    Abstract: This article focuses on the recent struggles around the concept of “gender” in the context of the anti-gender(ism) propaganda of the incumbent Hungarian right-wing populist regime since the year 2010. The government’s “war on gender” is discussed through the analysis of three legislative acts passed under the precarious conditions of the COVID-19 pandemic. The aim in their analysis is, on the one hand, to illuminate how a certain radical feminist discourse that self-identifies as a “gender critical” position has emerged, one simultaneously finding itself caught up in the official routine intimation of hate speech. On the other, it is to forge an intersectional position that may speak across this harmful internal division by shifting the critical gaze onto the shared enemy of hegemonic masculinity and to propose a trust-based queer solidarity.
    Abstract: Der Beitrag konzentriert sich auf die jüngsten Kämpfe um das Konzept "Gender", wie sie seit 2010 im Kontext der Anti-Gender(ismus)-Propaganda des amtierenden ungarischen rechtspopulistischen Regimes zu beobachten sind. Der "Krieg gegen Gender" der Regierung wird anhand von drei Gesetzen diskutiert, die unter den prekären Bedingungen der COVID-19-Pandemie verabschiedet wurden. Ziel der Analyse ist es, einerseits zu beleuchten, wie ein bestimmter radikaler feministischer Diskurs entstanden ist, der sich selbst als "geschlechterkritisch" bezeichnet und sich gleichzeitig in der offiziellen Rhetorik der Hassrede verfangen hat. Zum anderen geht es darum, eine intersektionale Position zu entwerfen, die ein Sprechen über interne Spaltungen hinweg erlaubt, indem der kritische Blick auf den gemeinsamen Feind der hegemonialen Männlichkeit gelenkt wird und das Konzept einer auf Vertrauen basierten queeren Solidarität entwickelt wird.

    Abstract: The growing demand for raw materials in the Hungarian economy projected up to 2050 is expected to exert significant additional pressure on the environment, putting the country at risk of missing important environmental goals and opportunities to strengthen the competitiveness and resilience of its economy. Despite the notable progress in decoupling environmental pressures from economic activities over the past 20 years, several challenges remain. The transition to a circular economy has significant potential to address these challenges. To fully realise the circular potential of its economy, Hungary will need to adopt a comprehensive circular economy policy framework. This report outlines a set of key elements for the development of the Hungarian national circular economy strategy and action plan. It identifies priority areas that are deemed critical to the Hungarian circular economy transition, including: biomass and food, construction and plastics, as well as cross-cutting horizontal tools to facilitate an economy-wide circular transition. It also provides 45 policy recommendations and suggests specific implementation actions across the priority areas for the short, medium and long term.

    Abstract: The OECD’s Development Assistance Committee (DAC) conducts peer reviews of individual members once every five to six years. Reviews seek to improve the quality and effectiveness of members’ development co-operation, highlighting good practices and recommending improvements. A DAC member since only 2016, Hungary has achieved impressive growth in its official development assistance (ODA). Bilateral co-operation has increased, in particular, and relies on close consultation with partners. Hungary champions sustainable water management, combining diplomacy, domestic expertise and development co-operation. In fragile contexts, it focuses its support to local civil society organisations, and in particular faith-based actors. As it continues to make progress towards established DAC standards and ways of working, an institutional reorganisation provides Hungary with significant opportunities for further reform. This peer review provides a set of recommendations to increase the impact of Hungary’s engagement in partner countries, deepen collaboration across institutions and with stakeholders, strengthen internal systems, and balance tensions between domestic and global objectives.

    Abstract: This paper investigates the demand for language skills using data on online job vacancies in 27 European Union member countries and the United Kingdom in 2021. Evidence indicates that although Europe remains a linguistically diverse labour market, knowing English confers unique advantages in certain occupations. Across countries included in the analyses, a knowledge of English was explicitly required in 22% of all vacancies and English was the sixth most required skill overall. A knowledge of German, Spanish, French and Mandarin Chinese was explicitly demanded in between 1% and 2% of all vacancies. One in two positions advertised on line for managers or professionals required some knowledge of English, on average across European Union member countries and across OECD countries in the sample. This compares with only one in ten positions for skilled agricultural, forestry and fishery workers and among elementary occupations.

    Abstract: "The Nazi 1933 Civil Service Law and the 1935 Nuremberg Laws are generally considered the first anti-Jewish decrees in Europe. Mária Kovács convincingly argues that Act XXV of 1920 concerning university enrollment in Hungary can instead be considered one of the first pieces of twentieth-century anti-Jewish legislation - if not the very first. This act, known as the "numerus clausus law," specified that members of a single "nationality" or "people's race" could not be admitted at a higher rate than their share in the total population. The law especially targeted Jews, who represented 6% of the inhabitants yet, until then, about 25% of university students. The study presents the history of the law, including its amendment in 1928, the re-introduction of the Jewish quota in 1939, and its abolition in 1945. By describing the conditions after the disintegration of the Austro-Hungarian Monarchy and the short-lived Hungarian Soviet Republic, Kovács shows in what ways these events, and especially how the numerus clausus law, affected the Jews. The law heralded a new line of political thought. According to it, the "Jewish question" could only be solved by special laws that denied their equality before the law. In this sense, the numerus clausus law was just as much a "Jewish law" as the four acts, explicitly labeled as such, passed by the Hungarian Parliament between May 1938 and September 1942"--

    Abstract: The seven essays in this volume focus such previously unexplored subjects as the world's first cookbook printed in Hebrew letters, published in 1854, and a wonderful 19th-century Jewish cookbook, which in addition to its Hungarian edition was also published in Dutch in Rotterdam. The author entertainingly reconstructs the history of bólesz, a legendary yeast pastry that was the specialty of a famous, but long defunct Jewish coffeehouse in Pest, and includes the modernized recipe of this distant relative of cinnamon rolls. Koerner also tells the history of the first Jewish bookstore in Hungary (founded as early as in 1765!) and examines the influence of Jewish cuisine on non-Jewish food. In this volume András Koerner explores key issues of Hungarian Jewish culinary culture in greater detail and more scholarly manner than what space restrictions permitted in his previous work Jewish Cuisine in Hungary: A Cultural History also published by CEU Press which received the prestigious National Jewish Book Award in 2020. The current essays confirm the extent to which Hungarian Jewry was part of the Jewish life and culture of the Central European region before their almost total language shift by the turn of the 20th century.

    Abstract: This country note presents the results of an analysis of Hungary undertaken within the Labour Market Relevance and Outcomes of Higher Education Partnership Initiative project. The project was implemented by the OECD with the support of the European Commission with the aim of helping policy makers and higher education institutions enhance the employment outcomes of graduates by better aligning higher education provision with current and emerging labour market skill demands. Doctoral degree programmes in Hungary are now largely tailored toward careers in academia or public research organisations. However, employers in the private sector increasingly seek doctoral degree holders to increase firm-level innovation, and encourage doctoral education schools to equip graduates with transferable skills, which are of increasing importance in the changing labour market. The country note reviews the system context, highlights challenges faced by doctoral schools and lessons learned from current practice, and presents policy options.

    Abstract: Understanding adults’ attitudes towards the environment is necessary to gauge the opportunities and challenges of creating effective and politically-feasible climate policies. Using data from the Wellcome Global Monitor 2020, the European Social Survey (Round 8), World Values Survey and EM-DAT, this paper examines how adults’ environmental attitudes vary within and across countries and details how environmental attitudes are associated with adults’ engagement in pro-environmental behaviours and support for environmentally-friendly policies. The paper explores whether the extent to which individuals prioritise the environment over the state of the economy or vice versa depends on individuals’ exposure to natural disasters or negative labour market conditions. Results indicate that people’s economic vulnerability and the sectors they work in impact their attitudes towards their environment and support for public policy. Furthermore, the findings suggest that increases in unemployment and exposure to natural disasters influence the extent to which individuals prioritise the environment.

    Abstract: Being able to swim empowers individuals to make choices, have agency, and be free to choose core aspects of their life, such as working safely on or near water. It is also associated with lifelong health benefits and reduces the risk of drowning. Using data from the Lloyd’s Register Foundation World Risk Poll 2019, this paper provides the first global estimates of adults’ ability to swim without assistance. Individuals in high-income countries are considerably more likely to report being able to swim without assistance than individuals in low-income countries. Disparities also exist within countries. In particular, women are less likely to be able to swim without assistance than men in virtually all countries, birth cohorts, and levels of education. Investing in reducing inequalities in life skills, such as swimming, can foster economic development and empowerment, especially in light of threats, such as climate change.

    Abstract: Gross domestic product (GDP) is the standard measure of the value of final goods and services produced by a country during a period minus the value of imports. This subset of Aggregate National Accounts comprises comprehensive statistics on gross domestic product (GDP) by presenting the three different approaches of its measure of GDP: output based GDP, expenditure based GDP and income based GDP. These three different measures of gross domestic product (GDP) are further detailed by transactions whereby: the output approach includes gross value added at basic prices, taxes less subsidies, statistical discrepancy; the expenditure approach includes domestic demand, gross capital formation, external balance of goods and services; and the income approach includes variables such as compensation of employees, gross operating surplus, taxes and production and imports. Gross domestic product (GDP) data are measured in national currency and are available in current prices, constant prices and per capita starting from 1950 onwards.

    Abstract: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

    Abstract: "Mothers, Families, or Children? is the first comparative-historical study of family policies in Poland, Hungary, and Romania from 1945 until the eve of the global pandemic in 2020. The book highlights the emergence, consolidation, and perseverance of three types of family policies based on "mother-orientation" in Poland, "family orientation" in Hungary, and "child-orientation" in Romania. It uses a new theoretical framework to identify core and contingent clusters of benefits and services in each country and trace their development across time and under different political regimes, before and after 1989. It also examines and compares policy continuity and change with special attention to institutions, ideas, and actors involved in decision making and reform.     Abstract: "Utilizing a new and original framework for examining the role of intellectuals in countries transitioning to democracy, Bozóki analyses the rise and fall of dissident intellectuals in Hungary in the late 20th century. He shows how that framework is applicable to other countries too as he forensically examines their activities. Bozóki argues that the Hungarian intellectuals did not become a 'New Class'. By rolling transition, he means an incremental, non-violent, elite driven political transformation which is based on the rotation of agency, and it results in a new regime. This is led mainly by different groups of intellectuals who do not construct a vanguard movement but create an open network which might transform itself into different political parties. Their roles changed from dissidents to reformers, to movement organizers and negotiators through the periods of dissidence, open network building, roundtable negotiations, parliamentary activities, and new movement politics. Through the prism of political sociology, the author focuses on the following questions: Who were the dissident intellectuals and what did they want? Under what conditions do intellectuals rebel and what are the patterns of their protest?     Abstract: The attitudes of societies towards age in an aging Europe have now become a social phenomenon. This study, which examines and deals with this phenomenon in various European countries, provides an opportunity to analyze the dimensions of ageism in different contexts. Based on these analyses, the exposure levels of older individuals to ageism in aging societies and the discriminatory attitudes of younger generations have been revealed. The book aims to make contributions to the field of ageism in European countries and contains a brief literature review on ageism and descriptive analyses in country context. As part of the project "WISELIFE: Raising Awareness About Ageism" funded by EU ERASMUS+, this book investigates the concept of ageism in Turkey, Hungary, Poland and Italy. It is an essential resource for institutions working with older people, non-governmental organizations, academic circles dealing with age discrimination, and organizations such as the continuing education centers and lifelong learning centers providing education for older people to understand age discrimination and the situation of this concept in Europe

    Abstract: Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 2 peer monitoring of the implementation of the Action 14 Minimum Standard by Hungary.

Building on stakeholder engagement and comparative analysis, the report offers an assessment of the current state of digitalisation in higher education in Hungary, identifies policy recommendations to strengthen the current policy framework supporting digitalisation, and provides suggestions to help Hungarian authorities and stakeholders develop a monitoring framework and indicators to measure the digitalisation of the higher education system.

All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

    Abstract: Countries need to urgently scale-up and upgrade their adult learning systems to help people adapt to the future world of work. Today, only two in five adults across the EU and OECD participate in education and training in any given year, according to the OECD Survey of Adults Skills. Participation is even lower among disadvantaged adults, such as those with low skill levels or in jobs at high risk of automation. For adult learning systems to be future-ready, governments must increase their efforts to engage more adults in continuous learning throughout their lives. While much has been written about the need for progress, it is less clear how adult learning participation can be increased in practice. Many good ideas struggle to translate into real change on the ground, as they get stuck in the reality of policy implementation. This report aims to understand the factors that make adult learning reforms succeed. It identifies lessons from six countries that have significantly increased participation over the past decades: Austria, Estonia, Italy, Hungary, the Netherlands and Singapore. To shed light on how these countries achieved this objective, this study looks at the details of reform design, implementation and evaluation.

    Abstract: The COVID-19 crisis has had a profound impact on SME access to finance. In particular, the sudden drop in revenues created acute liquidity shortages, threatening the survival of many viable businesses. The report documents an increase in demand for bank lending in the first half of 2020, and a steady supply of credit thanks to government interventions. On the other hand, other sources of finance declined, in particular early-stage equity. This paper, a special edition of Financing SMEs and Entrepreneurs, focuses on the impacts of COVID-19 on SME access to finance, along with government policy responses. It reveals that the pre-crisis financing environment was broadly favourable for SMEs and entrepreneurs, who benefited from low interest rates, loose credit standards and an increasingly diverse offer of financing instruments. It documents the unprecedented scope and scale of the policy responses undertaken by governments world-wide, and details their key characteristics, and outlines the principal issues and policy challenges for the next phases of the pandemic, such as the over-indebtedness of SMEs and the need to continue to foster a diverse range of financing instruments for SMEs.

    Abstract: This book analyses the actions, background, connections and the eventual trials of Hungarian female perpetrators in the Second World War through the concept of invisibility. It examines why and how far-right women in general and among them several Second World War perpetrators were made invisible by their fellow Arrow Cross Party members in the 1930s and during the war (1939-1945), and later by the Hungarian peoples tribunals responsible for the purge of those guilty of war crimes (1945-1949). Itargues that because of their 'invisibilization the legacy of these women could remain alive throughout the years of state socialism and that, furthermore, this legacy has actively contributed to the recent insurgence of far-right politics in Hungary. This book therefore analyses how the invisibility of Second World War perpetrators is connected to twenty-first century memory politics and the present-day resurgence of far-right movements
