    Abstract: Based on ethnographic fieldwork done in a Colombian settlement of houses built on stilts (palafitos), this article studies what the form and significance are of being a citizen at the margins of the state. The peripheral forms used in the construction of citizenship, the legitimacy of certain social practices - oscillating between legality and illegality - that constitute the daily experience of state representation at the margins is examined. It is argued that the simulation of state power is more important than its actual practices at the margins, as this affects the reality that determines daily life there. It follows that the margins are not spaces where social processes have been curtailed because the state has not yet fully arrived, but are places in which these processes take place in the gaps allowed by the simulation of it.

    Abstract: In explaining the successive replacement of forestry regimes, the book analyses issues related to ethnic and racial relations, the position of public and private actors, the relations between scientific knowledge and other forms of knowledge, the tension between legal and illegal activities, and the emergence and disappearance of various knowledge centres. From an initial position that viewed deforestation as the result of indigenous people and campesino ignorance and backwardness, it moved to one that privileged the effects of poverty in explaining campesino and indigenous practices, and then to one that positioned local knowledge and local institutions as holding a prominent role in successful forest management.

    Abstract: Using data from three surveys of religion in El Salvador from 1988 to 2009, this research looks at changes in the demographic characteristics, religious orientations and practices, and political attitudes of Salvadorans as they transition from civil war to democracy and participation in global capitalism, and from mostly Catholic affiliation to increasing affiliation with Pentecostal Protestant churches. Over the two decades encompassed by the study, the Protestant population has become less clearly differentiated from the Catholic majority in terms of education, income, occupation, and even political beliefs, while remaining distinct in terms of religious beliefs and practices. Unlike much previous research, this study allows for comparisons among practicing and nonpracticing Catholics as well as Protestants and those identifying themselves as unaffiliated.

    Abstract: The present study analyzes the role of collective remittances in promoting democratic consolidation amid the decentralization of political decision making in Mexico. Specifically, I analyze how the remittance-matching program 3x1 para Migrantes conditions municipal politics in the state of Guanajuato, Mexico. To this end, I evaluate 3x1 para Migrantes investment patterns across Guanajuato's forty-six municipalities for the period 2001-2011. The results of my study indicate that, under the right conditions, remittances channeled through the 3x1 program stimulate higher levels of voter participation and in this manner have the potential to contribute to democratic growth. However, data patterns also indicate that 3x1 investments share a positive correlation with election cycles, demonstrating that local authorities may use the 3x1 program to garner political support. In this respect, my analysis calls into question the depth of democratic consolidation at the municipal level in the state of Guanajuato.

    Abstract: The migration-development relationship is a complex and multifaceted phenomenon. However, the debate has been dominated by the views of receiving countries and international organizations. Migration takes on different meanings and political significance from the perspectives of migrant-sending or migrant-receiving countries. In the first case, migration is considered an opportunity to enhance processes of economic and social development. For destination countries, however, the immigration issue focuses on analysis of the social, economic, and political problems of mass immigration, especially given the high proportion of undocumented migrants. In this article I provide analytical and empirical information that helps us to visualize various aspects of the migration-development relationship that remain invisible in this debate. To do this, I focus on the analysis of Latin American immigration to the United States in recent decades. Specifically, I present statistical data around three aspects that seem particularly relevant: the structural causes of international migration, the contributions of Latin American immigrants to the economy and demography of the United States, and the costs and impacts of migration on source countries in Latin America.

    Abstract: This article builds on the literature on property rights and associational life in Latin America during and after transitions to democracy by assessing participation in voluntary associations as a determinant of land title. It uses survey data collected from rural properties near Santarém, Pará, to describe who participates in voluntary associations and, more important, whether participation in specific groups is aligned with possessing secure title, an important scarce resource in the Brazilian Amazon. This quantitative analysis shows that owners who participate in one union with state-controlled, corporatist roots are more likely to possess secure title to their land than those who do not participate. This systematic variation is important in an era of soy expansion, with a shift from small-scale subsistence farming to large-scale mechanized agricultural and a subsequent increase in land value.

    Abstract: Mexico is immersed in a process characterized by increased armed violence. However, this is not the only form of violence experienced in the villages. The article discusses three forms of violence that have worsened the lives of the citizens of Huitzilac, Mexico. These forms are, first, the local presence of people engaged in criminal activities such as robbery, kidnapping, and murder; second, the signing of international trade treaties that caused the disappearance of manufacturing activity; and third, insecurity of land tenure, as part of a process of manipulation of agricultural legislation.

    Abstract: Using data from polls conducted in Chile by Eduardo Hamuy before the democratic breakdown of 1973, we question the alleged ideological rigidity of the center. We show that after 1964, identification with the left increased, but identification with the center and right did not vary. Eduardo Frei had a strong and stable approval during his presidential term, as did Salvador Allende. For every one Chilean who was optimistic about the country, there were three pessimists. Pessimism increased in the months before the coup. However, those who believed the future would be better were consistently more numerous than those who believed the future would be worse, even in the months before September 1973. Although those on the left were more optimistic, one out of three identified with the right or center was also optimistic about the future. The Chilean population in general was less polarized than the elite in particular.

    Abstract: The social sciences have usually downplayed the existence of forms of individuality in their analysis of popular classes and the popular, offering instead highly collectivist visions of popular classes and their members. Based on two qualitative, empirical studies conducted in Chile using semistructured interviews and group techniques, this article, without disregarding the commonality of experiences within these classes, discusses specifi c individualizing processes for the popular social group. Facing numerous adversities in a context of high positional instability and acute demands for hyperagency, members of popular urban sectors tend to affirm their individuality by relying on three dimensions: strength of character, personal abilities and sense of opportunity, and irreverent joy and sense of humor.

    Abstract: The existing hypotheses about the relationship between political competition and particularistic spending predict opposite consequences. One view suggests that political competition-divided government-constrains the executive and reduces particularism; the opposite perspective predicts greater particularism as a result of side payments in exchange for legislative support. Both hypotheses rest on the assumption, which is not always true, that partisan veto players are present in the legislature. This article argues that this assumption is crucial for both hypotheses and shows that where this condition is not met the predictions do not hold. The article explores the effects of government with and without a majority on particularistic spending where legislatures are institutionally weak. To do so, it analyzes spending on local public goods by subnational governments in Mexico and Argentina and shows that government without a majority does not lead to any of the results anticipated by existing models.

    Abstract: This article presents research on upward career paths of Peruvian immigrants in Chile and problematizes the conditions in which they enter the labor market. Although they are in career paths that appear to be successful, these men and women live without many choices and later incorporate this problem into their "habitus." Viewing their apparent economic conformity from a sociological perspective, we show that Peruvian citizens, despite their efforts, remain in a separate and devalued "place apart," with legal, historical, political, and cultural ramifications that allow them only partial insertion into Chilean society. The main obstacle they face is the daily racism that affects their lives, their labor relations, and their social position. This place apart is a vulnerable state in which their existence is organized around a search for acceptance that is never achieved.

    Abstract: This article analyzes social conflict, humor, and language in Washington Cucurto's literature and in the production of the publishing house Eloisa Cartonera. It emphasizes the relation of Cucurto's work to the Argentinean crisis of 2001 -- a period of instability in which sociopolitical, economic, and cultural configurations were originally questioned by social and artistic collectives. Cucurto's humor combines oral speech with phrases that do not belong to it but to poetry, opening the space for the satire and tragedy of Argentinean social reality at the end of the millennium. This genre, which Cucurto dubs realismo atolondrado (scatterbrained realism), introduces a "disturbing strangeness" within the automatized social practices by which the violence, the racism, and the xenophobia directed toward local and foreign immigrants are naturalized.

    Abstract: In the Indian frontiers of Río de la Plata and southern Chile, mainly in the first area, interethnic communication was conditioned for colonial authorities by an endemic scarcity of lenguaraces and intérpretes, on whom they depended for translation given their habitual ignorance of the mapu dungum, a language from the south of the reyno spoken generally in the eighteenth century by all native groups of the region. There are many documented cases, however, of native individuals who incorporated the Castilian tongue (or español, as it was named) and used it in mediation activities, including cases of circumstantial requirements of the administration, and intelligence. In this article, we examine the different ways in which royal officials, priests, and especially Indian men and women faced and solved the difficulties inherent in the acquisition of both languages and the demands of intermediation.

    Abstract: Brondo's book combines feminist political ecology with critical race and ethnic studies and gender analysis, providing a rich ethnographic account of changing gendered politico-economic dynamics, resource management and Garifuna ethnic mobilization. While there is no lack of literature on local resistance movements against globalization and neoliberalism, Garifuna activism is unique and interesting in its complex ethnic and gendered nature: their 'indigeneity' and historical bond to local territory is less straightforward given their Caribbean indigenous and African descent; and the matrifocal character of the Garifuna - with women traditionally having more control over resources - also sets them apart from many indigenous populations.
