    Abstract: Argues that significant barriers to family-making exist for lesbian mothers of color in the United StatesOne might be tempted, in the afterglow of Obergefell v. Hodges, to believe that the battle has been won, that gays and lesbians fought a tough fight and finally achieved equality in the United States through access to legal marriage. But that narrative tells only one version of a very complex story about family and citizenship.Queering Family Trees explores the lived experience of queer mothers in the United States, drawing on over one hundred interviews with African American, Latina, Native American, white, and Asian American lesbian mothers living in a range of socioeconomic circumstances to show how they have navigated family-making. While the legalization of same-sex marriage and adoption in 2015 has provided avenues toward equality for some couples, structural and economic barriers have meant that others—especially queer women of color who often have fewer financial resources—have not been able to access seemingly available "choices" such as second-parent adoptions, powers of attorney, and wills. Sandra Patton-Imani here argues that the virtual exclusion of lesbians of color from public narratives about LGBTQ families is crucial to maintaining the narrative that legal marriage for same-sex couples provides access to full equality as citizens. Through the lens of reproductive justice, Patton-Imani argues that the federal legalization of same-sex marriage reinforces existing structures of inequality grounded in race, gender, sexuality, and class. Queering Family Trees explores the lives of a critically erased segment of the queer population, demonstrating that the seemingly "color blind" solutions offered by marriage equality do not rectify such inequalities

    Abstract: This is a collection of Maidu creation stories that will help readers appreciate California's rich cultural tapestry. At the beginning of the twentieth century, renowned storyteller Hanc'ibyjim (Tom Young) performed Maidu and Atsugewi stories for anthropologist Ronald B. Dixon, who published these stories in 1912. The resulting Maidu Texts presented the stories in numbered block texts that, while serving as a source of linguistic decoding, also reflect the state of anthropological linguistics of the era by not conveying a sense of rhetorical or poetic composition. Sixty years later, noted linguist William Shipley engaged the texts as oral literature and composed a free verse literary translation, which he paired with the artwork of Daniel Stolpe and published in a limited-edition four-volume set that circulated primarily to libraries and private collectors. Here M. Eleanor Nevins and the Weye-ebis Majdy (Keep Speaking Maidu) Language Revitalization Project Team illuminate these important tales in a new way by restoring Maidu elements omitted by William Shipley and by bending the translation to more closely correspond in poetic form to the Maidu original. The beautifully told stories by Hanc'ibyjim are accompanied by Dan Stolpe's intricate illustrations and by personal and pedagogical essays from scholars and Maidu leaders working to revitalize the language. The resulting book is a necessity for language revitalization programs and an excellent model of indigenous community-university collaboration

    Abstract: Thousands of pregnant women pass through our nation’s jails every year. What happens to them as they carry their pregnancies in a space of punishment? In this time when the public safety net is frayed, incarceration has become a central and racialized strategy for managing the poor. Using her ethnographic fieldwork and clinical work as an ob-gyn in a women’s jail, Carolyn Sufrin explores how jail has, paradoxically, become a place where women can find care. Focusing on the experiences of incarcerated pregnant women as well as on the practices of the jail guards and health providers who care for them, Jailcare describes the contradictory ways that care and maternal identity emerge within a punitive space presumed to be devoid of care. Sufrin argues that jail is not simply a disciplinary institution that serves to punish. Rather, when understood in the context of the poverty, addiction, violence, and racial oppression that characterize these women’s lives and their reproduction, jail can become a safety net for women on the margins of society

    Abstract: The California Budget Act of 2012, also known as Senate Bill (SB) 1041, contained significant reforms to the California Work Opportunity and Responsibility to Kids (CalWORKs) program. CalWORKs, administered by the California Department of Social Services (CDSS), is California's Temporary Assistance for Needy Families (TANF) program, a central component of the safety net that provides cash aid for low-income families with children. The SB 1041 reforms to CalWORKs included changes to requirements for work, the types of eligible work activities, the time clock that governs the work requirements, and the financial incentives to work--all with goal of engaging recipients in more-intensive work activities as early as possible, while also providing more flexibility in work activity options and increased incentives for work as recipients move toward self-sufficiency. The California legislature included a provision in the bill for an independent evaluation to determine if SB 1041 achieves its objectives and if there are any unintended consequences. The purpose of this report is to provide background on the SB 1041 reforms and offer an overview of the evaluation plan. In the remainder of this summary, we first highlight the factors that motivated the changes to CalWORKs and summarize the key reforms. We then delineate the questions underlying the SB 1041 evaluation and the evaluation approach. A final section covers the evaluation timetable, products, and expected utility

    Abstract: Documents the untold story of the American directors, screenwriters, and actors who emigrated to Europe as a result of the Hollywood blacklist. During the 1950s and early 1960s, these Hollywood exiles directed, wrote, or starred in almost 100 European productions, their contributions ranging from crime film masterpieces like Du rififi chez les hommes (dir. Jules Dassin, 1955) to international blockbusters such as The Bridge on the River Kwai (scr. Carl Foreman and Michael Wilson, 1957) to acclaimed art films like The Servant (dir. Joseph Losey, 1963). At once a lively portrait of a lesser-known American "lost generation" and an examination of an important transitional moment in European cinema,the book presents a compelling argument for the significance of the blacklisted exiles to our understanding of postwar American and European cinema and Cold War cultural relations. The experiences of the blacklisted in Europe not only suggest the need to rethink our understanding of the Hollywood blacklist as a purely domestic phenomenon, but, by shedding new light on European cinema's changing relationship with Hollywood, illuminates the postwar shift from national to "transnational" cinema

    Abstract: A RAND study used 2011 medical data to examine the impact of implementing a resource-based relative value scale to pay for physician services under the California workers' compensation system. Current allowances under the Official Medical Fee Schedule are approximately 116 percent of Medicare-allowed amounts and, by law, will transition to 120 percent of Medicare over four years. Using Medicare policies to establish the fee-schedule amounts, aggregate allowances are estimated to decrease for four types of service by the end of the transition in 2017: anesthesia ( -16.5 percent), surgery ( -19.9 percent), radiology ( -16.5 percent), and pathology ( -29.0 percent). Aggregate allowances for evaluation and management visits are estimated to increase by 39.5 percent. Allowances for services classified as "medicine" in the Current Procedural Terminology codebook will increase by 17.3 percent. In the aggregate, across all services, allowances are projected to increase 11.9 percent. Because most specialties furnish different types of services, the impacts by specialty are generally less than the impacts by type of service

    Abstract: "The Quechan are a Yuman people who have traditionally lived along the lower part of the Colorado River in California and Arizona. They are well known as warriors, artists, and traders, and they also have a rich oral tradition. The stories in this volume were told by tribal elders in the 1970s and early 1980s. The eleven narratives in this volume take place at the beginning of time and introduce the reader to a variety of traditional characters, including the infamous Coyote and also Kwayúu the giant, Old Lady Sanyuuxáv and her twin sons, and the Man Who Bothered Ants. This book makes a long-awaited contribution to the oral literature and mythology of the American Southwest, and its format and organization are of special interest. Narratives are presented in the original language and in the storytellers' own words. A prosodically-motivated broken-line format captures the rhetorical structure and local organization of the oral delivery and calls attention to stylistic devices such as repetition and syntactic parallelism. Facing-page English translation provides a key to the original Quechan for the benefit of language learners. The stories are organized into "story complexes", that is, clusters of narratives with overlapping topics, characters, and events, told from diverse perspectives.     Abstract: To advance consideration of whether California should collect and release physician-identified data, RAND conducted a study to explore issues associated with requiring the inclusion of physician identifiers in the California hospital discharge data set and the potential use of physician-identified data by the state and/or release to others. RAND researchers conducted interviews with a broad set of California stakeholders, reviewed the legal and regulatory authority of the Office of Statewide Health Planning and Development to collect and release physician identifiers, and interviewed representatives from other states to understand any issues encountered by the states in their collection and use of physician-identified data. The authors found that physician-identified data could be useful to a variety of stakeholders. Of the 48 states that have hospital discharge reporting programs, all but California collect physician identifiers and do so without substantial burden to hospitals. States vary in their release policies, but those who do release the data have not reported problems. California stakeholders expressed concerns related to who would have access to the data, how the data would be analyzed, and how consumers would interpret the information, which should be carefully considered in efforts to advance the collection of physician identifiers in the California hospital discharge data
    Abstract: To advance consideration of whether California should collect and release physician-identified data, RAND conducted a study to explore issues associated with requiring the inclusion of physician identifiers in the California hospital discharge data set and the potential use of physician-identified data by the state and/or release to others. RAND researchers conducted interviews with a broad set of California stakeholders, reviewed the legal and regulatory authority of the Office of Statewide Health Planning and Development to collect and release physician identifiers, and interviewed representatives from other states to understand any issues encountered by the states in their collection and use of physician-identified data. The authors found that physician-identified data could be useful to a variety of stakeholders. Of the 48 states that have hospital discharge reporting programs, all but California collect physician identifiers and do so without substantial burden to hospitals. States vary in their release policies, but those who do release the data have not reported problems.     Abstract: Becoming Mexipino is a social-historical interpretation of two ethnic groups, one Mexican, the other Filipino, whose paths led both groups to San Diego, California from 1900 to 1965. A large share of state funding is allocated through categorical programs; that is, programs whose funding is contingent on districts using the money in a particular way or for a particular purpose. In 2008-09, the strings were taken off 40 of those programs, collectively known as the "Tier 3" programs, as part of a budget deal that also reduced the funding for those programs. The author gathers evidence about how districts have responded to this fiscal freedom, particularly how resource allocations are made at the district level and what specific changes districts have made in their allocations. Although concerns have been raised that those districts with relatively more Tier 3 funding have been disproportionately affected by the state's budget crisis, the data show that districts with more Tier 3 funding lost a similar share of their budget as other districts (although that represents larger per-pupil dollar amounts). Furthermore, so far and on average, districts do not appear to be making large-scale changes in how they are spending their money. Individual chapters contain footnotes.     Abstract: There are more than 3,000 suicide deaths in California each year -- roughly nine deaths for every 100,000 California residents. To prevent suicides and other mental health problems, the California Mental Health Services Authority (CalMHSA) is implementing a variety of Prevention and Early Intervention (PEI). CalMHSA asked RAND to evaluate the PEI initiatives to prevent suicide. To help inform the design of this evaluation, we reviewed some key aspects of the suicide prevention (SP) program evaluation literature, including relevant theories of change, what is and is not known about suicide prevention program effectiveness, and what kinds of methodologies have been previously used in evaluations of suicide prevention programs. This report summarizes this scientific literature related to suicide prevention and is organized into three sections. First, we provide an overview of the epidemiology of suicide and of non-fatal self inflicted injuries in California, as well as the empirical support for suicide risk factors, and explain why understanding this epidemiology is a critical first step in any effort to evaluate the effectiveness of suicide prevention programs. Second, we present our framework for conceptualizing suicide prevention programs that can be used to guide evaluation; it is based on a review of the relevant scientific literature. Finally, we conclude with a discussion of the measures that have been used to evaluate suicide prevention programs in the past

    Abstract: The Injury and Illness Prevention Program (IIPP) requirement has been the most frequently cited standard in California workplace health and safety inspections almost every year since it became effective in July 1991. Every workplace safety inspection must assess compliance with the IIPP. This report presents the results of an evaluation of the IIPP's effects on worker injuries in California and should inform policy both in California and in the federal Occupational Safety and Health Administration (OSHA) program, which has made the adoption of a similar national requirement a top priority. Using data from the Workers' Compensation Information System, OSHA Data Initiative statistics, and Workers' Compensation Insurance Rating Bureau of California reports on medical and indemnity claims from single-establishment firms, the evaluation team analyzed the impact of citations for violations of the IIPP on safety performance by (1) using the number of citations as a measure of effectiveness and (2) assessing the number of establishments that were cited for noncompliance and then came into compliance. They found that enforcement of the IIPP appears to prevent injuries only when inspectors cite firms for violations of specific subsections of that standard. Eighty percent of the citations of the IIPP by the California Division of Occupational Safety and Health program are for only a different section, the one that requires employers to have a written IIPP. The specific subsections refer to the provisions that mandate surveying and fixing hazards, investigating the causes of injuries, and training employees to work safely. Because about 25 percent of all inspections cite the IIPP, citations of the specific subsections occur in about 5 percent of all inspections. In those inspections, the total recordable injury rate falls by more than 20 percent in the two years following the inspection
