    Abstract: This book considers the relationship between public spending and public deficit and the varying successes and difficulties governments have had in recent years to balance the two. As the fiscal crash of 2007/8 turned into the Great Recession and tax revenues tumbled, public finances across the UK, the USA and Europe plunged into deficit. Controversial attempts by governments to balance their budgets, commonly described as austerity by critics, had mixed success, politically and economically. Michael Burton outlines how politicians tackled the worst economic downturn in over half a century, drawing on previous examples of deficit-reduction to see how governments managed public finances in recessions and where austerity worked and where it failed. This two-part book, which for the first time provides an historical context to austerity, analyses firstly deficit-reduction in the UK in the 1970s, 1980s, 1990s and 2010-2016, and then looks at case studies in Europe, the USA, Canada and Asia Pacific. The author concludes that with the ageing population placing greater pressure through health and pensions on the public finances of the developed world, politicians and their electorates will have to learn to live long-term with austerity

    Abstract: This book uses comparative economic analysis to provide a common conceptual framework for all current European Union member states. Based on empirical investigation, the author identifies the Nordic, North-western, Mediterranean, and Central and Eastern models of capitalism on the threshold of the 2008 global financial and economic crisis. The chapters also examine the resulting institutional responses to the crisis and the methods of crisis management adopted by each member state. The analysis reveals that the crisis has not triggered radical institutional change but, instead, highlighted deep institutional differences not between the old and new member states, but between the Nordic, North-western, Mediterranean, and Central and Eastern European countries. These institutional differences are so significant that they require the rethinking of European integration theory. Models of Capitalism in the European Union serves as a useful handbook for academics, advanced students, policy-makers and advisors who are interested in European economic issues

    Abstract: This book analyzes the externalization of the EU’s immigration and asylum practices towards non-member transit countries and the consequences of this process. Selected policy areas of externalization (border management, visa policy, readmission agreements and asylum policy) are applied to Turkey and Morocco as two main migration transit countries within two different institutional cooperation mechanisms: Turkey as an EU candidate country within the EU’s enlargement policy; Morocco without membership prospect within the EU’s neighborhood policy.     Abstract: This book engages in the controversies of the European Union’s Common Agricultural Policy (CAP) reforms, demonstrating how these are reiterated by mainstream theoretical approaches in the field. The reforms that the European Union’s CAP underwent during the last three decades were intended to make it less trade-distorting, more taxpayer-friendly and more able to meet the new challenges of environmental concerns and rural development/territorial cohesion. The outcome of the reforms has, however, contradicted these objectives, with the controversies being reiterated by the mainstream theoretical approaches in the field. European Union’s Common Agricultural Policy Reforms argues that these controversies are due to reductionist, rationalist and idealist assumptions with regard to the object of inquiry applied by mainstream approaches. It proposes an alternative critical approach that takes into account the role of real material factors. Critical realism is not just an alternative explanation of CAP reforms but an alternative theory of how explanations can be made, which enables readers to reflect upon and endorse the results of existing lines of research in proceeding towards deeper level theory

    Abstract: This volume presents philosophical contributions examining questions of the grounding and justification of taxation and different types of taxes such as inheritance, wealth, consumption or income tax in relation to justice and the concept of a just society. The chapters cover the different levels at which the discussion on taxation and justice takes place: On the principal level, chapters investigate the justification and grounding of taxation as such and the role taxation plays and should play in the design of justice, be it for a just society or a just world order. On a more concrete level, chapters present discussions of these general reflections in more depth and examine different types of taxation, tax systems and their design and implementation. On an applied level, chapters discuss certain specific taxes, such as wealth and inheritance taxes, and examine whether or not a certain tax should be favored and for what reasons as well as why it is just to target certain kinds of assets or income. Finally, this volume contains chapters that discuss the central issue of international and global taxation and their relation to global justice

    Abstract: The book is part of the 5-volume series “German Social Policy”, a unique multidisciplinary approach to the history of German social policy written by the doyens of their respective disciplines. The volumes expound the contribution of the German tradition to the rise of social policy in the Western world in the 19th and 20th centuries. Germany pioneered modern social policy in the 19th century when Bismarck introduced social insurance. After the Second World War, Germany’s Social Market Economy became a model of social integration. The volumes cover the history of ideas (volume 1), the legal and political history before and after 1945 (volumes 2 and 3), the German Democratic Republic (1949-1990) and the impact of German reunification (1990) (volume 4). Volume 5 embeds the German case in a major comparative study of European welfare states, complemented by a study of the USA and the Soviet Union. The volumes also yield insights into general theoretical issues of social policy beyond the empirical case of Germany. Each volume has an introduction by the editor who summarizes the contribution made by the volumes and looks into the future of German social policy. This book traces the origins of the German welfare state. The author, formerly director at the Max-Planck-Institute for European Legal History, Frankfurt, provides a perceptive overview of the history of social security and social welfare in Germany from early modern times to the end of World War II, including Bismarck’s pioneering introduction of social insurance in the 1880s. The author unravels “layers” of social security that have piled up in the course of history and, so he argues, still linger in the present-day welfare state. The account begins with the first efforts by public authorities to regulate poverty and then proceeds to the “social question” that arose during the 19th-century Industrial Revolution. World War I had a major impact on the development of social security, both during the war and after, through the exigencies of the war economy, inflation and unemployment. The ruptures as well as the continuities of social policy under National Socialism and World War II are also investigated.

In the burgeoning literature on welfare regimes and typologies, this comparative study offers a stimulating new perspective. Kaufmann, the doyen of the sociology of social policy in Germany, emphasizes norms, culture and history, in contrast to political economy approaches. Comparing Britain, Sweden, France and Germany, Kaufmann highlights the „idiosyncrasy” of each welfare state: countries are compared with regard to their state traditions and the relationship between state and civil society; their national “social questions”; their economic systems, including the unions and labour law; social security and redistribution; and their personal social services and education. The socio-cultural approach enables Kaufmann to show that not all modern states are welfare states. Some are just „capitalism“ (the USA), others are „socialism“ (the former Soviet Union). In this light, the (essentially North-West European) welfare state is portrayed as a third way between capitalism and socialism

    Abstract: In recent years, major social forces such as: aging populations, social trends, migration patterns, and the globalization of economies, have reshaped social welfare policies and practices across the globe. Multinational corporations, NGOs, and other international organizations have begun to influence social policy at a national and local level. Among the many ramifications of these changes is that globalizing influences may hinder the ability of individual nation-states to effect policies that are beneficial to them on a local level. With contributions from different countries worldwide, this collected work represents the first major comparative analysis on the effect of globalization on the international welfare state. The Welfare State in Post-Industrial Society is divided into two major sections: the first draws from a number of leading social welfare researchers from diverse countries who point to the nation-state as case studies, highlighting how it goes about establishing and revising social welfare provisions. The second portion of the volume then moves to a more global perspective in its analysis and questioning of the impact of globalisation on citizenship and marketization. A unique aspect of the volume is that all authors participated in an iterative process to identify a series of consensus themes that each author was then asked to integrate into their chapters as they were relevant.

    Abstract: What changed in the United States with Hurricane Katrina was a feeling that we have entered a period of consequences. - Al Gore On February 05, 2007, the Intergovernmental Panel on Climate Change (IPCC) published the executive summary of its fourth assessment report (to be published April 06, 2007). In the summary, it not only acknowledged that climate change is happening at an accelerated rate, but also that its consequences would be dreary: changes in precipitation and in wind patterns, a rise of the sea levels, and desert- cation will globally impact the frequency of disasters and impair living standards. Whether or not we believe climate change is happening, over the past two years, we have witnessed a rise of the topic from oblivion to ubiquity and have experienced a growing emphasis on ?nding measures to prevent climate change. There is an unprecedented agreement among environmentalists, politicians, the public, and industry that we have to take effective action. Politicians are putting their creative plans to action unusually fast: Australia bans the light bulb, B- gium switches off lamps along lighted highways, and the US introduces daylight savings time two weeks earlier than in previous years. Industry, the most unlikely candidate for support, is rallying together in action groups like US-Cap or 2 Grad, and more and more consumers are offsetting their emissions through websites like myclimate.     Abstract: This book explores the relationship between neo-liberalism, state power and global governance, exploring national differences in the exercise of state power in a variety of industrialized and developing economies. Among the strengths of this volume are its detailed global scope, its range of case studies in diverse policy areas, its analysis and critique of neo-liberalism, in theory and practice, and its impact upon state power and global governance.
    Abstract: The volume explores the relationship between neo-liberalism, state power and global governance. It seeks to show how neo-liberalism has failed to deliver a framework for state power and global governance capable of delivering stability and enduring prosperity. It also contends that the role of politics in general, and the state and global governance in particular, should be defined more broadly than the simple neo-liberal construction of institutions for the market. Part One explores the pattern of national differences in the exercise of state power in a variety of industrialized and developing economies, despite the pressure to converge towards the dominant neo-liberal paradigm. Part Two analyses a variety of trans-national policy prescriptions for neo-liberalism and state power. Part Three explores whether the governance of labour markets is a special case in the global economy. Part Four sets out the need for institutional reform of the neo-liberal order in trade and finance. The volume concludes that there is the prospect of a more plural approach to state power and global governance, and one that recognizes the importance of the public domain of citizenship for delivering the global public goods of security, prosperity and environmental sustainability in the twenty-first century.     Abstract: In 2001, the United Nations University launched UNU-CRIS, a research and training programme on comparative regional integration to study the role of regional integration in global governance. This is a timely product of the research undertaken at UNU-CRIS. The report represents a unique collaboration between all regional UN Economic Commissions. It focuses on one of the central issues in the debate on global governance.
    Abstract: Global governance is a concern of not only global organisations but also of all individual states and of regional co-operation agreements among sovereign states. In 2001, the United Nations University has launched UNU-CRIS, a research and training programme on comparative regional integration to study the role of regional integration in global governance. The present first volume of the World Report on Regional Integration is a timely product of the research undertaken at UNU-CRIS. This new series of World Reports will certainly contribute to the discussion on the interaction between regional and global governance. And by bringing together insights from different parts of the UN system, in particular the five UN regional economic commissions and UNCTAD, this report will also contribute to a better understanding of the role of regions in the UN. (Hans van Ginkel, Under-Secretary-General of the United Nations and Rector of UNU) The World Report on Regional Integration brings together a well-balanced mix of economic analysis, facts and political perspectives on the topic of regional integration. The most valuable and unique contribution of this volume is the enhanced clarity it brings to the complex picture of trade and investment integration, the entanglement of which points to the need for more effective regional governance as a building block of multilateral governance in this area. As the world's most dynamic trading region, Asia and the Pacific is a key player in this process, and the UNESCAP secretariat, in its service to the region, will continue to accord high priority to this policy objective.     Abstract: This crucial book addresses newer practices of resource allocation which tie university funding to indicators of performance. It covers the evolvement of mass higher education and the associated curtailment of funding, the public management reform debate within which performance-based budgeting or funding evolved, and sketches alternative governance and management modes which can be used instead. Four appendices cover more technical matters.
    Abstract: "Financing Public Universities addresses newer practices of resource allocation which tie funding to indicators of performance. The gist of these efforts is to raise the quality of institutional systems. Performance-based budgeting and funding of public universities is part of broader efforts to reform public management, and it is being promoted and implemented by various government agencies around the globe. In particular, European universities with their normally strong governmental ties, or higher education systems molded on European universities, are prime targets of such reforms. Performance funding has made its inroads in attempts to grant university systems managerial autonomy: autonomy was to be granted in exchange for funding modes which are tied to the measurement of performance indicators. Unfortunately, performance-based budgeting or funding measures cannot meet the various expectations: they do not raise the quality of teaching or learning, they do not raise research performance, they take back a great deal of managerial autonomy which is commonly judged to be essential for the well being of higher education institutions, in particular research universities, and they act as automata in place of proper governance and management. ""Financing Public Universities"" addresses policy makers, higher education administrators, scholars and students of higher education management. After an introduction to the theme and to the book (Chapter 1), ""Financing Public Universities"" covers the evolvement of mass higher education and the associated curtailment of funding (Chapter 2), the public management reform debate (Chapter 3) within which performance-based budgeting or funding evolved (Chapter 4), sketches alternative governance and management modes which can be used instead (Chapter 5), and epitomizes inertia or challenges (Chapter 6). Four appendices cover more technical matters, such as a comparative exposition of the research performance of universities by nation (Appendix C) and examples of funding systems in the UK and in the USA (Appendix D)."

    Abstract: Firms generally depend upon innovations in order to achieve advantages on competitive markets, thus also raising societal questions. Business ethics provides a normative framework for balancing the different perspectives, values, and interests at stake. This balance must be achieved both at relevant firm and regulatory levels. Business Ethics of Innovation is thus necessarily an interdisciplinary endeavour. This volume assesses general questions of how business ethics may contribute to adequate innovations and specifically discusses respective case studies in pharmaceutical and IT sectors.
    Abstract: Firms that operate in a market economy often depend upon innovations in order to achieve competitive advantages that sustainably secure their survival. Business ethics is thus largely concerned with questions about the decisional freedoms involved in innovation processes. Innovations oftentimes raise novel questions about the role of the state or the structure of society.     Abstract: Economic Development, Inequality and War shows how economic decline, income inequality, pervasive rent seeking by ruling elites, political authoritarianism, military centrality and competition for mineral exports contribute to war and humanitarian emergencies. Economic regress and political decay bring about relative deprivation, perception by social groups of injustice arising from a growing discrepancy between what they expect and get. Nafziger and Auvinen indicate that both economic greed and social grievances drive contemporary civil wars. Finally, the authors also identify policies for preventing humanitarian emergencies
