    Abstract: China's mistreatment of its Uyghur minority has drawn international condemnation and sanctions. The repression gripping Xinjiang is also hugely costly to China in Renminbi, personnel, and stifled economic productivity. Despite this, the Chinese Communist Party persists in its policies. Why? Drawing on extensive original data, Potter and Wang demonstrate insecurities about the stability of the regime and its claim to legitimacy motivate Chinese policies. These perceived threats to core interests drive the ferocity of the official response to Uyghur nationalism. The result is harsh repression, sophisticated media control, and selective international military cooperation. China's growing economic and military power means that the country's policies in Xinjiang and Central Asia have global implications. Zero Tolerance sheds light on this problem, informing policymakers, scholars, and students about an emerging global hotspot destined to play a central role in international politics in years to come.

    Abstract: "This book focuses on the female slaves of the Ottoman imperial court who lived in the imperial harem between the second half of the seventeenth century and the end of the eighteenth, and who were later manumitted and transferred from the palace. Through an analysis of a wide range of hitherto unexplored archival and historical sources, it aims to explore the various aspects of female palace slaves' lives. The book's main argument is that the manumission of female palace slaves and their departure from the palace did not mean the severing of their ties with the imperial court; rather, it signaled the beginning of a new kind of relationship that would continue in various ways until their death. This evolving relationship had implications for several parties, including the manumitted female palace slaves, the imperial court, and urban society. By tracing these women's ongoing relations with the imperial court and patronage networks after their time in the harem, this book aims to reconstruct the lives of manumitted female palace slaves in an attempt to recapture what it meant to be a palace woman in the Ottoman world. It also explores the roles and places that palace women held in the imperial court. In doing so, it offers not just a new way of understanding the workings of the imperial court, but also a new way of understanding the lives of the actors within it"--

    Abstract: "Ma dama al-shabab m'ana fainana la shaka najihun With the youth at our side, there is no doubt we will succeed.1 This slogan from the Kata'ib, a Lebanese youth organization, reflects a sentiment shared across the globe in the twentieth century: youth, however defined-by age, class, gender- mattered. Kata'ib leadership knew this, and surely had the youth with them, whether measured by the tens of thousands of young Kata'ib members, their investment in the group's ideology, or their participation in Kata'ib rituals. In July 1958, for example, the Kata'ib held a ceremony for new members at its headquarters in Beirut, Bayt al-Kata'ib, or the "Kata'ib home." In the space that hosted many gatherings, ranging from lectures to sport tournaments, young men and women congregated alongside party officials and supporters to "perform the oath" (ta'diyya al-yamin). This included the routine dedication to party and nation, "in service of Lebanon," another Kata'ib slogan since the 1930s. Thereafter, recruits received their membership cards from the president of the party, Pierre Gemayel. He congratulated each individual on their "engagement in the new party life."2 The event then ended with the singing of the Kata'ib anthem, played by its very own band"--

    Abstract: American political observers express increasing concern about affective polarization, i.e., partisans' resentment toward political opponents. We advance debates about America's partisan divisions by comparing affective polarization in the US over the past 25 years with affective polarization in 19 other western publics. We conclude that American affective polarization is not extreme in comparative perspective, although Americans' dislike of partisan opponents has increased more rapidly since the mid-1990s than in most other Western publics. We then show that affective polarization is more intense when unemployment and inequality are high; when political elites clash over cultural issues such as immigration and national identity; and in countries with majoritarian electoral institutions. Our findings situate American partisan resentment and hostility in comparative perspective, and illuminate correlates of affective polarization that are difficult to detect when examining the American case in isolation

    Abstract: State responsibility in international law is considered one of the cornerstones of the field. For a long time it remained the exclusive responsibility system due to the primacy of States as subjects of international law. Its unique position has nonetheless been challenged by several developments both within and outside the international legal order, such as the rise of alternative responsibility ideas and practices, as well as globalization and its consequences. This book adopts a critical and holistic approach to the law of State responsibility and analyzes the functionality of the general rules of State responsibility in a changed international landscape characterized by the fragmentation of responsibility. It is argued that State responsibility is not equally relevant across the broad spectrum of international obligations, and that alternative constructions of responsibility, namely international criminal law and international liability, have increased in standing.

    Abstract: Britain's declaration of war on Germany on 3 September, 1939, made Nigeria, like many other African societies, active participants in the war against the Axis powers. Leading to large-scale mobilization of human and materials resources, it transformed lives and societies in irrevocable ways. Of the 90,000 West African soldiers deployed to South East Asia after 1943, over half came from Nigeria. In this important, revisionist history, Chima J. Korieh examines how the lives of Nigerian producers, workers, merchants, men, women, and children from across society were affected. It recounts the extraordinary and often neglected story of the Nigerian people who were drawn into a global war, the enormous demands it made on their resources, and the way it would change both their lives and the societies they lived in. By placing the role that African societies played in the war within the contextual and theoretical frameworks of colonialism, race, gender, identity, labour, intellectual, and social history, Korieh challenges the dominant perception that World War II was primarily a European conflict and reveals the global impact of ordinary Nigerians on the war effort.

    Abstract: Statements of resolve - in which leaders indicate that their country is committed to a position and will not back down - are a fixture of international conflict. However, scholars have not agreed on how much these statements affect conflict outcomes or which conditions give them coercive credibility. Statements of Resolve argues that an important and underappreciated factor influencing the impact of resolved statements is the ability to follow through. Roseanne W. McManus explains how adversaries analyze a leader's ability to follow through on statements and shows that perceptions of the ability to follow through are influenced not only by military capabilities but also by less obvious domestic political conditions. Through rigorous statistical tests based on quantitative coding of US presidential statements and case studies of three Cold War conflicts, this book shows that resolved statements can effectively coerce adversaries, but only when a sufficient physical and political ability is present

    Abstract: Border regions are often considered to be the neglected margins. In this book, Paul Nugent argues that through a comparison of the Senegambia and the trans-Volta (Ghana/Togo), we can see that the geographical margins have shaped notional centres at least as much as the reverse. Through a study of three centuries of history, this book demonstrates that states were forged through an extended process of converting a topography of settled states and slaving frontiers into colonial borders. It argues that post-colonial states and larger social contracts have been configured very differently as a consequence. It underscores the impact on regional dynamics and the phenomenon of peripheral urbanism. Nugent also addresses the manner in which a variegated sense of community has been forged amongst Mandinka, Jola, Ewe and Agotime populations who have both shaped and been shaped by the border.     Abstract: Roberta Pergher transforms our understanding of Fascist rule. Examining Fascist Italy's efforts to control the antipodes of its realm - the regions annexed in northern Italy after the First World War, and Italy's North African colonies - she shows how the regime struggled to imagine and implement Italian sovereignty over alien territories and peoples. Contrary to the claims of existing scholarship, Fascist settlement policy in these regions was not designed to solve an overpopulation problem, but to bolster Italian claims to rule in an era that prized self-determination and no longer saw imperial claims as self-evident. Beginning with the first democratic contest in late 1959, this book examines decolonisation as a search for certainty over the nature of postcolonial community and authority, seen from the vantage point of two communes on the border with Rwanda. While ethnicity was largely absent from early political struggles, by 1972 the postcolony was realised in a genocidal repression.     Abstract: There are a number of controversies surrounding the International Criminal Court (ICC) in Africa. Critics have charged it with neo-colonial meddling in African affairs, accusing it of undermining national sovereignty and domestic attempts to resolve armed conflict. Here, based on 650 interviews over 11 years, Phil Clark critically assesses the politics of the ICC in Uganda and the Democratic Republic of Congo, focusing particularly on the Court's multi-level impact on national politics and the lives of everyday citizens. He explores the ICC's effects on peace negotiations, national elections, domestic judicial reform, amnesty processes, combatant demobilisation and community-level accountability and reconciliation. In attempting to distance itself from African conflict zones geographically, philosophically and procedurally, Clark also reveals that the ICC has become more politicised and damaging to African polities, requiring a substantial rethink of the approaches and ideas that underpin the ICC's practice of distant justice.     Abstract: "This project started many years ago, as an article-length project on the apparent diffusion of new models of courts throughout Latin America. A paper Dan Brinks was writing for APSA dovetailed with a paper Abby Blass was writing for a graduate seminar, and the project evolved through conversations between the two authors after that. Both Abby and Dan had other projects to attend to, so the collaboration moved slowly, but we both felt it was intellectually productive. In its early stages in particular, each of the authors contributed important elements and carried out a mutual back and forth that makes it difficult to separate each author's contributions to the initial conceptualization and measurement exercises. Similarly, the basic argument evolved out of conversations between the authors, with each pushing the other to clarify and specify the argument further. Through conceiving and writing the pieces we have called "Conceptualization" (now an article in the International Journal of Constitutional Law, and largely contained in chapter 2 and the Appendix) and "Determinants" (the theory and quantitative analysis that underpins chapters 3 and 4), we collaborated fully. This is the core of the intellectual contribution of the book, and our joint work on these pieces is the principal, though not the only, reason Abby is credited as a co-author"--

    Abstract: Successive authoritarian regimes have maintained tight control over organized labor in Egypt since the 1950s. And yet in 2009, a group of civil servants decided to exit the state-controlled Egyptian Trade Union Federation (ETUF), thereby setting a precedent for other groups and threatening the ETUF's monopoly. Dina Bishara examines this relationship between labour organizations and the state to shed light on how political change occurs within an authoritarian government, and to show how ordinary Egyptians perceive the government's rule. In particular, Bishara highlights the agency of dissident unionists in challenging the state even when trade union leaders remain loyal. She reveals that militant sectors are more vulnerable to greater scrutiny and repression and that financial benefits tied to membership in state-backed unions can provide significant disincentives against the exit option. Moving beyond conventional accounts of top-down control, this book explores when and how institutions designed for political control become contested from below.

    Abstract: Since the elections of 2002, Erdogan's AKP has dominated the political scene in Turkey. This period has often been understood as a break from a 'secular' pattern of state-building. But in this book, Ceren Lord shows how Islamist mobilisation in Turkey has been facilitated from within the state by institutions established during early nation-building. Lord thus challenges the traditional account of Islamist AKP's rise that sees it either as a grassroots reaction to the authoritarian secularism of the state or as a function of the state's utilisation of religion. Tracing struggles within the state, Lord also shows how the state's principal religious authority, the Presidency of Religious Affairs (Diyanet) competed with other state institutions to pursue Islamisation. Through privileging Sunni Muslim access to state resources to the exclusion of others, the Diyanet has been a key actor ensuring persistence and increasing salience of religious markers in political and economic competition, creating an amenable environment for Islamist mobilisation.

Fighting the U.S. Youth Sex Trade: Race, Gender, and Politics examines how politically and ideologically diverse activists joined together to change perceptions and public policies on youth involvement in the sex trade over time, reframing "juvenile prostitution" of the 1970s as "commercial sexual exploitation of children" in the 1990s, and then as "domestic minor sex trafficking" in the 2000s.     Abstract: In this innovative legal history of economic life in the Western Indian Ocean, Bishara examines the transformations of Islamic law and Islamicate commercial practices during the emergence of modern capitalism in the region. In this time of expanding commercial activity, a mélange of Arab, Indian, Swahili and Baloch merchants, planters, jurists, judges, soldiers and seamen forged the frontiers of a shared world. The interlinked worlds of trade and politics that these actors created, the shared commercial grammars and institutions that they developed and the spatial and socio-economic mobilities they engaged in endured until at least the middle of the twentieth century.     Abstract: Statements of resolve - in which leaders indicate that their country is committed to a position and will not back down - are a fixture of international conflict. However, scholars have not agreed on how much these statements affect conflict outcomes or which conditions give them coercive credibility. Statements of Resolve argues that an important and underappreciated factor influencing the impact of resolved statements is the ability to follow through. Roseanne W. McManus explains how adversaries analyze a leader's ability to follow through on statements and shows that perceptions of the ability to follow through are influenced not only by military capabilities but also by less obvious domestic political conditions. Through rigorous statistical tests based on quantitative coding of US presidential statements and case studies of three Cold War conflicts, this book shows that resolved statements can effectively coerce adversaries, but only when a sufficient physical and political ability is present

    Abstract: "It was 1878 when for the first time a Chinese and Japanese delegate attended a professional meeting of international lawyers. That year, Kuo-Taj-In (Songtao Guo) and Kagenori Wooyeno (Ueno), attended a session of the Association for the Reform and Codification of the Law of Nations, later renamed International Law Association. Founded in 1873 in Brussels by a group of liberal lawyers, reformist and philanthropists, the International Law Association exists until today as one of the profession's more important organisations. The founding, at the end of the nineteenth century, of this and other professional organisations like the Institut de Droit International marked the beginning of international law as a liberal reformist project.1 Advancing the rule of law in international relations, this project involved the enactment of international rules and the creation of international courts and organisations. It also involved the emergence of an autonomous international legal profession, progressively separated from diplomatic circles and from the representation of the interests of individual states"--
    Abstract: "The development of international law is conventionally understood as a history in which the main characters (states and international lawyers) and events (wars and peace conferences) are European. Arnulf Becker Lorca demonstrates how non-Western states and lawyers appropriated nineteenth-century classical thinking in order to defend new and better rules governing non-Western states' international relations. By internalizing the standard of civilization, for example, they argued for the abrogation of unequal treaties. These appropriations contributed to the globalization of international law. With the rise of modern legal thinking and a stronger international community governed by law, peripheral lawyers seized the opportunity and used the new discourse and institutions such as the League of Nations to dissolve the standard of civilization and codify non-intervention and self-determination. These stories suggest that the history of our contemporary international legal order is not purely European; instead they suggest a history of a mestizo international law"--

    Abstract: Emotions underpin how political communities are formed and function. Nowhere is this more pronounced than in times of trauma. The emotions associated with suffering caused by war, terrorism, natural disasters, famine and poverty can play a pivotal role in shaping communities and orientating their politics. This book investigates how 'affective communities' emerge after trauma. Drawing on several case studies and an unusually broad set of interdisciplinary sources, it examines the role played by representations, from media images to historical narratives and political speeches. Representations of traumatic events are crucial because they generate socially embedded emotional meanings which, in turn, enable direct victims and distant witnesses to share the injury, as well as the associated loss, in a manner that affirms a particular notion of collective identity. While ensuing political orders often re-establish old patterns, traumatic events can also generate new 'emotional cultures' that genuinely transform national and transnational communities.

    Abstract: "Politicising Europe presents the most comprehensive contribution to empirical research on politicisation to date. The study is innovative in both conceptual and empirical terms. Conceptually, the contributors develop and apply a new index and typology of politicisation.     Abstract: This book looks beyond the familiar history of former empires and new nation-states to consider newly transnational communities of solidarity and aid, social science and activism. Shortly after independence from France in 1960, the people living along the Sahel - a long, thin stretch of land bordering the Sahara - became the subjects of human rights campaigns and humanitarian interventions. Just when its states were strongest and most ambitious, the postcolonial West African Sahel became fertile terrain for the production of novel forms of governmental rationality realized through NGOs. The roots of this 'nongovernmentality' lay partly in Europe and North America, but it flowered, paradoxically, in the Sahel. This book is unique in that it questions not only how West African states exercised their new sovereignty but also how and why NGOs - ranging from CARE and Amnesty International to black internationalists - began to assume elements of sovereignty during a period in which it was so highly valued.     Abstract: Originally published in 1987, this book examines the relationship between the pattern of party formation in Nigeria and a mode of social, political and economic behaviour Richard Joseph terms 'prebendalism'. He demonstrates the centrality in the Nigerian polity of the struggle to control and exploit public office and argues that state power is usually viewed by Nigerians as an array of prebends, the appropriation of which provides access to the state treasury and to control over remunerative licenses and contracts. In addition, the abiding desire for a democratic political system is frustrated by the deepening of ethnic, linguistic and regional identities. By exploring the ways in which individuals at all social levels contribute to the maintenance of these practices, the book provides an analysis of the impediments to constitutional democracy that is also relevant to the study of other nations.
