The book focuses on two compelling questions: What are the common concerns that mobilize women, and how do these concerns shape political activism? Ethel Klein finds that a trend toward redefining women's lives has been present since the turn of the century. She examines the erosion of traditional patterns in women's roles brought about by rising divorce rates, fuller participation in the workforce, and longer lives. Klein argues that the elements required for revolutionary change--such as grievances, leaders, organization, and resources--were evident long before the 1960s. What was missing was a constituency to support feminist demands. She explores in detail how the public approval of women's rights finally caught up with the need for reform. As group consciousness grew, so did public support. The two factors coalesced in the rise of activism and a full-blown women's movement. Klein tests her hypotheses on the elections of 1972, 1976, and 1980, with surprising results. She finds from election polls that men are no less feminist than women, but that women's support comes from group consciousness while men's comes from a liberal ideology.     Abstract: This book contains the papers given at a workshop organised by the Home Office (England and Wales) on the subject of residential burglary. This is a topic of much public concern, and I welcome the Home Office initiative in mounting the workshop. The contributors were all researchers and crim­ inologists who have made a special study of burglary, and their brief was to consider the implications of their work for policy. As a policeman, I find their work of particular interest and relevance at this time when police per­ formance, as traditionally measured by the clear-up rate, is not keeping pace with the increase in the numbers of burglaries coming to police attention. The finding that increases in burglary are more reflective of the public's reporting habits than of any significant rise in the actual level of burglary helps with perspective but offers little comfort to policemen. The 600/0 in­ crease in the official statistics since 1970 is accompanied by a proportionate increase in police work in visiting victims, searching scenes of crime, writing crime reports, and completing other documentation. In some forces the point has been reached where available detective time is so taken up by the volume of visits and reports that there is little remaining for actual in­ vestigation. But because of the random and opportunist nature of burglary, it cannot be said with any confidence that increasing investigative capacity would make a significant and lasting impact on the overall burglary figures.

    Abstract: The question of how to use police resources productively, par­ ticularly in this era of tight municipal budgets, is a major con­ cern for police chiefs and others responsible for crime control. In Crime Control: The Use and Misuse of Police Resources, David J. Farmer provides new insights into this question and sug­ gests a practical resource allocation approach for police poli­ cymakers and administrators. The book documents the results of current police resource allocation practices and describes the major research studies that have identified a need to restructure police field operations. It very usefully outlines the development and nature of allocation techniques and ana­ lyzes the political contexts which influence resource alloca,., tion. After describing planning at the neighborhood level that should inform the allocation process, the author provides a comprehensive "planning-budgeting-resources allocation" approach to managing a productive police department. This comprehensive approach is illustrated by an account of the Manpower Allocation Review System (MARS), which the author developed and introduced in the New York City Police Department in 1972 when I was commissioner.     Abstract: The international financial linkage block of the OECD Secretariat's multi-country model, INTERLINK, is based on a portfolio balance model of exchange rate determination. International consistency is ensured by cross country restrictions on parameters imposed during estimation (1). However, in an earlier version of the model, the specification of the domestic financial sector for each country was too rudimentary for simulation analysis under alternative monetary policy assumptions. The main element missing from this version of the model was an explicit formulation of the money demand and supply process (2).     Abstract: In recent years the behaviour of the income velocity of money in major OECD economies has displayed considerable volatility for both narrow and broad monetary aggregates (Table 1). Velocity in a number of large OECD economies, for example, fell sharply in 1982. Most notably, declines in the income velocity of M1, M2 and M3 in the United States of 2.3, 4.9 and 5.9 per cent, respectively, were large by historical standards.     Abstract: Conventionally, fiscal policy analysis makes a distinction between "discretionary" budget changes and "built-in stability". This distinction is the first step to defining a structural budget balance operationally. Budget deficits vary automatically with the business cycle. Revenues automatically rise as the economy expands; unemployment transfers are reduced, leaving a deficit or surplus at the cyclical peak which may be termed a "structural" budget balance. The "built-in stabilizer" component of the deficit should be self-cancelling as the cyclical output gap is closed so that it is temporary and non-structural. A structural budget deficit is then that excess of public spending over revenues which would persist if the economy were to grow steadily at its highest sustainable employment rate, i.e. at the same rate as potential output.

    Abstract: This report contains a new set of results on the levels of real per capita GDP and its main components in OECD countries in 1980, with estimates for later years upto 1984. Real per capita GDP is obtained by valuing the goods and services in different countries at a fixed set of prices, namely, the average prices prevailing at the time within the group of countries covered.     Abstract: Attempting fonnally to evaluate something involves the evaluator coming to grips with a number of abstract concepts such as value, merit, worth, growth, criteria, standards, objectives, needs, nonns, client, audience, validity, reliability, objectivity, practical significance, accountability, improvement, process, pro­ duct, fonnative, summative, costs, impact, infonnation, credibility, and - of course - with the tenn evaluation itself. To communicate with colleagues and clients, evaluators need to clarify what they mean when they use such tenns to denote important concepts central to their work. Moreover, evaluators need to integrate these concepts and their meanings into a coherent framework that guides all aspects of their work. If evaluation is to lay claim to the mantle of a profession, then these conceptualizations of evaluation must lead to the conduct of defensible evaluations. The conceptualization of evaluation can never be a one-time activity nor can any conceptualization be static. Conceptualizations that guide evaluation work must keep pace with the growth of theory and practice in the field. Further, the design and conduct of any particular study involves a good deal of localized conceptualization.

    Abstract: This book investigates the changing roles and perceptions of old age in nineteenth-century America. It shows how the economic and social transformation of the nation affected the condition of the aged, as it altered beliefs about their abilities and needs. Focusing on the ideas of doctors, charity workers, and social planners, it traces the process by which their view of senescence was incorporated into geriatric medicine, the development of the nation's first old-age homes and mandatory retirement plans. With the adoption of these programmes, old age came to be seen as a widespread social problem. Three issues are discussed: first, the rationale for the increasing adoption of medium-term budgetary and monetary objectives; second, the appropriate criteria for the determination of medium-term policy norms, and the institutional means through which these are implemented; and third, the problems of ensuring consistency between short-term policies and medium-term goals.     Abstract: Exchange rates are relative prices of national currencies, and under a floating rate regime they may naturally be viewed as being determined by the interplay of supply and demand in foreign exchange markets. This proposition is uncontroversial, but it provides no more than a starting point for understanding exchange rate determination and its relationship to other macroeconomic variables and to policy. Supply and demand in currency markets are dependent on conditions in other markets, real and financial, which are affected in turn by exchange rates themselves.     Abstract: Work and Politics develops a historical and comparative sociology of workplace relations in industrial capitalist societies. Professor Sabel argues that the system of mass production using specialized machines and mostly unskilled workers was the result of the distribution of power and wealth in eighteenth- and nineteenth-century Great Britain and the United States, not of an inexorable logic of technological advance. Once in place, this system created the need for workers with systematically different ideas about the acquisition of skill and the desirability of long-term employment. Professor Sabel shows how capitalists have played on naturally existing division in the workforce in order to match workers with diverse ambitions to jobs in different parts of the labor market. But he also demonstrates the limits, different from work group to work group, of these forms of collaboration

    Abstract: This book uses game theory to analyse the creation, evolution and function of economic and social institutions. The author illustrates his analysis by describing the organic or unplanned evolution of institutions such as the conventions of war, the use of money, property rights and oligopolistic pricing conventions. Professor Schotter begins by linking his work with the ideas of the philosophers Rawls, Nozick and Lewis. Institutions are regarded as regularities in the behaviour of social agents, which the agents themselves tacitly create to solve a wide variety of recurrent problems. The repetitive nature of the problems permits them to be described as a recurrent game or 'supergame.' The agents use these regularities as informational devices to supplement the information contained in competitive prices. The final chapter explores the applicability of this theory, first by relating it to previous work on the theory of teams, hierarchies, and non-maximizing decision theory, and then by using it to provide a new approach to a variety of questions both within and outside economics

    Abstract: This volume is one outcome of a two-year study conducted by the Behavioral Studies Research Group of The Hastings 1 Center. It is divided into three parts to reflect the several facets of the interdisciplinary project from which it stems.     Abstract: This book uses game theory to analyse the creation, evolution and function of economic and social institutions. The author illustrates his analysis by describing the organic or unplanned evolution of institutions such as the conventions of war, the use of money, property rights and oligopolistic pricing conventions. Professor Schotter begins by linking his work with the ideas of the philosophers Rawls, Nozick and Lewis. Institutions are regarded as regularities in the behaviour of social agents, which the agents themselves tacitly create to solve a wide variety of recurrent problems. The repetitive nature of the problems permits them to be described as a recurrent game or 'supergame.' The agents use these regularities as informational devices to supplement the information contained in competitive prices. The final chapter explores the applicability of this theory, first by relating it to previous work on the theory of teams, hierarchies, and non-maximizing decision theory, and then by using it to provide a new approach to a variety of questions both within and outside economics

    Abstract: Migratory farm workers provide the extra hands that are so badly needed during the planting and harvest season in the United States. Although these workers have been essential to the American agricultural system for more than a hundred years, our knowledge of them is limited and quite fragmentary; it can be divided roughly into two types of information. On the one hand, we have the statistical data collected by various censuses and the data gathered by agricultural econ­ omists to study the supply of and demand for farm labor. The economic aspects of farm labor generally predominate in such material. On the other, we have the scientific studies and journalistic descriptions that report on migratory farm by using a qualitative approach. The social scientists and journalists who workers have compiled these reports lived in the labor camps and have vividly described the dismal and oppressive conditions these workers must endure. The drawback of the first type of data is that its orientation to economic problems makes it too superficial and one-sided. It fails to interrelate the diverse economic factors affecting the lives and work of all farm workers, and conse­ quently presents a distorted and incomplete picture of migratory farm worker life. Also, because the migratory farm workers are quite elusive and usually keep a low profIle, they are often underrepresented in such data. The data gathered by using qualitative methods have the major disadvantage of being quite limited in scope.
