    Abstract: Using panel data for Indonesia, Malawi, Peru and South Africa, this paper investigates the relationship between transitions to formal employment and workers' labour income. It shows that transiting from informal to formal employment increases the probability of improving workers' labour income in both absolute and relative terms. However, income gains from formalisation do not accrue to all workers equally. Switching to formal employment has the greatest potential to improve the labour income of the richest workers. The chances of improving the labour income of the poorest workers through formalisation are slim. Transitions between formal and informal employment affect income gains and losses differently for men and women, older and younger workers, and workers with different levels of schooling. The effects of labour market transitions on income changes are considerably greater in magnitude than other life events such as a births, separation, or death of a partner or spouse.

    Abstract: Regulators act as “market referees”, balancing often competing interests of stakeholders, including governments, current and future actors in the markets, and consumers. At the same time, markets are changing at an unprecedented pace due to new technologies, the international drive toward carbon-neutral economies, shifts in consumer needs and preferences, and, more recently, the profound changes brought by the COVID-19 pandemic. Assessing the performance of economic regulators must therefore be a continuous effort. This progress review evaluates the changes put in place by Peru’s telecommunications regulator, OSIPTEL, since the previous OECD performance assessment review in 2018, in the interest of increasing the effectiveness of its regulatory activities and improving final outcomes for consumers and the economy.

    Abstract: El sólido marco macroeconómico de Perú ha impulsado un crecimiento económico sustancial y la reducción de la pobreza en las últimas dos décadas. Si bien la economía se recuperó rápidamente de la pandemia, esta reveló debilidades estructurales, como la alta informalidad y marcadas disparidades regionales en el acceso a servicios públicos. Más recientemente, el crecimiento se ha desacelerado y la inflación sigue siendo alta aunque está disminuyendo. Mirando hacia el futuro, los principales desafíos para aumentar la productividad y la inversión incluyen fortalecer la competencia, mejorar el marco regulatorio, diversificar las exportaciones y mejorar la infraestructura. Mejoras en la gobernanza y el estado de derecho son pilares esenciales para lograr un crecimiento sostenible a largo plazo y la cohesión social. Expandir el acceso a una educación de calidad, reducir las contribuciones sociales, especialmente para los trabajadores de bajos ingresos, y proporcionar un nivel básico de protección social universal para todos los trabajadores, formales e informales por igual, ayudaría a reducir la amplia informalidad y las desigualdades. Esto requerirá aumentar los ingresos tributarios y mejorar la eficiencia del gasto. Los desafíos y riesgos ambientales son importantes, pero también ofrecen oportunidades significativas para el futuro. Para abordar los desafíos ambientales, Perú necesita frenar la deforestación y aprovechar su potencial de energía renovable para reducir la dependencia de los combustibles fósiles.     Abstract: This open access book examines how and why various forms of climate (im)mobilities can impact people's objective and subjective well-being. Worsening climate impacts are forcing subsistence farmers worldwide to decide between staying or leaving their homes. This mixed methods study analyzes cases of climate-related migration, displacement, relocation, and immobility in Peru's coastal, highland, and rainforest regions. The results reveal that numerous farmers experienced profound and often negative well-being impacts, regardless of whether they stayed or migrated. The higher the structural constraints, such as weak governance, and the more damaging the climate impacts were, the higher the risk of well-being declines. Additionally, the affected individuals often had limited agency and ability to mitigate losses. These findings challenge the notion of "migration as adaptation" and emphasize the importance of safeguarding the human rights and security of those affected while addressing loss and damage. Without significant investments in such efforts, climate impacts could sharply diminish the well-being of numerous subsistence farmers worldwide—irrespective of whether they stay or migrate.

Grounded in extensive interviews, longitudinal ethnography, historical analysis, and archival work, Mikaela Luttrell-Rowland shows how two separate groups of working young people in Lima, Peru, have become political protagonists, resisting and critiquing inequality and injustice. She details the ways they interpret and address a range of issues affecting their lives--from environmental degradation to second-rate public facilities, gender-based violence to dangerous working conditions--and reveals how by organizing and fighting systemic marginalization they make sense of state violence, and of their own labor. By attending to the affect, longing, and desires that animate these young people's politics, Luttrell-Rowland conveys the meaning of their lives and work in an economy that invokes their subjectivity and rights while rendering them non-participatory subjects. Though the lives of young people are often imagined as far from politics, these "political children" expose the contradictions of public policy narratives in which the Peruvian state is cast as a neutral site for engagement and action.     Abstract: The War of the Pacific (1879-1883) looms large in the history of Peru and Chile. Upending the prevailing historiographical focus on the history of conflict, Beyond Patriotic Phobias explores points of connection shared between Peruvians and Chileans despite war. Through careful archival work, historian Joshua Savala highlights the overlooked cooperative relationships of workers across borders, including maritime port workers, doctors, and the police. These groups, in both countries, were intimately tied together through different forms of labor: they worked the ships and ports, studied and treated disease transmission in the face of a cholera outbreak, and conducted surveillance over port and maritime activities because of perceived threats like transnational crime and labor organizing. By following the movement of people, diseases, and ideas, Savala reconstructs the circulation that created a South American Pacific world. The resulting story is one in which communities, classes, and states formed transnationally through varied, if uneven, forms of cooperation.

The Latin America and the Caribbean (LAC) region is seeking to leverage the immense potential of AI to promote the digital transformation of the public sector. The OECD, in collaboration with CAF, Development Bank of Latin America, prepared this report to help national governments in the LAC region understand the current regional baseline of activities and capacities for AI in the public sector; to identify specific approaches and actions they can take to enhance their ability to use this emerging technology for efficient, effective and responsive governments; and to collaborate across borders in pursuit of a regional vision for AI in the public sector. This report incorporates a stocktaking of each country’s strategies and commitments around AI in the public sector, including their alignment with the OECD AI Principles. It also includes an analysis of efforts to build key governance capacities and put in place critical enablers for AI in the public sector. It concludes with a series of recommendations for governments in the LAC region.

    Abstract: The OECD review of Gender Equality in Peru: Towards a Better Sharing of Paid and Unpaid Work is the second of a series focusing on Latin American and the Caribbean countries. It compares gender gaps in labour and educational outcomes in Peru with other countries. Particular attention is put on the uneven distribution of unpaid work, and the extra burden this places on women. It investigates how policies and programmes in Peru can make this distribution more equitable. The first part of the report reviews the evidence on gender gaps and on what causes these, including the role played by attitudes. The second part develops a comprehensive framework to address these challenges, presenting a broad range of options to reduce the unpaid work burden falling on women, and to increase women’s labour income. The final part discusses the impact of the COVID-19 crisis and considers how the policy priorities of the government will have to change to address these. An earlier review in the same series has looked at gender equality policies in Chile (2021).

This paper reports the results of a mapping of governance arrangements across 29 civil aviation authorities in Latin American and Caribbean countries, with the International Civil Aviation Organization’s South American and North American, Central American and Caribbean regions. Applying the methodology of the OECD Indicators on the Governance of Sector Regulators, the results provide a birds-eye view of the independence, accountability and scope of action of participating authorities. This paper explains the indicator methodology, summarises key data points, and presents high-level take aways.

    Abstract: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

    Abstract: This is the first book that analyzes the growth of the Peruvian fresh fruit and vegetable (FFV) export industry from the view point of the industrial development.     Abstract: This edited collection addresses the topic of prison governance which is crucial to our understanding of contemporary prisons in Latin America. It presents social research from Nicaragua, the Dominican Republic, Venezuela, Colombia, Ecuador, Brazil, Peru, Uruguay and Argentina to examine the practices of governance by the prisoners themselves in each unique setting in detail. High levels of variation in the governance practices are found to exist, not only between countries but also within the same country, between prisons and within the same prison, and between different areas. The chapters make important contributions to the theoretical concepts and arguments that can be used to interpret the emergence, dynamics and effects of these practices in the institutions of confinement of the region. The book also addresses the complex task of explaining why these types of practices of governance happen in Latin American prisons as some of them appear to be a legacy of a remote past but others have arisen more recently. It makes a vital contribution to the fundamental debate for prison policies in Latin America about the alternatives that can be promoted. Máximo Sozzo is Professor of Sociology of Law and Criminology and Director of the Crime and Society Program at the National University of Litoral, Argentina. He has held a number of visiting appointments in Latin American and European universities, most recently at the University of Torino. He has been Straus Fellow at the Law School of New York University and Fellow at the Max Planck Institute for Legal History and Legal Theory. His research explores the contemporary transformations of punishment in Latin America, the history and present of travels of knowledge on the criminal question at a global scale, and the debates around southernizing and decolonizing criminology.

Spanning material conditions, quality of life, resources for future well-being, and inequalities, the report presents available evidence on well-being both before and since the onset of the pandemic, based on the OECD Well-being Framework. It also identifies priorities for addressing well-being gaps and describes how well-being frameworks are used in policy within Latin America and elsewhere around the world, providing lessons for governments on what is needed to put people’s well-being at the centre of their action. The report is part of the EU Regional Facility for Development in Transition for Latin America and the Caribbean.

    Abstract: Informal employment, defined through the lack of employment-based social protection, constitutes the bulk of employment in developing countries, and entails a level of vulnerability to poverty and other risks that are borne by all who are dependent on informal work income. Results from the Key Indicators of Informality based on Individuals and their Households database (KIIbIH) show that a disproportionately large number of middle‑class informal economy workers receive remittances. Such results confirm that risk management strategies, such as migration, play a part in minimising the potential risks of informal work for middle‑class informal households who may not be eligible to social assistance. They further suggest that middle‑class informal workers may have a solvent demand for social insurance so that, if informality-robust social insurance schemes were made available to them, remittances could potentially be channelled to finance the extension of social insurance to the informal economy.

    Abstract: Si bien la COVID-19 ha afectado a Perú de manera particularmente dura, habiéndose registrado alrededor de 1,4 millones de casos hasta marzo de 2021, la pandemia ha puesto de relieve la importancia del agua y el saneamiento para la salud, el medioambiente y la economía. El país aún no está en camino de alcanzar las metas del ODS 6 "Agua limpia y saneamiento" para el 2030, dado que 3 millones de peruanos (9,2% de la población) carecen de acceso a servicios de agua y 8,2 millones de peruanos (25,2%) no tienen acceso a servicios de alcantarillado. Existe además una gran brecha entre las zonas urbanas y rurales. Adicionalmente, entre 2000 y 2020, las inundaciones afectaron a aproximadamente 4,43 millones de personas. Por otro lado, el inadecuado manejo de residuos solidos y algunas actividades económicas se encuentran entre las causas de la contaminación del agua, lo que genera graves problemas de salud pública y conflictos sociales. En vista del cambio climático y el crecimiento demográfico, fortalecer la gobernanza del agua en Perú es clave para mejorar la seguridad hídrica a largo plazo. Este informe presenta un análisis de la gobernanza del agua en el país e incluye recomendaciones de políticas para: fortalecer el enfoque multisectorial del manejo del agua; mejorar el uso de instrumentos económicos para proteger y utilizar de manera sostenible los recursos hídricos, sus fuentes y los servicios ecosistémicos relacionados; y fortalecer el marco regulatorio para mejorar el acceso al agua potable y el saneamiento en áreas urbanas y rurales.

    Abstract: Regulations play a fundamental role in achieving public policy objectives, including the protection of human health and the environment, the fight against monopolies, or the efficient provision of water and sanitation services. Regulatory impact assessment (RIA) is an important tool for ensuring that regulations are of good quality. This report provides guidance for implementing RIA at the National Superintendence of Sanitation Services in Peru (Sunass). After assessing the agency’s process for issuing rules, the report provides recommendations for designing legal reforms needed to establish RIA as a permanent practice as well as training for the staff who will develop the RIAs. The report includes technical guidelines on undertaking public consultation, identifying public policy problems, and performing cost-benefit analysis.

    Abstract: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

    Abstract: Achieving sustainable development will require all development actors to act together and in synergy, and using comparable metrics to monitor progress. This case study explores whether the Sustainable Development Goals (SDGs) can be used as a shared framework by all actors to manage development co-operation for results in upper middle-income countries, taking Peru as a case study. The report first lays out Peru’s SDG journey: its vision of the Goals as an anchor for policy coherence, and how its domestic policies align with them. It then discusses how well development co-operation aligns to the SDGs in Peru, analysing the related enablers, drivers and challenges. The report also examines how to set up monitoring approaches that support SDG measurement in Peru. Finally, it suggests ways to overcome a number of technical, political and organisational challenges that limit the use of the SDGs – some of which are unique to development co-operation delivery in upper middle-income countries.

    Abstract: Using household data from 15 countries in Latin America and Africa, this paper explores linkages between informality and education-occupation matching. The paper applies a unified methodology to measuring education-occupation mismatches and informality, consistently with the international labour and statistical standards in this area. The results suggest that in the majority of low- and middle-income developing countries with available data, workers in informal jobs have higher odds of being undereducated as compared to workers in formal jobs. Workers in formal jobs, in contrast, have higher chances of being overeducated. These results are consistent for dependent as well as for independent workers. They also hold for men and for women according to the gender-disaggregated analysis. Moreover, in the majority of countries considered in this paper, the matching-informality nexus is also related to the extent of informality in a given area: in labour markets with higher informality, informal workers in particular have a higher chance of being undereducated. The paper discusses policy implications of these findings.

    Abstract: Achieving sustainable, equitable and resilient societies is humankind’s challenge for the 21st century. In pursuit of this ambition, the international development community needs a shared, universal framework, within which to work more closely together. The Sustainable Development Goals (SDGs) are the obvious answer, but a number of technical, political and organisational challenges prevent development co-operation providers from using them as their common results framework. Based on seven case studies, this publication identifies two critical factors and one game changer that can help overcome those challenges. First, country leadership needs to be supported by the international community. Second, development partners need to change their set-ups in order to deliver on the SDGs. Finally, by forcing governments and development partners to reset their long-term strategies and rethink their internal systems, the COVID-19 pandemic provides them with a rare opportunity to use the SDG framework collectively as a roadmap to recovery: this can be a game changer.

    Abstract: While COVID 19 has hit Peru particularly hard, with about 1.4 million cases as of March 2021, the pandemic further emphasised the importance of water and sanitation for health, the environment and the economy. The country is not yet on track to meet the targets of SDG 6 “Clean water and sanitation” by 2030, with 3 million Peruvians (9.2% of the population) lacking access to water services and 8.2 million Peruvians (25.2%) lacking access to sewerage services, and a large urban rural divide. In addition, between 2000 and 2020, floods affected an estimated 4.43 million people, while inadequate management of solid waste and some economic activities are amongst the causes of water pollution, leading to severe public health issues, and social conflicts. In the face of climate change and demographic growth, strengthening water governance in Peru is key for long term water security improvements. The report provides an analysis of water governance in the country and policy recommendations to: strengthen the multi sectoral approach to water; improve the use of economic instruments to protect and sustainably use water resources, its sources and related ecosystem services; and strengthen regulatory conditions to improved access to safe drinking water and sanitation in urban and rural areas.

    Abstract: This paper presents a stocktaking of standalone chapters in trade agreements dedicated to good regulatory practices and international regulatory co-operation. While standalone regulatory policy chapters in trade agreements remain a new development, they signal countries’ increasing interest in elevating the visibility and ambition of regulatory policy, in line with their commitments in the 2012 OECD Recommendation of the Council on Regulatory Policy and Governance and the 2005 APEC-OECD Integrated Checklist on Regulatory Reform. Still, the level of ambition of these chapters varies widely depending on the state of play of regulatory policy in trading partners. By comparing the main substantive and structural features of these chapters, this stocktaking aims to inform the development of similar chapters in future trade agreements.
