    Abstract: Why do certain parts of the state in Africa work so effectively despite operating in difficult governance contexts? How do 'pockets of bureaucratic effectiveness' emerge and become sustained over time? And what does this tell us about the prospects for state-building and development in Africa? Repeated economic and social crises have demanded that development thinkers and policy actors have had to engage with the critical role that states play in delivering development. Pockets of Effectiveness and the Politics of State-building and Development in Africa shows that politics is the driving factor that shapes how well state agencies perform their roles. It deploys a new conceptual framework – the power domains approach – to explore the shifting fortunes of key state agencies in five countries – Ghana, Kenya, Rwanda, Uganda, and Zambia – over the past three decades. Our original research reveals when, how and why political rulers decide to build effective state agencies and enable them to deliver certain forms of economic development – often through forming strategic coalitions with senior bureaucrats and with international support – and also when this support falters and gives way to a politics of survival. Comparative analysis identifies two potential trajectories towards state-building in Africa, each shaped by different configurations of social and political power. The book critiques the role that international development agencies have played in (mis)shaping the state in Africa and suggests a new strategic agenda for building the state capacities required to deliver sustained development at the current juncture. The book closes with critical commentaries from two leading scholars in the field, to help place our work in context and establish the next steps for research and strategy in this increasingly important area of development theory and practice

    Abstract: Questions of authorship are central to the late thirteenth-century motet repertoire represented by the seventh section or fascicle of the Montpellier Codex (Montpellier, Bibliothèque interuniversitaire, Section de médecine, H. 196, hereafter Mo). Mo does not explicitly attribute any of its compositions, but theoretical sources name Petrus de Cruce as the composer of the two motets that open fascicle 7, and three later motets in this fascicle are elsewhere ascribed to Adam de la Halle. This monograph reveals a musical and textual quotation of Adam’s Aucun se sont loe incipit at the outset of Petrus’s Aucun ont trouve triplum, and it explores various invocations of Adam and Petrus – their works and techniques – within further anonymous compositions. Authorship is additionally considered from the perspective of two new types of motets especially prevalent in fascicle 7: motets that name musicians, as well as those based on vernacular song or instrumental melodies, some of which are identified by the names of their creators. This book offers new insights into the musical, poetic, and curatorial reception of thirteenth-century composers’ works in their own time. It is a writing in the form of a letter by an unknown author to an equally unknown addressee, written in second person singular and plural. This document is the earliest evidence of a proper interpretation of the Jewish Torah, the so-called Halakhah, from pre-Christian, Hellenistic times as it later became customary and widely attested in rabbinical Judaism.     Abstract: “Profit over Peace in Western Sahara examines the role of natural resources in the occupation of Africa's last colony. Not well known to the wider public, the territory of Western Sahara is considered by the United Nations to be awaiting decolonization. Its liberation from colonial rule has come to a standstill due to Morocco's continued military occupation of a part of the territory. The protracted conflict has dramatic consequences for the Sahrawi people of Western Sahara. This book details, among other things, a remarkable vote in the European Parliament in 2011 when EU offshore fisheries were rejected by the territory. The battle over the fisheries elegantly illustrates how the EU--for political reasons and financial self-interest--has ignored basic principles of international law. This publication is edited by Erik Hagen and the artist Mario Pfeifer, who has been researching the region since 2011 and provides visual material for the book. Erik Hagen has followed the issue of resources in Western Sahara since 2002, both as a journalist and as a campaigner for the organization Western Sahara Resource Watch. An essay by lawyer Jeffrey J. Smith examines the 2017 landmark judgment in South Africa concerning a bulk vessel carrying conflict minerals from the territory.” (Publisher's description)

This book presents a cultural history of modern Southeast Asia from the vantage point of popular music, considering not just singers and musicians but their fans as well, showing how the music was intrinsically bound up with modern life and the societal changes that came with it. Reaching new audiences across national borders, popular music of the period helped push social change, and at times served as a medium for expressions of social or political discontent.
