    Abstract: An image in technicolor. Fifty years of wars in Vietnam 1940-1990 gives a broad and innovative interpretation of the history of Vietnam between 1940 and 1990. Black and white characterisations, one-sided interpretations and prevailing myths are debunked. Instead, a nuanced and multifaceted picture is given in which the United States is less prominent. History is not only written by the victors and, in this case too, the history of Vietnam during this period cannot be attributed solely to Ho Chi Minh and the success of the Communists in 1975. The internal losers, that is, the other political movements and their leaders, must also be given a crucial place in Vietnam’s history. For example, the civil wars that took place between 1940 and 1990 played an unmistakable role. The older, idealised image of North Vietnam is inaccurate. This country was a dictatorial and oppressive police state. After 1954, the North Vietnamese leaders were embroiled in a fierce power struggle and were largely responsible for the war in South Vietnam. The answer to the question of who the legitimate representatives of the Vietnamese nation were also requires a more balanced judgment of non-Communist politicians, such as Bao Dai, Ngo Dinh Diem and Nguyen Van Thieu. As for the role of international players, initially, it was the Cold War that determined the United States’ interference; later, it was American credibility. In the end, it was the support from China and the Soviet Union that was the deciding factor for North Vietnam’s victory. Important new perspectives are given on the role of minorities, the meaning of ‘a third way’, the devastating effects of the strategy, the role of women and girls, and the mental and cultural aspects of the wars

    Abstract: Russian-language edition: One common explanation for the failure of democracy to take root in Russia more quickly and more thoroughly than it has points to inherited cultural values that predispose Russian citizens to favor an autocratic type of governance. Ellen Carnaghan takes aim at this cultural-determinist thesis in her study of Russian attitudes, based on intensive interviews with more than sixty citizens from all walks of life and a variety of political orientations. What she finds is that, rather than being influenced by an antidemocratic and anticapitalist ideology, these ordinary citizens view the economic and political system in Russia today very critically because it simply does not function well for them in meeting their everyday needs. They long for order not because they eschew democracy and free markets in any fundamental way, but because they experience them currently as chaotic and unpredictable, leading to constant frustration. As a result, there is reason to be optimistic about further progress in democratization: it depends on improving the functioning of existing institutions, not transforming deep-rooted cultural norms. In the Conclusion, Carnaghan applies her argument to elucidating the reasons why Russians have responded favorably to what Westerners see as moves in an antidemocratic direction by Vladimir Putin’s government

    Abstract: Mechthild of Hackeborn represents medieval mysticism. Her Revelations were written down in the 1290s in Helfta, Germany. The oldest surviving versions are in Latin, but in the Middle Ages, the Revelations were translated at least into Dutch, English, Swedish, and German. The text was translated into Swedish in 1469 by Jöns Budde, a Bridgettine brother from Naantali. Budde made few omissions but many additions in the text, mainly explanations to meet the needs of the Bridgettine sisters. Budde’s translation is faithful to the original text, and he made few mistakes. My Finnish translation of the text follows Budde’s version where possible. However, Budde translated an abridged version that omitted some chapters, and the only surviving copy of Budde’s translation is incomplete. I have therefore translated the missing sections from Latin and incorporated them in the text. My translation also includes editorial comments on the language, the contents, and the historical and theological contexts of the Revelations

    Abstract: "The 12th volume of the Archive opens with a study by Yefim Melamed (Kyiv) on the history of Stalinist secret services' surveillance of Jewish writers in the late 1930s and early 1950s, which resulted in repression and the physical destruction of many of them. In the appendix to his article, a unique material is published - reports of a secret agent who reported on the activities of the "fellow-writers". Grigory Khan (Moscow) makes another contribution to the study of the "endless" topic: the Jews and the Russian revolution. His research is dedicated to Aaron Zundelevich (1852-1923), a prominent figure in the narodnik movement, a member of the Executive Committee of the Narodnaya Volya organization (lit. People's Will). Roberta de Giorgi (Udine, Italy) devoted her extensive research to the history of translations and publication of Leo Tolstoy's Three Tales, which, at the request of Sholom Aleichem, gave him for publication in a collection in favor of the Jews who suffered from the pogrom in Chișinău. The story turned out to be extremely intricate and fascinating, and it adds additional touches to the biography of Leo Tolstoy, Sholom Aleichem, as well as to the history of literary life and publishing in the early twentieth century. Maria Gulakova (St. Petersburg) publishes a letter from the ethnographer and public figure Moses Krol (1862-1942) to Chaim Zhitlowsky. Information contained in a letter from Krol (then an émigré in Paris) dated March 26, 1936, sheds light on a little-known attempt to organize the resettlement of European Jews in the 1930s in Ecuador. The published materials are based on documents extracted from various archives in Moscow, Kyiv, New York, Jerusalem and Leeds."--

    Abstract: The book focuses on intangible and tangible heritage, language and vernacular religion of the Ingrians, Setos and Votes, three Finnic ethnic minorities sharing a long-standing identification with the Russian Orthodox faith. Written by 16 authors, the chapters are mainly based on nineteenth- and twentieth-century materials. The research history and collecting of folklore are also discussed.The historical area of the Ingrians and Votes is located in Ingria, adjacent to St. Petersburg, while the Setos have inhabited both sides of the border of southern Estonia and Russia. All three groups live on the borderline of the Eastern and Western Churches and cultural realms.Currently, the Ingrian and Votic languages are extremely endangered, while the Seto language has approximately 12,000 speakers. There is a high local interest in the maintenance and revitalisation of all three languages and cultural traditions

    Abstract: The edited volume Archives and the Cultural Heritage focuses on archives as institutions and to their tense relationship with archives as material. These dynamics are discussed in respect of the past, the present, and the future. The focus lies in the mechanisms the Finnish archive institutions have utilised when taking part in forming the cultural heritage and in debating the importance of the private archives in society. Within social sciences and history from the early 1990s onwards, the effects of globalisation have been seen as a new focal point for research. Momentarily, the archives saw the same paradigm shift as the focus of the archival studies proceeded from state to society. This brought forth the notion that the values of society are reflected in the acquisition of archival material. This archival turn draws attention to the archives as entities formed by cultural practices. The volume discusses cultural heritage within Finnish archives with diverse perspectives and from various time periods. The key concepts are cultural heritage and archives – both as institution and as material. Articles review the formation of archival collections spanning from the 19th to the 21st century and highlight that the archives have never been neutral or objective actors; rather, they have always been an active process of remembering and forgetting, a matter of inclusion and exclusion. The focus is on private archives and on the choices that guided the creation of the archives and the cultural perceptions and power structures associated with them. Although private archives have considerable social and research value, and although their material complements the picture of society provided by documentary data produced by public administrations, they have only risen to the theoretical discussions in the 21st century. The authors consider what has happened before the material ends up in the archive, what happens in the archive and what can be deduced from this. It shows how archival solutions manifest themselves, how they have influenced research and how they still affect it. One of the key questions is whose past has been preserved and whose is deemed worthy of preservation. Under what conditions have the permanently preserved documents been selected and how can they be accessed? In addition, the volume pays attention to whose documents have been ignored or forgotten, as well as to the networks and power of the individuals within the archival institution and to the politics of memory. The Archives and the Cultural Heritage is an opening to a discussion on the mechanisms, practices and goals of Finnish archival activities. It challenges archival organisations to reflect on their own operating models and to make visible their own conscious or unconscious choices. It raises awareness of the formation of the Finnish documentary cultural heritage, produces new information about private archives and participates in the scientific debate on the changing significance of archives in society. The volume is related to the Academy of Finland research project “Making and Interpreting National Pasts – Role of Finnish Archives as Networks of Power and Sites of Memory” (no 25257, 2011–2014/2019), University of Turku.     Abstract: For the first time worldwide, this collection brings together analyses of the last two centuries of historical change around the shores and drainage basin of Lake Ladoga, Europe’s largest lake. The main focus of the narrative is the Northern Ladoga region, which was a Finnish administrative area between 1812 and 1944. After the Second World War, the entire shoreline of Lake Ladoga was incorporated into the northeast part of Russia’s border region, the Autonomous Republic of Karelia and the Leningrad Province. The main theme uniting this collection is how the relationship between humans and nature is shaped by industrialization and modernization in society. Other key issues include protecting nature and perspectives on particular places and times, which are reflected in the methodological and thematic choices made in this volume. The research framework set by the editor, Professor Maria Lähteenmäki, is the new lakefront history (Finn. uusi rantahistoria), focusing on approaches to environmental, economic and sensory history of lakes. To draw broad conclusions, on the one hand, the multilevel changes on the lakefront cannot be understood without knowledge of the history of the wider drainage basin, and awareness of the geopolitics of the region and the climate changes. On the other hand, the human relationship to natural waters has changed significantly in 200 years. Thinking in terms of economic benefit has gradually given way to principles of sustainable development. Lake Ladoga is also being redefined from a spatial perspective, as nationalist ownership of the region is coupled with global concern about the state of Europe’s largest lake

Vanaf de zomer van 1914 zou Berlijn in het bezette land op de Vlaamse beweging inbeuken door een grootscheepse propagandacampagne. De Duitse diensten, gesteund door hun Oostenrijkse bondgenoten, maakten daarbij vooral gebruik van vlugschriften en de geschreven pers, niet alleen in België maar ook in het neutrale Nederland. In de zomer van 1915 was het activisme een feit: een anti-Belgisch Vlaams-nationalisme, waarvan de gevolgen tot op heden voelbaar zijn, had het daglicht gezien. De propaganda die eraan ten grondslag lag was zó vernuftig en ingenieus dat ze niet alleen tijdgenoten overtuigde, maar zelfs meer dan een eeuw later nog steeds historici misleidt. Het is een mooi staaltje van "fake news" avant la lettre

    Abstract: Dit boek van antropoloog en oud-'NRC'-redacteur Dirk Vlasblom is het eerste moderne overzichtswerk van de geschiedenis van westelijk Nieuw-Guinea, van de vroegste tijden tot de 21ste eeuw. De auteur baseert zich op gepubliceerd en ongepubliceerd bronnenmateriaal en op talloze interviews met rechtstreeks betrokkenen.0In de proloog wordt meteen duidelijk hoe heilsverwachtingen het wereldbeeld van de Papoea's beheersen. Nieuwkomers die opdoken vanaf de 17de eeuw werden door hen dan ook welwillend tegemoet getreden. Slavernij en uitbuiting door Molukse vorsten was vervolgens hun deel.0De Nederlanders eisten het immense gebied op, maar hadden er nauwelijks oog voor totdat het aan het einde van de 19de eeuw tot hen doordrong dat ze het konden verliezen als ze het niet daadwerkelijk onder bestuur brachten. Nieuw-Guinea bleef het 'stiefkind van Indië' tot aan de vooravond van de Tweede Wereldoorlog.0Na de oorlog nam Nederland de verplichting op zich westelijk Nieuw-Guinea als goede kolonisator te beheren en de Papoea's te leiden op de weg van ontwikkeling en uiteindelijk naar onafhankelijkheid. Voor deze inhaalmanoeuvre resultaat kon opleveren, zette Indonesië zijn aanspraken op het gebied kracht bij met militaire prikacties. Grote internationale druk dwong Den Haag in 1962 de vlag te strijken. Een tijdelijk VN-bestuur maakte uiteindelijk plaats voor een Indonesische gouverneur.0Meer dan ooit is westelijk Nieuw-Guinea in de Indonesische tijd een wingewest geworden. De Papoea's bleven aan de rand van de geldeconomie en hun zelfbewustzijn werd gekrenkt door de massale immigratie van Indonesiërs uit andere delen van de archipel.0In deze geheel vernieuwde tweede editie is geput uit de meest recente literatuur en is het verhaal bijgewerkt tot 2018

Vervolgens wordt de oorsprong van de Family Group Conference besproken en hoe deze zich wereldwijd heeft verspreid en heeft geresulteerd in een aantal internationale studies, waarin de Family Group Conference is gecontrasteerd met professionele hulpverlening. Een aantal toonaangevende studies is geschematiseerd weergegeven in Hoofdstuk 1. Hoe de vragen van de maatschappelijke partners in de definitieve onderzoeksopzet werden vertaald en welke uitkomstmaten gekozen werden, wordt beschreven in Hoofdstuk 2: Onderzoeksopzet. In Hoofdstuk 3 worden de uitkomsten van het empirische onderdeel van het onderzoek onder zorgvragers gepresenteerd. Hoofdstuk 4 bespreekt de uitkomsten van het onderzoek onder zorgprofessionals en Eigen Kracht coördinatoren. In een aantal zaken bleken het netwerk en de zorgprofessional ondersteuningstaken specifiek verdeeld te hebben. In Hoofdstuk 5 zijn deze patronen van taakverdeling op basis van gemeenschappelijke elementen gestileerd in een drietal scenario’s, waarvan de kostenimplicaties zijn berekend, in het bijzonder het potentieel aan besparingen. In Hoofdstuk 6 worden de bevindingen van het onderzoek geplaatst tegen de achtergrond van het NWO Slimme sturing programma, met accent op de sturingsinstrumenten die centraal staan in het sociale domein: regulering en budgettering. Bezien wordt wat exact de reikwijdte is van het nog vrijwel onbekende recht op een Familiegroepsplan. Hoofdstuk 7 sluit het rapport af met een slotbeschouwing en een aantal aanbevelingen, voor de betrokken maatschappelijke partners en voor de wetenschap

    Abstract: 100 years of water supply and sanitation in FinlandThis book is written by Petri S. Juuti, Tapio S.Katko & Riikka P. Rajala.Finland is known as a land of thousands of lakes. Yet, there are regions in Finland where lakes are very few and the lack of fresh water is an ordinary problem. Finland is quite unique in Fennoscandia as to its water resources. The country has some 56 000 lakes with a minimum area of one hectare and all together 200000 lakes. Ground water occurs in alluvial eskers formed during ice ages, the last of which ended some 10 000 years ago. Nowadays some 60 per cent of the people use natural or artificially recharged ground water. However, areas lower than 50?60 metres above sea level have problems with water quality due to geological reasons. In such areas bigger cities use surface water for their water supply or acquire their raw water from sources further away. The book shows us how water supply and sanitation have developed in Finland during years of political independence starting from the year 1917

Tutkimuksen pääkysymyksiä ovat: Miksi jätevesien puhdistaminen on keskitetty vain yhteen puhdistamoon? Miksi Espoossa tehdään ylikunnallista yhteistyötä jätevesienpuhdistuksessa? Miten jätevesien puhdistusyhteistyö on alkanut ja muuttunut vuosien varrella? Miksi puhdistetaan naapurikuntien jätevesiä? Millaista keskustelua jätevedet ovat herättäneet menneisyydessä ja millaista tulevaisuutta koskevaa keskustelua niistä on käyty? Oikean strategian toteuttamisessa tarvitaan yhteistyötä ja osaavaa johtamista. Espoo on voinut historiassa käyttää omien resurssiensa lisäksi vesihuollossa myös naapurikuntien resursseja. Nyt tarkastelukohteena olevan jätevesienpuhdistuksen osalta tämä on tarkoittanut sitä, että naapurikunnat ovat maksaneet osansa ja osin enemmänkin kuin osansa jätevesiensä puhdistamisesta ja varsinkin Suomenojan jätevedenpuhdistamosta. Näiden lisäresurssien turvin historian saatossa kertyneet resurssit ovat mahdollistaneet nykyisen hyvän tilanteen pitkän tähtäimen strategisten päätösten avulla. Näistä strategisista päätöksistä yksi konkreettisin näyttö ovat jätevesiä koskevat sopimukset naapurikuntien kanssa. Sopimukset ja niiden takana olleet päätökset ovat hyvin kaukonäköisiä ja kaikkia osapuolia sitovia. Ne osaltaan mahdollistavat, että valittavana on ollut kehityspolkuja, joita kaikkialla ei ole ollut käytössä. Vuoden 2010 alusta alkaen Espoon vesihuolto on toiminut yhdessä pk-seudun organisaatiossa alueen muiden vesilaitosten kanssa, HSY:n organisaation alaisuudessa

Er is niet alleen sprake van discontinui͏̈teit, maar ook wel degelijk van een doorgaande lijn.'Een versplinterd landschap' belicht deze historische lijn voor alle politieke partijen die in 2017 in de Tweede Kamer zijn gekozen.     Abstract: 100 years of water supply and sanitation in Finland This book is written by Petri S. Juuti, Tapio S.Katko & Riikka P. Rajala. Finland is known as a land of thousands of lakes. Yet, there are regions in Finland where lakes are very few and the lack of fresh water is an ordinary problem. Finland is quite unique in Fennoscandia as to its water resources. The country has some 56 000 lakes with a minimum area of one hectare and all together 200000 lakes. Ground water occurs in alluvial eskers formed during ice ages, the last of which ended some 10 000 years ago. Nowadays some 60 per cent of the people use natural or artificially recharged ground water. However, areas lower than 50–60 metres above sea level have problems with water quality due to geological reasons. In such areas bigger cities use surface water for their water supply or acquire their raw water from sources further away. The book shows us how water supply and sanitation have developed in Finland during years of political independence starting from the year 1917
    Abstract: Tässä dosentti Petri Juutin, dosentti Tapio Katkon ja TkT Riikka Rajalan kirjoittamassa vertaisarvioidussa monografiassa on kuvattu koko Suomen vesihuollon eli vedenhankinnan ja jätevesihuollon historia sadan vuoden ajalta. Kirjan ensimmäisessä osassa taustoitetaan vesihuollon yhteiskunnallista merkitystä ja kuvataan lyhyesti keskeiset kehitysvaiheet. Toisessa osassa kuvataan tutkimuksen kohteena olevien vesilaitosten keskeisiä vaiheita ja valintoja. Teoksen loppuosassa on tutkimuksen vertaileva analyysi ja lopputulokset sekä tulevaisuuden haasteet ja mahdollisuudet. Tutkimuksen pääkysymyksiä ovat: Miksi jätevesien puhdistaminen on keskitetty vain yhteen puhdistamoon? Miksi Espoossa tehdään ylikunnallista yhteistyötä jätevesienpuhdistuksessa? Miten jätevesien puhdistusyhteistyö on alkanut ja muuttunut vuosien varrella? Miksi puhdistetaan naapurikuntien jätevesiä? Millaista keskustelua jätevedet ovat herättäneet menneisyydessä ja millaista tulevaisuutta koskevaa keskustelua niistä on käyty? Oikean strategian toteuttamisessa tarvitaan yhteistyötä ja osaavaa johtamista. Espoo on voinut historiassa käyttää omien resurssiensa lisäksi vesihuollossa myös naapurikuntien resursseja. Nyt tarkastelukohteena olevan jätevesienpuhdistuksen osalta tämä on tarkoittanut sitä, että naapurikunnat ovat maksaneet osansa ja osin enemmänkin kuin osansa jätevesiensä puhdistamisesta ja varsinkin Suomenojan jätevedenpuhdistamosta. Näiden lisäresurssien turvin historian saatossa kertyneet resurssit ovat mahdollistaneet nykyisen hyvän tilanteen pitkän tähtäimen strategisten päätösten avulla. Näistä strategisista päätöksistä yksi konkreettisin näyttö ovat jätevesiä koskevat sopimukset naapurikuntien kanssa. Sopimukset ja niiden takana olleet päätökset ovat hyvin kaukonäköisiä ja kaikkia osapuolia sitovia. Ne osaltaan mahdollistavat, että valittavana on ollut kehityspolkuja, joita kaikkialla ei ole ollut käytössä. Vuoden 2010 alusta alkaen Espoon vesihuolto on toiminut yhdessä pk-seudun organisaatiossa alueen muiden vesilaitosten kanssa, HSY:n organisaation alaisuudessa

    Abstract: Het boek A Dutch Miracle van J. Visser en A. Hemerijck uit 1997 analyseerde de rol van onderhandelingen, coördinatie en consensus in het Nederlandse Poldermodel en stelde vast dat het cruciale factoren zijn geweest in het overkomen van de hoge werkloosheid van begin jaren '80 en de goede performance van de Nederlandse arbeidsmarkt in de jaren '90.Nu, bijna 20 jaar later, worden er steeds meer vragen gesteld bij zowel de legitimiteit als de functionaliteit van het Poldermodel. De representativiteit van de vakbonden is dalende en jongeren en het midden- en kleinbedrijf zien zich vaak niet vertegenwoordigd in de Polder die volgens critici op ondemocratische wijze deelbelangen in plaats van het algemeen belang vertegenwoordigt en noodzakelijke hervormingen op sociaaleconomisch gebied in de weg staat. Door differentiatie van belangen tussen sectoren of hoog en laag opgeleiden wordt het voor de sociale partners ook steeds moeilijker om met één stem te spreken en centrale afspraken te maken uit naam van alle betrokkenen. Ook is het voor de sociale partners moeilijker geworden afspraken te maken over sociale zekerheid en vervolgens een rol te spelen in de implementatie van deze afspraken, aangezien hun rol in de uitvoering van de sociale zekerheid is verminderd. Coördinatie van het algemene sociale zekerheidsbeleid en de afstemming met cao's en het arbeidsvoorwaardenbeleid zijn dus moeilijker zijn geworden. Het maken van centrale afspraken wordt verder beperkt door het groeiende belang van Europees beleid en afspraken in Euroverband met betrekking tot overheidsuitgaven, en door voortschrijdende globalisering en finacialisation. Deze ontwikkelingen en kritieken leiden dus tot serieuze vragen over de legitimiteit en functionaliteit het Poldermodel. In dit boek worden de hedendaagse legitimiteit en functionaliteit van het model vanuit verschillende hoeken en disciplines geanalyseerd om zo een beeld te vormen van het Poldermodel anno nu en van de mogelijke rol van het Poldermodel in de toekomst. De lessen van de verschillende hoofdstukken worden in de inleiding bij elkaar gebracht

Zouden rechters actiever stelling moeten nemen in het publieke debat? Is de stap naar een systeem van dissenting opinions wenselijk? De laatste jaren worden dit soort vragen veelvuldig opgeworpen. De rechtspraak moet immers transparanter, zo vinden velen. Burgers moeten beter kunnen zien en begrijpen wat zich in en om de rechtszaal afspeelt. Als onderdeel van een breder onderzoek heeft de WRR in de eerste helft van 2012 meer dan vierhonderd rechters uit alle sectoren van de rechtspraak geïnterviewd en geënquêteerd over allerhande kwesties in relatie tot transparantie. In dit boekje worden de resultaten van dit onderzoek gepresenteerd. Als er één ding duidelijk wordt, is het wel dat het onderwerp sterk onder rechters leeft. Een grote meerderheid van hen is voor méér transparantie. Daarbij maken ze nadrukkelijk een onderscheid tussen transparantie op het niveau van de individuele zaaksbehandeling en dat van het instituut rechtspraak.     Abstract: Veel mensen hebben zelf geen nabije ervaringen met (overheids-)toezicht. Media kan sterk bijdragen aan de kennis hierover over en (vooral) de beoordeling ervan, maar kan daar tevens sterk afbreuk aan doen. Dat maakt dat de relatie tussen media en toezicht dubbelzinnig is. Het toezicht kan de media benutten en er baat bij hebben, maar het kan er evenzeer last van hebben. Hoe minder het toezicht direct zichtbaar is, hoe groter dat effect van mediaberichtgeving – zowel positief als negatief. Media-aandacht is dus tegelijkertijd een kans én een risico voor toezichthouders. Het is een belangrijk platform om het vertrouwen in de kwaliteit en deugdelijkheid van een sector te vergroten, maar hetzelfde platform kan het vertrouwen in de sector én de toezichthouder sterk schaden.     Abstract: In the early nineteenth century, Russia established a colony in California that lasted until the Russian-American Company sold Fort Ross and Bodega Bay to John Sutter in 1841. This annotated collection of Russian accounts of Alta California, many of them translated here into English from Russian for the first time, presents richly detailed impressions by visiting Russian mariners, scientists, and Russian-American Company officials regarding the environment, people, economy, and politics of the province.

Daarbij probeerden zowel edellieden als koninklijke en keizerlijke vertegenwoordigers het conflict op diplomatieke en verzoenende wijze te beslechten. Deze studie gaat over deze vredehandel. Welke verzoeningspogingen werden ondernomen? Waarom werden die telkens opnieuw ondernomen? En vooral, in welke mate konden deze toenaderingspogingen succes boeken? Op basis van archivalische en gedrukte bronnen brengt dit boek de redenen, modaliteiten en mogelijkheden van de vredesonderhandelingen tijdens de beginjaren van de Opstand in kaart. Vanuit de raak- en breekpunten tussen adellijke en Habsburgse verzoeningspogingen werpt dit boek een nieuw licht op de vraag waarom de onderhandelde hereniging met Filips II gedeeltelijk plaatsvond in 1579-1580 en zo een bijkomend motief creëerde voor het Plakkaat van Verlatinge in 1581

Door middel van literatuurstudie en veldonderzoek heeft de raad de kansen en mogelijkheden om burgers te verleiden tot actieve betrokkenheid in kaart gebracht. De raad onderscheidt drie velden van burgerbetrokkenheid: beleidsparticipatie, maatschappelijke participatie en maatschappelijk initiatief, en doet aanbevelingen voor het vergroten van de burgerbetrokkenheid op alle velden. Essentieel voor de rol van beleidsmakers daarbij zijn twee uitgangspunten: denk vanuit het perspectief van burgers en vergroot de kaders voor betrokkenheid. Dit onderzoek van de WRR leidt tot suggesties en adviezen over hoe beleidsmakers en beleidsuitvoerders meer en beter gebruik kunnen maken van kennis, kunde en voorkeuren van (individuele) burgers

    Abstract: How does the use of ict affect the relationship between government and its citizens? This book analyses the developments of networking information and concludes that in everyday practice an iGovernment has gradually come into existence, overtaking the old paradigm of the eGoverment. The iGoverment, effectively running at full speed on information flows and networks, is however seriously out of step with the self-image of the digital government, and the existing structure and division of responsibilities.     Abstract: Het biometrisch paspoort, de Verwijsindex Risicojongeren, het Elektronisch Patiëntendossier, nationale en internationale gegevensuitwisseling tussen organisaties of het gebruik van digitale profielen van burgers: deze en vele andere toepassingen staan beleidsmakers en uitvoerders ter beschikking dankzij de inzet van ict. Maar wat betekent de inzet van ict in beleid en uitvoering voor de relatie tussen overheid en burgers? Wat zijn de gevolgen voor het functioneren van de overheid zelf? Hoe wordt in het proces van voortgaande digitalisering een afweging gemaakt tussen beginselen als veiligheid, privacy, efficiëntie en transparantie? In dit rapport concludeert de Wetenschappelijke Raad voor het Regeringsbeleid (wrr) dat in de dagelijkse digitale praktijk een iOverheid is ontstaan die volop 'draait' op nieuwe informatiestromen die door ict mogelijk zijn gemaakt.     Abstract: Nederland heeft slechts twee periodes gekend van nationale overheidscensuur: de Franse tijd van 1810-1813 en de Tweede Wereldoorlog. Maar dat betekent niet dat buiten die tijdvakken elk geschrift gedrukt kon worden. Sinds de uitvinding van de boekdrukkunst is controle uitgeoefend op de verspreiding van gedachtegoed dat gevaarlijk geacht werd voor zeden, godsdienst of politiek. Door de eeuwen heen zijn er voortdurend gevallen van verboden boeken geweest. Dit is de eerste studie die deze ontwikkeling in Nederland over een langere periode bekijkt. Aan de hand van opvallende juridische processen en verboden biedt dit boek een chronologisch overzicht van de stand van de censuur in brede zin: alles rond het tegenwerken of verbieden van openbaarmaking via druk, inclusief zelfcensuur ter bescherming van de eigen positie

    Abstract: Fysieke veiligheid is een voorwaarde voor individuele ontplooiing en ondernemingszin en vormt de basis voor welvaart en welzijn. Mede dankzij decennia van overheidsinterventies is Nederland relatief gezien een veilig land geworden. Het huidige kabinet stelt in het Regeerakkoord: “Veiligheid is een kerntaak van de overheid”. Bovendien vloeien uit de Grondwet en internationale verdragen voor de overheid positieve verplichtingen voort om garant te staan voor een bepaald niveau van veiligheid en risicoafdekking. Het is daarom noch verrassend noch onredelijk dat de maatschappij de overheid aanspreekt op (potentiële) bedreigingen en daadwerkelijke aantastingen van de fysieke veiligheid. Een bepaald verwachtingsniveau is gerechtvaardigd. De legitimiteit van de overheid kan onder druk komen te staan als de overheid tekortschiet in de zorg voor fysieke veiligheid
