Abstract: This report opens with an overview of bilateral agreements and other forms of labour recruitment of foreigners in several OECD countries (Czech Republic, France, Germany, Ireland, Italy, Poland, Switzerland, United Kingdom and United States) as well as in the Philippines and Romania. It then has a series of chapters describing the management and implementation of these practices and analysing the impact of these agreements on labour markets, economic development and migration policies of both sending and receiving countries. It also examines the prospects for this type of migration. The Annex lists the principal agreements signed by OECD countries, by type of recruitment scheme (e.g. seasonal, contract workers, trainees and guest workers).

Abstract: Striking the right balance between the conservation/sustainable use and the loss of biodiversity requires accounting for all the impacts of its destruction. Weighing the loss against any potential benefits will ensure that the social, as well as economic, well-being of everyone are at the best levels possible. Market-based economic systems have the potential to ensure that such a balancing occurs, but require that all the impacts of its loss, or use, have been fully internalised into market transactions. This book shows how public policy in the form of market creation can be used to internalise the loss of biodiversity. It promotes the use of markets to ensure that our collective preferences for conservation and sustainable use are reflected in economic outcomes.

Abstract: This report addresses an issue which arises in virtually every public utility industry – the regulation of access to essential facilities. The regulation of the terms and conditions under which competing firms have access to essential inputs provided by rivals has become the single biggest issue facing regulators of public utility industries. Development of competition and the success of liberalisation often depend on the access terms and conditions chosen, and public policy interest in getting these terms and conditions right is important. Prepared by the OECD’s Competition Committee, this report focuses on the telecommunications industry and seeks to deepen the understanding of access regulation. Access issues are not easy issues for regulators and competition policy-makers - they can be both difficult technically and the source of noisy disputes in practice. By bringing together theory and practice, this report seeks to help regulators and policy-makers learn from OECD experience to achieve efficient and competitive outcomes.

Abstract: Extended Producer Responsibility (EPR), a policy approach in which the responsibility of the waste from a consumer good is extended back up to the producer of the good, is developing and expanding in OECD countries. Governments find that these schemes can provide a new and flexible approach to reduce the upward trend of waste from consumer products. To address these issues, OECD organised a workshop in December 2002, which was hosted by the Japanese Ministry of Environment, in Tokyo. This book contains selected papers presented at this workshop.

Abstract: The appraisal of the substantial investments which are made in educational facilities remains a largely unexplored field of research. Is it possible to develop reliable and effective criteria for evaluation, given the wide range of parameters from planning and cost-effectiveness of buildings to their impact on the performance of the educational system as a whole? These questions, which are facing every modern educational system, are of concern to investors and funding bodies, as well as those who are responsible for planning, managing and designing educational facilities.

After ten years of "aid fatigue", here is a lucid, constructive book that sheds new light on the problems, and makes proposals for reform that are both thoughtful and innovative. Jean-David Naudet's analysis is a genuine contribution to the literature on aid. He combines the insight of the sociologist and the experience of the practitioner, with a few enlightening incursions into organization theory. The book is both pragmatic and concrete, and is based on papers and workshops or

Abstract: Voluntary approaches are schemes whereby firms make commitments to improve their environmental performance. They cover arrangements such as public voluntary programmes, negotiated agreements or unilateral commitments. Until recently, voluntary approaches have not been subject to systematic analysis, inasmuch as, unlike taxes and tradable permits, they have not been prescribed by economic theory. Voluntary approaches were "invented" by those who devise and implement them: policy-makers, business associations, individual firms, non-governmental associations, etc. The use of voluntary ap

Fair and reliable public services inspire public trust and create a favourable environment for businesses, thus contributing to well-functioning markets and economic growth. Public ethics are a prerequisite to public trust and a keystone of good governance. Abstract: How can innovation and technology better contribute to environmental sustainability? What factors drive firms to innovate for the environment? How can environmental and innovation policies be better designed to stimulate innovation for the environment? How can better policy coherence be achieved? A recent OECD workshop addressed these crucial questions that lead to a better understanding of the interaction between innovation and the environment and explored elements of "best practice" policies that can stimulate innovation for the environment and shift our development path towards sustainability.

Abstract: In response to growing demand by policy-makers, various measures to assess tax burdens of households, individual firms and the business sector as a whole have been developed. This study reviews some of the most common measures used to gauge tax burdens of households and corporations. In addition, it provides some illustrative numbers from various sources on tax rates and tax burdens in OECD countries. Abstract: The Inter-American Development Bank and the OECD Development Centre created the International Forum on Latin American Perspectives as an annual meeting place of ideas and strategies from Latin America and from the OECD region. The tenth meeting of the Forum was held in Paris in November 1999 and this book contains contributions from that meeting. Its broad conclusion is that reform of the international financial system must take place in the context of partnership between the private and the public international sectors in order to provide the conditions for stability and growth. The Forum debated whether the current reforms of the global financial markets were succeeding in identifying and addressing major distortions to international capital flows between developed and developing countries, essentially, the moral hazard versus sovereign risk question. Particular attention was devoted to: bailing the private sector into crisis prevention and resolution, including under the Paris Club framework; the recently proposed revisions to the Basel Accord on bank capital requirements; and the appropriate exchange rate regime in Latin America.

Abstract: How can the environmental effects of trade liberalisation agreements be assessed ? Are available methodologies sufficiently tuned to current concerns? In order to take stock of the state of the art in assessment methodologies, the OECD organised a two-day technical workshop to focus on past practice and new tools for assessing the environmental effects of trade agreements. Some two dozen experts from governments, international organisations, universities international organisations, universities and NGOs active in this area presented lessons from past practice and results of the considerable a

Abstract: China's remarkable growth in recent years has been often rather arbitrarily ascribed to a number of politico-economic factors. In this volume, the specific effect of foreign direct investment (FDI) inflows is measured quantitatively and estimated on a regional basis. The authors find that there is a much more complex relationship between such flows and growth overall than had hitherto been supposed. While growth associated with FDI flows and a consequent foreign technology input is clearly highest in the coastal, open provinces, geographical dispersion effects can also be identified. In order

Abstract: How did the transition from compulsory education to work change during the 1990s and which types of transition policies worked best? The experiences of 14 OECD countries are examined in this volume to address these two key questions, for as requirements for knowledge and qualifications and skills rise and populations age, few countries can afford to have their young people enter the labour force unequipped for longer term participation in changing career patterns. Taking a broader view of transition outcomes than many previous comparative studies, this study reveals the complex and many-facete

Abstract: Over the past decade, privatisation has increasingly taken place in the public utility sector. Technological advances and policy shifts have diminished the perception that public utilities are natural monopolies requiring state ownership. However, the privatisation of such state-owned monopolies raises important regulatory issues. In particular, there should be an adequate regulatory framework to promote competition and, especially if rigorous market competition is lacking, to protect the interests of consumers. Therefore, privatisation needs to be pursued in tandem with competition-enhancing policy and the design of an adequate post-privatisation regulatory framework. This volume brings together a number of papers discussing the interrelationship among privatisation, competition and regulation. The papers make reference to the experience of different countries with privatisation in a wide range of infrastructure sectors.

Abstract: Romania, one of the poorest nations in Europe, faces critical challenges in its efforts to implement labour market and social programmes similar to those found in more developed countries. Poverty is widespread and the economy requires major restructuring while a substantial number of households still depend on subsistence farming and other informal economic activities for survival. Increasing expenditures on social insurance is not a viable option as Romania already charges some of the highest payroll contribution rates in the world. What role can and should labour market and social policies play in the current economic climate? In response to this question, this Review presents a rich and thorough analysis of Romania's under-employment problem and its resulting social hardships. The Review demonstrates that the present social challenges are closely intertwined with a highly distorted economy. Clearly, the top priority must be the modernisation of the economy with the provision of a comprehensive social safety net in the face of potentially higher unemployment. This book analyses the issues of labour market and social policy through an economic perspective, while providing diverse international comparisons.

Abstract: What qualifies an economy as “emerging”? The answers provided in this book lead to a fresh conception of the diversity of the African continent. Thus, growth dynamics cannot simply be measured in economic terms. Indicators must also include governance, efficiency and democracy of institutions, and an appropriate climate for business. All these issues are linked to policies, and the outstanding conclusion of this book, in the face of embedded “Afro-pessimism”, is that policies do matter for growth; that there is no “African mystery”, simply poor policies and bad governance. Reform and Growth in Africa is a contribution to the search for a reversal of the economic plight of African countries, based upon national experience and policy reform. This book reflects the contributions to the first edition of the International Forum on African Perspectives, which was held in Paris in February 2000. The forum was created by the African Development Bank and the OECD Development Centre as an annual meeting place of ideas and strategies from African countries and from the OECD region. The aim of the Forum is to create an area where the knowledge bases of the partners can be combined to exploit their specific advantages in the search for solutions to the economic problems of Africa. The Forum also includes an open meeting where these ideas can be tested in front of a wide audience of people from the worlds of politics, administration, academia, the media and business.

Abstract: The fight against the illegal entry, residence and employment of foreigners is one of the key priorities of the immigration policies of the OECD countries. This irregular migration continues to persist, albeit at different levels for different receiving countries, both in countries that have expressed a political will to manage migration flows more effectively and to fight against the trafficking of labour, and in those that continue to receive a large number of immigrants every year as part of an active policy to recruit permanent migrant workers. In the light of the growing role of trafficking networks and their increasingly active involvement in moving labour across international boundaries, enhanced co-operation at both national and international levels is required to develop policies for preventing and combating the employment of foreigners in an irregular situation. In particular, whatever is done to combat the hiring of illegal immigrants must address the problem of undeclared work in general, and not just the employment of illegal immigrants per se. Better information on the risks and penalties involved in the use of illegal labour should also be directed at both employers and workers in industries where these illegal practices are prevalent, but also at employers that resort to the use of undeclared labour only on an occasional basis and at sending countries. Various specific measures adopted by a number of Member countries, such as the requirement to notify relevant government agencies prior to hiring, fiscal incentives for the employment of legal workers or the streamlining of hiring formalities, might be applied in a larger number of countries. The forging of partnerships between the relevant government agencies and employers’ and employees’ associations in each country should also be encouraged, together with the extension of international co-operation to control and manage immigration flows more effectively.

Abstract: Energy and nuclear policy makers face many challenges as they evaluate options to ensure an adequate supply of electricity while pursuing environmental, economic and energy security goals. Many analysts suggest that nuclear’s share of global energy supply could decrease in coming decades. If energy markets and national energy policies continue along "business as usual" lines, what are the issues that arise? What are the consequences for the long-term availability of nuclear technology and expertise? This book identifies the issues in a series of papers presented at a recent meeting jointly organised by the International Energy Agency and the OECD Nuclear Energy Agency. Senior energy policy makers and industry executives from OECD Member countries contributed these analyses. They offer a realistic assessment of nuclear’s potential contribution, and the major challenges awaiting nuclear energy and energy supply in general. For those seeking a review of the current issues facing nuclear power within the broad context of energy policy, this is an essential report.

Abstract: Eradicating poverty has long been one of the priorities of development co-operation. Yet, despite undoubted progress towards this goal, the strategies adopted at the international and national levels remain controversial. Poverty reduction is a complex issue, involving numerous players in a host of economic, social, political and environmental policy fields. The originality of this publication lies in its approach to identifying best practice, an approach which is as open and thorough as the state of the art will allow. How realistic is it to seek to cut extreme poverty by half by the year 2015? What are the most effective strategies employed by donors, be they development agencies or developed countries? What lessons can be learned from the experience of the developing countries? Clearly, these and many other questions are still unresolved. This publication approaches them by giving a broad overview of general poverty-reduction strategies and objectives. It also presents five particularly enlightening case studies on Bolivia, Côte d’Ivoire, the State of Kerala in India, Malaysia and Uganda.

Abstract: What are the major developments with respect to trade and labour standards since the OECD’s 1996 study on Trade, Employment and Labour Standards? What is being done to promote these standards? What evidence is there of progress? What are the possible links between core labour standards, trade, foreign direct investment, economic development and employment? International Trade and Core Labour Standards addresses these and related questions. It also provides a current overview of key issues with respect to core labour standards and their relation to trade and employment, aiming to provide a common basis for constructive policy dialogue among the concerned parties in the future.

Abstract: China’s food processing sector has arrived at a decisive stage. While primary agriculture has continued to expand at an astounding pace and final consumers have experienced an extended period of rapid income growth, progress at the intermediary stage, the agro-processing sector, has remained limited. Today, a growing need to catch up with these developments has become manifest, but a number of challenges have emerged simultaneously. They include the need to adjust to increasingly diversified consumer demands, to improve the quality and nutritional content of foods, to introduce new food products, to shift to more sophisticated processing methods, to adopt innovative packaging methods, and to comply with new labelling requirements. These developments give rise to a number of questions. What do these changes mean for China’s food processors? Is China’s agriculture adequately prepared for these changes? How can farmers take advantage of these changes? What structural adjustments are needed to meet the challenges arising from the changes in domestic and international food markets? The papers in this Proceedings document try to answer these and many other important questions revolving around changes in, and challenges for, China’s agro-processing sector.

Abstract: This book reviews recent trends, reforms and lessons learned in the 29 OECD countries as they relate to ageing. Recent reforms have been driven mainly by fiscal factors - to adjust systems such as pensions and long-term care to the ageing of the baby boom generation. This remains a main concern in many countries. A new reform agenda is emerging, however, that marries fiscal objectives with broader social and economic policy goals. It focuses on active ageing, providing opportunities and incentives for people to contribute more actively in the labour market and society as they grow older. This involves slowing, or reversing, trends towards ever-longer periods of time spent in retirement. This agenda is associated with likely trends towards a more diversified system of retirement income in most OECD countries - with more reliance on private pensions and a likely increase of earnings as a source of income among older people. Familiar policy debates -- such as the balance between public and private pensions -- may need to be recast to take account of the likely future growth in the role of earnings in the retirement income system. Interesting new questions arise. In the longer-term future, what should be the role of government policy in influencing the balance between work and leisure in older years? What priority should be attached to policies that support very long periods of passivity in the last third of life?
