    Abstract: Surface transport plays a fundamental role in nearly all social and economic activity. Providing and maintaining the infrastructure consumes enormous resources. Thus, it is essential that this be carried out in the most efficient and effective way possible. Many options are available to provide surface transport infrastructure – public ministries and agencies, public-private partnerships (PPPs), state-owned companies, private and non-profit entities, and outright privatisation. There are also various means of paying for it, including user charging, subsidies, public borrowing or private financing. This report examines key principles that should be considered by governments in deciding how to provide and pay for surface transport infrastructure, with a view to best serving societies’ needs and employing public resources. It also considers the key issues that must be resolved in making more use of private financing and expertise.

    Abstract: These guidelines are designed to encourage understanding of the specific problems experienced by disabled and older passengers when using the transport system, and to provide guidance on how best to respond to their needs. Accessible, user-friendly transport means that disabled and older people can use the transport system without hindrance to participate in society on an equal basis without losing their independence. Whilst much progress has been made in all modes of transport to make travel easier and more pleasant for all passengers, it is the attitude and skill of the driver, captain, pilot, etc. that can make the difference between a pleasant and safe journey for a disabled or older person and one that is fraught with worry, frustration or confusion.

    Abstract: Traffic crashes are the single greatest killer of those aged 15-24 in OECD, and many ECMT, countries. In the OECD alone about 25 000 people in this age group die in crashes every year.     Abstract: This book provides an analysis of the challenges Hungary is facing in its urban travel systems and an examination of policy and decision-making structures that are framing the implementation of urban travel policies in Hungary. It also proposes ways in which progress towards more sustainable urban travel can be achieved. The report finds that Hungary has increasingly crowded urban roads and rising car ownership and use. Hungary's cities are wrestling with how to maintain a highly favourable modal share for their well-developed public transport systems, while saddled with the financial burden of ageing rolling stock and infrastructure. Unabated commercial and retail development in the periphery of cities with little access to public transport is further increasing demand for car travel.

    Abstract: Crime in road transport is a serious and growing problem. The extent of crime involving goods and goods vehicles is difficult to estimate, but data in some countries show that up to 1% of the commercial fleet is stolen each year, at an annual cost of many millions of euros. In a study of 23 European countries, this report describes the modes of theft of commercial vehicles and goods most prevalent in the 1990s, outlines the various methods used to record highway theft and draws attention to the statistical difficulties involved in measuring the phenomenon. It lists existing and potential security improvements for road freight vehicles, such as equipment to prevent vehicles from being stolen (anti-theft devices), and equipment to track and recover stolen vehicles (after-theft systems). This report results from two ECMT studies on "Theft of goods and goods vehicles" and "Improving security for road freight vehicles". It includes various ECMT Ministerial statements and policy decisions on the subject.

    Abstract: Transport specialists around the world have for many years looked to the urban transport experience of the Netherlands as exemplary. The Dutch have demonstrated strong and sustained commitment to integrating transport and land-use planning and policies to maximise use of public transport and cycling. Bolstered by a long-standing and highly respected planning culture, they have undertaken this in an institutional environment that favours consultation and consensus seeking among different sectors and stakeholders. Like many countries around the world, the Netherlands has experienced increasing pressure from transport on the environment, with rising congestion in and around the urban areas, noise disturbance and air pollution and issues related to international transit traffic. While strategic plans for transport, land use and the environment have set out a framework for dealing with these pressures, meeting the often ambitious goals and targets articulated in these plans has proven elusive in many cases. Undertaken during the preparation of the recently approved National Traffic and Transport Plan of the Netherlands (2000), this report is an evaluation of Dutch urban travel policy that is based on the findings of an ECMT team of peer experts during their study visit to the Netherlands in June 1999.

    Abstract: This book discusses the full economic benefits - and costs - of transport infrastructure and explores ways to make good estimates of the full impact of planned investments on regional and national economies. It argues for proper account to be taken of all relevant economic weaknesses -- those the project is designed to address such as local monopoly pricing, those associated with use of the infrastructure such as environmental externalities, and possible unintended consequences such as impacts on local labour markets. Care must also be taken to verify that net benefits are likely to accrue to those that the project was intended to benefit. Building on recent groundbreaking work in the United Kingdom this publication suggests ways to improve traditional cost-benefit assessments, overcoming reservations that have inhibited the use of CBA in many countries. The main report is completed with examinations of transport project assessment approaches in France, Germany, the United Kingdom and across Europe together with a discussion of an approach to determining optimal levels of investment in transport infrastructure for maximising socio-economic welfare.

    Abstract: Between 1997 and 1999 the ECMT issued three reports and three resolutions on safety in road traffic for vulnerable users, namely cyclists, pedestrians and users of two-wheeled motorised vehicles (mopeds and motorcycles). These studies form part of a wider area of review which, in addition to road safety itself, takes into account the demographic trend in ECMT countries - population ageing - and the highly topical issues of mobility, land use planning, the environment and public health. The measures recommended (whether general or specific to each user category) show that much remains to be done to ensure the safety of vulnerable users. The aim is not to promote a single model, but to develop strategies tailored to the specific features of each country. This publication should enable all concerned to take stock of the different approaches developed in ECMT countries and to find guidance in examples of "good practice".

    Abstract: This seminar, which took place on 2-3 October 1997 at the Josefow Conference Centre near Warsaw, set out to define the role and place of communication in the field of road safety, examine the different strategies of communication and identify their limits. The seminar was attended by 130 experts from 23 countries with ECMT membership or observer status. The discussions established that communication is an essential element of a global road safety policy in that it aims to inform, alert, educate, convince and ultimately alter people’s attitudes and behaviour. The resources employed and the channels of communication used can differ from country to country, depending on the topic addressed, the national culture and the goals to be achieved. Communication cannot be an end in itself, however: it can only be the complement of other measures. It must have a time frame within which the objectives set have to be attained. Evaluation of communication effectiveness is likewise essential.

    Abstract: The main goal of this Seminar was to understand the relationship between transport economics research and policymaking. In Europe, there is an extremely wide range of research approaches (a single government agency or several organisations, a national research programme or one-off contracts, etc.). What do these approaches have in common and what is the ideal research structure? With regard to researchers and research sponsors, monopolies should be avoided. Links between researchers and policymakers need to be as direct as possible. And it is also important that research findings be presented by communication specialists and disseminated very early on, before the final stages of research. Drawing on the presentation and analysis of national experiences, the Seminar spawned numerous recommendations that can help to define a national research policy, and suggested ways in which researchers and policymakers can organise the relationship between economic research and policymaking in the transport sector.

    Abstract: The aim of every politician is to transform the city into an environmentally sustainable entity. However, while the planning and organisation of passenger services within cities is commonly perceived as a major issue, freight transport is not given the full attention it deserves. As a general rule, the role which freight transport plays in the economy of cities is simply not understood. What invariably attracts attention, on the other hand, is the added pollution and congestion caused by freight transport. Europe has recently produced a host of new urban development schemes which place more or less severe restrictions on freight movements in cities. While some cities have introduced measures in line with the town planning objectives of territorial development plans, others have adopted short-term solutions to traffic management problems. Since we know that cities are living entities whose vital processes can be disrupted, how can we be sure that all of these measures are a step in the right direction? Our lack of experience makes this a question we would be well advised to consider. The Round Table reviewed the various aspects of freight transport by examining experiences in different countries and by discussing some of the more innovatory approaches adopted.

    Abstract: Transport networks in Europe are insufficiently integrated and subject to widespread and increasing congestion, particularly on the roads. This publication reviews these issues and, more specifically, examines the problem of providing better access to Western Europe for peripheral regions and for Central and Eastern Europe, as well as the need to upgrade networks. Current responses to these problems are inadequate. Statistics and analytical tools are lacking, national approaches are highly differentiated, and analyses and concepts are rudimentary and overly sectoral.
