In Administering Affect, Daniel White addresses this question by documenting the rise of a new national figure he calls "Pop-Culture Japan." Emerging in the wake of Japan's dramatic economic decline in the early 1990s, Pop-Culture Japan reflected the hopes of Japanese state bureaucrats and political elites seeking to recover their country's standing on the global stage. White argues that due to growing regional competitiveness and geopolitical tension in East Asia in recent decades, Japan's state bureaucrats increasingly targeted political anxiety as a national problem and built a new national image based on pop-culture branding as a remedy. Based on 16 months of ethnographic fieldwork among rarely accessible government bureaucrats, Administering Affect examines the fascinating connection between state administration and public sentiment. White analyzes various creative policy figures of Pop-Culture Japan, such as anime diplomats, "Cool Japan" branding campaigns, and the so-called "Ambassadors of Cute," in order to illustrate a powerful link between practices of managing national culture and the circulation of anxiety among Japanese publics. Invoking the term "administering affect" to illustrate how anxiety becomes a bureaucratic target, technique, and unintended consequence of promoting Japan's national popular culture, the book presents an ethnographic portrait of the at-times surprisingly emotional lives of Japan's state bureaucrats.     Abstract: The Japan-US Security Treaty was first signed in 1951, coinciding with the end of Allied occupation and Japan’s recovery of independence in the early postwar era, and subsequently revised in 1960 to correct various inadequacies and alleviate a sense of inequality felt on the Japanese side. Its basic structure, namely providing bases in exchange for the guarantee of US security of Japan, however, remains unchanged. Drawing on previously undisclosed confidential documents and new research developments on the issue of secret agreements which were brought to light during the Ministry of Foreign Affairs investigation in 2009-10, the author carefully depicts the sensitive negotiations and diplomatic finesse behind the establishment and revision of the Japan-US Security Treaty, highlighting the challenges experienced by the two countries to promote mutuality then and later, and adding a new chapter with updated notes for his revised 2020 edition. Examining the far-reaching implications of these new historical materials, he puts forward the pressing question: What should be the future of Japan-US security cooperation?

    Abstract: "Since the end of World War II, Japan has not sought to remilitarize, and its postwar constitution commits to renouncing aggressive warfare. Yet many inside and outside Japan have asked whether the country should or will return to commanding armed forces amid an increasingly challenging regional and global context and as domestic politics have shifted in favor of demonstrations of national strength. Tom Phuong Le offers a novel explanation of Japan's reluctance to remilitarize that foregrounds the relationship between demographics and security. Japan's Aging Peace demonstrates how changing perceptions of security across generations has culminated in a culture of antimilitarism that constrains the government's efforts to pursue a more martial foreign policy. Le challenges a simple opposition between militarism and pacifism, arguing that Japanese security discourse should be understood in terms of "multiple militarisms," which can legitimate choices such as the mobilization of the Japan Self-Defense Forces for peacekeeping operations and humanitarian relief missions. Le highlights how factors that are not typically linked to security policy, such as aging and declining populations and gender inequality, have played crucial roles. He contends that the case of Japan challenges the presumption in international relations scholarship that states must pursue the use of force or be punished, showing how widespread normative beliefs have restrained Japanese policy makers.     Abstract: "Japan has experienced a radical shift in its self-perception. Before and during World War II, Japan's Bushido militarism led to its great colonial ventures in Asia and beyond. After the humiliating defeat and inscription of a peaceful constitution by the United States however, Japan embraced a peaceful and antimilitarist identity, which was based in its war-prohibiting Constitution and the foreign policy of the Yoshida doctrine. For most of the twentieth century, this 'merchant' identity was unusually stable. Japan refrained from any power policies outside of its borders, including United Nations peacekeeping missions, and focused on economic recovery and foreign trade. In the last three decades, however, Japan's self-perception along with its foreign policy seems to have changed. Gradually, Tokyo has conducted a number of foreign policy measures as well as internal symbolic gestures that would have been unthinkable a few decades ago and that symbolize a new and more confident Japan. Japanese politicians - including the Prime Minister Abe Shinzō - have adopted a new discourse depicting pacifism as a hindrance, rather than asset, to Japan's foreign policy. Japan is at a crossroads. But while political elites and a portion of the Japanese public call for re-articulation of Japan's peaceful national identity, there are still those who cherish the long-held idea of pacifism.     Abstract: Japan has experienced a radical shift in its self-perception. Before and during World War II, Japans bushido militarism led to its great colonial ventures in Asia and beyond. After the humiliating defeat and inscription of a peaceful constitution by the United States however, Japan embraced a peaceful and antimilitarist identity, which was based in its war-prohibiting Constitution and the foreign policy of the Yoshida doctrine. For most of the twentieth century, this merchant identity was unusually stable. Japan refrained from any power policies outside of its borders, including United Nations peacekeeping missions, and focused on economic recovery and foreign trade. In the last three decades, however, Japans self-perception along with its foreign policy seems to have changed. Gradually, Tokyo has conducted a number of foreign policy measures as well as internal symbolic gestures that would have been unthinkable a few decades ago and that symbolize a new and more confident Japan. Japanese politicians including the Prime Minister Abe Shinzo have adopted a new discourse depicting pacifism as a hindrance, rather than asset, to Japans foreign policy. Japan is at a crossroads. But while political elites and a portion of the Japanese public call for re-articulation of Japans peaceful national identity, there are still those who cherish the long-held idea of pacifism. Kolma connects the dots between national identity theory and Japanese revisionism in order to better understand and predict the direction of a changing Japan. (Produktbeschreibung)

In a diverse array of cases from recent Japanese history, David Leheny shows how sentimental portrayals of the nation and its global role reflect a durable story of hopefulness about the country’s postwar path. From the medical treatment of conjoined Vietnamese children, victims of Agent Orange, the global promotion of Japanese popular culture, a tragic maritime accident involving a US Navy submarine, to the 2011 tsunami and nuclear disaster; this story has shaped the way in which political figures, writers, officials, and observers have depicted what the nation feels.Expressions of national emotion do several things: they construct the boundaries of the national body, they inform and discipline appropriate expression, and they depoliticize messy problems that threaten to produce divisive questions about winners and losers. Most important, they work because they appear to be natural, simple and expected expressions of how the nation shares feeling, even when they paper over the extraordinary divergence in how the nation’s citizens experience each incident. In making its arguments, Empire of Hope challenges how we read the relations between emotion and politics by arguing—unlike those who build from the neuroscientific turn in the social sciences or those developing affect theory in the humanities—that the focus should be on emotional representation rather than on emotion itself

    Abstract: This book examines regional dynamics in contemporary east and southeast Asia, scrutinizing the effects of Japanese dominance on the politics, economics, and cultures of the area. The contributors ask whether Japan has now attained, through sheer economic power and its political and cultural consequences, the predominance it once sought by overtly military means.The discussion is framed by the profound changes of the past decade. Since the end of the Cold War and the breakup of the Soviet Union, regional dynamics increasingly shape international and national developments. This volume places Japan's role in Asian regionalism in a broader comparative perspective with European regionalism and the role Germany plays. It assesses the competitive logics of continental and coastal primacy in China. In starkest form, the question addressed is whether Chinese or Japanese domination of the Asian region is more likely. Between a neo-mercantilist emphasis on the world's movement toward relatively closed regional blocs and an opposing liberal view that global markets are creating convergent pressures across all national boundaries and regional divides, this book takes a middle position. Asian regionalism is identified by two intersecting developments: Japanese economic penetration of Asian supplier networks through a system of production alliances, and the emergence of a pan-Pacific trading region that includes both Asia and North America. The contributors emphasize factors that are creating an Asia marked by multiple centers of influence, including China and the United States

    Abstract: This book examines how Asianism became a key concept in mainstream political discourse between China and Japan and how it was used both domestically and internationally in the contest for political hegemony. It argues that, from the early 1910s to the early 1930s, this contest changed Chinese and Japanese perceptions of?Asia?, from a concept that was foreign-referential, foreign-imposed, peripheral, and mostly negative and denied (in Japan) or largely ignored (in China) to one that was self-referential, self-defined, central, and widely affirmed and embraced. As an ism, Asianism elevated?Asia? as a geographical concept with culturalist-racialist implications to the status of a full-blown political principle and encouraged its proposal and discussion vis-à-vis other political doctrines of the time, such as nationalism, internationalism, and imperialism. By the mid-1920s, a great variety of conceptions of Asianism had emerged in the transnational discourse between Japan and China. Terminologically and conceptually, they not only paved the way for the appropriation of?Asia? discourse by Japanese imperialism from the early 1930s onwards but also facilitated the embrace of Sino-centric conceptions of Asianism by Chinese politicians and collaborators

    Abstract: "In late 1945 local Japanese turned their energies toward creating new behaviors and institutions that would give young people better skills to combat repression at home and coercion abroad. They rapidly transformed their political culture--policies, institutions, and public opinion--to create a more equitable, democratic and peaceful society. Post-Fascist Japan explores this phenomenon, focusing on a group of highly educated Japanese based in the city of Kamakura, where the new political culture was particularly visible. The book argues that these leftist elites, many of whom had been seen as 'the enemy' during the war, saw the problem as one of fascism, an ideology that had succeeded because it had addressed real problems. They turned their efforts to overtly political-legal systems but also to ostensibly non-political and community institutions such as universities, art museums, local tourism, and environmental policies, aiming not only for reconciliation over the past but also to reduce the anxieties that had drawn so many towards fascism. By focusing on people who had an outsized influence on Japan's political culture, Hein's study is local, national, and transnational.     Abstract: More than any other region in the world, Asia has witnessed tremendous change in the post-war era. A continent once engulfed by independence and revolution, and later by the Cold War and civil war, has now been transformed into the world's most economically dynamic region. what caused this change in Asia? The key to answering this question lies in the post-war history of maritime Asia and, in particular, the path taken by the maritime nation of Japan. Analyzing the importance of Japan's relationship with Southeast Asia, this book aims to illustrate the hidden trail left by Japan during the period of upheaval that has shaped Asia today - an era marked by the American Cold War strategy, the dissolution of the British Empire in Asia, and the rise of China.     Abstract: Diese Dissertation demonstriert, inwiefern historisch gewachsene Strukturen sozialer Hierarchie in einer Gemeinschaft aufrechterhalten werden, während sie zugleich unterschiedliche legalisierende Rechtfertigungen und rechtlich vertretbare Erscheinungsbilder angenommen haben. Im ersten Kapitel zeige ich, dass das zeitgenössische egalitäre Prinzip der Chancengleichheit (FEO) und seine Anwendung, im Zusammenspiel mit Meritokratie, dazu führt, dass aufgrund sozialer Hierarchien existierende Unterschiede über die Zeit hinweg in politisch legitimierbare sozioökonomische Ungleichheiten übersetzt werden. Ich nähere mich dem zugrunde liegenden Mechanismus der weiterbestehenden Ungleichheit durch die Verwendung von Bourdieus Theorie der symbolischen Herrschaft und Gewalt. Er erklärt, dass auf der Grundlage der Meritokratie individuelle soziale Positionen als direkte Folgen individueller Leistungen missverstanden werden und so die Existenz sozialer Ungleichheit gerechtfertigt wird. Der Glaube an fairen sozialen Wettbewerb kann demnach dazu beitragen, existierende Strukturen sozialer Hierarchien hinter der Logik von Gleichheit und Freiheit zu verdecken. Ein Fischerdof in Japan stellt die empirische Grundlage meiner Thesis dar. Die alles überspannende Forschungsfrage lautet: Ist das Konzept vom Leben, eingebettet in FEO internalisiert und wird es von Individuen befolgt, um die existierenden Strukturen sozialer Ungleichheit der Gesellschaft zu bewahren, in der sie leben? Meine empirische Studie zeigt, dass die schon in der feudalen Ära mächtigsten Familien auch jetzt die höchsten sozialen Positionen innerhalb des Gemeinschaftsbildungsprojekts innehaben. Zudem verkennen sowohl die mächtigsten als auch die marginalisiertesten Bewohner des Dorfes ihre soziale Position innerhalb der Gemeinschaft als direkte Resultate ihres individuellen Handelns und ihrer daraus entstehenden Leistungen, haben dabei aber keinerlei bewusste Intention die feudale Machthierarchie aufrecht zu erhalten.
    Abstract: This doctoral research demonstrates how the structures of social hierarchy of the past have been perpetuated while acquiring different justifications and appearances in a legally justifiable manner. In the first chapter, I demonstrate that the commonly used egalitarian principle in today’s society, namely Fair Equality of Opportunity, hand in hand with meritocracy, functions as a translator of the existing structures of social hierarchy into politically justifiable disparities between individuals. I approach the un-derlying mechanism of persisting inequality by using the theory of symbolic domination proposed by Pierre Bourdieu. He explains that the existence of social inequality is justified because individual social positions are misrecognised as being the direct results of individual achievements via meritocracy. Widespread belief in fair social competition can thus contribute to concealing existing structures of social hierarchy behind the logic of equality and freedom. My thesis is empirically based on a rural fishing village in Japan. The overarching research question is: Is a concept of life as being the direct result of personal achievements internalised and acted upon by individuals to perpetuate the existing structure of social inequality in the society in which they live? My empirical study shows that the families that were powerful during the feudal era now occupy the highest social positions in the community-building project. Furthermore, both the powerful and the marginalised members of the local society accept their social positions in the community as being the direct results of their own individual achievements, without any conscious intention to perpetuate the feudal hierarchy of power. Given these affirmative answers to my research question, hermeneutically, I establish the explanatory power of my theoretical framework.

    Abstract: "Official development assistance (ODA), direct investment in Southeast Asia, participation in the Cambodian peace process, peacekeeping operations (PKO), the founding of APEC and other large-scale regional frameworks, the response to the Asian economic crisis, grappling with the "history" problem, trilateral summits: these have all been important milestones for postwar Japan--and especially for post-Cold-War Japan--in its efforts to rediscover Asia and Japan's place in it. Tanaka Akihiko traces the role of diplomacy in redefining the role of Japan in Asia from the 1977 Fukuda Doctrine of "heart-to-heart contact" between Japan and its Southeast Asian neighbors to the Abe administration's negotiations to settle the comfort woman issue with South Korea at the end of 2015. But he also looks at the transformation that Asia itself underwent during that period. The Cold War in Asia was not a simple bipolar confrontation between the United States and the Soviet Union and their allies. The situation there was complicated by the presence of China, the importance of nationalism for countries that had once been colonies, and the need to escape third-world status and become economically developed. Asia during the Cold War, especially East Asia, was a divided region; few countries had normal international relations with China. But in the late 20th century, Asia underwent three structural changes--the end of the Cold War, globalization, and democratization. The result has been dynamic growth in tandem with deepening economic interdependence and the development of a complex web of regional institutions among Asian countries. What has been Japan's role in this increasingly interconnected Asia? What has Japan achieved--or failed to achieve--in Asia? This book is a history of post-Cold-War international politics, the themes of which are crises, responses to crises, and institution-building to prevent crises before they happen, aimed to provide an overview of political trends in Asia and Japan's diplomatic response to them"

    Abstract: Taxing the Rich draws on unparalleled evidence from twenty countries over the last two centuries to provide the broadest and most in-depth history of progressive taxation available. Scheve and Stasavage explore the intellectual and political debates surrounding the taxation of the wealthy while also providing the most detailed examination to date of when taxes have been levied against the rich and when they haven't. Fairness in debates about taxing the rich has depended on different views of what it means to treat people as equals and whether taxing the rich advances or undermines this norm. Scheve and Stasavage argue that governments don't tax the rich just because inequality is high or rising--they do it when people believe that such taxes compensate for the state unfairly privileging the wealthy. Progressive taxation saw its heyday in the twentieth century, when compensatory arguments for taxing the rich focused on unequal sacrifice in mass warfare. Today, as technology gives rise to wars of more limited mobilization, such arguments are no longer persuasive. Taxing the Rich shows how the future of tax reform will depend on whether political and economic conditions allow for new compensatory arguments to be made. (Publisher's Web site)

    Abstract: Japan is embarked on a demographic transition without precedent in human history: the population is both declining and ageing rapidly. This raises important questions about the country's future economic geography, as public policies will need both to respond to these shifts and also to shape them. Demographic change will have particularly important implications for the settlement pattern of the country, and this, in turn, will affect Japan's ability to sustain economic growth and the well-being of its citizens. This Review therefore focuses on the spatial implications of demographic change and the response of spatial policies to it, particularly as these interact with other policies aimed at sustaining the productivity growth that a "super-ageing" Japan will need in order to maintain its future prosperity. The Japanese authorities have recently put in place a complex package of long-term spatial and structural policies aimed at meeting this challenge. Their experience should be of first-order interest to other OECD countries, as most face the prospect of rapid population ageing and many are also projected to experience significant population decline over the coming decades.

    Abstract: "Japan's heritage conservation policy and practice, as deployed through its foreign aid programs, has become one of the main means through which post-World War II Japan has sought to mark its presence in the international arena, both globally and regionally. Heritage conservation has been intimately linked to Japan's sense of national identity, in addition to its self-portrayal as a responsible global and regional citizen. This book explores the concepts of heritage, nationalism and Japanese national identity in the context of Japanese and international history since the second half of the nineteenth century. In doing so, it shows how Japan has built on its distinctive approach to conservation to develop a heritage-based strategy which has been used as part of its cultural diplomacy designed to increase its 'soft power' both globally and within the Asian region. More broadly, Natsuko Akagawa underlines the theoretical nexus between the politics of heritage conservation, cultural diplomacy and national interest, and in turn highlights how issues of heritage conservation practice and policy are crucial to a comprehensive understanding of geo-politics.     Abstract: What role do nationalism and popular protest play in China's foreign relations? Chinese authorities permitted anti-American demonstrations in 1999 but repressed them in 2001 during two crises in U.S.-China relations. Anti-Japanese protests were tolerated in 1985, 2005, and 2012 but banned in 1990 and 1996. Protests over Taiwan, the issue of greatest concern to Chinese nationalists, have never been allowed. To explain this variation, Powerful Patriots identifies the diplomatic as well as domestic factors that drive protest management in authoritarian states. Because nationalist protests are costly to repress and may turn against the government, allowing protests demonstrates resolve and makes compromise more costly in diplomatic relations. Repressing protests, by contrast, sends a credible signal of reassurance, facilitating diplomatic flexibility.     Abstract: This study analyses the politics of labour market reforms in Germany and Japan in the period between 1990 and 2010. Unlike conventional policy studies which tend to focus solely on legislative politics, this study assesses cases of reform and non-reform in the context of industrial relations and corporate consultation practices. Acknowledging the multi-dimensional nature of labour market regulation helps to explain not only why some reforms are implemented but also the timing and scope of legislative reforms. Theoretically, the approach combines the insights of public policy and political economy literatures. The analyses cover several areas of labour market policy, i.e. temp agency work, fixed-term employment, working time, employment protection and minimum working conditions. The findings suggest that the institutions commonly associated with non-liberal capitalism possess considerable political clout as they can amplify, antedate, or mediate legislative reforms. Moreover, they can be used strategically by policy-makers to manage the salience of labour market policies, e.g. blame avoidance strategies. This also explains why reform processes frequently defy standard explanatory models of political reform such as veto player or partisan theory. Also, the institutional framework in the German and Japanese labour market arrangements also explaing why both countries are characterised by a strong labour market dualism which includes a dualisation of jobs, regulation and firm practices.

    Abstract: "Race for Empire offers a profound and challenging reinterpretation of nationalism, racism, and wartime mobilization during the Asia-Pacific war. In parallel case studies--of Japanese Americans mobilized to serve in the United States Army and of Koreans recruited or drafted into the Japanese military--T. Fujitani examines the U.S. and Japanese empires as they struggled to manage racialized populations while waging total war. Fujitani probes governmental policies and analyzes representations of these soldiers--on film, in literature, and in archival documents--to reveal how characteristics of racism, nationalism, capitalism, gender politics, and the family changed on both sides.     Abstract: With the Japanese posing as the leader of the world's colored peoples before World War II, many Ethiopians turned to Japan for inspiration. By offering them commercial opportunities, by seeking their military support, and by reaching out to popular Japanese opinion, Ethiopians tried to soften the stark reality of a stronger Italy encroaching on their country. Europeans feared Japan's growing economic and political influence in the colonial world. Jealously guarding its claimed rights in Ethiopia against all comers, among Italy's reasons for going to war was the perceived need to blunt Japan's commercial and military advances into Northeast Africa. Meanwhile, throughout 1934 and the summer of 1935, Moscow worked hard and in ways contrary to its claimed ideological imperatives to make Collective Security work. Ethiopia was a small price to pay Italy for cooperation against Nazi Germany in Austria and Imperial Japan in China. 'Yellow' Japanese and 'black' Ethiopian collaboration before the war illuminates the pernicious and flexible use of race in international diplomacy. In odious terms, Italians used race to justify their actions as defending western and 'white' civilization. The Japanese used race to explain their tilt toward Ethiopia. The Soviets used race to justify their support for Italy until late 1935. Ethiopia used race to attract help, and 'colored' peoples worldwide rallied to Ethiopia's call. J. Calvitt Clarke III is Professor Emeritus of History at Jacksonville University, Florida.
