    Abstract: The importance of justice cannot be overstated. As one author has put it, "A better understanding of how justice concerns develop and function in people's lives should enable us to plan more effectively for institutional and other social change to deal with the problems that confront humankind" (S. C. Lerner, 1981, p. 466). The volume in which that statement appeared-an earlier one in this same series-was devoted to exploring the impact that dwindling resources and an increasing rate of change have had upon people's concern for justice. In contrast, the present volume places greater emphasis on the word under­ standing, as it was used in the context of the preceding quotation, than upon effective planning, social change, and ways of dealing with human problems. Nothing in that statement of purpose is meant to belittle the urgency of translat­ ing understanding into action, because the social significance of justice concerns is a major factor that has prompted the authors of the chapters in this book to do research in the area. Rather, this volume receives its emphasis from Kurt Lewin's famous dictum there is nothing so practical as a good theory. The need for good theory is ongoing, and these pages are dedicated to a search for new pathways toward better theory.

    Abstract: This book is about the degree to which people take pleasure in life: in short 'happiness'. It tries to identify conditions that favor a positive appreciation of life. Thus it hopes to shed more light on a longstanding and intriguing ques­ tion and, possibly, to guide attempts to improve the human lot. During the preceding decades a growing number of investigations have dealt with this issue. As a result there is now a sizable body of data. Yet it is quite difficult to make sense of it. There is a muddle of theories, concepts and indicators, and many of the findings seem to be contradictory. This book attempts to bring some order into the field. The study draws on an inventory of empirical investigations which involved valid indicators of happiness; 245 studies are involved, which together yield some 4000 observations: for the main part correlational ones. These results are presented in full detail in the simultaneously published 'Databook of Happiness' (Veenhoven 1984). The present volume distils conclusions from that wealth of data. It tries to assess the reality value of the findings and the degree to which correlations reflect the conditions of happiness rather than the consequences of it. It then attempts to place the scattered findings in context. As such, this work is not a typical study of literature on happiness.

    Abstract: This book is the product of the efforts of a number of people dating back to 1956, when Professor T. Kemp, then head of the University Institute for Human Genetics in Copenhagen, proposed a study on the importance of x-ray irradiation in pregnant women. Under the guidance of Professors Dyhre Trolle and Preben Plum of the Uni­ versity Hospital in Copenhagen, the investigation was expanded to deal with prenatal and perinatal factors of importance for the development of the infant. The corpus of medical data that resulted from these efforts was collected and organized by Drs. Bengt Zachau-Christiansen and Aage Villumsen. The project's birth cohort included all deliveries that took place at the State University Hospital, Rigshospitalet, Copenhagen, over a two-year period from 1959 to 1961. As part of the perinatal study, the mothers and children were subjected to regular and thorough medical examinations during pregnancy and through the first year of the child's life. The detailed data from these examinations, as well as information about treatment administered, were systematically collected and coded.

    Abstract: Negotiation is a ubiquitous part of social life. Some even say that social order itself is a negotiated phenomenon. Yet the study of negotiation as an actual discourse activity, occurring between people who have substantial interests and tasks in the real social world, is in its infancy. This is the more surprising because plea bargaining, as a specific form of negotiation, has recently been the center of an enormous amount of research attention. Much of the concern has been directed to basic ques­ tions of justice, such as how fair the process is, whether it is unduly coercive, and whether it accurately separates the guilty from the innocent. A study such as mine does not try to answer these sorts of questions. I believe that we are not in a position to answer them until we approach plea bargaining on its own complex terms. Previous studies that have attempted to provide a general picture of the process as a way to assess its degree of justness have neglected the specific skills by which prac­ titioners bargain and negotiate, the particular procedures through which various surface features such as character assessment are accomplished, and concrete ways in which justice is administered and, simultaneously, caseloads are managed.

    Abstract: The question of how to use police resources productively, par­ ticularly in this era of tight municipal budgets, is a major con­ cern for police chiefs and others responsible for crime control. In Crime Control: The Use and Misuse of Police Resources, David J. Farmer provides new insights into this question and sug­ gests a practical resource allocation approach for police poli­ cymakers and administrators. The book documents the results of current police resource allocation practices and describes the major research studies that have identified a need to restructure police field operations. It very usefully outlines the development and nature of allocation techniques and ana­ lyzes the political contexts which influence resource alloca,., tion. After describing planning at the neighborhood level that should inform the allocation process, the author provides a comprehensive "planning-budgeting-resources allocation" approach to managing a productive police department. This comprehensive approach is illustrated by an account of the Manpower Allocation Review System (MARS), which the author developed and introduced in the New York City Police Department in 1972 when I was commissioner. As I can vii FOREWORD viii attest, the MARS approach had practical utility. For the author, it served as a forerunner to the more elaborate system he describes in this book.

    Abstract: All countries confront the problem of providing for dependent, neglected, and 1 abused children. While the exact form of institutional response will differ in relation to a country's political and economic structure, its culture and its tradition, the same general kinds of child welfare services have been developed 2 everywhere. Literature from the United States, Canada, and several Western European countries reflects a shared concern about children who reside in unplanned, substitute care arrangements and a growing recognition of the importance of 3 making permanent plans for these children. The American response to this problem took shape in the early 1970s when government at the local, state, and 4 federal levels undertook to fund permanency planning projects. Permanency planning projects were charged with developing and testing procedures that would increase the likelihood that children would move out of substitute care arrangements into permanent family homes either through restoration to their biological families, termination of parental rights and subsequent adoption, court appointment of a legal guardian, or planned emancipation for older children. Long-term foster care, if it was a planned outcome supported by the use of written agreements between foster parents and child care agencies, was recognized as an appropriate option for some children. 2 DECISION MAKING IN CHILD WELFARE Permanency planning projects have had a direct effect on the substantive aspects of social work practice in child welfare.

    Abstract: After putting down this weighty (in all senses of the word) collection, the reader, be she or he physician or social scientist, will (or at least should) feel uncomfortable about her or his taken-for-granted commonsense (therefore cultural) understanding of medicine. The editors and their collaborators show the medical leviathan, warts and all, for what it is: changing, pluralistic, problematic, powerful, provocative. What medicine proclaims itself to be - unified, scientific, biological and not social, non-judgmental - it is shown not to resemble very much. Those matters about which medicine keeps fairly silent, it turns out, come closer to being central to its clinical practice - managing errors and learning to conduct a shared moral dis­ course about mistakes, handling issues of competence and competition among biomedical practitioners, practicing in value-laden contexts on problems for which social science is a more relevant knowledge base than biological science, integrating folk and scientific models of illness in clinical communication, among a large number of highly pertinent ethnographic insights that illuminate medicine in the chapters that follow.

    Abstract: This book began as an exploration of collaborative work orga­ nizations. We knew about people in various occupations who had gotten together to form organizations of equals to man­ age the settings within which they did their work. Among these organizations were a teacher-controlled public school, a fishermen's cooperative, a potters' studio, a public-interest advocacy group, and an architectural firm. We wondered how these groups functioned, and whether and how they contributed to making work satisfying for the individuals in them. These groups were, of course, pretty small potatoes, but it seemed to us that they provided a way to an understanding of some much larger current issues. Worker satisfaction has surfaced as an issue of current concern and has been repre­ sented in research documenting the growing expectations that the members of our society have of their work experi­ ence. More workers are more educated now than ever before, and more and more people seem to look to work as a personal outlet, rather than just a source of income. We saw our small, egalitarian work organizations as providing settings in which people were especially likely to v vi PREFACE find work satisfying. We wanted to know both the organiza­ tional conditions for satisfying work and the conditions un­ der which collaborative work organizations could keep func­ tioning. Since the sociological literature on work satisfaction tends to revolve around issues of autonomy and control, we sought out settings in which workers had maximized autono­ my and control.

    Abstract: 1. BACKGROUND In the last ten years there has been much popular discus­ sion and also a great scholarly interest in the so-called "alternative lifestyles" (1). ESgecially, since the late 1J60's, a diversity of lifestyles other than the nuclear family began to emerge, according to demographic changes in household compositions during the past decade (US Bureau of Census, 1979; Centraal Bureau voor de Statistiek, 1930). One lifestyle, non-marital cohabitation, has increased most dra­ matically during the ~ast ten years and is the subject of this study. The term cohabitation will be used exclusively throughout the remainder of this study to refer to hetero­ sexual couples who are living together without being married legally. Despite its recent rapid increase, one should not overlook the fact that cohabitation, in comparison with legal marriage, remains an alternative practiced by a minority of the couples at any ?oint in time. For the Netherlands, it is estimated that 7 percent of all couples are living together unmarried, and 93 percent are married (Straver, 1981). This cohabitation rate is about twice as low when compared to rates in countries like Sweden and Denmark where they are 16 percent (the highest rate in Europe) and 13 percent (Trost, 1979), but still about twice as high when compared to the 3 percent estimate for the United States (Macklin, 1980).

    Abstract: Personality and Roles: Sources of Regularities in Social Behavior For behavioral scientists, whether they identify primarily with the science of psychology or with that of sociology, there may be no challenge greater than that of discovering regularities and consistencies in social behavior. After all, it is such regularities and consistencies that lend predictability to the behavior of individuals in social contexts-in particular, to those events that constitute dyadic interactions and group processes. In the search for behavioral consistencies, two theoretical constructs have emerged as guiding principles: personality and roles. The theoretical construct of personality seeks to understand regularities and consistencies in social behavior in terms of relatively stable traits, enduring dispositions, and other propensities (for example, needs, motives, and attitudes) that are thought to reside within individuals. Because it focuses primarily on the features of individuals, the construct of personality is fundamentally psychological in nature. By contrast, the theoretical construct of roles seeks to understand regularities and consistencies in social behavior in terms of the directive influence of coherent sets of rules and prescriptions that are provided by the interpersonal, occupational, and societal categories of which individuals are continuing members. Because it focuses primarily on features of social structures, the construct of roles is fundamentally sociological in nature.

    Abstract: Over the years I have conducted numerous neighborhood studies, alternately focusing on specific geographic areas, public programs, and types of citizen actions. Because most of these efforts were done on a project-by-project basiS, it did not readily occur to me that these separate investigations also represented an aggregate statement about American neighborhoods: the con­ tinuing and complex relationship between public policy and neighborhood life. A suggestion by Lloyd Rodwin, the senior editor for this series, prOvided the opportunity to reexamine the various manuscripts, and to select (and in some cases, conSiderably edit) those bearing most on this overall theme. Thus each of the chapters in this book is a commentary on the potential uses of public policy for preserving the most cherished aspect of contemporary neigh­ borhoods-the social life within them. In some cases the policy actions may have only an indirect effect on neighborhoods. For instance, a whole portion of the book is devoted to the role of research in understanding neighborhood conditions; public policy is relevant because research, these days, has itself become a public policy enterprise. In other cases the policy effects are direct and pervasive-the support of citizen organizations, the delivery of neigh­ borhood services, and the provision of timely and relevant information to residents. I do not know whether the relationship between public policy and neigh­ borhoods is the same or as intimate outside the United States.

    Abstract: For readers who intend to read this volume without reading the first, some in­ troductory remarks are in order about the scope of the work and the strategy used in all five volumes to measure the qUality of life. In the frrst chapter of Volume I, I reviewed the relevant recent literature on social indicators and so­ cial reporting, and explained all the general difficulties involved in such work. It would be redundant to repeat that discussion here, but there are some fundamental points that are worth mentioning. Readers who fmd this account too brief should consult the longer discussion. The basic question that will be answered in this work is this: Is there a difference in the quality of life in Canada and the United States of America, and if so, in which country is it better? Alternatively, one could put the question thus: If one individual were randomly selected out of Canada and another out of the United States, would there be important qualitative differences, and if so, which one would probably be better off? To simplify matters, I often use the terms 'Canadian' and 'American' as abbreviations for 'a randomly selected resident' of Canada or the United States, respec­ tively.

    Abstract: "Barry" is a seventeen-year-old single white male. He has blond hair and blue eyes, weighs 150 pounds, and is five feet eleven inches tall. He was arrested in California at age sixteen for assault and robbery. Because he was underage he was initially segregated in a one-man cell while in county jail. Then, upon admission to a state prison recep­ tion and classification facility, he was housed in a special dormitory for young, inexperienced inmates who would be at risk within the general population. Upon completion of his screening Barry's counselor recommended that he be sent to a penal institution reserved for the younger, more violence-prone, and hard­ core inmates. Barry said that he felt he would have "prob­ lems" at the recommended facility, but his counselor replied, "You won't have any problems." Once he arrived, Barry was double-celled with a nineteen-year-old inmate who beat and anally raped him during his first night in the admission unit. Barry's cellmate continued to assault him sexually during the two weeks they were housed together.

Corwin What do the following have in common: regulatory agencies, magnet schools, a declining empire, puritan asceticism, plea bargaining, the recent tax revolt in California, the Boston Tea Party, the Vietnam War, public drinking halls during Prohibi­ tion, police entrapment, and Yosemite National Park on Labor Day weekend? If the answer is not readily apparent, read this engaging book. Dr. Sam Sieber makes a convincing case that harbored in a potpourri of such events are countless instances of how well-intentioned social interventions often produce harmful effects. Searching for a general framework that will force us to think of heretofore discrete events in new ways, he has chosen to use the term "intervention" in its broadest sense. His approach is a superb example of how serious schol­ arship can produce a new creative synthesis from familiar knowledge when the scholar is guided by a lively curiosity. The wide-ranging subject matter of this book provides a re­ freshing vision of social reform movements and programs. I think that Sieber has succeeded in doing what he set out to do: namely, to develop a general and inclusive typology for cl- ix x RONALD G.     Abstract: This volume was conceived out of the concern with what the imminent future holds for the "have" countries ... those societies, such as the United States, which are based on complex technology and a high level of energy consumption. Even the most sanguine projection includes as base minimum relatively rapid and radical change in all aspects of the society, reflecting adaptation or reactions to demands created by poten­ tial threat to the technological base, sources of energy, to the life-support system itself. Whatever the source of these threats-whether they are the result of politically endogeneous or exogeneous forces-they will elicit changes in our social institutions; changes resulting not only from attempts to adapt but also from unintended consequences of failures to adapt. One reasonable assumption is that whatever the future holds for us, we would prefer to live in a world of minimal suffering with the greatest opportunity for fulfilling the human potential. The question then becomes one of how we can provide for these goals in that scenario for the imminent future ... a world of threat, change, need to adapt, diminishing access to that which has been familiar, comfortable, needed.

    Abstract: This book is an exploration of some of the psychological and so­ cial-psychological factors that have created barriers between women. Particular attention is paid to the daughter-mother relationship. The content is based on psychotherapy material, test results and conversations with patients and non-patients across a wide age span. I acquired the material in my various roles as a clinician, researcher and theorist-and, always, as a woman, with whatever special biases and special understandings that might involve. Because much of the book deals with the development of wom­ en's difficulties in relationships with other women, the emphasis will often be on how the growing daughter feels in her relationship with her mother. The mother's feelings will be discussed very little for two reasons: to limit the scope of this book and because much of what applies to the daughter also applies to the mother. It is often due to her own experiences as a daughter that the mother encounters difficulty in rearing her own daughter or feeling com­ fortable about her ability to do so. But it is important for the reader to keep in mind throughout the book that child-rearing is a frighten­ ing, difficult task at least part of the time for virtually every mother. In any long-term relationship, one begins to experience one's own needs, and it is simply human to wish that the other person in the relationship (even an infant or young child) would meet those needs.

    Abstract: 1.1. General In this book the family life of the lower-class Creole population of 1 Paramaribo will be discussed. This group, which will henceforward be referred to as "the lower-class Creoles", possesses a "West Indian" family system, implying that the latter display all the main characteristics of the Caribbean Afro-American family. The Creoles constitute a numerically important ethnic segment of the society of Surinam. This society is composed of different ethnic groups, comprising, besides a handful of Amerindians, an "immigrant population" including people from many different parts of the world. It is made up of Creoles, Indians (or Hindustanis, as they are called in Surinam), Indonesians (Javanese), Chinese, Europeans, Lebanese and Bush Negroes, the latter of whom still live predominantly in tribes. The Creoles are the descendants of those Negro slaves brought to Surinam from Africa who did not escape from bondage by running away from the plantations into the Bush, as their brothers the Bush Negroes did. The circumstances under which the bulk of the slaves lived were appalling. Nor were they - or are they still in p~ at present - much better for their descendants the lower-class Creoles.

    Abstract: For readers who intend to read this volume without reading the first, some in­ troductory remarks are in orde{about the scope of the work and the strategy used in all five volumes to measure the quality of life. In the first chapter of Volume I, I reviewed the relevant recent literature on social indicators and so­ cial reporting, and explained all the general difficulties involved in such work. It would be redundant to repeat that discussion here, but there are some fundamental points that are worth mentioning. Readers who fmd this account too brief should consult the longer discussion. The basic question that will be answered in this work is this: Is there a difference in the quality of life in Canada and the United States of America, and if so, in which country is it better? Alternatively, one could put the question thus: If one individual were randomly selected out of Canada and another out of the United States, would there be important qualitative differences, and if so, which one would probably be better off! To simplify matters, I often use the terms 'Canadian' and 'American' as abbreviations for 'a randomly selected resident' of Canada or the United States, respec­ tively.

    Abstract: I. Some Characteristic Features of the Passage From the 18th to the 19th Century 1. The following notes grew out of reflections which first led us to send out invitations to, and call for papers for, an interdisciplinary workshop, which took place in Bielefeld from 27th to 30th November, 1979. The status and character of this preface is therefore somewhat ambiguous: on the one hand it does not comment extensively on the articles to follow, on the other hand it could not have been conceived and written in the way it was without knowledge of all the contributions to this volum- which contains revised editions of papers for the workshop - nor without the cooperation of the participants in the above mentioned symposium.     Abstract: The "belief in a just world" is an attempt to capmre in a phrase one of the ways, if not the way, that people come to terms with-make sense out of-find meaning in, their experiences. We do not believe that things just happen in our world; there is a pattern to events which conveys not only a sense of orderli­ ness or predictability, but also the compelling experience of appropriateness ex­ pressed in the typically implicit judgment, "Yes, that is the way it should be." There are probably many reasons why people discover or develop a view of their environment in which events occur for good, understandable reasons. One explanation is simply that this view of reality is a direct reflection of the way both the human mind and the environment are constructed. Constancies, patterns which actually do exist in the environment-out there-are perceived, represented symbolically, and retained in the mind. This approach cenainly has some validity, and would probably suffice, if it were not for that sense of "appropriateness," the pervasive affective com­ ponent in human experience. People have emotions and feelings, and these are especially apparent in their expectations about their world: their hopes, fears, disappointments, disillusionment, surprise, confidence, trust, despondency, anticipation-and certainly their sense of right, wrong, good, bad, ought, en­ titled, fair, deserving, just.

    Abstract: For readers who intend to read this volume without reading the first, some in­ troductory remarks are in order about the scope of the work and the strategy used in all five volumes to measure the quality of life. In the frrst chapter of Volume I, I reviewed the relevant recent literature on social indicators and so­ cial reporting, and explained all the general difficulties involved in such work. It would be redundant to repeat that discussion here, but there are some fundamental points that are worth mentioning. Readers who fmd this account too brief should consult the longer discussion. The basic question that will be answered in this work is this: Is there a difference in the quality of life in Canada and the United States of America, and if so, in which country is it better? Alternatively, one could put the question thus: If one individual were randomly selected out of Canada and another out of the United States, would there be important qualitative differences, and if so, which one would probably be better om To simplify matters, I often use the terms Canadian' and 'American' as abbreviations for 'a randomly selected resident' of Canada or the United States, respec­ tively.

    Abstract: It would have been nice to have been able to write this book with the style of Mailer, the wit of Shaw, the breadth of Myrdal and the zeal of Nader. It would also have been miraculous. Rest assured there are no miracles here. On the contrary, the work in your hands undoubtedly bears all the marks of imperfect human design. It's too long for one book, but probably too short for the story to be told. It's not the sort of book one can hope to fmish, even in five volumes. There is always one more table one might squeeze in, one more column or row, an illustrative chart or figure, another important refer­ ence to check, something dangling here or there that nags one to fiddle with it, wrap it up, tie it down, and so on. All one can do, I think, is put up with the nagging and press on. I can't imagine anyone making so many factual claims and evaluative judgments, and putting together so many numbers in so many different areas without making dozens of mistakes. I can't imagine anyone working with national statistics and not having plenty of mistakes made for him. As I look back on it now, it's hard to imagine anyone being naive enough (bold enough has a better ring to it) to take on the task of writing a book like this in the first place. Of course, I had Myrdal's great An American Dilemma to encourage me.

    Abstract: Much is said in Marxist literature about Marxist methodology which is supposed to be entirely original - differing a great deal from all other trends in the modern philosophy of science. On the other hand, however, it is unfallacious to state that there are no people outside Marxism who would like to deny this statement. This has to put those who really believe that Marxism has something important to say in philosophy of science on guard: if someone says something important others usually are inclined to protest. But who is inclined to protest when it is stated that Marx em­ ployed both induction and deduction, a historical method and a logical one as well, synthesis, but also analysis, etc? Who is inclined to protest when it is not known what within this framework 'induction', 'deduction' 'history' or 'logic' mean? Who is inclined to protest when 'Marxist meth­ odology' is presented not with the aid of precise definitions and clear hypotheses but with the aid of a jungle of quotations? I think that the main malfeasance of the current 'Marxist methodology', is that of ecclecticism. The methodology of Marx is presented as a col­ lection of trivial and/or obscure ideas but not as a system of statements subordinated to any clear, definite viewpoint presenting a new grasp ofthe nature of scientific cognition. Search for reconstruction of Marxian meth­ odology as a system of the kind is the main aim of this book.
