By combining the methods of content analysis and teacher interview, the author offers an in-depth perspective into the realms of pre-vocational education and reveals the divergences between the prescribed curriculum and the enacted curriculum. The findings also relate closely to an intensively discussed issue in the sociology of education in the past few years, namely the issue of knowledge and its status, function and forms in the school education today. With a strong comparative nature, Jun Li presents this systematic investigation of the pre-vocational education in Germany and China and analyzes their curricula of pre-vocational education.     Abstract: Within compulsory education, prevocational education is intended primarily to introduce participants to the world of work. This book considers curriculum design and pedagogical practice in pre-vocational education during the last two years of compulsory education. The study focuses on seven European countries (Scotland, Latvia, Poland, Hungary, Germany, Austria, Portugal) and presents an analysis of the curriculum as it relates both to knowledge-based competencies in economics and business and to self- and social competencies. It then discusses the differences between the prescribed and the enacted curriculum as identified by means of a subsequent survey of teachers.     Abstract: Parties in Africa are often described as organisationally and programmatically weak. On the other hand, they mobilise substantial numbers of voters at election time. This contradiction provokes an interesting question: How do political parties in Africa relate to the society? How do they mobilise their voters and sympathisers, and which strategies do they employ? Anja Osei analyses how parties in Ghana and Senegal adapt to their local context by employing locally embedded strategies. Anja Osei is currently working at the Institute of International Politics and Conflict Studies in the Department of Politics and Public Administration at the University of Konstanz.

    Abstract: The basic concern of the volume is to determine the preconditions of personality development and to show their significance and their perspectives for educational science and for pedagogical practice. First, these basic preconditions of becoming oneself are collected in a single volume and discussed in terms of their significance for science and for educational practice. In all fundamental dimensions are understood as precondition of becoming oneself.     Abstract: Creativity in organizations has become a key topic of organizational research. This work expands on existing research by exploring creativity in the dynamics of social networks. Collective creativity is introduced as a central part of organizational learning and seen as the expression of creativity on the collective level. The research is able to empirically assess creativity in the development of social structures. For the assessment of creativity this work applies a longitudinal study design by combining social network analysis with creativity studies. The approach enables to relate creativity indicators with social network measures. It is based on an empirical study of innovation projects in the automotive industry and thereby extends existing research and theories on creativity, social network dynamics and organizational learning.

    Abstract: The aim of this book is to gather information on reasons for the consistently low further training rates of both older and less educated employees, and to provide suggestions to increase their participation in further training. The book shows that employees are not solely rational decision-makers and that training decisions are affected by different educational motivation and investment risks. In particular, lacking confidence in own training competence can be a handicap for future training participation. Still, supervisors can help to strengthen confidence levels, but in many cases they are not trained to provide emotional support and may run the risk of following stereotypes and prejudices about older and less educated employees. As a consequence, both groups might not get the support they need for taking part in further training.

    Abstract: How do young adults decide to become parents or to remain childless? Is this an individual choice, a couple's decision or are there other social influences involved, such as social networks? Using a mixed-methods design, Sylvia Keim combines problem-centred interviews and network data collected among young adults in western Germany. The author shows that personal relations strongly influence the perceptions, attitudes, and plans individuals express concerning parenthood. She identifies basic mechanisms and channels of social influence as well as relevant network structures. This book is valuable reading for academics, students, and policy makers interested in family research, the network perspective, and mixed-methods research.

    Abstract: Nora Berning grasps the narrative potential of journalistic reportages via a set of narratological categories. Spurred by an interdisciplinary framework, she builds on transgeneric narratological research and shows that journalistic reportages can be described, analyzed, and charted with categories that originate in structuralist narratology.     Abstract: World wide economic, political and cultural changes transform labor markets, frames of divisions of work, labor organization and famly structures. This can be demonstrated in a specific way in Western, Middle and Eastern Europe, where globalization and forced technology development from the one side cross with transformations processes in forms of government from the other side. Our investigation within this context emphasizes the question, how the living conditions of working women in comarison with those of men are touched by these social overturns. The findings presented in this volume throw light on the ambiguities which political transformation and economic globalization effect on women´s work. Women profit by the emergence of working places that are brought force by new market-activities. But at the same time many of them lose qualifies occupations by shifting from full-time to part-time jobs, from high paid sectors to low remunerated industries. In all countries we find gender-based income differences. The proportion of women in political organizations is everywhere lower than that of men. The growing time pressure in the employment system reinforces women´s strain to combine household duties, child raising and paid work. Going beyond Europe we have to recognize the widening gap between industrialized regions and developing countries

    Abstract: It is commonly acknowledged that the risk of social exclusion has increased over the last few decades and that young people in particular are one of the most vulnerable groups, especially if they have not yet achieved a stable so­ cial position. In this context a stable position is interpreted as having obtained a stable position within the labour market. Across Europe it has also become commonly acknowledged that policies have to do 'something' for young people as they represent the future of present societies. In fact, among politi­ cians and policy administrators there is a broadly shared myth that it is e­ nough doing 'anything' for young people. The thematic network 'Misleading Trajectories' which is documented in the following chapters was concerned with examining these myths and highlighting the traps of social exclusion that are inherent in policies focusing on youth transitions (school, vocational trai­ ning, careers advice, social security, labour market programmes). The net­ work was funded by the European Commission under the 4th Framework Programme for Research, Technology and Demonstration, under the strand "Targeted Socio-Economic Research" from 1998 to 2001. It involved teams from eight countries, which were Denmark, Germany, Ireland, Italy, the Netherlands, Portugal, Spain and the United Kingdom. The network began from the observation that many policies on the local, regional, national and European level that are intended to 'lead' young adults' towards gainful employment, adult status and social integration, are in fact 'misleading'.

    Abstract: In this volume, the European research project YUSEDER ("Youth Unemployment and Social Exclusion: Dimensions, Subjective Experiences and Institutional Responses in Six Countries of the EU"), supported by the EU Commission (Directorate General Research) as a part of the programme Targeted Socio-Economic Research (TSER), addresses the question of what effects long-term unemployment has on young people in regard of their feeling of belonging to society. Does long-term unemployment imply the risk of social exclusion for young people? How does social exclusion develop, and which factors counteract the processes of exclusion? Thus far, research into unemployment has seldom performed comparative studies. This interdisciplinary project in six European countries has conducted for the first time a qualitative study with 300 long-term unemployment young people from age 20 to 25. The inquiry was carried out in the three northern European countries Sweden, Belgium and Germany and in the three southern European countries Greece, Italy and Spain. Researches from psychology, sociology, public health and psychiatry participated in this research project coordinated by Thomas Kieselbach (University of Bremen, Germany). The volumes in the series published up to now within the YUSEDER project represent a state of the art overview of the topic of youth unemployment and health (volume 1) and youth unemployment and social exclusion (volume 2) in the six participating countries. This third volume focuses on the personal experiences and assessments of young people affected by unemployment. Besides presenting the country-specific manifestations of social exclusion, this new study identifies those important key mechanisms which increase (vulnerability factors) or reduce (protective factors) the risk of social exclusion.     Abstract: Youth unemployment has become one of the most crucial social problems in many EU countries. In the 90s it can be observed that in most Western countries, the rate of youth unemployment have risen dramatically, in some of these countries the unemployment problem can be considered primarily a problem of refused entry to the labour market for members of the younger generation. This development increases the risk of psychosocial impairment to the individuals affected as well as to the social fabric in general. The present volume draws attention to the health effects of long-term youth unemployment in six European countries. It is based upon the results of an international research project (Youth Unemployment and Social Exclusion: Dimensions, Subjective Experiences, and Innovative Institutional Responses in Six Countries of the EU) (YUSEDER) conducted in the framework of the research programme Targeted Socio-Economic Research (TSER) of the European Commission. Partners with different scientific backgrounds (health psychology, public health research, psychiatry, industrial sociology, medical sociology) from six European countries participated in this project. The contributions in this volume illustrate an initial approach to analysing and comparing empirical evidence on youth unemployment and health from a comparative perspective for three Northern European countries (Sweden, Germany, Belgium) and for three Southern European countries (Spain, Italy, Greece). For each country a specific national report is presented. The comparative section describes and attempts to explain the similarities and dissimilarities between countries having rather diverse historical and social understandings of being in and out of work for young people

    Abstract: In October 1999, some fifteen academic experts and government practitio­ ners from Germany and North America gathered for two days at the Uni ver­ sity of Augsburg to discuss the topic of "Constitutional Reform and Consti­ tutional Jurisprudence in Canada and the United States." The present volume documents the results of that conference, a collaborative effort of the De­ partment of Political Science, University of Erlangen-Nuremberg, and the Institute for Canadian Studies, University of Augsburg. In organizing this workshop, we were guided by two basic sets of ideas and assumptions: First, all "established" democracies are regularly confron­ ted with the need to adjust their constitutional order to changes in their envi­ ronment lest democratic stability be transformed into rigidity; in many wes­ tern nations, including Canada and the United States, developments such as the crisis of the Keynesian welfare-state or the emergence of increasingly heterogeneous, postmodern societies have ushered in an era of heightened, yet not always successful constitutional reform activity. Secondly, however, there is no unique path towards, or model of, an "optimal" constitutional order, however defined; rather, constitutional reform processes, their under­ Iying normative principles and their outcomes are strongly path and context­ dependent. Therefore, the participants of the workshop and authors of this volume were asked to examine the specific preconditions, context, nature and impact of recent constitutional reform processes in the Uni ted States and Canada.

    Abstract: The intention of this book is to give a picture of the complex material that has been published in the field of social and econornic statistics in Western Europe. Although there are many guides, bibliographies and reference books on special topics of this broad theme, a general overview has been missing. With this book I hope to fill this gap. The frame of reference is a scientific one: enabling and facilitating comparative social research on Western Europe. In some respect this book enlarges and updates the bibliography written by Peter Flora, "Quantitative Historical Sociology", pub­ lished in "Current Sociology" in 1975. In principle, this guide is an annotated bibli­ ography of the most important printed material in the field of official statistics. The legitimacy of such an approach lies in the fact that even today printed statistics are the most important form of dissemination of statistical results, although microcom­ puters, CD-ROMs and the Internet have changed this situation. In any case, a spe­ cial section on statistical databases is included for every country, describing the main databases of the statistical offices. Furthermore, the Internet address of each international or national statistical institute is provided in the introductory para­ graph. This enables the reader to get fast access to online databases and supple­ mentary online information on statistics via the Internet.

    Abstract: "Who rules in Eastern Europe?" became a fundamental question for western researchers and other observers after communist regimes were established in the region, and it gained further importance as state socialism expanded into Central Europe after the Second World War. A political order which, according to Leninist theory of the state and to subsequent Stalinist political practice, was primarily a highly centralised and repressive power organisation, directed, as if it were natural, researchers attention towards the highest echelon of office holders in party and state. Extreme centralisation of power in these regimes was consequently linked to an elitist approach to analysing them from a distant viewpoint. It is one of the many paradoxes of state socialism, that a social and political order which presumptuously claimed to be the final destination of historical development and to be based on deterministic laws of social evolution, which claimed an egalitarian nature and denied the significance of the individual, was per­ ceived through the idiosyncrasies, rivalries and personal traits of its rulers. The largest part of these societies remained in grey obscurity, onlyoccasion­ ally revealing bits of valid information about a social life distant from the centres of power. It is debatable whether this top-headedness of western re­ search into communist societies created a completely distorted picture of re­ ality, however, it certainly contributed to an overestimation of the stability of these regimes, an underestimation of their factual diversity and a misjudge­ ment of the extent of conflicts and cleavages dividing them.

    Abstract: The 50th anniversary of the United Nations Organisation is commemorated in 1995. The UN emerged at the end of the most bloody war in the history of contemporary civilization and it is understandable that its founding fathers were concerned first and foremost with the need "to save succeeding gen­ erations from the scourge of war." This great historical mission of the new international organisation was determined and designed by the allied powers that had won the war against the "enemy states." Cooperation of the perma­ nent members of the UN Security Council was the basic element of the effi­ ciency of post -war system of international peace and security. Apart from this main mission, the founding fathers of the United Nations declared their determination "to reaffirm faith in fundamental human rights, in the dignity and worth of the human person, in the equal rights of men and women and of nations large and small, and to establish conditions under which justice and respect for the obligations arising from treaties and other sources of international law can be maintained, and to promote social prog­ ress and better standards of life in larger freedom" (preamble, UN Charter).

    Abstract: Nearly 29 years have passed since the EC and Thrkey forged the Association Agreement on 12.3.63. After abrief period on hold, Thrkish-EC relations regained dynamism when Thrkey applied for full membership on April 14, 1987. The view of the EC Commission, as presented some two and a half years later to the Council of Ministers, was approved by EC Foreign Ministers. The response stated that the EC would not start negotiations for membership until the completion of the Single Market. The main points of the Commission's observation focused on the discrepancy in the levels of economic development between Turkey and the EC, the issue of human rights, shortcomings in social security and the question of Cyprus. This response was a source of great disappoinment in Thrkey; because it had been a consistent ally of the West until then, taken important steps towards democracy and a free-market economy, EC membership, as Thrkey saw it, was to be its reward.

    Abstract: The history of relations between the Europan Community and Thrkey has been a sad story, on both sides. Unrealism has been the keynote throughout. What was long overdue by the end of 1987 was to sweep away the past contradictions and tergiversations, and try to make a new start on a more realistic basis. Thrkey has now applied formally to resume as a full member of the Community. How­ ever, as several chapters of this Report show, there are on both sides great reservations a­ bout membership, unless this were intended to take place only many years ahead. Political­ ly, the relationship between the Community and Turkey was damaged by the Cyprus and Aegean problems between Thrkey and Greece. It began to break down already in 1964, and the breach was widened by the events of 1974 in Cyprus, by Greece's ·subsequent rapid ac­ cession to the Community, and by the military take over in Thrkey in 1980. Since 1980 there has been a slow process of restoration of relations, marked by new elections in November 1983, and a gradual rehabilitation of Turkey's position in the Council of Europe by 1986, as Turkey strove to re-establish its credentials as a democratic state. Economically there were serious complaints on both sides about the working of the As­ sociation Agreement. In the Community it was feit that the economic policy of Thrkish go­ vernments prior to 1979 was in contradiction with the purposes of the Agreement.

    Abstract: Texts from the papyrus collection of Washington University have already appeared in Veme B. Schuman, Washington University Papyri 1: Non­ Literary Texts (American Studies in Papyrology 17), Chico (Califomia) 1980. This new volume is intended as a continuation, and the texts appearing in it have been numbered accordingly, subsequent to Schuman's. We divided our texts at an early stage, and while we have consulted each other extensively since then, we retain chief responsibility each for the pieces we began with: Maresch for 69-72, 77, 78, 80, 83, 86, 88, 90-94, 101, 102, 104, 107, and 108; Packman for 62-68, 73-76, 79, 81, 82, 84, 85, 87, 89, 95-100, 103, 105, and 106. The editors of P.Wash.Univ. II were brought together by Reinhold Merkelbach, to whom they are grateful for his continuing support and advice. Our thanks are due to the Deutsche Forschungsgemeinschaft, whose suppon enabled Maresch to visit St. Louis in 1988, and the American Council of Leamed Societies, whose fellowship brought Packman to Cologne in 1989- 90.     Abstract: The contributions to this volume are based on papers read at an international confer­ ence held in Hamburg in May 1978. Some of them are reprinted in their original form, others have been slightly modified in order to incorporate more recent findings. Since the overall concern is Middle Eastern development the various contributions deal with a wide range of problems. Studies on the Middle East are more often than not one-sided because of the pre­ dominating interest in the Arab-Israeli conflict and the economic factors relating to the supply of oil. At the Hamburg Conference, however, the participants concentrated main­ lyon examining such aspects of the situation as are far too often relegated to the side­ lines. In order to illustrate what those neglected topics are one should refer to two major examples: 1) the religio-cultural identity of Arabs and Israelis, 2) the tackling of political issues in Arab and Israeli literature.

    Abstract: It is over sixty years since the office of epistrategos in Roman Egypt was subjected to a detailed examination and in the interverring years a great deal of new papyrological and epigraphic material has come to light. It was my original intention to write a study of the office in this period with, by way of introduction, a brief sketch of the epistrategos in Ptolemaic Egypt. It soon became apparent, however, that a much more fundamental study of the Ptolemaic epistrategos was desirable, which would attempt to answer, or at least to clarify, the various problems connected with the office in this period. In this book I have tried to present a comprehensive up-to-date picture of our knowledge of the Ptolemaic epistrategos. I am far from claiming to have successfully answered all the questions raised -in particular the fundamental problern of the nature of the office remains an enigm- but I hope that I have at any rate provided a basis on which others can build. As the Ptolemaic and Roman epistrategoi did not have a great deal in common apart from their titles, an examination of the office falls naturally into two parts. It therefore seemed not inappropriate to publish separately the first half of this work dealing with the Ptolemaic epistrategos, without waiting for the completion of the second part which will deal with the Roman epistrategos. It is hoped that this second part will follow without undue delay.

    Abstract: The American experience with respect to electrical power production has undergone and is undergoing considerable evolution. Early, frequently strident debates tended to focus on the risks and benefits of only one pos­ sible power source (nuclear), and on one possible hazard (radiation from routine releases). Discussions and analyses now have tended to become more moderate, and deal with not only one but all feasible power sources, as well as the costs and benefits associated with fuel production, the operation of such sources, fuel transportation and waste disposal. Radiation from routine releases is no longer a major issue. A number of attempts have been made to assess the total benefits and risks of nuclear versus fossil fuel plants, in order to allow a rational basis for deciding on what type of source is best for a given situation. More data and more refined analyses are needed; how­ ever, most of those completed to date have concluded that the overall cost in terms of possible damage to health and the environment is least for nuclear power, next for oil and the greatest for coal-fired plants.
