    Abstract: This volume focuses on some of the most important and topical questions about Myanmar. Many of these issues have not been sufficiently researched, comprehensively compiled, and comparatively examined within the broader Southeast Asian context. Especially important contributions in the book pertain to issues of historical influence and political considerations that have shaped the dominant thinking within the state and the military. There are equally important studies of sensitive topics like the political economy of the state and the level of human security in the country. The three major ethnic groups in the country - Karen, Kachin, and Shan - are also studied in detail. Some of the negotiations between the Karen and Kachin ethnic insurgent group representatives on the one hand, and the military junta on the other, are spelled out in detail. An important corollary finding is the importance of religion and religious personalities in brokering peace between the ethnic groups and the military government. Finally, the book deals with how the various ethnic groups are trying to cope with decades of conflict and reconstruct their communities

Although a majority throughout the Muslim world, moderates have not developed similar networks to amplify their message and to provide protection from violence and intimidation. With considerable experience fostering networks of people committed to free and democratic ideas during the Cold War, the United States has a critical role to play in leveling the playing field for Muslim moderates. The authors derive lessons from the U.S. and allied Cold War network-building experience, determine their applicability to the current situation in the Muslim world, assess the effectiveness of U.S. government programs of engagement with the Muslim world, and develop a "road map" to foster the construction of moderate Muslim networks

    Abstract: At the beginning of the twenty-first century, China is poised to become a major global power. And though much has been written of China's rise, a crucial aspect of this transformation has gone largely unnoticed: the way that China is using soft power to appeal to its neighbours and to distant countries alike. This original book is the first to examine the significance of China's recent focus on soft power, that is, diplomacy, trade incentives, cultural and educational exchange opportunities, and other techniques, to project a benign national image, pose as a model of social and economic success, and develop stronger international alliances. Drawing on years of experience tracking China's policies in Southeast Asia, Latin America, and Africa, Joshua Kurlantzick reveals how China has wooed the world with a charm offensive that has largely escaped the attention of American policymakers. Beijing's new diplomacy has altered the political landscape in Southeast Asia and far beyond, changing the dynamics of China's relationships with other countries. China also has worked to take advantage of American policy mistakes, the author contends. In a provocative conclusion, he considers a future in which China may be the first nation since the Soviet Union to rival the U.S. in international influence

    Abstract: Regional powers can be distinguished by four pivotal criteria: claim to leadership, power resources, employment of foreign policy instruments, and acceptance of leadership. Ap-plying these indicators to the South African case, the analysis demonstrates the crucial significance of institutional foreign policy instruments. But although the South African government is ready to pay the costs of co-operative hegemony (such as capacity building for regional institutions and peacekeeping), the regional acceptance of South Africa`s leadership is constrained by its historical legacy. Additionally, Pretoria`s foreign policy is based on ideational resources such as its reputation as an advocate of democracy and human rights and the legitimacy derived from its paradigmatic behaviour as a `good global citizen`. However, the Mbeki presidency is more successful in converting these resources into discursive instruments of interest-assertion in global, rather than in regional bargains. In effect the regional power`s reformist South-oriented multilateralism is challenging some of the guiding principles of the current international system.

    Abstract: How can weaker states influence stronger ones? This article offers a case study of one recent exercise in coalition building among Southern middle powers, the "India, Brazil, South Africa (IBSA) Dialogue Forum". The analysis outlines five major points: first, it argues that the three emerging players can be defined as middle powers in order to frame their foreign policy behavior and options at the global level. Second, soft balancing is a suitable concept to explain IBSA's strategy in global institutions. Third, institutional foreign policy instruments are of pivotal significance in IBSA's soft balancing strategy. Fourth, the potential gains of IBSA's sector cooperation, particularly in trade, are limited due to a lack of complementarity of the three economies. And fifth, IBSA's perspectives and impact on the international system will depend on four variables: IBSA's ability to focus on distinct areas of cooperation, the consolidation of its common strategy of soft balancing, the institutionalization of IBSA, and its enlargement in order to obtain more weight in global bargains. Angesichts einer asymmetrischen Weltordnung stellt sich innerhalb der internationalen Beziehungen immer drängender die Frage, über welche Möglichkeiten schwächere Staaten verfügen, um stärkere Akteure des internationalen Systems zu beeinflussen. Der Verfasser des vorliegenden Artikels untersucht in einer Fallstudie die Bildung einer diplomatischen Koalition zwischen den aufstrebenden Mittelmächten des Südens. Gegenstand der Analyse sind Stand und Perspektiven des sich als globales Reformbündnis verstehenden IBSADialogforums. Folgende Thesen gliedern die Studie in fünf Abschnitte: 1) Indien, Brasilien und Südafrika werden als Mittelmächte definiert, um ihre Verhaltensmuster und Handlungsoptionen auf der globalen Ebene theoretisch zu erfassen. 2) Das Soft-Balancing-Konzept verfügt über eine große Erklärungsreichweite bezüglich der gemeinsamen Strategie der IBSA-Staaten in den internationalen Institutionen. 3) Institutionellen Instrumenten kommt im Rahmen der Soft-Balancing-trategie der IBSA-Staaten eine Schlüsselrolle zu. 4) Die Erfolgsaussichten der sektoralen Kooperation zwischen Indien, Brasilien und Südafrika sind aufgrund mangelnder Komplementarität der drei Volkswirtschaften (insbesondere im Handelssektor) begrenzt. 5) Die Perspektiven des IBSA-Forums und dessen Einfluss auf Wandlungstendenzen im internationalen System dürften vor allem von vier Faktoren abhängen: - IBSAs Beschränkung auf klar definierte und erfolgversprechende Kooperationsbereiche, - die Konsolidierung der gemeinsamen Soft-Balancing-Strategie, - die Institutionalisierung des IBSA-Dialogforums und schließlich - die Erweiterung der Koalition zur Generierung von mehr globaler Verhandlungsmacht.

    Abstract: At the beginning of the twentieth century, soon after the conclusion of the Spanish-American War, the United States was an imperialistic nation, maintaining (often with the assistance of military force) a far-flung and growing empire. After a long period of collective national amnesia regarding American colonialism, in the Philippines and elsewhere, scholars have resurrected the power of "empire" as a way of revealing American history and culture. Focusing on the terms of Asian American assimilation and the rise of the model-minority myth, Victor Bascara examines the resurgence of empire as a tool for acknowledging-and understanding-the legacy of American imperialism. Model-Minority Imperialism links geopolitical dramas of twentieth-century empire building with domestic controversies of U.S. racial order by examining the cultural politics of Asian Americans as they are revealed in fiction, film, and theatrical productions. Tracing U.S. economic and political hegemony back to the beginning of the twentieth century through works by Jessica Hagedorn, R. Zamora Linmark, and Sui Sin Far; discourses of race, economics, and empire found in the speeches of William McKinley and William Jennings Bryan; as well as L. Frank Baum's The Wonderful Wizard of Oz and other texts, Bascara's innovative readings uncover the repressed story of U.S. imperialism and unearth the demand that the present empire reckon with its past. Bascara deploys the analytical approaches of both postcolonial studies and Asian American studies, two fields that developed in parallel but have only begun to converge, to reveal how the vocabulary of empire reasserted itself through some of the very people who inspired the U.S imperialist mission.

    Abstract: This book, a project of the ISEAS Malaysia Study Programme, documents the series of important events that have contributed to the warmer relations presently enjoyed by Singapore and Malaysia under Abdullah Badawi.
