Through extensive ethnographic fieldwork in Mumbai's settlements, Anand found that Mumbai's water flows, not through a static collection of pipes and valves, but through a dynamic infrastructure built on the relations between residents, plumbers, politicians, engineers, and the 3,000 miles of pipe that bind them. In addition to distributing water, the public water network often reinforces social identities and the exclusion of marginalized groups, as only those actively recognized by city agencies receive legitimate water services.     Abstract: What causes violent conflicts around the Middle East? All too often, the answer is sectarianism-popularly viewed as a timeless and intractable force that leads religious groups to conflict. In Everyday Sectarianism in Urban Lebanon, Joanne Nucho shows how wrong this perspective can be. Through in-depth research with local governments, NGOs, and political parties in Beirut, she demonstrates how sectarianism is actually recalibrated on a daily basis through the provision of essential services and infrastructures, such as electricity, medical care, credit, and the planning of bridges and roads.Taking readers to a working-class, predominantly Armenian suburb in northeast Beirut called Bourj Hammoud, Nucho conducts extensive interviews and observations in medical clinics, social service centers, shops, banking coops, and municipal offices. She explores how group and individual access to services depends on making claims to membership in the dominant sectarian community, and she examines how sectarianism is not just tied to ethnoreligious identity, but also class, gender, and geography. These design and policy decisions shape infrastructure, influence economic development, and influence future exposures to natural hazards for decades, Population growth and shifts, particularly those on the coasts, drive demand for new infrastructure, and, as a result, increase the exposure of infrastructure to natural hazards. These natural hazard exposures are projected to be larger and more uncertain in the future because of the effects of sea level rise and projected changes in temperature and precipitation patterns. Thus, incorporating natural hazard risk assessment into infrastructure planning is becoming both increasingly important and challenging. This report summarizes insights we have gained about the exposures to U.S. infrastructure from natural hazards now and in the future. Our analysis identifies regions in the country where infrastructure may be uniquely exposed to a complex set of natural hazards. In those regions, our analysis highlights the types of infrastructure that are exposed and the hazards that put them at risk. Our analysis also reveals where infrastructure exposures may be expected to change most dramatically. Finally, our analysis reveals where infrastructure exposures remain most uncertain and where new data and analysis would be most valuable. The report documents how each infrastructure type and hazard is represented in data sets to act as a reference for any use of the data. In Pipe Politics, Contested Waters, Lisa Björkman shows how an elite dream to transform Mumbai into a "world class" business center has wreaked havoc on the city's water pipes. In rich ethnographic detail, Pipe Politics explores how the everyday work of getting water animates and inhabits a penumbra of infrastructural activity-of business, brokerage, secondary markets, and sociopolitical networks-whose workings are reconfiguring and rescaling political authority in the city. Mumbai's increasingly illegible and volatile hydrologies, Björkman argues, are lending infrastructures increasing political salience just as actual control over pipes and flows becomes contingent on dispersed and intimate assemblages of knowledge, power, and material authority. These new arenas of contestation reveal the illusory and precarious nature of the project to remake Mumbai in the image of Shanghai or Singapore and gesture instead toward the highly contested futures and democratic possibilities of the actually existing city

Focusing mainly on financial and partly on trade issues, this book provides a welcome perspective from seasoned Asia experts on the prospective benefits of a new, more decentralized and regionalized architecture. It will be a timely read, coinciding with the launching of the BRICS' Development Bank.' (Eric Girardin, Aix-Marseille School of Economics, France; former member of the Asian Development Bank Institute Advisory Council). -- The traumatic experiences of the first half of the twentieth century helped shape the postwar global architecture, which saw the creation of the IMF, the GATT, and the World Bank. Today, this economic architecture is ill-fitted to the global economy. The balance of financial power has moved towards the emerging economies, especially those in Asia, a shift which is not sufficiently reflected in the governance of these institutions. -- New Global Economic Architecture addresses how a regional architecture, particularly in Asia, can induce a supply of regional public goods that strengthens the global public goods supplied through the global architecture, to promote sustainable economic development. The global network is moving towards a decentralized system with global, regional, and national institutions, and the book presents a comparison of the pace of reforms in various institutions and the identification of the reform agenda from an Asian perspective. It provides suggestions for strengthening regional institutions in Asia so they may better provide regional public goods. The evolution of institutions and policies that comprise the international monetary, financial, trade and development architecture is considered since their establishment after the Bretton Woods conference of 1944. -- Policymakers, academics, think tanks and practitioners will benefit from the international perspective of the book, particularly those interested in the influential Asian architecture.     Abstract: The notion of inverse infrastructures – that is, bottom-up, user-driven, self-organizing networks – gives us a fresh perspective on the omnipresent infrastructure systems that support our economy and structure our way of living. This fascinating book considers the emergence of inverse infrastructures as a new phenomenon that will have a vast impact on consumers, industry and policy. Using a wide range of theories, from institutional economics to complex adaptive systems, it explores the mechanisms and incentives for the rise of these alternatives to large-scale infrastructures and points to their potential disruptive effect on conventional markets and governance models. The approach in this unique book challenges the existing literature on infrastructures, which primarily focuses on large technical systems (LTSs). In contrast, this study highlights unprecedented developments, analyzing the differences and complementarity between LTSs and inverse infrastructures. It illustrates that even large infrastructures need not require a blueprint design or top-down and centralized control to run efficiently. The expert contributors draw upon a captivating and wide-ranging set of case studies, including: Wikipedia, wind energy cooperatives, Wireless Leiden, rural telecom in developing countries, local radio and television distribution, the collection of waste paper, syngas infrastructure design, and e-government projects. The book discusses the feasibility of temporary infrastructures and unprecedented ownership arrangements, and concludes that inverse networks represent a critical transformation of the accepted model of infrastructure development.

    Abstract: This report analyzes the fiscal capacity of eight local levee districts in southern Louisiana to shoulder the burden of operating and maintaining the Hurricane and Storm Damage Risk Reduction System (HSDRRS) and other key hurricane protection infrastructure currently under construction by the U.S. Army Corps of Engineers. It specifically focuses on operation and maintenance (O & M) costs, assuming that costs associated with major repairs and levee lifts will not be borne by levee districts. It also discusses some innovative approaches that other government agencies responsible for operating and maintaining flood and hurricane protection infrastructure are using to generate revenue to cover those costs. The report discusses the methodology used to project the O & M costs associated with hurricane protection infrastructure. It provides O & M cost estimates for each newly constructed piece of the HSDRRS and estimates the total O & M costs to be borne by eight major levee districts within the HSDRRS. Some of these estimates differ from estimates based on cost-plus engineering estimates because they are based on historical expenditures by levee districts to maintain existing infrastructure. The report then discusses the author⁰́₉s methodology for projecting levee district budget revenues and budget balances through 2016. The report concludes with a discussion of some options that other states have used to generate revenue for the O & M of levees and hurricane protection infrastructure

    Abstract: "With the exception of South Africa, local financial markets in sub-Saharan Africa remain underdeveloped and small, with a particular dearth of financing with maturity terms commensurate with the medium- to long-term horizons of infrastructure projects. But as financial market reforms gather momentum, there is growing awareness of the need to tap local and regional sources. Drawing on a comprehensive new database constructed for the purpose of this research, the paper assesses the actual and potential role of local financial systems for 24 African countries in financing infrastructure. The paper concludes that further development and more appropriate regulation of local institutional investors would help them realize their potential as financing sources, for which they are better suited than local banks because their liabilities would better match the longer terms of infrastructure projects. There are clear signs of positive change: private pension providers are emerging in Africa, there is a shift from defined benefit toward defined contribution plans, and African institutional investors have begun taking a more diversified portfolio approach in asset allocation. Although capital markets remain underdeveloped, new issuers in infrastructure sectors-particularly of corporate bonds-are coming to market in several countries, in some cases constituting the debut issue. More than half of the corporate bonds listed at end-2006 on these countries' markets were by companies in infrastructure sectors. More cross-border listings and investment within the region-in both corporate bonds and equity issues-including by local institutional investors, could help overcome local capital markets' impediments and may hold significant promise for financing cross-country infrastructure projects.     Abstract: "The paper's objective is to explain factors underlying Africa's weak infrastructure endowment and to identify suitable infrastructure goals for the region based on benchmarking against international peers. The authors use a dataset covering the stocks of key infrastructure-including information and communication technology (ICT), power, roads, and water-across 155 developing countries over the period 1960 to 2005. The paper also examines subregional differences within Africa. They make use of regression techniques to control for a comprehensive set of economic, demographic, geographic, and historic conditioning factors, as well as adjusting for potential endogeneities. Results show that Africa lags behind all other regions of the developing world in its infrastructure endowment, except in ICT. By far the largest gaps arise in the power sector, with generating capacity and household access to electricity at half the levels observed in South Asia. While it is often assumed that Africa's infrastructure deficit is largely a reflection of its relatively low income levels, the authors find that African countries have much more limited infrastructure than income peers in other parts of the developing world. Countries that face the most challenging environment, with low population density, weak governance, and history of conflict, have the poorest infrastructure endowments. At the outset of the data series, Africa was doing significantly better than other developing regions for road density, generation capacity, and fixed-line telephones, but Africa's relative position has deteriorated over time. The most dramatic loss of ground has come in electrical generating capacity, which has stagnated since 1980. "--World Bank web site

    Abstract: "Competition in public procurement auctions in the water supply and sanitation sector is largely limited. This is partly because of high technical complexity and partly because of auction design flaws. The division of lot contracts is an important policy choice for auctioneers to achieve efficiency. In general, there is a tradeoff between competition in auctions and size of contracts. Larger works could benefit from economies of scale and scope, but large contracts might undermine competition. Using data on public procurement auctions for water and sewage projects in developing countries, this paper shows that bidder entry is crucially endogenous, especially because it is determined by the auctioneer's bundling and unbundling strategy. If water treatment plant and distribution network works are bundled in a single lot package, competition would be significantly reduced, and this adverse entry effect would in turn raise the public procurement costs of infrastructure. There is no evidence of positive scope economies in the bidder cost structure. It is important to account for the underlying cost structure for designing efficient auction mechanisms.     Abstract: "Household surveys have long been used to estimate poverty and inequality trends, as well as trends in education and health indicators, but they have not been used to the same extent to assess trends in the access to or coverage of modern infrastructure services. In this paper, we use Demographic and Health Surveys from a larger sample of sub-Saharan African countries in order to collect comparable information across countries on coverage of piped water, flush toilets, electricity, and landline telephones over time. The results suggest that coverage rates for electricity, flush toilets have improved slightly over the last decade. Coverage of piped water has declined, at the same time as coverage of landline (as well as cellular) telephone has increased rapidly. The decline has been primarily in the urban areas while the infrastructure coverage has either increased or remained stable in rural Africa. For all four services, among the poorest households coverage remains virtually inexistent. If business as usual continues, it would take a very long time to reach universal or widely shared coverage even in countries where coverage has improved. These results point to the need to increase efforts by governments and international community to progressively increase access to modern infrastructure services in Africa. "--World Bank web site

    Abstract: "The goal of the paper is to provide a comprehensive assessment of the impact of infrastructure development on growth in African countries. Based on econometric estimates for a sample of 136 countries from 1960-2005, the authors evaluate the impact on per capita growth of faster accumulation of infrastructure stocks and of enhancement in the quality of infrastructure services for 39 African countries in three key infrastructure sectors: telecommunications, electricity, and roads. Using an econometric technique suitable for dynamic panel data models and likely endogenous regressors, the authors find that infrastructure stocks and service quality boost economic growth. The growth payoff of reaching the infrastructure development of the African leader (Mauritius) is 1.1 percent of GDP per year in North Africa and 2.3 percent in Sub-Saharan Africa, with most of the contribution coming from more, rather than better, infrastructure. Across Africa, infrastructure contributed 99 basis points to per capita economic growth, versus 68 points for other structural policies. Most of the contribution came from increases in stocks (89 basis points), versus quality improvements (10 basis points). The findings show that growth is positively affected by the volume of infrastructure stocks and the quality of infrastructure services; simulations show that our empirical findings are significant statistically and economically. Identifying areas of opportunity to generate productivity growth, the authors find that African countries are likely to gain more from larger stocks of infrastructure than from enhancements in the quality of existing infrastructure. The payoffs are largest for telephone density, electricity-generating capacity, road-network length, and road quality. "--World Bank web site
