    Abstract: Since Pierre Bourdieu, we have known that the body forms incorporated cultural and social capital. It is a commodity and means of production, a sign of belonging to a social class, a place where sex, gender and power relations are negotiated or a pretext for social exclusions and racism. The body is the object of punishments, sanctions and social control, a support for affects, obsessions and illnesses as well as a site of rebellion and resistance. The 19th century novels analyzed in the contributions to this volume tell all this. From the perspective of current body studies, we propose a new reading of the great stories from Balzac to Zola, via Mirbeau, Maupassant, Louise Michel, Georges Sand, Rachilde, Eugène Sue and Huysmans to demonstrate, through their texts, how the Images of the body and the policies of capital are part of the imagination and memory of 19th century French society

    Abstract: This book accounts for Scandinavian unification efforts in a time of great upheaval. The ideological repercussions of the European revolutions of 1848-1849 and the Crimean War (1853-1856) transformed both the international political system and nationalism into more ‘realist’ types. The First Schleswig War (1848-1851) having nearly turned into one of Scandinavian unification, the influence of Scandinavianism extended into the Danish, Swedish and Norwegian courts, cabinets and parliaments, attracting interest from the great powers. The Crimean War offered another window of opportunity for Scandinavian unification, before the Danish-German conflict over the duchies of Schleswig and Holstein nearly united Scandinavia upon the outbreak of the Second Schleswig War in 1864. The ultimate failure of Scandinavianism in its unification efforts was not predetermined, although historiography has made it appear as such. Napoleon III, Cavour and Bismarck all actively contributed to plans for Scandinavian unification, the latter even declaring himself as “very strongly Scandinavian”. Rasmus Glenthøj is Associate Professor of History at the University of Southern Denmark. Morten Nordhagen Ottosen is Professor of History at the Norwegian Defence University College.

Hall, Professor emeritus, McGill This book explores the intellectual grounds of Scandinavianist ideology and its political development into a national unification movement. Denmark, Norway and Sweden were nearly annihilated during the Napoleonic Wars. The lesson learned was that survival was a matter of size. Whereas their union of 1814 offered Sweden-Norway geostrategic security tempered by fear of Russia, Denmark was the biggest territorial loser of the Napoleonic Wars and faced separatism connected to German nationalism in the duchies of Schleswig and Holstein. This evolved into a national conflict that threatened Denmark’s survival as a nation. Meanwhile, a new generation of Danes, Swedes and Norwegians had come to regard kindred language, culture and religion as a case for Scandinavian union that could offer protection against Russia and Germany. When the European revolutions of 1848 unleashed the First Schleswig War, the influence of Scandinavianism was such that it nearly turned into a Scandinavian war of unification. Rasmus Glenthøj is Associate Professor of History at the University of Southern Denmark. Morten Nordhagen Ottosen is Professor of History at the Norwegian Defence University College.

    Abstract: In the nineteenth century France became fixated on infant sleep. Pictures of sleeping babies proliferated in paintings, posters, and advertisements for cradles and toys. Childcare manuals and medical writings insisted on the importance of sleep as a measure of a child's future health and vigour. Infant sleep was transformed from an unremarkable event to a precarious stage of life that demanded monitoring, support, and, above all, the constant presence and attention of mothers. Hush Little Baby uncovers the cultural, medical, and economic forces that came to shape Western ideas about infants' sleeping patterns, rituals, and settings. By the mid-nineteenth century doctors were advising that infant sleep should be carefully controlled by caregivers according to medical guidelines, and that to do otherwise would risk compromising a child's development. A sleeping baby was seen as the sign of a good mother - an idea that was reinforced through countless pictures of mothers watching vigilantly over their sleeping children, even as the reality of postpartum depression was known to doctors. The medical advice literature also helped to create a commercial infant industry, encouraging the production of clothing, bedding, cradles, and accessories designed to foster sleep, and providing new ways for families to demonstrate social status. In Hush Little Baby Gal Ventura shows how these images and ideas about babies' sleep created many of the standards and expectations that keep parents awake today

The first section aims to shed light on the attractiveness of the French public service in French regions, through a mostly qualitative focus on four regions (Grand Est, Hauts-de-France, Île-de-France, Normandy). These regions are facing, in whole or in part, difficulties in attracting, recruiting, and retaining their public employees. The second section, in addition to a better understanding of the major trends affecting public employment across the European Union and OECD member countries and the implications for the Human Resources (HR) function, explores the measures implemented by other administrations in OECD member countries as well as the private sector to develop or adapt their human resources policies in order to better plan attractiveness efforts.

    Abstract: This paper investigates the demand for language skills using data on online job vacancies in 27 European Union member countries and the United Kingdom in 2021. Evidence indicates that although Europe remains a linguistically diverse labour market, knowing English confers unique advantages in certain occupations. Across countries included in the analyses, a knowledge of English was explicitly required in 22% of all vacancies and English was the sixth most required skill overall. A knowledge of German, Spanish, French and Mandarin Chinese was explicitly demanded in between 1% and 2% of all vacancies. One in two positions advertised on line for managers or professionals required some knowledge of English, on average across European Union member countries and across OECD countries in the sample. This compares with only one in ten positions for skilled agricultural, forestry and fishery workers and among elementary occupations.

    Abstract: New OECD surveys of employers and workers in the manufacturing and finance sectors of seven countries shed new light on the impact that Artificial Intelligence has on the workplace —an under-researched area to date due to lack of data. The findings suggest that both workers and their employers are generally very positive about the impact of AI on performance and working conditions. However, there are also concerns, including about job loss—an issue that should be closely monitored. The surveys also indicate that, while many workers trust their employers when it comes to the implementation of AI in the workplace, more can be done to improve trust. In particular, the surveys show that both training and worker consultation are associated with better outcomes for workers.

    Abstract: This work leverages globally consistent data on parks from Google Maps, in combination with the computational power of Google Maps Directions API to quantify accessibility to parks across nearly 500 metropolitan areas in six countries: Estonia, France, Greece, Mexico, Sweden, and the United States. We combined high resolution population data from Worldpop with parks data and navigation estimates to measure: (1) Fraction of the population with access to parks within a 10-minute walk; and (2) the median walking time to the closest park. We find large differences in access to parks between countries, as well as large variability across cities and their respective commuting zones. To demonstrate how this framework can support cross country comparisons and efforts to track progress towards SDG11, we assessed access to parks by income group in selected countries, finding that the median walking time to a park is shorter for residents of low income neighbourhoods both in French and American metropolitan areas.

    Abstract: This book traces changing attitudes towards secrecy in eighteenth-century France, and explores the cultural origins of ideas surrounding government transparency. The idea of keeping secrets, both on the part of individuals and on the part of governments, came to be viewed with more suspicion as the century progressed. By the eve of the French Revolution, writers voicing concerns about corruption saw secrecy as part and parcel of despotism, and this shift went hand in hand with the rise of the idea of transparency. The author argues that the emphasis placed on government transparency, especially the mania for transparency that dominated the French Revolution, resulted from the surprising connections and confluence of changing attitudes towards honour, religious movements, rising nationalism, literature, and police practices. Exploring religious ideas that associated secrecy with darkness and wickedness, and proto-nationalist discourse that equated foreignness with secrecy, this book demonstrates how cultural shifts in eighteenth-century France influenced its politics. Covering the period of intense fear during the French Revolution and the paranoia of the Reign of Terror, the book highlights the complex interplay of culture and politics and provides insights into our attitudes towards secrecy today. Nicole Bauer is Assistant Professor of European History at the University of Tulsa in the USA. A cultural historian of early modern France, she is particularly interested in pulling threads from different directions to understand and uncover the cultural origins of political and social movements.

    Abstract: This volume sheds light on the technical and institutional handicaps that the gas industry had to face since the early 19th century to consolidate its position in the energy market. It traces the history of gas energy use in a European context to understand the reasons for its crucial nature in the region. Going back to the start of gas production in England and France at the turn of the 18th century, the book has a specific focus on Latin Europe: Portugal, Spain, France, and Italy. Shifting attention away from political repression, it focuses on the men who embodied this institution and made it work day-to-day. Traditionally associated with the image of Joseph Fouché and with political surveillance, the Napoleonic police, when studied from the local level, thus reveals itself to be much more complex and oriented simultaneously towards both the preservation of the regime and maintaining good urban order.     Abstract: This book explores imperial entanglements to reassess the Napoleonic Empire as a missing link—or at least an important chain—in the global and longue durée history of Empires. In recent years Napoleonic studies have, belatedly but resolutely, embraced the transnational historiographical turn, vastly expanding the field’s geographical scope. Its canonical chronological boundaries, on the other hand, appear increasingly narrow against this wider backdrop, giving the impression of a parenthetical, almost anachronistic aside from 1799 to 1815. What connects, and what doesn’t connect, the Napoleonic Empire to the Age of Empire, remains by and large an open question. Put another way, this book attempts to locate the Napoleonic empire in World History. Thomas Dodman is Assistant Professor in the Department of French at Columbia University, USA. A historian of modern Europe and empire, his research focuses on forms and experiences of social change in times of war, revolution, and colonization. He is the author of What Nostalgia Was: War, Empire, and the Time of a Deadly Emotion (2018) and a co-editor, together with Bruno Cabanes, Hervé Mazurel, and Gene Tempest, of Une histoire de la guerre, du XIXe siècle à nos jours (2018). He has prepared an issue of French Historical Studies on Epistolary Gestures (2021) with Anne Verjus and Caroline Muller, as well as several issues of Sensibilités: histoire, critique & sciences sociales, a journal he co-edits. Aurélien Lignereux is Professor of History at Sciences Po Grenoble – Université Grenoble Alpes, France. His research focuses on policing and police systems, on royalist politicization, on imperial rule in Napoleonic Europe, and on the social and cultural history of expatriate French civil servants both within départements réunis under the reign of Napoleon and since their return to the country after 1814.     Abstract: This open-access book investigates Francophone Caribbean literature by exploring and analyzing French seventeenth-century travel writings. The book argues for a literary re-examination of the representation of the early colonial Caribbean by proposing theoretical linkages to contemporary Caribbean theories of creolization and archipelagic thinking. Using Édouard Glissant’s notion of points of entanglement, Christina Kullberg claims that the historical, social, and political messiness of the Caribbean seventeenth century make for complex representations and expressions, generating textual instability despite the travelers’ apparent desires to domesticate the islands. Taking a synoptic approach to travel narratives in French from 1620 up to the publication of Labat’s Nouveau voyage aux Isles de l’Amérique in 1722, Kullberg examines textual instances where the islands and the peoples of this period disrupt and unsettle dominant French narratives and enter productively into the construction of knowledge and the representations of the region. Kullberg’s contribution is to read French early modern travels in situ as shaped by the archipelagic geography, its history and social formations in order to interrogate both the construction and the limitations of discourses of power. .

    Abstract: This book examines the efforts of the French-speaking minority in Flanders, Belgium to maintain a legal and social presence of the French language in Flemish public life. Chronologically, the study is bookended by two developments, almost exactly a century apart. In 1873, the first laws were passed which required the use of Dutch in some aspects of public administration in Flanders, challenging the de facto use of French among the Flemish ruling class. One hundred and one years later, the last French daily newspaper in Flanders collapsed, marking the end of a once-vibrant French-language public sphere in Flanders. The author contends that the methods and arguments by which French speakers defended the role of French in Flemish public life changed along with the social and political situation of this minority. As the Flemish movement grew over the course of the twentieth century, French speakers’ appeals to the “free choice” of language lost traction, and they put forward claims that they represented an ethnolinguistic minority who deserved protection for their mother tongue. Providing new insights for scholars of European history, and in conversation with the literature on liberalism, national identity, and Francophonie, this book demonstrates how the debate over the role of French in Flanders was at the center of Belgium’s ethnolinguistic conflict – the repercussions of which continue to be felt to this day. David J. Hensley is Associate Professor of History at Georgia Highlands College, USA. He previously taught at Queen’s University Belfast and the University of Central Oklahoma.

    Abstract: This open access book examines warranty obligations in western France during the central Middle Ages. Warranty refers to the commitments that an individual undertook when alienating property to protect the transfer from outside challenge, and to provide compensation if they failed to defend a transaction successfully. The subject has never received a full-length study before, meaning that scholars’ interpretation of warranty is marred by a number of untested generalisations. Warranty has generally only been viewed as a thirteenth-century development owing to the influence of Roman law and changes in family structure. This book, therefore, considers the evidence for warranty in western France en masse, starting with the first appearance of warranty clauses in documents in the 1040s up until the compilation of vernacular lawbooks in the 1270s. This book opens a window onto legal practice in the central Middle Ages, raising questions about wider processes of legal change. It emphasises the importance of lordship, in particular, when it comes to making sense of how and why warranty obligations developed the way they did. It thus challenges the prevailing explanatory narratives invoked by scholars when discussing warranty, and invites us to ask questions about the sorts of stories we tell when looking at legal change. Combining documentary and prescriptive lawbooks, along with a rich corpus of case material, this book offers a comprehensive account of a little-studied phenomenon, one that can elucidate much larger interpretative questions that are central to French legal history.

The book covers a broad period from the first colonial empires that existed prior to 1830, the ‘new imperialism’ of the late nineteenth and early twentieth centuries, the process of decolonisation in the mid-twentieth century, and the ‘afterlives’ of colonial regimes in France and newly-independent states. Building on recent scholarship, this volume examines the extension of imperialism into the post-colonial period. The chapters examine a range of topics developing our understanding of the reasons why colonial states saw the family as a site for biopolitical intervention. The authors argue that experts built a racialised body of knowledge about colonial populations through census data and medical understandings of problems such as child mortality and infertility. They show that by analysing and compiling data on fertility, population growth (or decline), and health, this fuelled interventions designed to ensure a stable workforce, and that protecting children and mothers, vaccinating vulnerable populations, and creating modern, sanitary housing were all initiatives also aimed at serving larger goals of preserving colonial rule. Finally, the book shows that social welfare projects during the French Empire reflected concerns about race, differential fertility, and migration that continued well after decolonisation.     Abstract: A first step to implement effective migrant integration policies is to know who does what in policy sectors key to integration. Responding to this need, this paper offers policy makers a tool to understand the organisation of public action in key sectors for integration - Employment, Education, Housing, and Health/Welfare – in a sample of 10 OECD countries: Austria, Canada, France, Germany, Ireland, Italy, New Zealand, Spain, Sweden and the Netherlands. The complexity of the division of powers among levels of government calls for coordination mechanisms between actors, whatever the level of decentralisation. Besides, it throws lights on subnational governments’ role in integrating migrants and enabling them to participate to local development for the benefits of all. The geographic differences that exist in migrant presence and outcomes mean countries should build on local authorities' knowledge of local realities, aptitudes to coordinate different policy fields at the relevant scale and cooperate with non-governmental organisations.

    Abstract: This report discusses the costs and benefits of the transition from cash to accrual accounting in the public sector for SIGMA partners in the Western Balkans and the European Neighbourhood. The countries are attracted by the promises of accrual accounting and the corresponding IPSAS standards that it will improve transparency, accountability and financial decision-making. This report investigates whether the reform towards accrual accounting is indeed recommendable given that the reform towards IPSAS-based financial statements also carries a higher administrative burden and often requires government-wide adaptation or adjustment of the financial information systems. In this report, evidence from case studies of five EU Member States and four SIGMA partners is combined with a review of the academic literature to understand the balance of the benefits versus the costs of the reform.

    Abstract: Being able to swim empowers individuals to make choices, have agency, and be free to choose core aspects of their life, such as working safely on or near water. It is also associated with lifelong health benefits and reduces the risk of drowning. Using data from the Lloyd’s Register Foundation World Risk Poll 2019, this paper provides the first global estimates of adults’ ability to swim without assistance. Individuals in high-income countries are considerably more likely to report being able to swim without assistance than individuals in low-income countries. Disparities also exist within countries. In particular, women are less likely to be able to swim without assistance than men in virtually all countries, birth cohorts, and levels of education. Investing in reducing inequalities in life skills, such as swimming, can foster economic development and empowerment, especially in light of threats, such as climate change.

    Abstract: OECD countries deliver publicly-funded employment services through different institutional arrangements. While in most OECD countries the majority of such services are delivered by public employment services, in two in five OECD and EU countries (or regions) they are partly or fully contracted out to external providers, including for-profit and not-for-profit entities. Contracting out employment services to outside providers offers many potential benefits: an increased flexibility to scale capacity in line with changes in unemployment, the possibility of offering services more cost-effectively, the option to better tailor services through the use of specialised service providers and the possibility to offer jobseekers choice of providers. However, achieving these benefits will depend on the actual design and monitoring of the contracting arrangements that are put in place. Focusing on the job brokerage, counselling and case-management employment services typically provided by public agencies, this paper reviews the experiences of OECD countries that have contracted out employment services through outcome-based payment schemes. It highlights the need to carefully consider questions related to the design and implementation of this form of contracting: fostering competition amongst potential providers, setting appropriate minimum service requirements and prices for different client groups, and ensuring the accountability of providers through monitoring and evaluations. These issues are discussed based on country examples, which are also detailed in factsheets contained in the online annex of the paper.

    Abstract: Understanding adults’ attitudes towards the environment is necessary to gauge the opportunities and challenges of creating effective and politically-feasible climate policies. Using data from the Wellcome Global Monitor 2020, the European Social Survey (Round 8), World Values Survey and EM-DAT, this paper examines how adults’ environmental attitudes vary within and across countries and details how environmental attitudes are associated with adults’ engagement in pro-environmental behaviours and support for environmentally-friendly policies. The paper explores whether the extent to which individuals prioritise the environment over the state of the economy or vice versa depends on individuals’ exposure to natural disasters or negative labour market conditions. Results indicate that people’s economic vulnerability and the sectors they work in impact their attitudes towards their environment and support for public policy. Furthermore, the findings suggest that increases in unemployment and exposure to natural disasters influence the extent to which individuals prioritise the environment.

    Abstract: Gross domestic product (GDP) is the standard measure of the value of final goods and services produced by a country during a period minus the value of imports. This subset of Aggregate National Accounts comprises comprehensive statistics on gross domestic product (GDP) by presenting the three different approaches of its measure of GDP: output based GDP, expenditure based GDP and income based GDP. These three different measures of gross domestic product (GDP) are further detailed by transactions whereby: the output approach includes gross value added at basic prices, taxes less subsidies, statistical discrepancy; the expenditure approach includes domestic demand, gross capital formation, external balance of goods and services; and the income approach includes variables such as compensation of employees, gross operating surplus, taxes and production and imports. Gross domestic product (GDP) data are measured in national currency and are available in current prices, constant prices and per capita starting from 1950 onwards.

    Abstract: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

    Abstract: This book analyzes the conflict that emerges between parties after a breach of contract and how different legal remedies can best reduce conflict. Causes for conflict include equity, efficiency, and ethical reasons that parties might consider and use to blame the other or to justify breach. In the end, if not resolved through apologies or renegotiation, conflict leads to aggrievement and behavioral reactions in form of retaliation by the victim against the promisor in breach. The book provides empirical evidence from laboratory experiments for how individuals react to perceived wrongful acts such as breach of contract and for the function of legal remedies to reduce retaliation by disappointed promisees in providing them compensation. It reveals how the inequality in the outcome, and not the inefficiency of breach of contract, causes aggrievement and retaliation by victims. The book concludes with a comparative law and economic analysis of remedies for breach of contract adopted in different leading jurisdictions, with important normative implications for the American insistence on expectation damages, the French expansion of specific performance with "astreinte", the German junction of specific performance, expectation damages, and disgorgement damages, and the British timid acceptance of partial disgorgement damages. The book will appeal to scholars, researchers, and students of economics and law, interested in a better understanding of remedies for breach of contract.

    Abstract: Before he became the father of cinematic special effects, George Méliès (1861-1938) was a maker of deluxe French footwear, an illusionist, and a caricaturist. Proceeding from these beginnings, Méliès Boots traces how the full trajectory of Georges Méliès' career during the late-nineteenth and early-twentieth centuries, along with the larger cultural and historical contexts in which Méliès operated, shaped his cinematic oeuvre. Solomon examines Méliès' unpublished drawings and published caricatures, the role of laughter in his magic theater productions, and the constituent elements of what Méliès called "the new profession of the cinéaste." The book also reveals Méliès' connections to the Incohérents, a group of ephemeral artists from the 1880s, demonstrating the group's relevance for Méliès, early cinema, and modernity. By positioning Méliès in relation to the material culture of his time, Solomon demonstrates that Méliès' work was expressive of a distinctly modern, and modernist, sensibility that appeared in France during the 1880s in the wake of the Second Industrial Revolution

    Abstract: "This book is a collection of thirteen essays culled from the several books and hundreds of articles I have published and lectures I have given over the years (nearly fifty of them) on the life and work of Hector Berlioz. Organized in a chronological order determined by the essential subject matter of each essay, the book treats in detail some of composer's individual works (the Symphonie fantastique, the Symphonie funèbre et triomphale, Les Nuits d'été, La Mort d'Ophèlie, Les Troyens, Béatrice et Bénédict), some of the composer's relationships with his most famous contemporaries (Franz Liszt, Richard Wagner), some of the composer's most important concerns (his quest for an administrative position; his travels abroad; his fascination with English literature), the composer's most important book (Les Mèmoires d'Hector Berlioz), and some of his most important critics (from shortly after his death, from the twentieth century, and from the early part of the present century). In a brief Prelude, I explain the origins of the book, aspects of my career as a Berliozian, the main theme of much of my research ("politics," loosely defined), and some of the particular concerns to be treated in the texts that follow. In a brief Postlude, I treat the work of Berlioz's important critics based in part on an article of mine that appeared only in French; and I conclude with a note on the current state of Berlioz studies and some thoughts on the needs for the immediate future. Although this is essentially a collection of previously published material, it is my intention seriously to revise it in such a way as to avoid needless repetition over the course of the thirteen chapters, to bring up to date not every last detail but certain crucial matters, and to correct a number of errors and oversights.     Abstract: "The distinctive sound of the swing-driven guitar style of Django Reinhardt has become almost synonymous with a carefree, bohemian Frenchness to fans all over the world. However, we in the US refer to his music using a telling designation: Django is known here as the father of gypsy jazz. In France, the cultural significance of the musical style--called jazz manouche in reference to his origins in the Manouche subgroup of Romanies (known pejoratively as "Gypsies")--is fraught both for the Manouche and for the white French men and women eager to claim Django as a native son. In Django Generations, ethnomusicologist Siv B. Lie explores the complicated ways in which Django's legacy and jazz manouche express competing notions of what it means to be French. Though jazz manouche is overwhelmingly popular in France, Manouche people are more often treated as outsiders. However, some Manouche people turn to their musical heritage to gain acceptance in mainstream French society. Considering all of the characteristics and roles attributed to Django--as a world-renowned jazz musician, as an artistic pioneer, as a representative of French heritage, and as a Manouche--jazz manouche becomes a potent means for performers and listeners to articulate their relationships with French society, actual or hoped-for. Weaving together a history of jazz manouche and ethnographic fieldwork undertaken in the bars, festivals, family events, and cultural organizations where jazz manouche is performed and celebrated, Lie offers insight into how a musical genre can channel arguments about national and ethnoracial belonging. She argues that an uncomfortable cohabitation of Manouche identity and French identity lies at the heart of jazz manouche, which is what makes it so successful and powerful"--

    Abstract: "Across the metropole, the colonies, and the wider eighteenth-century world, French children and youth participated in a diverse set of state-building initiatives, social reform programs, and imperial expansion efforts. Young Subjects explores the lives and experiences of these youth, revealing their role as active and vital agents in the shaping of early modern France. Through a set of regional case studies, Julia M. Gossard demonstrates how thousands of children and youth were engaged in the service of the state. In Lyon, charity schools cultivated children as agents of moral and social reform who carried their lessons home to their families. In Paris, orphaned and imprisoned youth trained in skilled trades or prepared for military service, while others were sent to the French colonies in North America as filles du roi and sturdy labourers. Young people from merchant families were recruited to serve as cultural brokers and translators on behalf of French commerical interests in the Ottoman Empire and Siam. In each case, Gossard considers how these youth played, negotiated, and sometimes resisted their roles, and what expressions of individual identity and agency were available to subjects under the legal control of others. As sources of labour, future taxpayers, colonial subjects, cultural mediators, and potential criminals, children and youth were objects of intense interest for civic authorities. Young Subjects refocuses our attention on these often overlooked historical subjects who helped to build France."--

    Abstract: The International Energy Agency (IEA) regularly conducts in-depth peer reviews of the energy policies of its member countries. This process supports energy policy development and encourages the exchange of international best practices and experiences. In 2019, France put its target to reach net zero emissions by 2050 into law and updated its energy transition framework the following year with a new National Low-Carbon Strategy and 10-year energy plan. However, France’s energy transition has experienced significant delays, and implementation remains challenging despite the many reforms underway. Moreover, new European Union climate goals will compel the French government to upgrade its 2030 targets and track progress more stringently. For decades, French power generation has produced a relatively low level of carbon dioxide emissions compared with similar economies, owing to the significant share of nuclear energy. However, the country’s nuclear fleet is ageing, and overall emissions are rising because energy consumption across the economy as a whole remains dominated by fossil fuels, notably in transport. Maintaining low-carbon power generation as a base for further decarbonisation and electrification requires timely decisions on the future electricity mix and accelerated investments. France’s economic recovery plan from the Covid-19 crisis and its 2030 investment plan will help accelerate its energy transition by driving progress in sustainable mobility, building retrofits and hydrogen. This report includes a series of recommendations to support France’s efforts to tackle these challenges and to meet its energy and climate goals.

    Abstract: Increasing productivity at farm level is a key policy objective across most countries and fundamental to the overall performance of agricultural and food systems. This paper applies dynamic statistical methods to farm level data in order to identify the determinants of farm performance over time, in terms of productivity and measures of local sustainability. The analysis sheds light on the effects of policies on productivity, and the links between productivity and sustainability outcomes. It draws on key findings from seven case studies: crop farms in Australia, France, Italy and the United Kingdom (England and Wales); and dairy farms in the Czech Republic, Denmark and Norway, with different sample periods, from the most recent three decades to the last five years. A key finding is that policy changes increasing the degree of decoupling of payments have a positive impact on productivity. Furthermore, with the right incentives, productivity growth can be more locally sustainable insofar as farms can produce more output with less inputs that harm the environment.     Abstract: This report, commissioned by France’s Ministry for the Ecological Transition and written jointly by the International Energy Agency and RTE, the French Transmission System Operator, examines the conditions and requirements needed to assess the technical feasibility of scenarios with very high shares of variable renewable energy in France’s power system. The report looks into trends for energy demand and renewable resource availability in the 2020 National Low-Carbon Strategy (Stratégie nationale bas-carbone, or SNBC). Several scenarios of high shares of renewables are examined: mainly based on onshore wind, mainly based on offshore wind expansion and mainly based on distributed PV. Building on these scenarios, the report looks at changes in the system’s flexibility needs and how the range from short-term to long-term flexibility can be satisfied by new technologies such as flexible charging of electrified transport, battery storage, demand-side flexibility and sector coupling. The report then looks to essential questions on electricity security, i.e. addressing the issue of keeping system stability in the context of decreasing system inertia, ensuring adequacy of the system and the sizing available reserves under a scenario of large shares of variable renewables. Finally, the report evaluates the VRE integration capacity of the existing French transmission network, as well as necessary modifications and expansion beyond 2035. The recommendations and findings of this report form the basis for further detailed technical and economic assessments that are to be carried out by RTE in 2021.

    Abstract: This paper provides detailed farm level data evidence on the dynamics of farm performance from case studies covering crop farms in Australia, France, Italy and the United Kingdom (England and Wales), and dairy farms in the Czech Republic, Denmark and Norway, with different recent sample periods of five to thirty years. An increase in productivity over time is common to all countries and most crop farm classes, but productivity dynamics vary significantly. In Australia, strong productivity growth among the most productive crop farms has led to an increase in the gap between the highest and lowest performing farms; whereas in France, Italy and the United Kingdom, productivity growth was weak among the most productive crop farms and the lowest performing farms closed the productivity gap. Productivity also increased among dairy farms, with an increasing gap between the most and the least productive farm classes in the three sample countries. The impact of policy changes on performance dynamics is analysed for decoupled payments in France and England, and dairy payments in the Czech Republic. The main findings across countries and policy implications are discussed in OECD Food, Agriculture and Fisheries Paper N°164.

    Abstract: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

    Abstract: This policy brief discusses recent international policy experiences in developing e-learning and digital business diagnostic tools for entrepreneurs. E-learning tools can develop entrepreneurial knowledge, skills and competences among users and increase their confidence and success in business creation. Business diagnostic tools offer entrepreneurs ways to assess their business management practices against peer companies or good practices, building competence and diffusing good practice. This brief sets out considerations for the successful development and implementation of these tools. It presents eight international cases of tools and discusses the public policy lessons from these international experiences.

    Abstract: The COVID-19 crisis demonstrated that local authorities are on the front line when it comes to dealing with the various effects of globalisation. In France, as in OECD countries in general, responsibility for producing and implementing strategies that combine economic development, innovation and internationalisation falls to the regional level. This summary document covers the main lessons learned from OECD policy analysis and statistical work carried out on French regions’ internationalisation. It proposes an original methodology for assessing the position of regions in globalisation and applies this to France, comparing statistical observations with the internationalisation strategies adopted by French the regions. Also presented are multi-level governance measures in which the actors of regional internationalisation are involved.

    Abstract: This report offers an initial overview of the available information regarding the circumstances, nature and outcomes of the education of schoolchildren during the first wave of COVID-19 lockdowns of March-April 2020. Its purpose is primarily descriptive: it presents information from high quality quantitative studies on the experience of learning during this period in order to ground the examination and discussion of these issues in empirical examples. Information is presented on three interrelated topics: the nature of the educational experience during the period of lockdowns and school closures; the home environment in which education took place for the vast majority of schoolchildren; the effects on the mental health and learning outcomes for children during this period. The data come primarily from 5 countries (France, Germany, Ireland, the United Kingdom and the United States) with additional information on some aspects for 6 additional countries (Australia, Belgium (Flanders), Canada, Finland, Italy and the Netherlands). This report will be of interest to policy makers, academics, education stakeholders and anyone interested in a first international empirical analysis of the effects of the pandemic on the lives and education of schoolchildren.

    Abstract: Sub-national governments have a key role in delivering on national and international biodiversity commitments. Drawing on policy practices from Scotland (UK), France and other signatories to the Edinburgh Declaration, this paper provides an overview and analysis of sub-national strategies, plans and mechanisms to ensure policy coherence and co-ordination. It then examines the policy instruments that subnational governments can leverage to deliver positive biodiversity outcomes. The paper highlights, among other things, the need to: develop clear and measurable biodiversity targets at sub-national level; incorporate biodiversity considerations into sub-national climate action plans and urban, rural and regional development strategies, plans and instruments; and promote nature-based solutions at a sub-national level to harness synergies between climate mitigation, climate adaptation and biodiversity.
