    Abstract: In recent years, the rising rate of suicides by military personnel has generated concern among policymakers, military leaders, and the public at large. Based on a recommendation from an earlier RAND report on preventing suicide among military personnel, this report reviews the literature on gatekeeper models of suicide prevention to better understand what is known about the effectiveness of gatekeepers and gatekeeper training. The report presents a theoretical model describing how gatekeeper training may influence individual knowledge, beliefs, and attitudes that may, in turn, result in intervention behaviors. It then reviews the evidence supporting each of the relationships presented in this model, and concludes with recommendations for advancing research in this field

    Abstract: The U.S. Air Force, wanting to gain greater insight into the well-being of its members who have sustained mental or physical injuries in combat or combat-related situations, including their quality of life and the challenges they will confront in their reintegration following separation or retirement, asked the RAND Corporation for assistance in gauging the current status of the Air Force's wounded warriors, including their use of and satisfaction with Air Force programs designed to serve them. This report presents the baseline findings from a longitudinal analysis of enrollees in the Air Force Wounded Warrior (AFW2) program who were receiving benefits or undergoing evaluation to receive benefits, the majority of whom had a primary administrative diagnosis of post-traumatic stress disorder (PTSD). A high proportion of the Airmen in the sample screened positive for PTSD (roughly 78 percent) and major depressive disorder (MDD) (roughly 75 percent); 69 percent screened positive for both. Although more than 90 percent of those in the sample who screened positive for PTSD or MDD were receiving treatment, about half indicated that there was at least one instance during the past year in which they desired mental health treatment but did not receive it. Participants reported concerns about stigma, confidentiality, and the quality of available treatment as barriers to receiving mental health care, though the current data do not link these concerns to a particular treatment setting. About 10 percent of Airmen reported a financial situation that could be considered as living in poverty based on U.S. Department of Health and Human Services' poverty guidelines. Similarly, close to 15 percent of those in the labor force could be considered unemployed. Reserve and National Guard Airmen evidenced heightened challenges across examined domains. Respondents were overall satisfied with the services they received from the AFW2 and Air Force Recovery Care Coordinator programs

These programs are particularly important, given that military spouses face challenges related to military life that can make it difficult for them to maintain and develop careers. One program designed to help spouses of junior military personnel meet their educational and employment objectives is the My Career Advancement Account (MyCAA) scholarship. This report analyzes data collected from November 2012 to March 2013 on the 2012 Active Duty Spouse Survey to examine MyCAA scholarship use in the previous year and educational and employment goals and barriers faced by recent MyCAA users and nonusers. The survey showed that nearly one in five eligible spouses used MyCAA in the previous year, and more than half of nonusers were unaware of the scholarship. Key reasons for not using the scholarship among those who were aware of it include perceived program ineligibility and lack of time for education. Reported barriers to achieving educational and employment goals were remarkably similar for recent MyCAA users and nonusers. Cost was the key reason spouses reported for not pursuing higher education. Barriers to both education and employment among interested spouses included competing family responsibilities and difficulties with child care. The authors conclude with recommendations for improving and complementing the existing MyCAA scholarship to help military spouses achieve their educational and career objectives

They enumerate several motivations that drive contractors, most of which center on the financial aspects of running an enterprise. Then, they turn to the other side of the negotiating table and identify areas of influence or levers that the government can use to align the contracting process more closely with contractor motivations. They also analyze major defense acquisition programs to determine if it is possible to identify programs that might incur a future Nunn-McCurdy breach by reviewing a number of acquisition programs that have incurred breaches in the past and analyzing them for common characteristics. Their analytic framework enables oversight officials to identify programs with a greater risk of incurring a critical cost breach, which enables officials to focus more intently on a smaller set of programs and which provides hypotheses about what to look for in these programs

It examines the relationship between nutritional fitness and resilience, using key constructs found in the scientific literature that address self-regulation, positive affect, perceived control, self-efficacy, self-esteem, and optimism. Supporting or increasing the levels of the key measures of nutritional fitness identified in this report may facilitate resilience and can protect Airmen, civilian employees, and Air Force families from the negative effects of stress. The report also reviews construct measures, well-being, and resilience outcomes as well as interventions designed to promote the nutritional fitness constructs

    Abstract: The Department of Defense (DoD) has developed new sensor technologies to support military forces operating in Iraq and Afghanistan. These new capabilities may be useful in counterdrug (CD) operations along the southern U.S. border. DoD has held technology demonstrations to test and demonstrate new technologies along the southern border--because the field conditions along the border closely resemble those in current military theaters of operation and because they can also reveal whether new technologies are useful for CD operations led by domestic law enforcement agencies. However, there are legal questions about whether such technology demonstrations fully comply with U.S. law and whether advanced DoD sensors can legally be used in domestic CD operations when they are operated by U.S. military forces. In this report, the authors examine federal law and DoD policy to answer these questions. Some parts of U.S. law mandate information sharing among federal departments and agencies for national security purposes and direct DoD to play a key role in domestic CD operations in support of U.S. law enforcement agencies, while other parts of the law place restrictions on when the U.S. military may participate in law enforcement operations. Reviewing relevant federal law and DoD policy, the authors conclude that there is no legal reason why a DoD sensor should be excluded from use in an interagency technology demonstration or in an actual CD operation as long as a valid request for support is made by an appropriate law enforcement official and so long as no personally identifiable or private information is collected. The authors recommend DoD policy on domestic CD operations be formally clarified and that an approval process should be established for technology demonstrations with a CD nexus

    Abstract: More than half of all U.S. Army recruits are choosing to join later in life instead of immediately after high school graduation. Older recruits tend to reenlist and receive promotions at greater rates than their younger peers. Among those surveyed, recruits who enlisted later were more concerned about the domestic job market and less concerned about external factors, such as opposition from family and friends. Since the advent of the all-volunteer force, little attention has been paid to high school graduates who do not enlist immediately after graduation, primarily those who seek employment in the private sector of the economy. However, over time, this group has made up a significant and increasing portion of total enlistments. However, since 2005, the majority of the Army's recruits has not joined directly out of high school but has instead made the decision to join at a later time. Why these recruits initially chose not to join when they had the opportunity after graduating from high school and why they changed their minds several years later and enlisted are the subjects of this report. Given the importance of older recruits to the Army, the authors examine what is known about these recruits, their performance during military service, and why they came to join the Army after first choosing another postsecondary path. The results of a survey of 5,000 Army recruits designed to answer this question are presented. Finally, the implications of the survey results are discussed, along with suggestions of ways to gain additional insights by tracking this survey cohort through their Army careers
    Abstract: More than half of all U.S. Army recruits are choosing to join later in life instead of immediately after high school graduation. Older recruits tend to reenlist and receive promotions at greater rates than their younger peers. Among those surveyed, recruits who enlisted later were more concerned about the domestic job market and less concerned about external factors, such as opposition from family and friends. Since the advent of the all-volunteer force, little attention has been paid to high school graduates who do not enlist immediately after graduation, primarily those who seek employment in the private sector of the economy. However, over time, this group has made up a significant and increasing portion of total enlistments.     Abstract: Since the terrorist attacks of September 11, 2001, the sharing of intelligence and law enforcement information has been a central part of U.S. domestic security efforts. Though much of the public debate about such sharing focuses on addressing the threat of terrorism, organizations at all levels of government routinely share varied types of information through multiagency information systems, collaborative groups, and other links. Given resource constraints, there are concerns about the effectiveness of information-sharing and fusion activities and, therefore, their value relative to the public funds invested in them. Solid methods for evaluating these efforts are lacking, however, limiting the ability to make informed policy decisions. Drawing on a substantial literature review and synthesis, this report lays out the challenges of evaluating information-sharing efforts that frequently seek to achieve multiple goals simultaneously; reviews past evaluations of information-sharing programs; and lays out a path to improving the evaluation of such efforts going forward

These batteries are supplied by a variety of firms, and mostly assembled from cells that are acquired through a supply chain that is driven by commercial applications to mobile phones, laptop computers, tablets, and other electronic devices, and is predominately based in Asia. RAND found that government researchers and program managers and representatives of military battery suppliers have concerns associated with this foreign-dependent supply chain. The report discusses alternative policy options to address these concerns, without evaluating the benefits versus costs of these policy options

This report proposes a more enterprise-oriented approach to measuring ACS manpower requirements by synthesizing combatant commander operational plans, Defense Planning Scenarios, functional area deployment rules, and subject-matter expert input. Using these new expeditionary metrics to assess the capacity of the current ACS manpower mix to support expeditionary operations, this report finds that there are imbalances among its career fields relative to expeditionary demands. To address these imbalances, it develops and assesses several rebalanced manpower mixes and finds that the USAF can achieve more expeditionary ACS capacity than it currently has by realigning manpower, and it can realize substantial savings by reducing end strength and substituting civilian billets for military billets

    Abstract: Treaties and agreements are powerful foreign policy tools that the United States uses to build and solidify relationships with partners and to influence the behavior of other states. As a result, the overall U.S. portfolio of treaties and agreements can offer insight into the distribution and depth of U.S. commitments internationally, including its military commitments and 'presence' in a given country or region. However, despite their importance, there is currently no comprehensive record of current or historical security-related treaties signed by the United States that can be used for empirical analysis. To address the shortcomings in existing datasets and indexes to contribute to the study of U.S. security treaties and agreements, we have developed a new, more comprehensive treaty database that will enhance the ability of researchers to study the full portfolio of U.S. security agreements. This report discusses our approach to data collection and coding and also presents a summary of the database's content. Its appendixes define each individual variable used in the analysis. The database was developed as part of a larger project focused on estimating the economic value of U.S. military presence overseas. In the context of this larger project, the treaty database provided an alternative way to measure 'military presence.' In addition to using numbers of troops as a measure of presence, we also used numbers of security-related agreements, drawing on the information in the treaty database described in this report. This measure provided us with additional insight into the value and role of U.S. engagement and operations in overseas areas

The latter, in particular, has renewed interest among such entities as the U.S. military and private spaceflight companies in reducing future debris populations using political and technical means. But doing this effectively requires these diverse space organizations to share information that has traditionally been treated as proprietary or sensitive. This report examines some of the behavioral and psychological barriers that may prevent diverse entities from sharing data and processes more freely and suggests ways the U.S. Air Force might be able to overcome them to encourage the information sharing that will help the community as a whole address the growing space congestion problem

    Abstract: This report defines and investigates the potential of motion imagery processing and exploitation (MIPE) systems, which can help U.S. military intelligence analysts optimize their response to the current information deluge and enable them to continue to exploit a wide range of motion imagery collections. The authors define MIPE as the collection of capabilities and enabling technologies, tools, and systems that aid analysts in the detection, identification, and tracking of objects of interest (OOIs), such as humans and vehicles; in the identification of activities of interest (AOIs); and in the characterization of relationships between and among OOIs and AOIs in live and archival video. The authors examined the needs of motion imagery analysts, identified MIPE capabilities that could assist in meeting those needs, and assessed the technical readiness of MIPE systems. Recommendations include using MIPE systems to focus analysts' attention on significant video frames, investing in systems that take advantage of many sources of information, and standardizing MIPE test plans

It then offers information about the latest evaluation research, helps users design an evaluation that is appropriate for their program type and available resources and expertise, supports the selection of measures for new evaluations and to augment or enhance ongoing evaluations, and offers basic guidance on how to analyze and use evaluation data for program improvement. Through checklists, worksheets, and templates, the toolkit takes users step by step through the process of identifying whether their programs produce beneficial effects, ultimately informing the responsible allocation of scarce resources. The toolkit⁰́₉s design and content are the result of a rigorous, systematic review of the program evaluation literature to identify evaluation approaches, measures, and tools used elsewhere and will be particularly useful to coordinators and directors of suicide prevention programs in the U.S. Department of Defense, Veterans Health Administration, community-based settings, and state and local health departments.     Abstract: Security cooperation is the umbrella term used to describe a wide range of programs and activities with such goals as building relationships between the United States and partner countries, developing these countries' security capabilities, and facilitating contingency and peacetime access by U.S. forces. With increased pressure on defense spending, the scope and budget for these activities are likely to decrease. Therefore, it will be important for the U.S. Department of Defense to scrutinize and, perhaps, reevaluate current and proposed security cooperation efforts, ensuring that expected benefits align with costs and corresponding policy priorities. Recent RAND research identified practices and contextual factors associated with greater or lesser degrees of success in security cooperation, using 29 historical case studies of U.S. efforts to build partner capacity since the end of the Cold War. The RAND Security Cooperation Prioritization and Propensity Matching Tool applies these findings and results from other existing research to all current and potential security cooperation partners. This customizable diagnostic tool, built in Microsoft Excel®, will help planners preliminarily identify mismatches between the importance of a country to U.S. interests, funding for initiatives, and the propensity for successful U.S. security cooperation with a given country. For each of the world's 195 countries, the tool produces an overall security cooperation propensity score. Planners can then compare these scores with available funding and security cooperation priorities. The tool has the virtues of being systematic, being based on global data, and not relying on subjective assessments. Strategic thinking and nuanced understanding of individual countries remain important, but the tool is useful in helping to identify which countries to scrutinize

The authors provide a methodology for determining the required production level of officers who earn AADs, and this report serves as a user's guide for the modeling tools that illustrate the methodology

    Abstract: Implementing risk management principles to manage large defense acquisition programs is a priority for the U.S. defense acquisition community. To assist those decisionmakers responsible for identifying the risk associated with major weapons programs, RAND researchers developed a methodology and accompanying Excel, information-based risk tool (the ⁰́Assessor Tool⁰́₊). The Assessor Tool offers an Office of the Secretary of Defense (OSD)-level approach to the evaluation and measurement of system integration risk. That is, it is meant for assessors, such as OSD personnel, who may not be especially familiar with the specific program under evaluation but still may need to make judgments about the program⁰́₉s risk. It is based on a tractable and comprehensive set of questions that can help evaluate integration risk at each point in the acquisition process. More specifically, the tool enables users to see how well integration risk is being managed by providing a standards-based valuation of integration issues that can lead to cost growth, schedule growth, and program performance. The users⁰́₉ manual for the Assessor Tool is available in a companion document, An Excel Tool to Assess Acquisition Program Risk (by Lauren A. Fleishman-Mayer, Mark V. Arena, and Michael E. McMahon, TL-113-OSD, 2013). The Assessor Tool and its methodology may also be generalizable to an entire set of information-based risk assessment applications. Overall, the methodology and tool have many strengths, including being based on well-grounded theories, allowing for reproducibility and traceability, and the extensive flexibility to be used to evaluate risk for many different types of programs. To provide a benchmarking and validation of the risk scores calculated by the tool, future work could include the tool⁰́₉s validation by tracking its output against a program⁰́₉s performance

A third question deals with the management of cost and schedule risk and whether the identification of key assumptions, which the authors call framing assumptions, could be a useful risk management tool

    Abstract: The U.S. Air Force is facing a number of challenges as a result of the current defense budget downturn along with the uncertainty of its timing and magnitude. RAND examined the challenge of modernizing the Air Force's aircraft fleet while trying to sustain the industrial base with limited funding. Complicating this challenge is that the pattern of Air Force spending has shifted dramatically away from new aircraft procurement, and a competitor with significant technical and economic capability has emerged. There is a need for careful strategic management of investment choices--and this goes beyond just aircraft. The Air Force will first need to define its capability priorities that fit within budget constraints, then use those priorities to shape a budget strategy. RAND considered six budget strategies for aircraft procurement: from a new high-tech fleet to sustaining and modifying the existing one. Each strategy under a constrained spending future results in challenges and issues for the industrial base. The Air Force will need to help mitigate industrial base problems that result from their chosen budget strategy--but some issues may be beyond their control. There are lessons from foreign acquisitions that the Air Force can leverage to avoid pitfalls. Most importantly, shortfalls in both industry and government skill bases can cause significant problems later during execution. Finding ways to sustain key skills during a spending downturn will be important for the future and potentially produce longer-term savings

    Abstract: A wide range of military capability improvement efforts have benefited from development and procurement methods that accommodate urgent operational needs. Changes in the threat environment suggest a need for a fresh examination of the adequacy and suitability of acquisition methods for the coming decade. This report examines one class of acquisition method, known as government venture capital (GVC), or government strategic investment (GSI). The research extracts general observations from previous cases and from a partial economic model of the GSI type of initiative. Taken together, these analyses will help government acquisition managers to judge more thoroughly the suitability of strategic investment methods for motivating future government mission-oriented innovation by private firms. The report does not explicitly compare GSIs and alternatives for their efficacy in advancing government mission objectives. If it had, it is likely that the main advantage of GSI would be improved access to information about alternative approaches available in the commercial market, resulting from the close relationships the GSI structure engenders between government and business

    Abstract: As currently planned, the F-35 Joint Strike Fighter is the most costly aircraft acquisition program in Defense Department history. One approach to ensuring program affordability could be to increase the number of Primary Aerospace Vehicles Authorized (PAA) per combat-coded squadron, with a resulting reduction in the number of F-35 combat-coded squadrons. RAND explored the impact of increasing the PAA per squadron, adjusting the mix of PAA across the Active and Reserve Components, and adjusting the percentage of the Active Component PAA assigned to home-station locations in the continental United States. Researchers considered 28 beddown alternatives, with a maximum of 36 PAA per squadron, and determined that all beddowns could satisfy surge deployment requirements and most could also satisfy rotational requirements within specified deploy-to-dwell ratios. Increasing squadron size was determined to significantly reduce (a) the flying costs necessary to achieve pilot absorption requirements, (b) maintenance manpower requirements, and (c) total support equipment procurement costs, while little additional infrastructure capacity would be required under any of the 28 basing alternatives considered. Additional analysis suggested that assignment policy would have more effect on leader development than either squadron size or the active-reserve mix

    Abstract: The geographic diversity of many military enterprises, along with that of their partners and customers, has made virtual collaboration indispensable for conducting daily operations. Virtual collaboration tools can enable intrasite and intersite collaborative analyses, allow for sites to provide more effective surge capacity, and allow the regional expertise developed at each site to be applied wherever necessary across the enterprise. But communication between non-colocated (virtual) teams poses important challenges, including potential difficulty building cohesiveness and trust among team members and difficulty establishing a common understanding of information or situations. This report addresses these challenges through an assessment of three modes of virtual collaboration, computer-mediated communication, audioconferencing, and videoconferencing, and recommends several ways for intelligence enterprises to tackle them using virtual collaboration tools. These recommendations include: (1) determine which virtual collaboration tools and features are most beneficial using experimental research involving simulated tasks and constraints that closely mirror the military enterprise's operational environment; (2) standardize the lexicon and communications practices associated with virtual collaboration-chat, in particular-and train personnel in these practices; and (3) explore the use of videoconferencing in real-time communications between personnel, their partners, and their customers at different sites. In particular, we recommend that Air Force intelligence enterprises consider the use of personal or webcam-based videoconferencing between intelligence personnel located at different sites, as well as between these personnel and remotely piloted aircraft flight crews

The study involved the review and analysis of existing research and data related to USERRA and the effects on employers of employee absences more generally, an analysis of the 2011 DoD National Survey of Employers, focus groups with employers conducted in 2012, interviews with RC chiefs conducted in 2011, and a legal and legislative history review of USERRA. This report describes key findings from the analysis

However, equipment shortfalls do force shortcuts and sometimes sacrifice the quality and speed of task completion. This report describes the development of an automated tool for allocating both equipment and personnel to complete the tasks associated with 15 MEU missions, highlighting the associated equipment implications

    Abstract: This study examines how the deaths of service members during the wars in Iraq and Afghanistan have affected the subsequent labor market earnings of their surviving spouses and the extent to which survivor benefits provided by the Department of Defense, the Department of Veterans Affairs, and the Social Security Administration compensate for lost household earnings. It also assesses the extent to which payments that surviving spouses and children receive compensate for earnings losses attributable to combat deaths. The labor market earnings of households experiencing a combat death in the years following deployment are compared with those of deployed but uninjured service-member households. Because the risk of combat death is likely to be correlated with characteristics of service members that could themselves affect household labor market outcomes (e.g., pay grade, military occupation, risk-taking behavior), the study controlled for a rich array of individual-level characteristics, including labor market outcomes for both service members and spouses prior to deployment. This approach includes potentially unobserved factors that are unique to specific households and fixed over time and increases the likelihood that the results capture the causal effect of combat death on household earnings.

    Abstract: Despite a historical increase in the role of women in the U.S. military, including in operations in Iraq and Afghanistan, gender-based policies continue to affect the positions they can fill. The National Defense Authorization Act for Fiscal Year 2011 mandated a review of laws, policies, and regulations that may restrict the service of military women to determine whether changes are needed to ensure equitable opportunity to compete and excel in the armed forces; in response, the U.S. Department of Defense established the Women in the Services Review.     Abstract: Despite a historical increase in the role of women in the U.S. military, including in operations in Iraq and Afghanistan, gender-based policies continue to affect the positions they can fill. The National Defense Authorization Act for Fiscal Year 2011 mandated a review of laws, policies, and regulations that may restrict the service of military women to determine whether changes are needed to ensure equitable opportunity to compete and excel in the armed forces; in response, the U.S. Department of Defense established the Women in the Services Review.     Abstract: Because Reserve Component (RC) members have been increasingly used in an operational capacity, among the policy issues being addressed by the 11th Quadrennial Review of Military Compensation (QRMC) is compensation and benefits for the National Guard and Reserve. As part of the review, RAND was asked to analyze healthcare coverage and disability benefits for RC members, including participation in the TRICARE Reserve Select (TRS) program, the potential effects of national health reform on coverage rates, and disability evaluation outcomes for RC members. This report summarizes the results of RAND's analysis. The author finds that 30 percent of RC members lack health insurance to cover care for non-service-related conditions. The TRS program offers the option of purchasing health insurance through the military on terms that are superior to typical employer benefits. Although program participation has increased, it remains low and TRS does not appear to be effectively targeting those most likely to be uninsured. TRS premiums are also lower than the premiums for the new options that will be available under health reform and the same as the penalty for not being insured. So health reform is likely to increase TRS enrollment. Finally, previously deployed RC members are referred to the Disability Evaluation System at a much lower rate than Active Component (AC) members, even for deployment-related conditions, but those who are referred receive dispositions (and thus benefits) similar to those for AC members. These findings suggest that the Department of Defense may want to consider ways to better coordinate TRS with other insurance options that will be available to RC members and that the identification of RC members who experience health consequences from deployment leading to disability merits further investigation

This stress can manifest itself in different ways -- increased divorce rates, spouse and child abuse, mental distress, substance abuse -- but one of the most troubling manifestations is suicide, which is increasing across the U.S. Department of Defense (DoD). The increase in suicides among members of the military has raised concern among policymakers, military leaders, and the population at large. While DoD and the military services have had a number of efforts under way to deal with the increase in suicides among their members, the Assistant Secretary of Defense for Health Affairs asked RAND to review the current evidence detailing suicide epidemiology in the military, identify "state-of-the-art" suicide-prevention programs, describe and catalog suicide-prevention activities in DoD and across each service, and recommend ways to ensure that the activities in DoD and across each service reflect state-of-the-art prevention science

    Abstract: Transnational crime remains a particularly serious problem in Latin America, with most issues connected in some way to the drug trade. This book examines the scope and dimensions of Andean cocaine and heroin production; the main methods and land, air, and sea routes that are used to ship these narcotics between source, transit, and consumption countries; and the principal consequences that are associated with this particular manifestation of transnational crime. Addressing the problem of the Latin American drug trade has direct implications for the U.S. Air Force (USAF). In Colombia and, increasingly, Mexico, Washington is including counternarcotics support as an integral feature of its foreign internal defense aid, and the USAF is already engaged in a number of initiatives in both countries. Although this assistance has borne some notable results, there are some specific measures that the USAF should consider in looking to further hone and adjust its counternarcotics effort in Latin America. These include augmenting aerial surveillance over the Pacific-Central American corridor; refining existing standard operating procedures and further institutionalizing joint mission statements and protocols regarding drug interdiction; reconsidering the policy of aerial fumigation of illegal crops; and ensuring adequate protection of existing counter-drug-access arrangements in Central America

Successful post-counterinsurgency operations can ensure that lasting peace and stability will follow, rather than a relapse into violence

    Abstract: Although prisoner of war and detainee operations ultimately tend to become quite extensive, military planners and policymakers have repeatedly treated such operations as an afterthought. In reality, such operations can be a central part of the successful prosecution of a conflict. Determining how to gain knowledge from, hold, question, influence, and release captured adversaries can be an important component of military strategy and doctrine, both during the conflict and in reconstruction afterward. This monograph finds parallels in U.S. prisoner and detainee operations in World War II, Korea, Vietnam, and Iraq: underestimation of the number to be held, hasty scrambling for resources to meet operational needs, and inadequate doctrine and policy. During the later phases of military operations, an attempt is often made to educate prisoners and detainees and influence their social and political values. The results of a survey by RAND researchers of Iraq detainees contravene many assumptions that had been guiding decisions related to detainee operations. The survey found that local and personal motives, along with nationalism, were more prevalent than religious ones and that detainees were often economic opportunists rather than illiterates seeking economic subsistence through the insurgency. Recommendations include that detailed doctrine should be in place prior to detention and that detainees should be surveyed when first detained

    Abstract: The Islamic Republic of Iran poses serious challenges to U.S. interests in the Middle East, and its nuclear program continues to worry, and bring condemnation and sanction from, the international community. Yet the U.S. ability to "read" the regime in Tehran and formulate appropriate policies has been handicapped by the lack of access to Iran experienced by U.S. diplomats and other citizens and by what many observers lament as the opacity of Iranian decisionmaking processes. The objective of this book is to offer a framework to help U.S. policymakers and analysts better understand existing and evolving leadership dynamics driving Iranian decisionmaking. The research herein provides not only a basic primer on the structure, institutions, and personalities of the government and other influential power centers but also a better understanding of Iranian elite behavior as a driver of Iranian policy formulation and execution. The book pays special attention to emerging fissures within the regime, competing centers of power, and the primacy of informal networks-- a particularly important yet not well understood hallmark of the Iranian system

    Abstract: This monograph presents the results of a short-term review of 27 publicly available manpower studies to discover methods that other organizations could use to make "fiscally informed" manpower decisions. The studies varied widely in their definition of cost-effectiveness. Methods included cutting the workforce, trading one workforce for another, reinvesting fixed manpower in higher-valued functions, trading end-strength for experience, and making short-term technology investments to reduce manpower in the long term. The authors conclude that the method used to determine manpower requirements may not be as important as other attributes of the studies, such as the direct involvement of a senior decisionmaker; stating specific goals as part of the study charter; a holistic view of the organization being studied; publicly available and auditable results; and a clear set of measurement criteria upon which to make decisions

    Abstract: The global community has suffered recently from newly emerged infectious diseases and from diseases once thought to be in decline. It now faces the threat of a human influenza pandemic arising from the recently emerged avian influenza H5N1 virus. The pace of global travel, migration, and commerce has increased dramatically in recent decades, elevating the risk of a global infectious disease outbreak. The spread of infectious disease can have significant effects on U.S. and world security, destabilizing nations and regions through direct mortality and morbidity, resulting in staggering economic and social loss. Collection and analysis of information about the worldwide incidence of infectious disease is imperative for the United States to understand and respond to disease threats. This study, conducted from July through October 2005, examines infectious disease within the context of national security and assesses the need for and adequacy of information that will enable U.S. policymakers to prevent and respond to such threats. At the center of this research is a review of the link between infectious disease and national security, as well as interviews with policymakers and other stakeholders to assess their information needs. This report includes a list of sources providing public health information and surveillance of infectious diseases worldwide

This study aims to expand the current debate on domestic homeland security by assessing the vulnerabilities of the agricultural sector and the food chain to a deliberate act of biological terrorism. The author presents the current state of research on threats to agricultural livestock and produce, outlines the sector's importance to the U.S. economy, examines the capabilities that are needed to exploit the vulnerabilities in the food industry, and explores the likely outcomes of a successful attack. The author addresses the question of why terrorists have yet to employ agricultural assaults as a method of operation and offers proposed recommendations for the U.S. policymaking community

    Abstract: With the conclusion of the Prague summit, NATO faces a number of new challenges in its Eastern agenda. First, it must ensure that the democratic transitions in Central and Eastern Europe are consolidated and that there is no backsliding. These countries must modernize their military forces and make them interoperable with those of NATO. Second, NATO, must remain engaged in and ensure the security of the Baltic states. The problem of Kaliningrad should be addressed and the enclave stabilized. Third, NATO needs to develop a post-enlargement strategy for Ukraine to support the country's continued democratic evolution and integration into Euro-Atlantic structures. Fourth, Russia must be incorporated into a broader European and Euro-Atlantic security framework. Finally, NATO needs to develop a coherent strategy toward the Caucasus and Central Asia. The Partnership for Peace can provide the framework for developing relations with these countries. Other U.S. and NATO polices can encourage greater openness, reform, and democratic practices. These challenges, moreover, must be addressed in a new strategic context. In the post-Prague period, the key issue is NATO's transformation and its strategic purpose: What should its missions and strategic rationale be?

He concludes that the Air Force faces five basic challenges with respect to space: continuing the operational integration of space with the three terrestrial warfighting mediums while ensuring the organizational differentiation of space from Air Force air; effectively wielding its newly granted military space executive-agent status; realizing a transparent DoD-wide budget category for space; showing progress toward fielding a meaningful space control capability while decoupling that progress from any perceived taint of force-application involvement; and making further progress toward developing and nurturing a cadre of skilled space professionals within the Air Force

    Abstract: In the Vietnam War and the Persian Gulf conflict, special operations forces (SOF) conducted reconnaissance operations to locate hidden targets when political and other considerations prevented the deployment of conventional ground units and air power alone was unable to locate and eliminate elusive objectives. In Vietnam, SOF teams crossed the border into Laos to search for truck parks, storage depots, and other assets along the Ho Chi Minh Trail that were obscured by jungle canopy and camouflage. In western Iraq, British and American SOF patrolled vast areas searching for mobile Scud launchers. In both cases, the nature of the terrain combined with adversary countermeasures made it extremely difficult for ground teams to achieve their objectives. There are a number of implications for future operations. Although new technology, such as mini- and micro-unmanned aerial vehicles, may make it easier to teams to reconnoiter wide areas, using SOF in this fashion is unlikely to achieve U.S. objectives. Concerns about casualties and prisoners of war are likely to limit the use of SOF to the most vital national interests. However, unattended ground sensors could play an enhanced role in future operations. Although most will be delivered by air, some will require hand emplacement in difficult enemy terrain, a mission well suited to SOF. SOF in a battle damage assessment role could help ensure that critical targets have been destroyed. Finally, SOF might disable, destroy, or recover nuclear, biological, or chemical weapons

    Abstract: Strategy, at its best, knits together ends and means, no matter how various and disparate, into a cohesive pattern. In the case of a U.S. information strategy, this requires balancing the need to guard and secure access to many informational capabilities and resources, with the opportunity to achieve national aims by fostering as much openness as practicable. The authors' term to represent such strategic balancing is "guarded openness." They go on to describe "noopolitik" (nu-oh-poh-li-teek)--an emerging form of statecraft that emphasizes the importance of sharing ideas and values globally, principally through the exercise of persuasive "soft power" rather than traditional military "hard power." This study discusses the opportunities that may be raised by the emergence of noopolitik--ranging from construction of a noosphere (a globe-spanning realm of the mind) to recommendations that, for example, the U.S. military should begin to develop its own noosphere (among and between the services, as well as with U.S. allies). In the area of international cooperation, the authors offer strategic approaches for improving the capacity of state and nonstate actors to work together to address transnational problems. In addition, the authors recommend specific doctrinal developments, implied by the emergence of information strategy--including the pressing need to deal with such ethical concerns as the first use of information
    Abstract: Weapons, concepts of proportional response, and the need to maintain the immunity of noncombatants. Ultimately, the authors call for an innovative turn of mind as policymakers and strategists rethink how best to adapt to the epochal transformations being wrought by the information revolution

    Abstract: The contours of terrorism are changing, and the new terrorism has more diverse sources, motivations, and tactics than the old. It is more lethal, global in reach, and characterized by network forms of organization. Terrorist sponsorship is becoming hazier and "privatized." The August 1998 terrorist bombings of U.S. embassies in Kenya and Tanzania fit in many ways the new mold. The chapters in this book trace the evolution of international terrorism against civilian and U.S. military targets, look ahead to where terrorism is going, and assess how it might be contained. Terrorism and counterterrorism are placed in strategic perspective, including how terrorism might be applied as an asymmetric strategy by less-capable adversaries. The report builds on a existing body of RAND research on terrorism and political violence, and makes extensive use of the RAND-St. Andrews Chronology of International Terrorism

    Abstract: The proposition that innovation is critical in the cost-effective design and development of successful military aircraft is still subject to some debate. RAND research indicates that innovation is promoted by intense competition among three or more industry competitors. Given the critical policy importance of this issue in the current environment of drastic consolidation of the aerospace defense industry, the authors here examine the history of the major prime contractors in developing jet fighters since World War II. They make use of an extensive RAND database that includes nearly all jet fighters, fighter-attack aircraft, and bombers developed and flown by U.S. industry since 1945, as well as all related prototypes, modifications, upgrades, etc. The report concludes that (1) experience matters, because of the tendency to specialize and thus to develop system-specific expertise; (2) yet the most dramatic innovations and breakthroughs came from secondary or marginal players trying to compete with the industry leaders; and (3) dedicated military R & D conducted or directly funded by the U.S. government has been critical in the development of new higher-performance fighters and bombers
