    Abstract: The main original aim of the European Union was to promote convergence towards higher economic growth and social standards. However, EU countries have sometimes experienced different trajectories, due in part to their different starting points and the fact that their convergence on particular socio-economic indicators has varied. At the same time, little evidence has so far been presented on cross-country convergence within the EU. This book aims to answer a number of important questions. To what extent have European countries converged or diverged with EU-wide economic and social indicators over the past 20 years? What have been the drivers of convergence? Why do some countries lag behind, while others experience continuous upward convergence? Why are these trajectories not always linear? Particular attention is paid to the role of institutions, actors and industrial relations - focusing on the resources and strategies of governments, employers and trade unions - in nudging EU countries onto an upward convergence path. This book provides a unique analysis of socio-economic indicators to identify convergence trends in the EU. It defines a number of clusters that help to gauge the strengths and weaknesses of national socio-economic models and the European Social Model. Cross-country case studies help to identify the possible impact of global movements (migration, foreign investment) and policies (social protection, social dialogue, employment) on cross-country convergence. This book offers a timely assessment of convergence within the EU, identifying its drivers in the world of work and in institutions and industrial relations.     Abstract: International debate has recently focused on increased inequalities and the adverse effects they may have on both social and economic developments. Income inequality, now at its highest level for the past half-century, may not only undermine the sustainability of European social policy but also put at risk Europe's sustainable recovery. A common feature of recent reports on inequality (ILO, OECD, IMF, 2015-17) is their recognition that the causes emerge from mechanisms in the world of work. The purpose of this book is to investigate the possible role of industrial relations, and labour policies more generally, in reducing these inequalities. The book pays particular attention to the contribution of social partners and social dialogue to achieving concrete outcomes, notably in terms of flexibility and security for both employers and workers. The key aim is to identify elements of a response to a number of important questions: which countries have succeeded in carrying out the necessary reforms without generating further inequalities? What industrial relations systems seem to perform better in this respect? What policy measures, institutions and actors play a determinant role in achieving more balanced outcomes? How can social dialogue address future transformations of the world of work while limiting inequalities? The scope of this book goes beyond pay to address other types of inequality - in the distribution of working time, access or re-access to jobs, training and career opportunities, and social protection and pensions. It also looks at inequalities that may affect particular groups of workers, including women or young people, as well as people in certain types of work arrangements, such as part-time or temporary work or the self-employed.     Abstract: This book makes the bold attempt at proposing a new general theory of economic development founded on the fact-based perspective of economic behaviour. The main premise is that economic institutions and policies must embody 'economic discrimination' if there is to be any chance of real economic development. By economic discrimination, the author means 'treating differences differently' by selecting and supporting economic entities and behaviour that contribute positively to the economy. By presenting a general theory that goes beyond mainstream and ad hoc economic theories, Sung-Hee Jwa provides a new way to look at capitalism beyond the Marxian interpretation, explaining why some economies develop and others don't. The book identifies markets, government and corporations as the 'holy trinity of economic development', that is, the three most important institutions that must work together via economic discrimination to steer the economy towards real transformative progress. It also warns against the current trend of economic egalitarianism or 'not treating differences differently' because it destroys economic incentives and results in an array of economic problems including growth stagnation and worsening income distribution.     Abstract: Public social services are a key component of the welfare state in most of Europe, although their development trajectories, coverage and legal status still vary considerably among countries. How such services are provided, and for whom, impacts significantly on social and territorial cohesion, gender balance and, ultimately, on the development of any society. However, while much is discussed and written about social policy and welfare systems, social services remain somewhat neglected. Although they have gained a stronger foothold in national legislations and social policy agendas, their status remains weaker compared to education or health. Moreover, because of the austerity measures following the 2008 financial crisis, they have been subject to cuts and reorganisation, which have brought about significant disruption. This book revives the discussion on public social services and their redesign, with a focus on services relating to care and the social inclusion of vulnerable groups. Conveying the main findings of the EU-funded COST Action IS1102 Social Services, Welfare States and Places, the book provides rich information on the changes that occurred in the organisation and supply of public social services over the last thirty years in different European places and service fields. Despite the persisting variety in social service models, three shared trends emerge: public sector disengagement, 'vertical re-scaling' of authority and 'horizontal re-mix' in the supply system. The consequences of such changes are evaluated from different perspectives - governance, social and territorial cohesion, labour market, gender - and are eventually deemed 'disruptive' in both economic and social terms. The policy implications of the restructuring are also explored. The book will appeal to a broad audience: researchers and students, policy-makers, civil servants, service providers, social workers and users' organisations

    Abstract: The rate of economic growth in China over the last 50 years has been remarkable. However this has only highlighted the inequalities between regions in China, making for considerable disquiet at the highest levels of Chinese policy-making. Not everyone has benefited from the same levels of prosperity and this book examines the many and varied policy solutions and proposals that have been applied to this thorny problem. The authors find that the industrial core of China (the South East and the Changjiang and Yellow River regions) is reasonably well integrated but not well connected to the remainder of the country. Indeed, evidence suggests that development in coastal areas comes at the expense of that in the interior while much of the policy designed to boost the interior actually flows to the coastal provinces. This original analysis of the linkages between regions in China, and regional policy since 1949, will prove an invaluable and illuminating account to a wide readership. This will include academics and researchers of Chinese studies and regional economics as well as policy-makers in the region

    Abstract: This book surveys the competing, or sometimes complementary, roles of the state and the market in shaping China's pattern of regional development during the Communist era. The uneven pace of industrialisation across China's provinces during its economic transition raises numerous questions regarding spatial patterns of industrial development in a developing, transitional economy. Jane Golley's book answers questions such as: Why have inter-regional inequalities in industrial development come to exist? Why are they tending to increase? How have regional policies and reform strategies impacted on these trends? How, if at all, can these trends be reversed? A comparative economic systems analysis of the Mao and Deng eras, combined with theoretical and empirical evidence of the disequilibrium nature of regional development, depicts the recent trend of rising inequality across China as being both inevitable and ongoing. The central government's 'Western Development Strategy' is assessed in this context. The most novel contribution of the book is the development of a framework for thinking about regional development and policy, which combines two distinct approaches - 'new' economic geography and comparative economic systems analysis - which can be used to understand patterns of regional development anywhere in the world. The application of this framework to regional development during the Mao and Deng eras provides a uniquely holistic and easy-to-read coverage of the topic. The Dynamics of Chinese Regional Development will appeal to undergraduate and postgraduate students of the Chinese economy.     Abstract: This book presents various empirical analyses of cross border strategies adopted by global firms with a particular emphasis on the European and East Asian experiences.     Abstract: This book explores the regional strategy and management of Japanese MNEs in Europe. Ken-ichi Ando investigates, using case studies of the auto and pharmaceutical industries, how these companies can, and do, overcome the inherent difficulties and opportunities of trading in Europe, including the problems posed by cultural differences and geography, alongside the opportunities of expanding markets. While these companies are global players, they must increasingly be aware of, and evolve in response to, European economic integration. The strategy setting and management are influenced by company- and industry-specific factors, and some common features can be found. The locational and entry strategies are based both on the multinationals' own resources and capability, and on the changing locational conditions, while pan-European management is conducted to achieve the benefits of 'multinationality' at the regional level. The mutual relationships between the location of subsidiaries, the entry mode, and the pan-European operation are clearly shown from the detailed analysis at the company level. The impacts and limits of the EU on multinationals are also confirmed in the book, and the importance of national characteristics is suggested. Scholars and graduate students studying international business and economics, as well as European integration will find this book of great interest

    Abstract: The economic system of 'high-growth-period' Japan was characterized by various properties such as its unique banking system, industrial policy and lifetime employment. Juro Teranishi argues that since the 'bubble period' and the subsequent severe downturn of the economy during the 1990s, Japan's economic system has been undergoing extensive changes. This book is informed by a historical evaluation of the 'high-growth-period' economic system in comparison with the preceding Meiji-Taishô economic system, set within a framework incorporating the role of the government and the private sector economic system as well as the government-private sector interface. Factors are identified that determined the emergence of the Japanese economic system, and the nature of, and reasons for, its transformation. Juro Teranishi reveals how the 'high-growth-period' economic system emerged because of the failure of the Meiji-Taishô economic system to adapt to changes in exogenous conditions, and that it is now obliged to change in order to accommodate those changes that took place during the 1990s. The book also includes a valuable evaluation of the performance of the Japanese economic system in terms of not only the growth of GDP, but also income distribution. Juro Teranishi's book will appeal to scholars and students of the Japanese economy, institutional and financial economics, and corporate governance

    Abstract: Organisations and the nature of work have undergone fundamental changes in recent decades.     Abstract: Financial reform has been a major concern for China's transitional economy - especially in the realms of banking and insurance - since accession to the WTO in 2001. This book scrutinizes the development and limitations of these industries during the process of institutional transformation, and demonstrates that they are now facing severe challenges as well as opportunities. The relationships between the market structure, behavior and performance of China's banking and insurance industries are analysed. The strengths, weaknesses, opportunities and threat (SWOT) approach is utilized in investigating the impact of WTO accession on Chinese banking and insurance, and strategies for the prevention of future financial crises are prescribed. Exploring the juxtaposition of institutional transformation in China and the financial risk inherent in the old system, the book concludes that with WTO accession and the opening up of financial services to foreign companies, competitiveness will become fiercer, resulting in increased uncertainty, intensifying the level of risk even further.     Abstract: On the premise that pension provision in Europe will dramatically change over the next few decades, this book concentrates on the funded component of pension wealth, and specifically on annuities - financial products that, on the basis of actuarial equivalence, allow the conversion of wealth into a lifelong stream of income. Developing an Annuity Market in Europe provides an analysis of how longevity and return risks are dealt with, besides considering key features from both household and insurance company perspectives. It takes account of the fact that annuity markets are expected to attract much interest in future years given the prospective cuts in public pension expenditure. In order to fill the gap between shrinking pensions and desired retirement consumption, the authors argue, annuities must be well regulated and supplied with financially attractive products. These conditions hardly exist today: thin markets and scant interest prevail, information is incomplete and imperfect, products show significant disparities. The contributors to this book explore the causes of present malfunctioning and examine the changes that may give annuities a new and vital function, which, along with greater competition and greater regulation may significantly alter the present scene of pension finance. Finally, the book offers an overview of regulatory issues including transparency, prudential provisions, appropriate levels of guarantees, and administrative costs. This important and timely book will be invaluable to anyone interested in annuities, from practitioners through to students, researchers and academics concerned in financial or public economics

    Abstract: Knowledge, Technological Catch-up and Economic Growth investigates the relationship between knowledge diffusion and economic growth. Using a broad definition of knowledge - encompassing technology, production skills, know-how and firm capabilities - the central argument of the book is that the extent of knowledge diffusion is an important determinant of economic growth. Mark Rogers uses both neoclassical and endogenous growth models to construct testable hypotheses in order to gauge whether countries that are good at acquiring and diffusing new knowledge actually do achieve faster economic growth. His empirical analysis uses new data on communications, international business links, and study abroad in order to proxy absorptive capability and to test these hypotheses. Arguing that existing research on the role of knowledge is underdeveloped, the book aims to convince mainstream economists who perceive knowledge as conceptually vague and too difficult to measure, that the role of knowledge can in fact be analysed and quantified.     Abstract: Although the history of the Common Agricultural Policy (CAP) is dominated by a process of centralisation, growing pressures to integrate agri-environmental problems into the CAP have revealed the need to embrace decentralised approaches in an efficient federal structure. Indeed, in recent years it has become increasingly evident that the agricultural sector must undergo fundamental changes in order to enter an era of sustainable development. The authors do not believe that this will be an easy process, not only because agricultural policies in Europe are dominated by specific interest groups, but primarily because integrating environmental aspects into the CAP requires difficult institutional change at different levels. Centralised decision making at the EU level has characterised recent agricultural policy and the authors argue that centralised and hierarchical governance structures may fail to produce adequate solutions if they are not linked to regional and more diverse institutional arrangements. They demonstrate how these new institutional arrangements should be designed and how this change can be organised. In particular, they highlight the need for cooperation, and the participation of farmers, as a strategy to cope with agri-environmental issues and resource management problems. Addressing the value of co-operative strategies to achieve sustainable development and cope with agri-environmental problems, this book will be of great interest to agricultural economists and those with an interest in ecological reforms of agricultural policies. It will also be particularly relevant to policymakers within EU nations, as well as policymakers within the countries of Eastern and Central Europe who will be amongst the first to be admitted to the EU in the next wave of expansion

    Abstract: The main theme of this study is the political economy of policy reform in less developed countries and post-socialist countries. Given the complexity of economic development and transition, Joachim Ahrens views failures in policy reform, poor public sector management, rent-seeking, corruption, and over-centralization as systematic, though not exclusive, instances of institutional failure. This interdisciplinary study looks for ways of constructing effective market-enhancing governance structures that provide appropriate incentive systems to cope with such failures. No blueprint is offered, but the book provides a conceptual governance framework that can be applied in a comparative way to analyze economic, political, and social obstacles to policy and institutional reform. The concept is not only used to analyze the politico-institutional foundation of policy reform in East Asia and Eastern Europe, but it also allows to elaborate country specific strategies to craft institutional safeguards that help overcome impediments to development and transition. This innovative book, which overcomes the conventional perspective of a government-market dichotomy, will be of interest to researchers, students, policymakers and all those concerned with the impact of the dialectic interaction between political and economic forces on economic development

    Abstract: Globalizing Europe examines the involvement of the European Union in the deepening integration that results as trade and transnational production link markets and economic systems across the world. This process is posing a unique challenge to European decision-makers to implement measures that will maximize the benefits and reduce the costs of globalization.     Abstract: This book examines the significance of technological, organisational and institutional change as crucial factors in the analysis of the turnover time of capital. It also studies the related set of theoretical questions that concern the relationship between power, knowledge and time, in the context of capital accumulation and distribution. Michèle Javary presents a creative and novel analysis of the ways in which these relationships can be analysed both conceptually and historically. She explores current issues relating to the dynamics of technical change, innovation, learning and institutional change by reviving and re-exploring one of the most penetrating contributions to economic thought: Marx's Capital.     Abstract: In Development as Freedom Amartya Sen explains how in a world of unprecedented increase in overall opulence millions of people living in the Third World are still unfree. Even if they are not technically slaves, they are denied elementary freedoms and remain imprisoned in one way or another by economic poverty, social deprivation, political tyranny or cultural authoritarianism. The main purpose of development is to spread freedom and its `thousand charms` to the unfree citizens. Freedom, Sen persuasively argues, is at once the ultimate goal of social and economic arrangements and the most efficient means of realizing general welfare. Social institutions like markets, political parties, legislatures, the judiciary, and the media contribute to development by enhancing individual freedom and are in turn sustained by social values. Values, institutions, development, and freedom are all closely interrelated, and Sen links them together in an elegant analytical framework. By asking `What is the relation between our collective economic wealth and our individual ability to live as we would like?` and by incorporating individual freedom as a social commitment into his analysis Sen allows economics once again, as it did in the time of Adam Smith, to address the social basis of individual well-being and freedom.

    Abstract: This significant book investigates the political economy of environmental policy in Europe with a careful analysis of how EU directives are realised in the member states. The authors explore this issue through a comparative evaluation of the implementation of three pieces of EU environmental legislation in France, Germany, the Netherlands and the UK. Areas covered by the legislation include air emission standards for waste incinerators, the electricity supply industry, and the certification of environmental management systems. The results vary across cases even though overcompliance is observed in certain cases. The regularity arising from the different case studies is related to the determinants of the environmental outcomes that are observed. When environmental directives are implemented they are likely to interact with parallel policy processes and these interactions can exert a strong positive or negative influence on the success of the policy in question. The central policy problem is the fact that these interactions are very difficult to anticipate at the policy formulation stage. It leads the authors to propose that effective environmental policy should therefore be adaptable in order to cope with these unanticipated effects. This book covers a very important and topical issue by studying the genuine impact of environmental directives and increasing the readers' understanding of the way in which environmental federalism works in Europe.     Abstract: What makes the US different from other advanced economies is the opportunity for newcomers acting as entrepreneurs to start new companies, a few of which will then change the world. This book develops three points. First, the New Economy is real: part micro, part macro, and all digital. Second, its emergence around networked PCs propelled the US resurgence in the world economy during the 1990s. Third, rather than subsiding, the current US lead in information technology (IT) could well increase over the next decade. The reason lies in the clustered linking of venture capital and entrepreneurs in a system that can be stylized as 'the invention of the method of innovation'. The central theme of the book is the vital role played by newcomers, acting as entrepreneurs, to overthrow the old order and blast through the deep tendencies toward stagnation that afflict advanced, affluent economies. Related strands are (1) an update and reappraisal of Joseph Schumpeter's vision of capitalist development, (2) a regional focus on the rebirth of US computing, and (3) a detailed inquiry into the geography of innovation in strategic clusters of venture capital firms and IT knowledge workers. The author provides a sharply etched portrayal of the geography of the new economy. He lists specific case studies of the failure of established managerial corporations to capitalize on inventions, a failure remedied by newcomers. The book recounts traditional and new theories of the entrepreneur and of creative destruction. Primers on venture capital, IPOs, and internet business models are included, as are comparisons of theory and data on the emergence of new 'strategic cities'.     Abstract: This timely book examines the effects of financial liberalization in the more advanced economies of Southeast Asia. The book also analyses the degree to which emerging and transitional economies in East and South Asia can benefit from this example. The weakness of the banking sector is examined in order to explain the reasons behind the currency crisis and to prescribe policies to avoid a similar episode in the future. Further, the book documents the individual steps taken to liberalize the economies over a period of about 20-30 years in each country. The analyses reveal that liberalization led to high growth in economies undertaking such reforms while unwillingness to take such reforms appear to have led to poor growth and hence low social development. This finding contradicts the common belief that liberalization led to the financial crisis and then to growth collapse. An efficient and liberalized financial sector is an essential precondition for promoting and accelerating economic growth and welfare. Arguments supporting this policy are based on the experience of Southeast Asian economies, particularly the pioneers such as Malaysia, Singapore, Indonesia and Thailand. This has led some less developed countries in East and South Asia to initiate the process of financial sector reforms and to realize the potential benefits of such reforms. The authors analyse the reform process and the lessons to be drawn from the experiences of these economies in their quest for sustained development in East and South Asia

    Abstract: This study focuses in detail on the environmental compliance/competitiveness relationship with respect to the regulation of packaging waste. An important and innovative feature of the study is its emphasis on backward and forward linkages. An entire supply chain is considered: packaging manufacturers and suppliers, food processors and the food retail sector, to study the competitive effects of environmental standards on manufacturing companies and the vertical links and supply responses. A variety of regulatory regimes is represented by including within the study companies from Germany, Italy, the Republic of Ireland and the United Kingdom. While it is of note that the relatively strong regulation in Germany has indeed had effects on company behaviour, there is no evidence that environmental regulations hindered companies from achieving competitive performance. Analyses consider: the response of individual firms to different levels of regulation; the cost of compliance; impact on employment; the influence of the supply chain on environmental and competitive performance; the importance of firm size and ownership; and the impact of regulation on competitiveness, and firm competitiveness on the efficiency of adjustment to regulation

    Abstract: This path-breaking book shows how green accounting can be compatible with ecological economics and how it can contribute to the implementation of sustainability. It explores the history and methodology of green accounting and describes the state-of-the-art construction of green accounts in individual countries. The authors first provide an overview of the history of national accounting and its place in the debate concerning sustainability. In particular they address the social role that accounts play, the relationship of national accounts to economic traditions, and the relationship between green national accounts and ecological economics.     Abstract: The Economics of Environment and Development is a carefully edited selection of Edward Barbier's most influential papers on the role of environmental economics in economic development. This book begins with a brief overview and summary of the papers, placing each in its original context and in relation to the development of Barbier's ideas. The first section deals with the concept of sustainable development, in particular its practical implications for economic policy in developing countries, as well as the long run conditions under which an economy might trade-off environment and growth to achieve its development aims. The second section is concerned mainly with land degradation and tropical deforestation. Using case studies from Africa, Central America and Southeast Asia, the underlying causes of these problems are examined and innovative policies are prescribed to reverse environmental degradation in these areas.     Abstract: At the end of the 20th century economists and policymakers face an unprecedented dual challenge: to avert ecological disaster and to end mass unemployment by accelerating and redirecting world economic growth. This major volume brings together contributions from environmental and technological economists. The first part discusses the ecological challenge to economists and policymakers and shows that both need a radical change in their approach. The second part discusses the institutional and legal changes which are necessary to address this challenge. The final part deals with the technological revolution, focusing on microelectronics and biotechnology, which is now transforming the world economy, and sets it in the context of long term fluctuations in economic growth and the relative stagnation since 1973. The protection of the environment, and economic growth with full employment are not necessarily opposed. On the contrary, as this volume demonstrates, what is required to return to full employment and more rapid growth is vigorous and concerted government action to give an 'eco-friendly' direction to technological and economic change

    Abstract: Controlling Pollution in Transition Economies examines and evaluates the recent experience of implementing pollution charges and the use of environmental permits in Central and Eastern Europe and Russia. The book focuses on controlling point-source air and water pollution. It describes and analyses the experience of implementing pollution charges and fines, and the interactions of these fiscal instruments with systems of pollution permits. The ten country case studies have been written by specialists who have been or are actively involved with the development or revision of pollution charges. Based on the experience of these countries, general conclusions are drawn for implementing pollution charge systems in other contexts. This book will encourage new theoretical and empirical work on the problem of implementing economic instruments (pollution charges), in combination with 'command-and-control' instruments (pollution permits).     Abstract: This book offers original economic analyses on the economy-environment relationship in Eastern and Central Europe. Drawing on the Hungarian experience, it provides empirical evidence on the reform of environmental policy which can be applicable to similar problems in other transition economies. The macroeconomic shocks of the transition process in Central and Eastern Europe have been exceptional in both their intensity and speed. The implications of this adjustment process are examined in relation to their effects on environmental policy, with special emphasis on the rethinking of standard environmental policy recommendations for transition economies. The authors focus on a variety of issues including the environmental concerns raised by the privatization process and to what extent the less rigorous environmental regulations in Hungary attract foreign direct investment. There is also a critical overview of the existing literature and an examination of the costs of reducing air pollution and the use of the contingent valuation method to measure the economic benefits of improving air quality in Hungary. In addition the authors assess the effects of industrial restructuring on emissions and analyse incentive-based policy measures including prospects for emission trading. Their conclusions challenge the common perception that energy pricing policy is the most important policy measure to induce structural changes in transition economies that are beneficial to the environment.
