    Kurzfassung: International debate has recently focused on increased inequalities and the adverse effects they may have on both social and economic developments. Income inequality, now at its highest level for the past half-century, may not only undermine the sustainability of European social policy but also put at risk Europe's sustainable recovery. A common feature of recent reports on inequality (ILO, OECD, IMF, 2015-17) is their recognition that the causes emerge from mechanisms in the world of work. The purpose of this book is to investigate the possible role of industrial relations, and labour policies more generally, in reducing these inequalities. The book pays particular attention to the contribution of social partners and social dialogue to achieving concrete outcomes, notably in terms of flexibility and security for both employers and workers. The key aim is to identify elements of a response to a number of important questions: which countries have succeeded in carrying out the necessary reforms without generating further inequalities? What industrial relations systems seem to perform better in this respect? What policy measures, institutions and actors play a determinant role in achieving more balanced outcomes? How can social dialogue address future transformations of the world of work while limiting inequalities? The scope of this book goes beyond pay to address other types of inequality - in the distribution of working time, access or re-access to jobs, training and career opportunities, and social protection and pensions. It also looks at inequalities that may affect particular groups of workers, including women or young people, as well as people in certain types of work arrangements, such as part-time or temporary work or the self-employed.     Kurzfassung: Public social services are a key component of the welfare state in most of Europe, although their development trajectories, coverage and legal status still vary considerably among countries. How such services are provided, and for whom, impacts significantly on social and territorial cohesion, gender balance and, ultimately, on the development of any society. However, while much is discussed and written about social policy and welfare systems, social services remain somewhat neglected. Although they have gained a stronger foothold in national legislations and social policy agendas, their status remains weaker compared to education or health. Moreover, because of the austerity measures following the 2008 financial crisis, they have been subject to cuts and reorganisation, which have brought about significant disruption. This book revives the discussion on public social services and their redesign, with a focus on services relating to care and the social inclusion of vulnerable groups. Conveying the main findings of the EU-funded COST Action IS1102 Social Services, Welfare States and Places, the book provides rich information on the changes that occurred in the organisation and supply of public social services over the last thirty years in different European places and service fields. Despite the persisting variety in social service models, three shared trends emerge: public sector disengagement, 'vertical re-scaling' of authority and 'horizontal re-mix' in the supply system. The consequences of such changes are evaluated from different perspectives - governance, social and territorial cohesion, labour market, gender - and are eventually deemed 'disruptive' in both economic and social terms. The policy implications of the restructuring are also explored.     Kurzfassung: This volume, arising from a PSE-CEPREMAP-DIMeco conference, includes contributions by the some of the best-known researchers in happiness economics and development economics, including Richard Easterlin, who gave his name to the 'Easterlin paradox' that GDP growth does not improve happiness over the long run. Many chapters underline the difficulty of increasing well-being in developing countries, including China, even in the presence of sustained income growth. This is notably due to the importance of income comparisons to others, adaptation (so that we get used to higher income), and the growing inequality of income. In particular, rank in the local income distribution is shown to be important, creating a beggar-thy-neighbour effect in happiness. Wealth comparisons in China are exacerbated by the gender imbalance, as the competition for brides creates a striking phenomenon of conspicuous consumption on the housing market. Policy has to be aware of these effects. This applies in particular to those who try to use self-reported subjective well-being in order to generate a 'social subjective poverty line', which is a key issue in developing countries. However, the news is not only bad from the point of view of developing countries. One piece of good news is that GDP growth often seems to go hand-in-hand with lower happiness inequality, and thereby reduces the risk of extreme unhappiness

    Kurzfassung: This book discusses the impact of taxation on economic growth, employment, investment, consumption and the environment. The public finance literature commonly distinguishes between three major functions of taxation: the traditional function of raising revenue to finance government expenditure; the distributional function as an instrument to alter the distribution of income and wealth amongst households; and the regulatory function that uses taxation at the benefit of stabilization and other economic policies. Especially after the Second World War, OECD countries have increasingly used taxation to achieve a variety of economic and social objectives. Today many governments use the tax system to stimulate economic growth and employment. Fiscal measures also play a role in creating a favourable climate for business investment and to promote a long-term sustainable environmental policy. Currently, in the debate on global warming, the use of tax instruments to tackle climate change is on the top of the international agenda. The authors aim to provide the reader with the necessary empirical information, while at the same time presenting an overview of the latest theory and best practices. In doing so, many relevant policy issues are touched upon. Based on theoretical and empirical studies and practical experiences in OECD countries, the book establishes guidelines for effective tax policy. The book offers tools for tax design in a globalising economy and the world of the internet with increasing tax competition and a growing battle for companies and brains between countries. The book also presents a 'carrot and stick' model to promote clean technologies, reduce pollution and combat climate change. The message from the authors is straightforward: broad, low, simple, and a shift from income to consumption taxation. These principles are illustrated in a concept proposal for a so-called Second Life Tax system

    Kurzfassung: Frequent references are made to the 'Asian economic miracle' as a means of describing the wave of GDP growth experienced across the Asia-Pacific region over the past twenty years. Implicit in this description is the assumption that the Asia-Pacific region has progressed at the same rate that GDP has risen over the same period. But is this truly the case? Employing a Genuine Progress Indicator as an alternative measure of sustainable welfare, the contributors to this book aim to answer this question by presenting case studies of seven Asia-Pacific nations. The results reveal that all is not as positive as conventional indicators might suggest. The book shows that the three wealthy nations - Australia, New Zealand, and Japan - have long reached a level of GDP beyond which further growth is detrimental to their sustainable welfare while the four poorer nations - China, India, Thailand, and Vietnam - are fast approaching a similar situation, but at much lower per capita levels of sustainable welfare. In view of these results, it is argued that genuine progress in the Asia-Pacific region requires the wealthy nations to focus on qualitative improvement (development) rather than GDP growth. As for the poorer nations, it is argued that population stabilisation demands urgent attention while the GDP growth required over the next two to three decades must be as clean, efficient, and equitable as possible. Sustainable Welfare in the Asia-Pacific will appeal to a wide audience of academics and researchers in the areas of ecological, environmental and natural resource economics, development, green national accounting, and environmental management. It will also find a readership in policymakers, environmental managers and NGOs, particularly in the Asia-Pacific region

    Kurzfassung: The Entrepreneur in Youth offers one of the most comprehensive assessments to date of African American, Latino, and white high school students' aspirations, knowledge, opinions and educational views related to entrepreneurship and philanthropy. A key strength is its longitudinal approach to analysis and interpretations, made possible by extensive surveys of over 11,000 respondents from high school youth and other groups, including adults and business owners. The key findings exhibit an extraordinarily high level of interest in entrepreneurship among youth as well as a strong desire to give back to their communities. However, they lack the knowledge and experience to achieve their aspirations. The book's major recommendations and guidelines include challenges to education and other policymakers to expand and enhance opportunities to access entrepreneurship education and early entrepreneurship mentoring shadowing experiences - especially for those who demand it the most: African Americans and Latinos. Meeting these challenges not only will contribute to economic growth and social reform initiatives but also will increase economic and social mobility and access to opportunity for a still largely untapped pool of future entrepreneurs.     Kurzfassung: This book presents various empirical analyses of cross border strategies adopted by global firms with a particular emphasis on the European and East Asian experiences. It also provides studies of the trends and prospects of regional economic integration, focusing mainly on East Asia. The book addresses the topic of economic integration from both a corporate perspective and a policy perspective. The contributors illustrate the powerful integrative effects of cross border strategies of global firms and their impact on the increasing economic interdependence between countries, as shown for example by production sharing within multinational corporate networks.     Kurzfassung: This book is a critical review of current fiscal and monetary policy in Europe and presents results of both empirical research and a discussion of the theoretical framework behind the policy of the European Central Bank and the Stability and Growth Pact. Macroeconomic policy is often hotly debated within the EU. However, the majority of policy discussions have started from a shared view of how the economy works. This shared neo-classical view is also known as the 'Brussels-Frankfurt consensus'. According to that consensus, European labour markets are too rigid in comparison to the US labour market. Hence, the prevalent view is that the European unemployment problem can be solved by increasing incentives; improving the returns on schooling and redefining the role and the necessity of labour market institutions. In this volume the authors argue that it is not at all clear which institutions cause labour market rigidities and to what extent. They note that the problem of unemployment requires a much broader set of solutions, including active labour market policies, policies concerning schooling and the development of skills. Growth and Cohesion in the European Union also highlights that these microeconomic policies will not in themselves provide the solution to what is essentially a macroeconomic problem. First and foremost the role of aggregate demand in the determination of unemployment has to be placed at the forefront of the debate. The extensive discussion of a broad variety of topics in the field of macroeconomic policy will ensure this book finds a welcome readership amongst researchers and academics of European studies and macroeconomics. Policy advisors will also find much to engage them as the book provides a critical view on the Brussels-Frankfurt consensus, currently so dominant amongst European policymakers

    Kurzfassung: East Asia has been an area of high economic growth for several decades. The East Asian High-Tech Drive argues that to maintain the growth momentum, the more advanced East Asian economies need to pay particular attention to policies designed to upgrade their industrial capabilities. The authors argue that effectively functioning institutions, predictable commercial policies, investments in human capital and infrastructure, openness and macroeconomic stability are essential for growth and technological development. Regarding the two lower income economies in the sample, Indonesia is found to have the smallest improvement in the skill intensity of its exports, while the Philippines has registered the slowest economic growth. For both countries, industrial upgrading issues are not as imperative as achieving or regaining rapid, labour-intensive growth as both recently experienced major political instabilities. Yun-Peng Chu and Hal Hill have gathered together a strong and cohesive collection of papers written by country experts on the issue of high-tech industrialization in East Asia. They present case studies of Singapore, Korea, Taiwan, Malaysia, the Philippines, Thailand, the PRC and Indonesia. The book uses a new measure of the skill intensity of exports that, it is argued, deepens our understanding of industrialization trajectories in this important and dynamic region. There are also detailed examinations and assessments of government policies in each economy. The editors have prepared an overview chapter that summarizes and integrates the main results of cross-country comparisons in a coherent manner.     Kurzfassung: This book explores the regional strategy and management of Japanese MNEs in Europe. Ken-ichi Ando investigates, using case studies of the auto and pharmaceutical industries, how these companies can, and do, overcome the inherent difficulties and opportunities of trading in Europe, including the problems posed by cultural differences and geography, alongside the opportunities of expanding markets. While these companies are global players, they must increasingly be aware of, and evolve in response to, European economic integration. The strategy setting and management are influenced by company- and industry-specific factors, and some common features can be found. The locational and entry strategies are based both on the multinationals' own resources and capability, and on the changing locational conditions, while pan-European management is conducted to achieve the benefits of 'multinationality' at the regional level. The mutual relationships between the location of subsidiaries, the entry mode, and the pan-European operation are clearly shown from the detailed analysis at the company level. The impacts and limits of the EU on multinationals are also confirmed in the book, and the importance of national characteristics is suggested.     Kurzfassung: Technological change plays a crucial role in realizing energy efficiency improvements and, therefore, in ameliorating the conflict between economic growth and environmental quality. However, the diffusion of new technologies can prove a costly and lengthy process, meaning that many firms do not invest in best-practice technologies. The author offers important new explanations for this energy-efficiency paradox. This volume contributes to a better understanding of the interplay between economic growth, energy use and technological change, with particular emphasis on the adoption and diffusion of energy-saving technologies. In the theoretical section, the author examines how several characteristics of technological change and environmental policy affect the dynamics of technology choice. He demonstrates how technological complementarity, learning processes and uncertainty can help explain why the innovation and diffusion of new technologies is such a protracted and complex procedure. The empirical section explores long-run trends in energy and labour productivity performance, as well as patterns of substitutability and technological change across a range of OECD countries. The book concludes by integrating the results in an applied policy model of economy-energy interaction. This book is unique in applying insights from different perspectives to the field of energy economics, and by focusing on the diffusion of energy-saving technologies rather than their innovation.     Kurzfassung: The economic system of 'high-growth-period' Japan was characterized by various properties such as its unique banking system, industrial policy and lifetime employment. Juro Teranishi argues that since the 'bubble period' and the subsequent severe downturn of the economy during the 1990s, Japan's economic system has been undergoing extensive changes. This book is informed by a historical evaluation of the 'high-growth-period' economic system in comparison with the preceding Meiji-Taishô economic system, set within a framework incorporating the role of the government and the private sector economic system as well as the government-private sector interface. Factors are identified that determined the emergence of the Japanese economic system, and the nature of, and reasons for, its transformation. Juro Teranishi reveals how the 'high-growth-period' economic system emerged because of the failure of the Meiji-Taishô economic system to adapt to changes in exogenous conditions, and that it is now obliged to change in order to accommodate those changes that took place during the 1990s. The book also includes a valuable evaluation of the performance of the Japanese economic system in terms of not only the growth of GDP, but also income distribution.     Kurzfassung: Following China's accession to the WTO in 2001, reform of its science and technology system has deepened. This book provides an in-depth analysis of the high-tech sector, examining Chinese high-tech industry policy, the emergence of industrial clusters, the R&D activities of multinational corporations operating in China, and the prospect of commercialization of high-tech achievements. The authors argue that since commercialization has become the ultimate objective of innovation activity, the relationship between R&D facilities, the local economy and local enterprises has become closer, thereby boosting the technology innovation capability of the corporate sector. They go on to explore regions with the greatest scale and depth of high-tech industry development: Beijing, Shenzhen, Shanghai and Shaanxi; which now serve as models for other regions.     Kurzfassung: On the premise that pension provision in Europe will dramatically change over the next few decades, this book concentrates on the funded component of pension wealth, and specifically on annuities - financial products that, on the basis of actuarial equivalence, allow the conversion of wealth into a lifelong stream of income. Developing an Annuity Market in Europe provides an analysis of how longevity and return risks are dealt with, besides considering key features from both household and insurance company perspectives. It takes account of the fact that annuity markets are expected to attract much interest in future years given the prospective cuts in public pension expenditure. In order to fill the gap between shrinking pensions and desired retirement consumption, the authors argue, annuities must be well regulated and supplied with financially attractive products. These conditions hardly exist today: thin markets and scant interest prevail, information is incomplete and imperfect, products show significant disparities. The contributors to this book explore the causes of present malfunctioning and examine the changes that may give annuities a new and vital function, which, along with greater competition and greater regulation may significantly alter the present scene of pension finance. Finally, the book offers an overview of regulatory issues including transparency, prudential provisions, appropriate levels of guarantees, and administrative costs. This important and timely book will be invaluable to anyone interested in annuities, from practitioners through to students, researchers and academics concerned in financial or public economics

    Kurzfassung: Knowledge, Technological Catch-up and Economic Growth investigates the relationship between knowledge diffusion and economic growth. Using a broad definition of knowledge - encompassing technology, production skills, know-how and firm capabilities - the central argument of the book is that the extent of knowledge diffusion is an important determinant of economic growth. Mark Rogers uses both neoclassical and endogenous growth models to construct testable hypotheses in order to gauge whether countries that are good at acquiring and diffusing new knowledge actually do achieve faster economic growth. His empirical analysis uses new data on communications, international business links, and study abroad in order to proxy absorptive capability and to test these hypotheses. Arguing that existing research on the role of knowledge is underdeveloped, the book aims to convince mainstream economists who perceive knowledge as conceptually vague and too difficult to measure, that the role of knowledge can in fact be analysed and quantified. Making new contributions to the understanding of economic growth, this book will appeal to students, researchers, economists and policy makers with a particular interest in economic performance and the growth process, and knowledge management and technology

    Kurzfassung: During the past two centuries, major technological breakthroughs such as the steam engine and electricity have acted as the catalysts for growth and have resulted in a marked increase in material well-being. The dominant technology today - information and communication technology (ICT) - does not seem to drive growth as effectively and has coincided with an apparent increase in wage inequality. This book provides explanations of these two characteristics of modern economies and analyses them from both an individual and integrated perspective. Richard Nahuis explores and combines the seemingly separate phenomena of wage inequality between high-skilled and low-skilled workers, and the relatively low productivity growth experienced by most countries. The author provides a number of alternative theories for the increase in wage inequality as a result of new technologies, combined with an extensive review of the associated literature. He goes on to detail the technological revolution, describe why this does not necessarily result in high productivity growth and outline the best methods to measure productivity in the new economy.     Kurzfassung: Although the history of the Common Agricultural Policy (CAP) is dominated by a process of centralisation, growing pressures to integrate agri-environmental problems into the CAP have revealed the need to embrace decentralised approaches in an efficient federal structure. Indeed, in recent years it has become increasingly evident that the agricultural sector must undergo fundamental changes in order to enter an era of sustainable development. The authors do not believe that this will be an easy process, not only because agricultural policies in Europe are dominated by specific interest groups, but primarily because integrating environmental aspects into the CAP requires difficult institutional change at different levels. Centralised decision making at the EU level has characterised recent agricultural policy and the authors argue that centralised and hierarchical governance structures may fail to produce adequate solutions if they are not linked to regional and more diverse institutional arrangements. They demonstrate how these new institutional arrangements should be designed and how this change can be organised. In particular, they highlight the need for cooperation, and the participation of farmers, as a strategy to cope with agri-environmental issues and resource management problems. Addressing the value of co-operative strategies to achieve sustainable development and cope with agri-environmental problems, this book will be of great interest to agricultural economists and those with an interest in ecological reforms of agricultural policies. It will also be particularly relevant to policymakers within EU nations, as well as policymakers within the countries of Eastern and Central Europe who will be amongst the first to be admitted to the EU in the next wave of expansion

    Kurzfassung: This significant book investigates the political economy of environmental policy in Europe with a careful analysis of how EU directives are realised in the member states. The authors explore this issue through a comparative evaluation of the implementation of three pieces of EU environmental legislation in France, Germany, the Netherlands and the UK. Areas covered by the legislation include air emission standards for waste incinerators, the electricity supply industry, and the certification of environmental management systems. The results vary across cases even though overcompliance is observed in certain cases. The regularity arising from the different case studies is related to the determinants of the environmental outcomes that are observed. When environmental directives are implemented they are likely to interact with parallel policy processes and these interactions can exert a strong positive or negative influence on the success of the policy in question. The central policy problem is the fact that these interactions are very difficult to anticipate at the policy formulation stage. It leads the authors to propose that effective environmental policy should therefore be adaptable in order to cope with these unanticipated effects. This book covers a very important and topical issue by studying the genuine impact of environmental directives and increasing the readers' understanding of the way in which environmental federalism works in Europe.     Kurzfassung: The theme of this extensive book is the relationship between consumption and growth in the context of the long run theory of effective demand. Taking Schumpeter's views on economic development as a starting point, the author proposes an original framework for the analysis of consumption patterns as an element of growth in advanced market economies. The book examines the role of demand with respect to the theory of structural change and the theory of consumption at both the micro and macro level. The theoretical framework is employed to analyze the consumption-growth relationship and its implications for the process of structural evolution. The actual dynamics of consumption are examined in terms of the cycle of expansion in the US economy during the 1980s. The author concludes that there is a distinct shift towards a pattern of 'consumption deepening' that explains the consumption fuelled recovery of the 1980s and mirrors a process of 'intensive growth' of the market. This interpretation sheds light on the underlying process sustaining US expansion during the 1990s and the questions facing advanced market economies which have begun to experience the emergence of an 'internet scenario' in terms of development. In focusing on the relationship between consumption changes and the growth process, this book distinguishes itself from much of the literature on the subject which deals with these two aspects individually. Davide Gualerzi breaks genuinely new ground with his empirical and theoretical research. This book will appeal to economists interested in growth and economic development, scholars in related social sciences, and the wide base of economists and academics sympathetic to new approaches to the problem of economic growth

    Kurzfassung: Growth Theory in Historical Perspective is a collection of thirteen carefully selected essays by Theo van de Klundert which demonstrate the development of growth theory over the past forty years. The sequence of chapters reveals the shifts in focus which have occurred since the first formal growth models of the 1940s and 1950s. He illustrates how the Keynesian paradigm was replaced by neo-classical models, which in turn have been superseded by theories of endogenous technical progress, the focus of growth theory in the 1990s. The author explains how the theory of economic growth is strongly shaped by ideas developed in the past. To this extent the book provides a comprehensive overview of the fundamentals of growth theory and develops important modern themes such as firm-specific research and development and the relationship between growth and international trade. Moreover, several of the chapters explore themes which, in the author's view, have been unfairly neglected in recent writings on the theory of growth. These include the role of demand factors, vintage models and issues of distribution, which he believes can still contribute to the current thinking on growth theory. By balancing insights from old and new theories of economic growth, this comprehensive book should prove fascinating reading for students, researchers and scholars of growth theory

    Kurzfassung: This study focuses in detail on the environmental compliance/competitiveness relationship with respect to the regulation of packaging waste. An important and innovative feature of the study is its emphasis on backward and forward linkages. An entire supply chain is considered: packaging manufacturers and suppliers, food processors and the food retail sector, to study the competitive effects of environmental standards on manufacturing companies and the vertical links and supply responses. A variety of regulatory regimes is represented by including within the study companies from Germany, Italy, the Republic of Ireland and the United Kingdom. While it is of note that the relatively strong regulation in Germany has indeed had effects on company behaviour, there is no evidence that environmental regulations hindered companies from achieving competitive performance. Analyses consider: the response of individual firms to different levels of regulation; the cost of compliance; impact on employment; the influence of the supply chain on environmental and competitive performance; the importance of firm size and ownership; and the impact of regulation on competitiveness, and firm competitiveness on the efficiency of adjustment to regulation

    Kurzfassung: This timely book focuses on the liberalization of agricultural policy and questions whether it is compatible with the goal of achieving economic and environmental sustainability in the European Union. It presents an invaluable contribution to the growing literature on the sustainability and policy aspects of trade liberalization, focusing on European agriculture. Agriculture, Trade and the Environment discusses quantitative methods for the assessment of agriculture-environment trade-offs for policy analysis at the firm, regional or national levels. It also presents the experience of countries in Europe, with particular regard to the impact of the reform of the Common Agricultural Policy and the repercussions of the Uruguay Round. Using a wide range of analytical and quantitative tools, country case studies examine agricultural areas in Austria, Scotland, Italy, Spain, Greece and Estonia. The authors then go on to look at future developments in an enlarged EU context. They conclude that efficient policies for environmental management in the EU need to be tailored to fit local conditions. Any attempt to impose uniform policies across a region as environmentally and economically diverse as Europe will have widely divergent and unintended consequences.     Kurzfassung: At the end of the 20th century economists and policymakers face an unprecedented dual challenge: to avert ecological disaster and to end mass unemployment by accelerating and redirecting world economic growth. This major volume brings together contributions from environmental and technological economists. The first part discusses the ecological challenge to economists and policymakers and shows that both need a radical change in their approach. The second part discusses the institutional and legal changes which are necessary to address this challenge. The final part deals with the technological revolution, focusing on microelectronics and biotechnology, which is now transforming the world economy, and sets it in the context of long term fluctuations in economic growth and the relative stagnation since 1973. The protection of the environment, and economic growth with full employment are not necessarily opposed. On the contrary, as this volume demonstrates, what is required to return to full employment and more rapid growth is vigorous and concerted government action to give an 'eco-friendly' direction to technological and economic change

The distinguished group of authors examines the historic role of banks in utilizing domestic and foreign financial resources. Their contributions show that from the 1880s onwards banks became an integral part of the capital market in continental Europe. In the course of this development the banks played a crucial part in financing industry in North and Central Europe.
