    Abstract: Indonesia can build on its impressive track-record of poverty reduction to tackle more ambitious poverty reduction targets. Indonesia has made impressive gains in reducing poverty, with previously lagging regions catching up, and the Government's goal to eliminate extreme poverty by 2024 practically met. As an aspiring upper middle-income country, however, Indonesia may want to widen its focus beyond extreme poverty by moving from the USD 1.90 2011 PPP poverty line to higher lines for middle-income countries. The focus should also include economically insecure households susceptible to falling back into poverty. Is Indonesia's current effort ready for this challenge Human capital outcomes are disappointing and worrying geographic disparities remain. Low productivity still prevents households from becoming economically secure. Shocks, including from climate change, continue to threaten reversal in poverty gains. In this report the authors identify several major pathways to tackle these challenges in a comprehensive and sustainable manner

The Brazil Country Climate and Development Report (CCDR) examines the implications of climate change and climate action for Brazil's development objectives and priorities. It identifies opportunities for Brazil to achieve both its development goals and its climate commitments. It lays out a combination of sectoral and economy-wide policy reforms, as well as targeted investments in near- and medium-term mitigation and adaptation measures to achieve more rapid and inclusive development with lower greenhouse gas (GHG) emissions. The idea is to maximize synergies between climate and development objectives, while addressing trade-offs among policy objectives and key transition challenges

    Abstract: Over the two decades preceding the Coronavirus disease 2019 (COVID-19) pandemic, tourism became one of the most important drivers of economic growth across the Pacific. The COVID-19 crisis had a devastating impact on tourism activity in the Pacific, with severe and potentially durable economic and social consequences. This study takes a fresh look at tourism's role for development in the Pacific, its future after COVID-19, and the scope to foster a greener, more resilient, competitive, and inclusive sector. It complements and builds on the 2016 Pacific possible report, which assessed specific opportunities to increase arrivals in a context of rapid tourism growth, by considering the changes to the industry's model that could maximize tourism's economic, social, and environmental benefits for Pacific Islanders. It does this by: (i) taking stock of the evidence on tourism's historical contribution to development in the Pacific Island Country (PICs) and of the COVID-19 crisis' impacts, (ii) analyzing current obstacles and potential opportunities for a more competitive and sustainable Pacific tourism, focusing on selected issues key to target higher value markets, and (iii) recommending policy priorities and investment needs to (re)position the Pacific tourism model for the future and broaden its benefits, focusing on competitiveness, environmental sustainability, resilience and inclusiveness. Given the scarcity of data on Pacific tourism and frequent discrepancies across sources, one of the study's main contributions is to provide a detailed quantitative assessment of the sector and its economic impacts, for instance on jobs, poverty, and public revenue, based on an extensive data collection, cross-checking and integration exercise

    Abstract: This report summarizes the main challenges that men- and women-led companies (also referred to as traders or trade firms) and customs brokers face in undertaking cross-border trade of merchandise goods in the Republic of Tajikistan. The report also provides recommendations to address these challenges. Global research has shown that the expansion of international trade is essential for poverty reduction, and it provides better job opportunities and increased returns, particularly for women working in export-oriented sectors. Oftentimes, however, women may face more or different challenges than men that prevent them from fully participating in trade. While globally there is a growing body of research on why women participate less in cross-border trade than men, there is still a lack of data and research that quantifies the exact nature of the trade facilitation challenges that women traders face at the firm level. Generally, trade facilitation measures are assumed to be nondiscriminatory in their design; however, implementing and delivering these measures may not necessarily impact all traders similarly. Studies by the World Bank, for example, found that men and women traders often face different trade facilitation challenges, including in areas such as access to information, usage of electronic payments, submission of electronic documents, pre-declaration of goods, consultations with the government, and participation in trade or industry- specific associations. This study in Tajikistan explored a range of topics, primarily within the scope of the World Trade Organization's Trade Facilitation Agreement (WTO TFA), including experiences with public consultations and enquiry points, clearance and release of goods, formalities connected with import and export and transit procedures, detentions of goods, appeal or review procedures, and publication and availability of information. Areas beyond the WTO TFA, such as the impact of the COVID-19 pandemic, Russia's invasion of Ukraine, transport, and safety and security issues at the borders, were also researched. Data collection for this report was done via phone survey interviews across Tajikistan and was complemented by qualitative research methods, such as focus group discussions, key informant interviews, and technical visits to select border crossings in the country. The work was built upon a similar methodology developed and used in other surveys by the World Bank Group. The data collected in the study and the resultant analysis contribute to the literature on trade and gender. Importantly, the report helps fill a significant knowledge gap in Tajikistan, where there is no robust country-representative research shedding light on gender-specific challenges faced by cross-border traders. This study adds to the increasingly important dialogue on addressing gender equality issues in trade policies. The study may be useful to the government of Tajikistan, development organizations, and others in ensuring that trade interventions can benefit all traders equally

    Abstract: Kosovo has gained a creditable reputation for prudent macro-fiscal management; yet necessary structural reforms and related fiscal pressures lie ahead. The country's track record includes consistently high output growth rates, prudent fiscal deficits supported by fiscal rules, and one of the lowest public debt levels among peers. The Government was able to successfully weather the COVID-19 crisis and mitigate the impact of the ongoing inflationary crisis caused by the Russian invasion of Ukraine thanks to its healthy fiscal accounts and stable financial sectors. At the same time, however, the overlapping external shocks have highlighted the inherent volatility that mirrors Kosovo's structural limitations - especially in health, energy, and education - and accentuates gaps in both human and physical capital. The objective of this Public Expenditure Review (PER) is to help the government identify means for improving the structure and quality of public services, enhance the equity of government spending, and take a holistic view of policies that will affect financing needs over time. To do so, the PER has analyzed fiscal issues that have not been explicitly detailed in, or are in the process of being incorporated into, the medium-term expenditure framework and the economic reform program. The most notable issues include the urgently needed energy investments, the ramifications of the new law on public salaries on the budget, the sustainability of the untargeted social protection system, and possible pathways of the cost of pensions in light of expected changes to eligibility criteria, and the health spending and health financing conundrum. The PER also looks back at past World Bank PER recommendations and their implementation record, in the attempt to shine a light on measures that remain valid and could still be implemented

    Abstract: Gender-based violence (GBV) represents a critical barrier to development globally. As the most extreme manifestation of gender inequality and the most prevalent form of violence worldwide, its impacts extend far beyond individual survivors, with implications for the productivity and well-being of families and communities, often across generations. This report reviews progress on GBV prevention and response in World Bank lending operations over the past decade finding that the institution offers unique entry points across all sectors in which it works to expand work on GBV. Critical investments in staff's technical capacity, purposeful high quality analytical work to inform project design and implementation, and partnerships at the global, national, and local levels have driven the exponential progress on this agenda. Drawing on the lessons learned from a comprehensive review of the portfolio, interviews with staff and consultations with practitioners, donors and researchers in this area of work, the report lays out a guiding vision for deepening the work on GBV prevention and response in the decade ahead

    Abstract: The Gulf Cooperation Council (GCC) economies performed strongly in 2022. Amidst a year of economic uncertainty marked by inflation, geopolitical crises, and supply chain insecurity, the GCC region registered remarkable GDP growth of 7.3 percent in 2022. Progress made on structural reforms are bearing fruits on the economy. Despite the uptick, inflation remains relatively muted in comparison to other high-income countries. Looking ahead, the GCC region is projected to grow at a slower pace. The main contributors to this growth are private consumption, fixed investments, and government expenditures through looser fiscal policy in response to high oil revenues. However, downside risks to the outlook are numerous. Special Focus: Non-Communicable Diseases (NCDs) pose a major health burden to the population and governments of the GCC. NCDs are also a growing concern from an economic perspective. To mitigate the health and economic burden of NCDs, the region needs to scale up efforts to target the behavioral and environmental risk factors of NCDs. Effectively addressing NCDs requires a whole-of-government approach, and the effective implementation and monitoring of targeted, evidence-based solutions. Addressing the risk factors of NCDs requires an increased strategic focus on prevention over treatment, targeting of the young and adolescents, and the development and implementation of evidence-informed, cost effective, high impact interventions. Governance structures that can effectively mobilize, incentivize, and hold accountable the many non-health sectors in the implementation and monitoring of cost-effective interventions are critical

    Abstract: In its development agenda, the government of the Republic of Zambia (GRZ) is strongly committed to tackling gender inequality. To support this vision, the Eighth National Development Plan (8NDP) 2022-2026 identifies human and social development as fundamental to inclusive development, and as a central ingredient to help catapult the transformation of the country. To achieve gender parity, the GRZ has put in place a policy and legal framework to guide the implementation of gender-responsive programming. Some of these issues can be addressed through a stricter implementation of the current policy and legal frameworks; however, enforcing existing legal frameworks which seek to promote women's empowerment is not enough. The report provides an overview of gender inequalities as reflected across key areas of human endowments; access to economic opportunities; women ownership and control over assets; and voice and agency and concludes with several recommendations for addressing ways in which women remain disadvantaged, including promoting income-generating activities, facilitating women's entrepreneurship training, and strengthening interventions to end child marriage and teenage pregnancies. Pinpointed recommendations are offered for each. Since drivers of gender inequality are interrelated, moving forward, addressing the many areas of vulnerability requires a holistic, interdisciplinary approach

    Abstract: The global economic recovery remains fragile, creating choppy seas for the recovering Pacific. While global conditions have gradually improved since the pandemic and spillovers from Russia's invasion of Ukraine, progress on reducing inflation in major economies has proven more challenging than expected. Given that all Pacific countries are net importers, this has resulted in persistently high imported inflation. The speed of monetary policy tightening by major central banks has slowed, but easing is unlikely in the near term. Aggregate demand in major trading partners of the Pacific (particularly Australia and New Zealand) remains lackluster. This could limit demand for travel and tourism services and other income sources such as remittance and commodity exports. Despite uncertainties in the global economic recovery, Pacific economies are expected to see ongoing expansion in 2023 and 2024. Fiji led the Pacific's post-COVID-19 recovery with open borders and a strong rebound in 2022 and is now on track to reach its pre-pandemic output level in 2023. Ongoing recovery expectations in the Pacific are broadly in line with March 2023 World Bank projections except for Tuvalu and Palau, where growth has been revised down given weaker than expected outcomes in construction and tourism. In 2023, Pacific growth is expected to reach 3.9 percent and then moderate to 3.3 percent in 2024 as the initial post-COVID-19 rebound dissipates and the region moves towards its long-term trend growth of 2.6 percent. Nonetheless, uncertainty remains high and depends on whether a soft landing can be achieved among key trading partners as they battle ongoing inflation. Inflation remained stubborn across the Pacific at an average of over 6.7 percent in 2022, a substantial increase from the 1.5 percent average during 2019-2021. This has increased the risk of vulnerable populations falling into poverty. In line with global trends, Pacific inflation is expected to decline to an average of 6.0 percent in 2023 and gradually subside thereafter

    Abstract: This note aims to close the knowledge gap about the effectiveness and capacity of labor migration sending systems in NCA countries. The report assesses whether NCA countries have the fundamental elements of an effective labor migration sending system, identifies the missing elements, and offers recommendations for strengthening the systems over time. Filling such a knowledge gap is critical to inform policies that maximize the benefits and minimize the costs of economic migration. Programs and policies that help expand legal pathways for regular migration will not only promote mutually beneficial migration, but could be a step, albeit small, towards dissuading individuals from pursuing risky migration patterns. Indeed, evidence from Mexico indicates that investing in legal labor pathways can reduce irregular migration (Clemens and Gough, 2018). In this context, this note summarizes the main findings from three institutional diagnostics of the labor migration sending systems in NCA countries, with a view to deepening the understanding of the supply side of labor flows. To this end, and building on previous World Bank experience globally, a diagnostic tool was developed to identify what steps the NCA governments have taken to recognize and respond to foreign demand for workers. The tool examines if appropriate structures, systems, processes, and resources exist to prepare and deliver adequate labor supply arrangements in the context of bilateral agreements (BLAs) or Temporary Work Agreements (TWAs) with other countries. The diagnostic tool is organized around four main pillars to regulate, facilitate, fortify, and further access of labor migrants to international labor markets

    Abstract: Kenya's economy has been growing solidly but maintaining and increasing growth will depend on increasing private investment and productivity. Between 2010 and 2019, Kenya maintained a steady annual growth rate of 5 percent and the economy was able to rebound relatively rapidly from the COVID-19 pandemic. However, productivity growth did not make much of a contribution to output growth, and growth has been lower than that of some other, fast-growing middle-income countries. This points to the potential for Kenya to increase growth via productivity gains, by expanding the role of the private sector and, especially, accelerating private investment. Doing this has become more urgent as the Government's fiscal space to invest has shrunk, making it crucial also for the sustainability of growth to identify new opportunities for the private sector to contribute. This Country Economic Memorandum (CEM) focuses on the question of how seizing opportunities in Kenya's services sector can contribute more effectively to long-term economic growth. This report argues that growing the services sector should not be seen as an alternative to industrialization, but rather as an enabler of economy-wide growth, including in manufacturing, and in agriculture too. It focuses on five channels through which services contribute to jobs, economic transformation and inclusion: (i) the need to SHIFT the services sector to higher value-added activities; (ii) how to LINK services better to other economic activities to grow its enabling role; (iii) how to BOOST the productivity of the sector through technology and increasing competition; (iv) how to TRADE more services through removing regulatory barriers to trade and investment; and finally (v) how to SECURE people's economic livelihoods better, especially those working in lower-skilled and economically more vulnerable services subsectors. Growing the contribution of services will require a program of structural reforms and complementary efforts

More recently, women's and girls' empowerment (WGE) has become a priority in the Africa region in the context of the region's demographic transition. There has been a proliferation of World Bank projects with development objectives that include "empowerment", yet there remains a lack of consensus around its definition and operationalization. This note lays out a pragmatic Operational Approach to enhancing women's and girls' empowerment in World Bank projects. It is not intended to provide a new definition of empowerment or to present a new framework.     Abstract: Iraq's economy continued its recovery after the sharp, pandemic-induced recession in 2020 but growth constraints in the oil sector have reemerged. After moderating in 2022, consumer price inflation ticked up in early 2023, fueled by the depreciation of the Iraqi dinar in the parallel market. Fiscal and external account balances benefitted from the oil windfall in 2022 but this trend significantly moderated in early 2023. The new budget is excessively expansionary, and lacks the structural reforms that Iraq needs to develop a vibrant and sustainable economy. The economic outlook remains subject to significant risks, largely due to deep structural challenges. Urgent implementation of financial sector reforms and modernization of its banking sector architecture, currently major barriers to economic diversification, are a critical condition to bolster the private sector and unlock much-needed job creation. Financial access in Iraq is amongst the lowest in the world, with only 19 percent of adults owning a bank account, highlighting a significant underutilized source of financing. Crucially, lack of financing remains the top constraints for small and medium enterprises and firms operating in the informal sector, undermining private sector-led growth and job creation. As this report's Special Focus highlights, this is in part due to the banking sector structure and operations, which is dominated by undercapitalized state-owned banks with weak institutional capacities that primarily provide financing to public sector entities and state-owned enterprises. The private commercial banking sector is weak and has limited capacity to support financial intermediation and is geared towards maximizing revenues from the foreign exchange auctions. Furthermore, the non-banking financial sector is nascent with small and underdeveloped capital markets, unregulated Micro Finance Institutions, and an underdeveloped insurance sector. To tackle these challenges, the sector's reform priorities include institutional reforms in state-owned banks and incentivizing digital financial services to increase financial intermediation and promote financial inclusion in Iraq. The full implementation of these reforms can help restore public confidence in the financial sector and help mobilize Iraq's wealth towards solving the pressing development challenges of the country

    Abstract: South Asia is home to 9 of the world's 10 cities with the worst air pollution. Concentrations of fine particulate matter (PM2.5) in some of the region's most densely populated and poor areas are up to 20 times higher than what the World Health Organization considers healthy (5 micrograms per cubic meter). This pollution causes an estimated 2 million premature deaths in the region each year and results in significant economic costs. Controlling air pollution is difficult without a better understanding of the activities that cause emissions of particulate matter. Air pollution travels long distances in South Asia and gets trapped in large 'airsheds' that are shaped by climatology and geography. 'Striving for Clean Air' identifies six major airsheds in the region and analyzes four scenarios for reducing air pollution with varying degrees of policy implementation and cooperation among countries. The analysis shows that cooperation between different jurisdictions within an airshed is crucial, and a schematic road map with three phases is proposed. The phases in the road map may overlap when the rate of progress differs, depending on local circumstances. Phase 1 would improve monitoring and institutions; Phase 2 would introduce additional and joint targets for cost-effective abatement; and Phase 3 would mainstream air quality in the economy

Rising borrowing costs in advanced economies could lead to financial dislocations in the more vulnerable emerging market and developing economies (EMDEs). In low-income countries, in particular, fiscal positions are increasingly precarious. Comprehensive policy action is needed at the global and national levels to foster macroeconomic and financial stability. Among many EMDEs, and especially in low-income countries, bolstering fiscal sustainability will require generating higher revenues, making spending more efficient, and improving debt management practices. Continued international cooperation is also necessary to tackle climate change, support populations affected by crises and hunger, and provide debt relief where needed. In the longer term, reversing a projected decline in EMDE potential growth will require reforms to bolster physical and human capital and labor-supply growth

This evaluation assesses the World Bank Group's efforts to improve the enabling environment for private sector climate action (EEPSCA). The evaluation defines the private sector enabling environment for climate action as the set of policies (laws and regulations), incentives, standards, information, and institutions that encourage or facilitate the private sector to invest or behave in ways that reduce greenhouse gas emissions or adapt to the current or anticipated impacts of climate change. The private sector includes large, medium, and small firms; domestic and international financiers; and smallholder farmers or other producers. The evaluation assesses the relevance and effectiveness of Bank Group support to EEPSCA and aims to identify lessons applicable to the World Bank and the International Finance Corporation to inform implementation of the Bank Group Climate Change Action Plan 2021 and subsequent Bank Group climate activities. The evaluation also aims to inform discussions on the evolution road map, which considers further increasing the prominence of the role the Bank Group plays on global public goods, such as climate change

Headline inflation soared in March 2023 at 9.6 percent, spurred by significant increases in food and non-food prices. High inflation is part of a global trend driven by prices of tradable goods. Within Timor-Leste, the government's policy of enforcing higher excise taxes on tobacco products, implementing import taxes, and applying excises to sugar and sugary beverages, partially drove the inflationary trend. To advance a reform agenda, the new government may want to consider institutionalizing fiscal consolidation through robust fiscal rules. Both revenue mobilization and expenditure rationalization efforts should not only be maintained but also enhanced. Given that significant increases in public spending have had a limited impact on Timor-Leste's medium-term economic growth, it is possible to sustain growth levels with a reduced budget

    Abstract: The Dominican Republic has made significant progress in boosting economic growth and reducing poverty, but it still faces challenges to achieve inclusive and equitable development, increase productivity, and improve the competitiveness and sustainability of primary sectors like agriculture, water, tourism, and energy. The National Development Strategy (NDS) and the National Multi-Year Public Sector Plan (NPSP) aim to address development and climate challenges and promote a green, inclusive and resilient future. The DR is highly vulnerable to climate change, which is likely to compound existing development challenges. By 2050, climate change impacts are expected to decrease labor productivity and affect health, crop yields, tourism, infrastructure capital, and natural ecosystems such as forests and coastal areas. Climate change also poses risks to the financial system such as the banking sector's heightened credit exposure to tropical cyclones and droughts. Although the DR has a small carbon footprint, the country's GHG emissions have been rising, mainly in the energy, waste, and agricultural sectors. Fostering a low-carbon growth path can support the country's climate change goals while bringing important development co-benefits. The Dominican Republic CCDR employs a version of the MANAGE model. This CCDR further extends the model to incorporate the path of emissions from key sectors (transport, energy, AFOLU), and to incorporate DR-specific climate damage functions to introduce the impact of climate change on the economy

On average, tourism's contribution to the gross domestic product (GDP) for the region rose from 12 percent in 2011 to 15.2 percent in 2017, accounting for 4.3 percent of the jobs (CIA, The World FactBook). Almost half these contributions can be traced to capital investments in the travel and tourism industry, while one-third is linked to tourism-related service industries. Overall, Caribbean origin and destination air passenger traffic grew by 50 percent between 2007 and 2017, from approximately 40 million to nearly 60 million passengers annually.     Abstract: Corruption poses a significant threat to development and has a disproportionate impact on the poor and most vulnerable. Government agencies struggle to identify fraud and corruption in public expenditures. Risk assessments usually rely on manual analysis and follow-up on specific complaints or anecdotes which requires substantial resources. Assessments are often limited in scope and ineffective, failing to generate the evidence needed to build strong cases. The World Bank developed the Governance Risk Assessment System (GRAS), a tool that uses advanced data analytics to improve the detection of risks of fraud, corruption, and collusion in government contracting. GRAS increases the efficiency and effectiveness of audits and investigations by identifying a wide range of risk patterns. GRAS makes use of public data and is based on a robust and comprehensive conceptual framework which draws on insights from experienced practitioners and sound academic research. This report presents GRAS's main features, examples of GRAS implementation, and outlines the steps government agencies can take in applying GRAS in their countries. GRAS was developed in Brazil, where it has been piloted in four subnational governments and has helped to investigate fraud, corruption, and collusion in public procurement. Concrete results include the identification of over 850 suppliers with strong indication of collusive behavior, 450 suppliers likely registered under strawmen, 500 cases of conflict of interests involving suppliers owned by public servants, and about 4500 companies with connections to political campaigns, among other examples

    Abstract: Successive conflicts in Iraq were characterized by tactics to damage its oil and industrial assets that not only led to huge economic loss, but pollution of environmental resources (air, land, and water) on an unprecedented scale. The Damage and Needs Assessment (DNA) carried out by the World Bank Group (WBG) in 2017, estimated damages to the environmental resources at IQD85 billion (US73 dollars million) and sectoral losses because of the conflict at IQD3.5 trillion (US3 dollars billion). Further, this assessment estimated that up to 47 percent of natural forests in the country may have been destroyed and large areas of land have been contaminated by land mines and hazardous chemicals. Unless these contaminated sites (also referred as 'environmental hotspots' in this document) are identified and remediated and/ or managed appropriately as part of the broader reconstruction program of Iraq, it is likely that the negative impacts (both economic and environmental) will be felt for generations to come. In addition, creating better environmental conditions and investments in human and physical capital is crucial for the economic diversification, job creation and healthy citizens for a stable and sustainable development of post-conflict Iraq. The main objective of this report is to present a broad framework and suggested prioritization for the remediation and/or management of environmental hotspots in Iraq. The recommendations have been informed by a detailed inventory and assessment of hotspots carried out by the Ministry of Environment (MoE), Government of Iraq (GoI) with capacity building support provided through the Advisory Services and Analytical (ASA) work of the World Bank. The work involved analysis of the scale and significance of contamination in the conflict affected governorates of Al Anbar, Babil, Baghdad, Diyala, Kirkuk, Nineveh and Salah Al-Din and identifying essential elements of a program for the remediation, management of environmental hotpots in the country

    Abstract: Sierra Leone's economy experienced overlapping setbacks during 2022, as external spillovers from the Russian invasion of Ukraine aggravated domestic macroeconomic vulnerabilities. This led to high levels of inflation, a substantially weaker currency, greater imbalances in public finances, and lower foreign exchange reserves. GDP growth slowed in 2022 (from 4.1 percent in 2021 to 3.5 percent) bringing the average GDP growth since the onset of the COVID-19 pandemic to only around half of the pre-pandemic trend. High global energy and fertilizer prices coupled with a weaker currency translated into accelerating inflation which rose from 12percent in 2021 to 27 percent in 2022, and further to over 50 percent by August 2023, threatening the welfare of households and worsening food insecurity and poverty

    Abstract: This report zooms into what lies behind the success or failure of teacher policies: how teachers experience these policies, and how systems scale and sustain these policies. The report argues that for policies to be successful, they need to be designed and implemented with careful consideration of the barriers that could hinder teachers' take-up of the policy (individual-level barriers), and the barriers that could hinder the implementation and sustainability of policies at scale (system-level barriers). Teacher polices too often fail to yield meaningful changes in teaching and learning because both their design and implementation overlook how teachers perceive, understand, and act in response to the policy and because they miss what is needed at a system level to achieve and sustain change. To avoid this, policymakers need to go beyond what works in teacher policy to how to support teachers in different contexts to adopt what works, while making sure it is implementable at scale and can be sustained over time. This requires unpacking teacher policies to consider the barriers that might hinder success at both the individual and system levels, and then putting in place strategies to overcome these barriers. The report proposes a practical framework to uncover the black box of effective teacher policy and discusses the factors that enable their scalability and sustainability. The framework distills insights from behavioral science to identify the barriers that stand in the way of the changes targeted by the policy and to develop strategies to overcome them. The framework is used to examine questions such as: What changes are required at an individual level to achieve the specific goals of a given teacher policy What barriers constrain the adoption of these changes How can the policy be better designed and implemented to tackle these barriers Moreover, the report draws on evidence from quantitative and qualitative studies on successful and failed teacher policies to examine the factors that make teacher policy operationally and politically feasible such that it can work at scale and be sustained over time

    Abstract: In recent decades, economic growth in the Dominican Republic (DR) has been steady. However, growth has not occurred in such a way as to make the benefits widely and evenly available. In fact, although the DR economy grew faster than that of other LAC countries before the Covid-19 pandemic, its poverty rates and social outcomes remain broadly similar to them. This report seeks to explain this conundrum, as well as to expand the knowledge base to improve the effectiveness of ongoing poverty reduction policies in the DR. The Poverty Assessment draws primarily on new analytical work conducted in the DR, structured around four background notes on: (i) trends in monetary poverty and inequality, as well as the key drivers of those changes; (ii) nonmonetary poverty and its spatial dimensions; (iii) social assistance programs and their role in mitigating poverty; and (iv) climate change and its interaction with poverty. By helping to reduce the evidence gap in each of these areas, our analysis hopes to inform government policies and the national dialogue on poverty reduction. In addition, the note integrates existing analytical work and evidence produced inside and outside the Bank, including from its operations in the country

Revenue collection has converged with income and regional peers, overall spending levels have remained prudent, and debt levels remain sustainable. Fiscal policy has been counter-cyclical and progressive but has had a limited impact on economic growth. Spending efficiency is a key area of concern. Expenditure efficiency in areas such as infrastructure, road transport, health, and education are significantly behind the global efficiency frontier. The fiscal implications associated with the policy proposals in the 2021-2026 government program are significant. How can fiscal policy support the implementation of the government's key policy proposals while ensuring the sustainability of public finances This is the main question for this Public Expenditure Review (PER). To answer it, this PER will (i) analyze past fiscal performance; (ii) assess the medium-term fiscal impacts of selected policy proposals that are currently being considered such as increase in pensions, changes to social assistance, increased health expenditures, and increased capital expenditure; and (iii) propose options to improve spending efficiency in select areas to provide options for the government to use the available fiscal space to effectively implement these policy proposals

    Abstract: Economic Diversification in the DRC is hindered by a business environment and key regulatory and fiscal constraints that are not conducive to private sector-led growth. Policies aimed to address the main bottlenecks hindering sustainable and inclusive growth include: i) improving business regulation; ii) promoting access to digital, electricity, and financing; iii) addressing inefficient taxation and fiscal policy challenges; iv) encouraging fiscal decentralization; and v) attracting value chain development. The two case studies discussed in complementary reports are intended to better illustrate the opportunities and challenges described in the Country Economic Memorandum and considered important for economic diversification and job creation through structural transformation and stronger trade and regional integration. The focus is on two key potential growth-driving sectors (mining and agribusiness) that offer substantial opportunities for expansion in the context of global energy transition, food insecurity, and further regional integration. While opportunities and constraints specific to the EV battery-related mining and cassava value chain are presented (and include a climate dimension), most of the challenges and recommendations could also apply to several other products or sectors of the economy (e.g., maize or any manufactured or processed product).     Abstract: Climate change has been called the most important threat to human health in the 21st century. It is estimated that if thetemperature rises and its impact on the other climatic variablescontinues unchanged, it will kill more than 83 million people (1 percent of the world's population) in the next 80 years (Wattset al. 2020)-13 times the toll of the COVID-19 pandemic (WorldHealth Organization 2023). Historically, only pandemics or worldwars have posed such threats to human health. As a result, the issue has aroused unprecedented attention. In 2021, the World Health Organization (WHO) declared climate changethe greatest health threat facing humanity (WHO 2021). Now, more than 195 governments have included climate change mitigation and adaptation as pillars in their multi-year plans, and government health sectors have been developing plans tomeasure and respond to the impact of climate change on health. However, recognition of the links between climate change and health remains nascent, so these efforts have not yet been accompanied by strategic and actionable approaches to measure the impacts and ground the responses.     Abstract: The Cambodia Country Climate and Development Report (CCDR) provides analysis and recommendations on how Cambodia can achieve sustained development while responding to climate change and the low-carbon transition. Cambodia has high development aspirations, aiming to become an upper-middle-income country by 2030 and a high-income country by 2050. Achieving these goals will not be easy and will require a more inclusive, diversified, and productive economy. Climate change could amplify existing development challenges, with potentially sizable impacts on growth, trade, debt, and poverty reduction, as Cambodia faces one of the world's highest levels of exposure to floods and extreme heat. However, building climate resilience also offers an opportunity, not only to mitigate climate risks, but also to concurrently further development outcomes, as this report finds that adaptation measures in Cambodia have large development co-benefits. Moreover, Cambodia has made ambitious pledges in its Nationally Determined Contributions (NDC) and in its Long-term Strategy for Carbon Neutrality (LTS4CN). Delivering these commitments will require careful policy choices to mitigate transition risks and seize development opportunities. Finally, as a small, open economy highly dependent on trade and foreign direct investment (FDI), Cambodia will be highly affected by the accelerated decarbonization and changing consumption and production patterns in the rest of the world. With the right policy choices and a vibrant private sector, this could offer opportunities for export diversification, job creation, and growth

The structure of this report is as follows. Following the Introduction, Chapter 2 provides an overview of plastics and their uses and impacts, entry points for plastic pollution control, and the basics of plastics policies. Chapter 3 examines the experience and lessons learned from policy making and implementation in the set of country case studies, supplemented by information from relevant literature. It identifies what policy aspects have worked and which were less effective or missing across the design, implementation, enforcement, monitoring, reporting and evaluation of policies. Chapter 4 summarizes key issues regarding plastics policies and concludes with considerations for the guidance of a successful policy design and implementation process to manage plastic pollution

    Abstract: Oil windfalls during the 2000s were largely squandered, with Sudan failing to build the foundations of a non-oil economy. As part of the sanctions, the country was designated as a state sponsor of terrorism (SST), which restricted foreign assistance and debt reduction, resulted in isolation from the global financial system, and banned military exports. Reforms were prioritized to address weaknesses in the public financial management (PFM) system, contain excessive spending, and stabilize the exchange rate, paving the way for heavily indebted poor country (HIPC) debt relief. A system of multiple exchange rates and an informal parallel market contributed to macroeconomic instability. In addition, reforms were initiated to strengthen and eventually scale up the social protection system. With the recent conflict, the situation has become even more dire, highlighting the urgent need to quickly resolve the conflict, return to political stability, and resume critical reforms needed to get the country back on track to building the foundations for inclusive and resilient growth

    Abstract: This Overview presents the findings from the mixed-method study on gender inequalities in Madagascar, illustrating the key gender gaps in the country and shedding light on the unique challenges that young Malagasy women face in their educational, professional, and family trajectories. Due to the persistence of financial, social, and institutional barriers, Malagasy women and girls encounter significant disadvantages across all dimensions of well-being and are unable to access opportunities in an equal manner with men and boys in the country. They are largely constrained in their ability to accumulate human capital in education and health, and to participate in economic opportunities; and they face severe limitations in agency and decision-making, particularly with respect to family formation. Women and girls also appear to be disproportionally affected by the impacts of climate change and the COVID-19 pandemic, which further widen preexisting gender gaps and amplify vulnerability to poverty, violence, and discrimination. On the basis of the research findings, the Overview presents key gender gaps in Madagascar and proposes four strategic lines of policy recommendations to (i) assist girls and young women in completing school education, (ii) improve women's and girls' access to professional health care and prevent teenage pregnancy, (iii) enhance women's economic opportunities, and (iv) improve women's and girls' voice and agency through the elimination of all forms of gender-based violence.     Abstract: Bulgaria has traditionally adhered to fiscal discipline and prudent fiscal policy since the introduction of its currency board arrangement in mid-1997. After a gradual decline in the 2000s, public debt has remained among the lowest in the European Union (EU), hovering in a narrow band between 17 and 29 percent of gross domestic product (GDP) for the last 10 years. The low level of public debt has been supported by relatively low fiscal deficits or even surpluses in some years. This has helped the fiscal system absorb recent shocks relatively unscathed and provided sufficient fiscal space to address emerging crises and limit the scarring on economic activity, the labor market, and incomes. This report provides fresh evidence on Bulgaria's fiscal landscape and some of the key issues that fiscal policy may need to address going forward. To start with, the report looks at opportunities to increase revenue collection with two special focuses - the value-added tax (VAT) compliance gap and health taxes (excises on tobacco and alcohol products). Social spending effectiveness in reducing headline poverty and child poverty in particular also requires urgent attention from policy makers. An updated fiscal incidence analysis shows that Bulgaria's fiscal system has a limited impact on overall poverty; neither is it effective in addressing child poverty, as it reduces it by just 0.3 percentage points

    Abstract: Jordan's real growth registered 2.4 percent in 2022 and has accelerated to 2.7 percent in H1-2023, compared to a pre-COVID-19 (2012-2019) average of 2.4 percent. Growth was supported by the services sector, agriculture sector, in addition to a robust contribution from agriculture. Inflation decelerated significantly in 2023, supported by favorable base effect, monetary policy tightening and lower global commodity prices. External imbalances have narrowed, supported by a string recovery in tourism activity and travel receipts. Central government fiscal balance was supported by economic growth and revenue-enhancing reforms, whereas total expenditure grew at a slower pace. Despite these positive developments, entrenched structural constraints weigh on labor market outcomes, as labor force participation continues its gradual decline driven by a fall in both male and female participation. Jordanian female labor participation remains among the lowest in the world. Debt-to-GDP ratios continues to rise from already elevated levels with persisting pressures from the electricity and water sectors. The global and regional environments remain challenging. In particular, the conflict in the Middle East has the potential for material economic spillovers on the Jordanian economy, including through its impact on tourism activity. The "In Focus" section highlights the role of women and their increased economic participation as central to Jordan's development agenda. The piece takes a life cycle approach and follows the journey of girls and women from birth through education and into the labor market. It sheds light on two of the main barriers to women's increased participation in the economy: childcare and public transportation. A comprehensive institutional renovation, together with enabling policies and a clear signal regarding the role of women, are all crucial in removing barriers and facilitate the integration of women into the labor force

    Abstract: The objective of this report is to make recommendations for the Government of the Commonwealth of Dominica (GoCD) for the formulation of a country-specific comprehensive disaster risk financing (DRF) strategy, based on the assessment of the legislative, financial management, fiscal, and insurance market environment in Dominica. The key activities of the present review are twofold: (a) to review the existing data that would inform the quantification of Dominica's contingent liabilities to natural hazards, as well as current practices in DRF and (b) to conduct a review of the existing public financial management (PFM) and insurance market with respect to DRF by reviewing laws, regulations, practices, existing protocols and systems, and macroeconomic conditions. This report is envisioned to be used as a planning tool for the potential development of a comprehensive DRF strategy that would equip the Ministry of Finance and Investment (MoF) with information and instruments to manage contingent liabilities posed by natural hazards. This report presents recommendations for a cost-effective DRF strategy in Dominica, drawing heavily on international experience, country-specific information, and similar conditions in Small Island Developing States (SIDS) with limited fiscal space. These complementary resources for a national DRF strategy are based on a preliminary fiscal risk analysis and a review of the current budget management of disasters in Dominica. The report benefits from the international experience of the World Bank and the approach outlined in its operational DRF and insurance framework, which has assisted several countries worldwide, including in the Caribbean (Belize, Grenada, St. Vincent and the Grenadines, Jamaica, and so on) in the design and implementation of sovereign catastrophe risk financing strategies.     Abstract: A well-developed efficient insurance sector plays an important role in any economy. This role is supported by effective regulation and supervision with the aim of having a sound insurance sector that is growing, offering adequate covers, contributing to employment and investment, ensuring reduced exposure to poverty, and increasing shared prosperity. These objectives go beyond merely protecting the interests of policyholders. They recognize that the insurance sector plays a much larger role in the economy, even for those who are not policyholders or beneficiaries. Failure of insurers can undermine these objectives. Failure events might best be defined broadly and from a consumer perspective rather than through a literal analysis of a legal definition. It is clear that such events could have an adverse impact on both the policyholders and beneficiaries directly involved as well as the broader market. As a result, the insurance sector maintains a high level of resilient providers with a well-developed system catering to orderly resolution. It is also noted that politics can add to the challenges of managing an insurer failure. Media and local politics can lead to significant pressure either regionally or nationally. While the normal activity of dealing with a crisis event is drawing heavily on the resources of the supervisory authorities, this additional layer of activity is usually not trivial. In some situations, political engagement is needed to secure the necessary mechanisms for resolution. Given the variety of actual situations that arise, it is often the case that politicians need to be engaged in the solution

    Abstract: This report -- the Central African Republic's (CAR's) first ever poverty assessment -- draws on unparalleled microdata to propose practical strategies for lifting Central Africans out of poverty. Against the backdrop of a wide range of development challenges -- including persistent low growth, conflict and displacement, andthe increasing threats posed by climate change --CAR urgently needs policies for reducing poverty. This report draws primarily on the 2021 Enquete Harmonisee sur le Conditions de Vie des Menages (EHCVM), the first household survey suitable for poverty measurement conducted in CAR in more than a decade, to try and guidesuch policies. The report provides CAR's headline poverty and inequality statistics, using the EHCVM's unique sampling strategy to cover internally displaced persons (IDPs). The analysis goes beyond considerations of monetary poverty alone, assessing the extent of non-monetary deprivation in CAR, examining constraints onhuman capital development, and exploring the role that livelihoods -- especially in agriculture -- can play in lifting people out of poverty. Using geospatial data, the results are also linked to indicators of physical access to schools and health facilities as well as key elements of basic infrastructure.     Abstract: Comoros is at the crossroads to redefine its future and become an upper-middle income country by 2050, but this would require implementing an ambitious reform agenda that focuses on increasing productivity and private investment. The current business-as-usual policy framework has delivered low private investment and human capital, sectoral growth below potential, and no poverty eradication. Pursuing this policy framework, which would not allow Comoros to reach the GDP growth target of 7.5 percent by 2030 laid out in the national development plan, could result in GDP per capita of USD 1,890 and a poverty rate of 22.9 percent by 2050. By contrast, under a policy framework of ambitious reforms that include measures to increase inclusiveness, Comoros could reach a GDP per capita of USD 3,934 and reduce the poverty rate to below 5 percent by 2050. Supported by the continuous implementation of ambitious reforms, such a level of GDP per capita could have Comoros reach upper-middle-income status by 2050. Under this ambitious reform agenda, private investment would average 11.9 percent of GDP in 2023-2050, and total factor productivity growth would average 1.45 percentage points per year during the same period

Every module is divided into steps, outlining the logical order of the process, that are implemented using specific tools. The toolkit also provides ready-to-use reporting templates to assist in the implementation of the process and the documentation of results. Module 1 presents a two-step process, with tools to assist users with mapping climate policies, and screening projects' alignments with such policies, to identify areas where corrective actions may be needed. Module 2 contains five steps designed to assist users in assessing climate risks, defining strategies to reduce them, estimating the carbon footprints of projects at a preliminary stage, and designing strategies for climate mitigation actions. After a downturn caused by the Coronavirus disease 2019 (COVID-19) outbreaks and stringent public health measures in April and May, activity picked up in the third quarter as infections receded. Gross domestic product (GDP) expanded by 3.9 percent y/y in Q3, from 0.4 percent in Q2. High frequency indicators suggest another growth slowdown in the fourth quarter amid a return of high COVID-19 cases. Despite fiscal and monetary policy support, real GDP growth is expected to slow to 2.7 percent in 2022 - 1.6 percentage points lower than projected in the June China economic update.     Abstract: The Turkish Cypriot economy (TCe) has struggled to recover since the onset of the COVID-19 pandemic in early 2020. With a contraction of 16.2 percent in GDP in 2020, when the COVID-19 pandemic first took hold, the TCe experienced the most severe recession in its history, and the most severe recession among the economies of Europe. Moreover, just as other economies were beginning to recover, in 2021 the TCe underwent a phase of exceptional political uncertainty and numerous exogenous shocks, testing its resilience. With the emergence of new variants of the virus, the COVID-19 pandemic continued to adversely impact the TCe throughout 2021, with cases reaching a new peak at the end of 2021 despite the Turkish Cypriot (TC) administration's efforts to prevent the spread of the virus, together with its support for the health system, households, and companies. Furthermore, a new record low in average precipitation in 2021, a series of earthquakes at the beginning of 2022, and weak energy security, with a recent series of power outages experienced across the island, have all revealed the intrinsic vulnerabilities of the island to climate change and natural disasters. Building a competitive private sector would require reforming business regulations and procedures that are under the mandate of the TC administration, and that should be aligned with international best practices and the EU Acquis, irrespective of the broader context of the political economy. Special attention should be devoted to the regulation concerning imports and GL trade. Pre-permits and licenses imposed by the TC administration on imports, on top of regulatory uncertainty and other cumbersome procedures, contribute to increasing prices, penalizing consumers, and eroding domestic competitiveness. A dialogue framework between GC and TC private sectors could be established to support solutions to the long-standing constraints that have been impeding business cooperation across the GL, for the benefit of all Cypriots

    Abstract: Bulgaria has followed sound macroeconomic policy in recent years and has weathered the Covid-19 economic crisis relatively well. The country embarked on a thorough transformation to a functioning market economy in the run-up to European Union (EU) membership in 2007 which, since 2018, has been followed by a firm course towards eurozone entry. But income convergence to average EU levels has been held back by low pre-crisis economic growth averaging only 2.1 percent in 2010-2019. At pre-Covid-19 crises growth rates, Bulgaria is not expected to converge to average EU income levels in the foreseeable future. The average income level masks substantial regional inequalities which continue to widen and undermine human capital formation and growth. A key constraint that can be seen in all growth policy areas, and also limits the pace of greening of the Bulgarian economy, is weak governance capacity and institutions. This report is organized around the World Bank long-term growth model (LTGM) which allows to simulate Bulgaria's growth path under different scenarios. The structure of the report focuses on the key identified constraints to and opportunities for Bulgaria's faster long-term economic growth and income convergence. The report discusses complementary policy areas when needed and refers to related studies for more in-depth analysis and policy options in these cases

    Abstract: Somalia is today among the poorest and most fragile countries in the world, facing myriad development challenges related to ongoing conflict, climate change, food insecurity, natural disasters, and displacement. Overlapping crises related to the COVID-19 pandemic, a prolonged drought, and macroeconomic shocks from rising food and fuel costs have worsened socioeconomic conditions (World Bank 2022). Seventy-one percent of Somalis lived in extreme poverty in 2021, compared with 28 percent for Sub-Saharan Africa (World Bank 2021). Average life expectancy was 57.4 years, and maternal mortality stood at 734 for every 100,000 births (World Bank 2018d). The country's Sustainable Development Goal ranking was 160th out of 163. The Somalia Country Program Evaluation (CPE) will assess the evolution of the World Bank Group's support over fiscal years (FY)13-22 and the extent to which the Bank Group adequately prepared for an eventual normalization of relations with Somalia, tailored its support to the conflict and fragility situation in Somalia and evolving circumstances and country priorities, and learned from experience. It will seek to inform the preparation of the next Somalia Country Partnership Framework (CPF) and may be relevant to broader Bank Group engagement in countries affected by fragility, conflict, and violence (FCV)

    Abstract: Between 1993 and 2013, Mozambique became one of the fastest-growing economies in Sub-Saharan Africa boosting incomes and living standards. Growth, however, decelerated beginning in 2016 in the face of low commodity prices, a hidden debt crisis, and natural disasters. In FY18, Mozambique was formally classified as a fragile country. The Covid-19 pandemic further eroded growth. In light of the country's evolving context, this Country Program Evaluation (CPE) reviews the World Bank Group's engagement in Mozambique over the period FY08 into FY21. The CPE assesses the extent to which the Bank Group's support was relevant to Mozambique's main development challenges and drivers of fragility as well as how Bank Group support evolved and adapted over time. The evaluation delves into four themes that are relevant to Mozambique's pursuit of the Bank Group's Twin Goals of Poverty Reduction and Shared Prosperity: (i) low agricultural productivity; (ii) unequal access to basic services; (iii) weak institutions and governance; and (iv) vulnerability to climate change and natural disasters.     Abstract: Following the magnitude (Mw) 7.8 Turkiye-Syria Earthquake on February 6, 2023, and the (Mw) 6.3 earthquake on February 20, 2023, the World Bank launched the Syria Rapid Damage and Needs Assessment (RDNA). The objective of the RDNA is to estimate the impact of the earthquake on physical assets and service delivery in the most affected areas. The RDNA covers six governorates with roughly 10million inhabitants, with an in-depth analysis of nine cities. It provides preliminary estimates to rebuild infrastructure and restore service delivery, and general guiding principles for recovery and building back better, focusing on early recovery (0-12 months) and short-term needs (1-3 years). The RDNA also analyses the macroeconomic and socioeconomic impacts of the earthquake to anticipate repercussions on the economic outlook and on the population's well-being. This RDNA contributes to the understanding of the impactof the earthquake on Syria. While the RDNA focuses on the damages incurred by the earthquake, the compounding effect of the pre-existing damages caused by the conflict are reflected in the pre-earthquake baseline. The RDNA follows a globally established and recognized damage, loss, and needs assessment methodology developed by the World Bank Group (WBG), the European Union (EU), and the United Nations (UN). This methodology has been applied globally in post-disaster and conflict contexts to inform recovery and reconstruction planning.     Abstract: The focus and approach of South Asia Second Regional Gender Action Plan (SAR RGAP) are based on an analysis of regional trends in key gender outcomes in South Asia, an assessment of SAR RGAP, and an extensive set of consultations, including country-level consultations conducted across the WBG. Implementation of SAR RGAP will take place in the context of the WBG's broader strategy for gender and the latest International Development Association (IDA) commitments. The World Bank Group Gender Strategy prioritizes four domains of gender equality: (a) improving human endowments, (b) more and better jobs for men and women, (c) women's access to productive assets, and (d) improving women's voice and agency and engaging men and boys (WBG 2015). An update of the Gender Strategy is currently under preparation, with completion expected in 2024. SAR RGAP aligns with this broader strategy but is also selective and therefore focuses on the most pressing gender gaps in the region. SAR RGAP also follows the December 2021 IDA replenishment, aligning with all eight of its policy commitments for gender: (i) investing in women's empowerment, (ii) scaling up productive economic inclusion, (iii) expanding childcare, (iv) supporting medium, and high-skilled employment opportunities for women, (v) closing the gap in digital technology, (vi) strengthening women's land rights, (vii) increasing support for prevention of and response to GBV, and (viii) implementing fiscal policy and budget systems to close gender gaps

In particular, countries with low health care worker-to-population ratios, as well as large populations that do not live close to health centers, need better ways for their citizens to access health services. Telemedicine or health hotline services have shown for more than 60 years that they can help people to receive accurate and timely health information and make informed decisions about when to seek treatment. These services offer the ability to provide health information and care remotely, thereby extending the reach of the health care system, improving efficiencies, and enhancing the quality of care. Health services that are stewarded by governments and embedded into public health systems are more likely to sustain impact at scale. Government stewardship, however, benefits from private sector partnerships to help with implementation, scale, and sustainability. Planning National Telemedicine and Health Hotline Services: A Toolkit for Service Providers Working with Governments is designed to guide service providers interested in working with governments to establish nationwide telemedicine or health hotline services. The range of private sector services includes call center service providers, teleconferencing software providers, data centers/hosting providers, interactive voice response providers, hotline and reference software providers, software support service providers, and mobile network operators. The toolkit provides guidance in four key areas: -- Engaging with governments -- Supporting governments' five-year strategies and one-year road maps -- Understanding technical considerations and producing realistic proposals and cost estimates -- Ensuring the ongoing success of solutions. The success of these partnerships can lead to major advances in health services that reach more Communities and help to ensure successful and sustainable nationwide services

    Abstract: Honduras is highly vulnerable to extreme natural hazards, which are expected to increase because of climate change. These will have significant consequences for all of Honduran society, affecting important economic sectors and threatening food and water security and human health. The impacts of climate change are expected to disproportionately affect the poorest and most vulnerable, such as indigenous peoples and afro‑descendants (IPADs) and women. These impacts will likely compound existing challenges such as migration, internal displacement, and land conflicts and insecurity. Even though Honduras's contribution to global emissions is significantly low, the country has opportunities to pursue low‑carbon development that will create co‑benefits and foster synergies with climate change adaptation, particularly in the agriculture, water, forestry, energy, and transport sector. This CCDR recommends focusing on a parallel approach of a) cross‑sectoral recommendations in the short term that allow for the creation of an enabling environment for sectoral recommendations in the long term and long term, while b) accelerating policy reforms and investments through a phased approach for priority sectors. This phased approach to sectoral action would help the country gradually enhance ambition while also harnessing the enhanced institutional capacities and increased enabling environment

    Abstract: Additionality is a core feature of private sector development finance institutions (DFIs). It is the unique contribution that a DFI or a multilateral/ bilateral bank brings to a private investment project that is not offered by commercial sources of finance. The key idea is that the investment project should add value without crowding out private sector activity. Identifying and articulating project additionality is particularly important in middle- income countries (MICs) since financial markets in MICs are more developed, and private investment far exceeds official development assistance. This evaluation report examines the relevance and effectiveness of IFC's approach to additionality in MICs and seeks to explain the factors that contribute to or constrain its realization. While the evaluation focuses on IFC's additionality on the level of the project, it also applies the lens of country and sector context to draw additional learning. Thus, it considers whether additionality can occur beyond the level of a single project-for example, at the country and sector level. Both at the project level and beyond the project, the evaluation derives lessons and offers recommendations on how IFC can further strengthen its additionality

    Abstract: This evaluation, requested by the Committee on Development Effectiveness of the Executive Board of the International Development Association (IDA), is intended to provide input and insight into the upcoming World Bank-International Monetary Fund (IMF) review of the Low-Income Country Debt Sustainability Framework (LICDSF) currently planned for fiscal year 2023. The sharp rise in debt stress among low-income countries and a changing global risk landscape leading up to and after the onset of the COVID-19 pandemic have pushed concerns with debt sustainability to the top of the global policy agenda. This evaluation assesses the World Bank's inputs into the LIC-DSF and how it uses LIC-DSF outputs to inform various corporate and country-level decisions. Main findings and recommendations include: (i) Expectations of the World Bank in taking the lead on long-term growth prospects should be clarified. (ii) Recently increased attention to debt data coverage should be sustained and extended; greater attention is needed to assess data quality. (iii) The DSA should be more directly and consistently used to inform priorities for the identification of fiscally oriented prior actions in development policy operations and SDFP performance and policy actions. (iv) The World Bank should continue to give increasing attention in the LIC-DSF to the long-term implications of climate change, in terms of both growth and fiscal requirements of adaptation and mitigation

    Abstract: Lebanon's long economic contraction continued in 2022, albeit at a slower pace than in previous years. The deceleration in economic contraction in 2022 is largely owed to a base effect (referred to as a technical deceleration in economic contraction). Following a cumulative four-year contraction of 37.2 percent of Gross Domestic Product (GDP) (2018-2021), real GDP is estimated to have declined by 2.6 percent in 2022. The BLOM-PMI index (purchasing manager's index), which captures private sector activity, slightly improved to 48.4 in 2022, up from an average of 46 percent in 2021 but nonetheless still representing a contraction of activity (less than 50). A positive development is the growth in tourist arrivals (by 57 percent, 8M-2022). Nonetheless, the widening current account deficit, a long structural imbalance, continue to weigh down on growth prospects. The overall fiscal balance is estimated to have recorded a narrow surplus of 0.3 percent of GDP in 2022, down from 1 percent of GDP 2021. Revenues are estimated to have declined from an already low 13.1 percent of GDP in 2020 to 6.0 percent of GDP in 2022, one of the lowest rates globally. This was more than offset by a larger decrease in total expenditures, which declined from 16.4 percent of GDP in 2020 to a record low of 5.7 percent of GDP in 2022, pointing to a massive hollowing out of the state amid an unprecedented crisis. Testament to the lack of economic stabilization, the Lebanese Pound (LBP) continues to depreciate sharply. By February 2023, the currency lost more than 98 percent of its pre-crisis value. Despite the central bank (Banque du Liban's) (BdL)'s foreign exchange (FX) interventions to attempt to stabilize the BNR (i.e., the banknote rate/parallel market) using its gross reserves starting in December 2021, the BNR averaged 31,102 LBP/USD in 2022

Indonesia's Country Climate and Development Report (CCDR) takes a historical look at climate and development challenges in Indonesia to: (i) present a baseline for the future low-carbon and climate-resilient journey; and (ii) develop a framework to illustrate climate-growth dynamics. The framework is centered around Indonesia's abundant supply of carbon-intensive natural resources-land and energy-matched by high demand for those resources in parts of the economy that drive growth-agriculture, urban expansion, industry, transportation, and trade. The resulting emissions have direct and indirect costs. They erode climate resilience and increase costs from climate shocks. Rising carbon content in the economy also imposes sunk costs for the low-carbon transition. Although these challenges are known, and efforts are being made to tackle them, the framework aims to link these economy-wide issues to the ongoing and future reforms that are discussed in the CCDR

    Abstract: Timor-Leste has made important development gains since independence in 2002 but is now at a critical juncture. The government has successfully rebuilt public infrastructure, reduced poverty, and quickly built from scratch a network of functional public institutions. Despite these achievements, there is an urgent need for private sector-centered development that is not dependent on the oil sector. Receipts from sales of hydrocarbons have been the main source of government revenues, but their contribution to the economy is decreasing, raising the urgency for economic diversification. High public spending has not translated into strong and sustained economic growth. Furthermore, depleting oil reserves signal an urgency to reduce economic dependence on oil. The public sector-driven growth model has run its course and is fiscally unsustainable. The excessive public spending level led to an astronomical fiscal deficit of 45.3 percent of non-oil gross domestic product (GDP) in 2021. This fiscal stance entails significant risks that bring the country toward a damaging fiscal cliff in 2035. Albeit narrowing, there is a window of opportunity for the government to urgently implement the much-needed reforms in the next five years. There are several potential drivers for increased regional integration. These include the operationalization of the Tibar Bay port, the modernization of the Dili airport, the internet submarine cable installation, and the World Trade Organization (WTO) accession progress. Success requires a concerted and persistent government effort to address supply-side constraints, kick-start economic diversification, and boost export. This report provides an in-depth analysis of Timor-Leste's economic performance in recent decades and proposes policies to enhance growth. It highlights two key interrelated constraints to sustained and inclusive growth: the 'missing' private sector and the need to tap into the growth-enhancing benefits of international trade. Given the diminishing returns of public investments, pursuing a sustainable development path will require a shift toward a more dynamic, private sector-driven growth model. Furthermore, with the right combination of a supportive enabling environment and trade policies, Timor-Leste could capitalize on incipient and established comparative advantages for its exports. Accordingly, the reforms to support private sector development and expand exports have the potential to boost Timor-Leste's international competitiveness and improve economic diversification

    Abstract: The Republic of Congo is the third-largest crude oil producer in Sub-Saharan Africa after Nigeria and Angola and is heavily dependent on oil production and oil exports. With a population of 5.5 million, Congo is a lower middle-income economy, endowed with abundant natural resources. The economy is heavily dependent on oil production, which accounted for 45 percent of GDP, 75 percent of government revenue, and 95 percent of exports of goods during the height of oil prices (2010-14). Besides crude oil, Congo is endowed with a wealth of mineral resources, including reserves of potash, phosphate, iron, and copper, which remain largely untapped. Much of the country is covered with tropical forests of softwoods and hardwoods (over 65 percent of the country's total surface area), a fragile ecosystem that removes carbon from the atmosphere and stores it, thus helping to slow global warming. This Public Finance Review (PFR) aims to support the implementation of the National Development Plan. This PFR provides analysis and advice to the government on two objectives: (i) to increase expenditure efficiency to support inclusive growth in a sustainable manner, and (ii) to boost mobilization of broad-based revenue to finance the development objectives envisaged in the new National Development Plan. This PFR is performed as part of the World Bank Group's broader efforts to support the enhancement of fiscal management in Congo. A public finance review rather than a public expenditure review was undertaken because revenue mobilization is critical for Congo to restore fiscal sustainability. The PFR complements recently completed and ongoing analytical pieces on Congo's fiscal management, including the Tax Administration Diagnostic Assessment Tool analysis (2019); Debt Management Performance Assessment (2021); the Republic of Congo Economic Updates (2019 and 2020); the Public Expenditure and Financial Accountability (PEFA) assessment (2023, and the Public Expenditure Review on Human Development (2022).     Abstract: Cambodia's economic recovery solidified in 2022 with real growth accelerating to 5.2 percent. After shifting to "living with COVID-19" in late 2021, the economy is firmly on a path to recovery and has now returned to its pre-pandemic growth trajectory. Initially led by the strong performance of export-oriented manufacturing, growth drivers are rotating to the services and agriculture sectors. Meanwhile, the agriculture sector is benefitting from improved access to regional markets, thanks to newly ratified bi-lateral and regional free trade agreements. Weakening external demand is, however, starting to weigh on the country's economic recovery. Despite weakening goods export performance, the current account balance is improving, thanks to the rebound in the travel and tourism industry and remittances, while the oil price shock eased. The economic recovery and good revenue administration underpinned an across-the board improvement in domestic revenue collection. The authorities continued to provide cash transfers for poor and vulnerable households, although the worst of the pandemic is now behind us. In this regard, the Cambodian authorities have extended the COVID-19 cash transfer program, with an additional budget. To enhance the long-term resilience and competitiveness of the economy, efforts are needed to further promote export product diversification

    Abstract: Commodity windfalls and private consumption have sustained Indonesia's growth despite a difficult global environment, but signs of normalizing domestic demand are emerging. Inflation is easing at a faster pace than markets anticipated. Indonesia's external vulnerabilities remain moderate. The fiscal stance has normalized reflecting faster fiscal consolidation, anchored by a broad-based rise in revenues and prudent public spending. Softening inflation and resilient capital flows have led Bank Indonesia (BI) to ease its pace of monetary tightening. The outlook remains stable as the economy normalizes following the post-pandemic recovery. While this is a robust outcome given levels of global uncertainty, Indonesia still faces declining productivity growth like other emerging market economies. Policy makers are encouraged to build on recent reforms and adopt further market-friendly policies and reduce constraints to competition to accelerate productivity growth. The Government of Indonesia (GoI) has put tremendous efforts into mitigating the learning disruption caused by COVID-19. This study provides new evidence of learning loss in math and language, comparing data on grade 4 student learning before and after the COVID-19 pandemic-induced school closures across Indonesia. In line with international literature on COVID-19 - induced learning losses, students' future earnings and Indonesia's future productivity will be negatively affected if no action is taken. This study highlights the urgency of addressing learning loss by stimulating political commitment for learning recovery and prompting deliberate actions, with adequate resources to complete them

    Abstract: The Republic of Korea's astonishing economic development commenced shortly after the end of the Korean war. Today, Korea is the world's tenth largest economy based on gross domestic product, a key development partner of the World Bank Group, an important contributor to the International Development Association, the fund established to support the world's poorest countries, and a unique international donor. Over the past decade, the East Asia and Pacific region has experienced significant economic growth and development. This has been especially evident in the financial sector. Nevertheless, many challenges remain. Risks such as excessive credit growth, asset bubbles, high levels of household and corporate debt have emerged, increasing the vulnerability of the financial sector to shocks. Consequently, ensuring the stability and resilience of the financial sector is crucial for sustainable economic development in the region. When it comes to financial inclusion, despite the good progress made in many developing countries in the region, there are still significant gaps across the region. A large portion of the population in some countries in the region especially in rural areas and among vulnerable groups, still lack access to formal financial services such as savings account and payment systems. This hampers their ability to save, invest and participate in the formal economy, limiting their economic opportunities and potential growth. Against this backdrop, with the support of the Korea Trust Fund, the World Bank has made a significant impact in enhancing the financial sector in the East Asia and Pacific region. These selected stories speak to the positive impact that the Seoul Center's partnership with the Ministry of Economy and Finance has had within the recipient countries.     Abstract: The Kingdom of Lesotho is a landlocked country in southern Africa. Large pockets of the population reside along the Senqu River Valley in the south-eastern reaches of the country, and some of the roads traverse this river to connect to the mountainous areas. Increasing temperatures and changing rainfall patterns due to climate change negatively impacts Lesotho's road network. Sustained land degradation, soil erosion, and increased demand on ecosystem services threatens infrastructure and the health of Lesotho's natural ecosystems, including wetlands. The primary aim of this study was to undertake a review of existing frameworks for climate and environment vulnerability assessments for roads and to adapt these to the Lesotho context in line with Southern African Development Community (SADC) protocol on transport, the National Strategic Development Plan of Lesotho, and the South African National Roads Agency (SANRAL) Design Guidelines. The adapted climate and environmental risk framework then formed the basis for developing a climate change risk and vulnerability and assessment methodology/tool

    Abstract: The Union of the Comoros is a small-island country in Eastern Africa that recorded a modest economic expansion and suffered from various fiscal challenges during the last decade that had an impact on long-term growth. Limited fiscal space to address development needs explains the country's low human capital and poor quality infrastructure, which in turn hamper efforts to increase productivity and private sector growth. In addition, due to low performing State-owned enterprise (SOEs) and weakening economic performance, Comoros faces significant fiscal risks. The analysis presented in this PER supports the efforts of the government of Comoros to enhance public expenditure efficiency, create fiscal space, and limit fiscal risks. The analysis is designed to focus on public investment management (PIM) and public financial management (PFM), identify reforms that could yield fiscal and efficiency gains, and assess the governance of SOEs

    Abstract: In the last two years, Liberia's economic performance has improved. Inflation remained in single digits despite high global food and fuel prices and a relaxation in monetary and fiscal policies. Liberia's poverty rate is projected to have declined slightly in the last two years as GDP growth rebounds and inflation moderates. On the external side, Liberia's current account balance improved in 2022, thanks to the continued increase in mining export earnings. The increase in gold export in 2022 offset the increase in imports. Liberia's medium-term economic outlook is positive, but uncertainties remain. Even as it has been trying to recover from a decade of weak economic and social performance, Liberia's overall productivity and economic efficiency remain low, especially in vital sectors of the economy, including agriculture. Demographic trends, economic growth, and a strong preference for rice are the main drivers of demand. Yet, Liberia produces only one-third of its rice needs due to several constraints, including limited access to technology, inefficient farming practices, low public and private investments, and a fragmented value chain, among other factors that have kept productivity low. Amid low production, the increase in imported rice prices continues to fuel food insecurity, poverty, and vulnerabilities in Liberia. Domestic production would need to triple to satisfy local demand, but increasing production would require significant investments in the rice sector, as well as policy actions. This report provides some broad directions for policies

    Abstract: Somalia's natural and human geography is shaped by its harsh climate. Lying at the eastern extremity of the Sahel, Somalia has an arid to semi-arid climate. The country is in the midst of a prolonged and complex climate disaster, which shows little sign of abating. It has recently endured its longest drought in four decades, now punctuated with renewed flooding. This Climate Risk Review aims to systematically summarize existing knowledge on Somalia's climate risks in an accessible and standardized form. It has developed a set of semiquantitative metrics to summarize and compare risks. It contains four chapters: Chapter 1: Climate Overview outlines Somalia's climate context and how it shapes natural and human geography and rural production systems, as well as briefly summarizes current climate policies. Chapter 2: Climate Change, Conflict, and Social Risks examines the interaction between climate, armed conflict, and social risks, both to better understand the wider context of vulnerability and to identify particularly harmful interactions. Chapter 3: Risk Summaries inventories the major biophysical climate risks across five areas: climate disasters, agriculture and livestock, natural resources, health, and infrastructure and services. For each risk, it collates current information and indicates how ongoing climate change will likely affect the intensity of that risk in future. Chapter 4: Prioritizing Adaptation Action recaps the overall findings across different risks and links these to the broader development agenda within Somalia. It identifies broad priorities and approaches for climate action in relation to policies and institutions, physical investments, and knowledge. This information is complemented by a more systematic review of adaptation options across different sectors in the report's appendix. The report is intended as a reference resource and basis for informing further analytical work. The investments and actions it highlights need to be supported by new and detailed analytical work to identify the most efficient interventions and the institutional steps needed to support them

    Abstract: Higher education systems in South Asia have undergone significant changes in the past two decades. Each country in the region has experienced a rapid rise in university enrollment, fueled by demographic growth and the resulting expansion of secondary education. However, in the absence of sufficient financial resources to accommodate increasing student numbers, most higher education institutions are facing daunting challenges. Unlike the recent evolution in Europe and East Asia, South Asian higher education systems and institutions have made little progress in working together so far, notwithstanding the positive results of a few noteworthy partnerships, such as the creation of the South Asian University. The ability of South Asian nations to work together in the higher education sphere will, to a significant extent, determine their capacity to support the development efforts of their respective countries in an effective and dynamic manner. Against this backdrop, the main objective of this report is to explore the potential for increased regional collaboration and integration in higher education in the South Asia region

    Abstract: The Gambia's economy continued to recover in 2022, albeit at a subdued pace in a sluggish global economic environment. Real GDP increased by 4.3 percent (1.8 percent in per capita terms) in 2022, unchanged from 2021, when economic growth was recovering from the COVID-19 pandemic following a sharp deceleration to 0.6 percent in 2020. On the supply side, growth was supported by improved agricultural production, which benefited from a relatively rainy season. A deceleration of growth in industry and subdued growth in the services sector explain The Gambia's weak growth performance. Rising world commodity prices and trade disruptions weighed on the economy, as the country is a net importer of oil and food commodities and has experienced negative terms of trade. Growth in industry was affected by rising prices and limited availability of manufacturing and construction inputs. Weak growth in services was linked to a weaker-than-expected recovery in tourism, which, although the number of arrivals increased, was not sufficient to offset weak growth in other subsectors. On the demand side, growth was driven by increased public consumption and infrastructure investment, while private consumption slowed, and exports contracted. Economic growth was 1.3 percentage points (ppts) below initial projections, owing to the spillover effects of Russia's invasion of Ukraine

In addition, Cambodia's coastal areas provide critical ecosystem services (ES) that provide natural protection to coastal communities against adverse impacts of climate change. The Royal Government of Cambodia (RGC) is increasingly recognizing this importance and taking steps to harness the potential of the Blue Economy to ensure the sustainable use of marine and coastal resources for economic growth, improved livelihoods, andjobs, while preserving the health of the ocean ecosystem. This report is intended to provide an analysis of, and subsequent recommendations for, Cambodia's sustainable Blue Economy development. Here we focus on three fundamental areas related to marine policy, Marine Spatial Planning (MSP) and coastal livelihoods including blue growth sectors. We consolidate existing knowledge and data related to Cambodia's marine and coastal resources and provide recommendations to support the development of a sustainable Blue Economy for Cambodia which can serve as an input for the RGC in the development of its own national blue economy plan or strategy

    Abstract: The systemic failure of Lebanon's banking system and the collapse of the currency have resulted in a large, dollarized cash-based economy, worth an estimated USD 9.86 billion or 45.7 percent of GDP in 2022 (Special Focus: Gauging the Size of the Cash Economy in Lebanon). A pervasive and growing dollarized cash economy is a major impediment to Lebanon's economic recovery. It not only threatens to compromise the effectiveness of fiscal and monetary policy, but also heightens the risk of money laundering, increases informality, and prompts further tax evasion. Moreover, the increasing reliance on cash transactions also threatens to completely reverse the progress that Lebanon made pre-crisis towards enhancing its financial integrity by instituting robust anti-money laundering mechanisms in its commercial banking sector

    Abstract: Before the COVID-19 pandemic, global learning levels were unacceptably low. In 2019, learning poverty, the share of children unable to read and understand a simple text by age 10, had reached 57 percent in low- and middle-income countries (World Bank and others 2022b). This constituted a global learning crisis. Despite significant expansion in access to schooling in most low, and middle-income countries over the past 50 years to near-universal levels for primary school, progress in improving global learning levels had stalled. This report, Learning Recovery to Acceleration: A Global Update on Country Efforts to Improve Learning and Reduce Inequalities, takes stock of what countries have done so far to recover and accelerate learning since reopening schools, and what we have learned from their experience. It follows the RAPID Framework for Learning Recovery and Acceleration, which we published with the Bill and Melinda Gates Foundation, U.K.'s Foreign, Commonwealth and Development Office (FCDO), UNESCO, UNICEF and USAID in 2022 as a menu of policy actions based on past evidence and on policies that many countries were already implementing. To a large extent, many of the policies and interventions needed to recover from the pandemic setbacks and accelerate learning are known. One lesson is clear: political and financial commitment are vital for improving learning and reducing inequality. Effective education strategies require societies' determination to make education a priority and devote the necessary human and financial resources to end the learning crisis. Policymakers, schools, and communities must work urgently to recover learning, tackle deep-rooted systemic challenges, and build resilience to future disruptions

In this context, this Public Revenue and Spending Assessment sets out revenue and expenditure choices that will help to ensure a more inclusive and sustainable economy. This will require raising revenue, improving the efficiency of public spending, and ensuring that revenue and spending policy measures support the most vulnerable and are responsive to climate-related challenges. Within this overall framework, the report provides several recommendations to improve the quality of spending in the health, education, and social protection sectors, as well as a detailed assessment of fiscal policies that will contribute to the achievement of climate mitigation and adaptation goals
