    Abstract: The growth of e-commerce has the potential to reduce shopping-related travel but brings with it additional freight vehicle trips for the delivery of online orders to consumers. Understanding the overall net effect of e-commerce on urban trip intensity is essential for planning transport infrastructure and services. The paper analyzes how the growth of e-commerce is impacting mobility in Bogota and Buenos Aires. The demand for e-commerce grew in both cities during the COVID-19 pandemic (2019-21), mostly among higher income groups. Despite the significant potential for replacing private vehicle trips, the analysis finds little evidence that the growth of e-commerce is having a significant substitution effect on shopping trips. Overall, e-commerce currently generates more traffic than it avoids in both Bogota and Buenos Aires, and, thus, is very likely to continue to add to the road traffic in the two metropolitan areas in the near future

    Abstract: The COVID-19 pandemic significantly changed mobility patterns in the Bogota and Buenos Aires metropolitan areas, as shown by the differences between the October 2019, 2020, and 2021 indicator values derived from call detail record-based origin-destination matrices. The differences between 2019 and 2020 were more notable than between 2019 and 2021 on most mobility indicators, demonstrating a reversal of the pre-pandemic mobility habits. However, by late 2021, the return to pre-pandemic levels was still very partial in the case of public transport use (especially so in Buenos Aires), while in Bogota the pandemic appeared to have induced a permanent-and increasing-shift to nonmotorized modes. Other mobility indicators that appear to have changed more permanently in Bogota include the lower average distances traveled and the relatively higher importance of non-home-based mobility. In the Buenos Aires Metropolitan Area, the key persistent changes include the lower overall trip generation rates and specifically peak-hour travel, and the higher relative weight of travel to work and school compared to other travel purposes. These findings are partly explained by the underlying policy and regulatory context in the two cities and are relevant for designing transport policy in the post-pandemic context, including in terms of public transport route and schedule planning, cycleway network expansion, and, more broadly, the leveraging of big data as a complement to traditional mobility surveys

    Abstract: Globally, both people and economic activity are increasingly concentrated in urban areas. Yet, for the vast majority of developing country cities, little is known about the granular spatial organization of such activity despite its key importance to policy and urban planning. This paper adapts a machine learning based algorithm to predict the spatial distribution of employment using input data from open access sources such as Open Street Map and Google Earth Engine. The algorithm is trained on 14 test cities, ranging from Buenos Aires in Argentina to Dakar in Senegal. A spatial adaptation of the random forest algorithm is used to predict within-city cells in the 14 test cities with extremely high accuracy (R- squared greater than 95 percent), and cells in out-of-sample "unseen" cities with high accuracy (mean R-squared of 63 percent). This approach uses open data to produce high resolution estimates of the distribution of urban employment for cities where such information does not exist, making evidence-based planning more accessible than ever before

    Abstract: This paper presents evidence on the extent to which a set of real-time indicators tracked changes in gross domestic product across 142 countries in 2020. The real-time indicators include Google mobility, Google search trends, food price information, nitrogen dioxide, and nighttime lights. Google mobility and staple food prices both declined sharply in March and April, followed by a rapid recovery that returned to baseline levels by July and August. Mobility and staple food prices fell less in low-income countries. Nitrogen dioxide levels show a similar pattern, with a steep fall and rapid recovery in high-income and upper-middle-income countries but not in low-income and lower-middle-income countries. In April and May, Google search terms reflecting economic distress and religiosity spiked in some regions but not others. Data on nighttime lights show no clear drop in March outside East Asia. Linear models selected using the Least Absolute Shrinkage and Selection Operator explain about a third of the variation in annual gross domestic product growth rates across 72 countries. In a smaller subset of higher income countries, real-time indicators explain about 40 percent of the variation in quarterly gross domestic product growth. Overall, mobility and food price data, as well as pollution data in more developed countries, appeared to be best at capturing the widespread economic disruption experienced during the summer of 2020. The results indicate that these real-time indicators can track a substantial percentage of both annual and quarterly changes in gross domestic product

    Abstract: This book identifies the principles that should be applied when processing Big Data in the context of food safety risk assessments. Food safety is a critical goal in the protection of individuals’ right to health and the flourishing of the food and feed market. Big Data is fostering new applications capable of enhancing the accuracy of food safety risk assessments. An extraordinary amount of information is analysed to detect the existence or predict the likelihood of future risks, also by means of machine learning algorithms. Big Data and novel analysis techniques are topics of growing interest for food safety agencies, including the European Food Safety Authority (EFSA). This wealth of information brings with it both opportunities and risks concerning the extraction of meaningful inferences from data. However, conflicting interests and tensions among the parties involved are hindering efforts to find shared methods for steering the processing of Big Data in a sound, transparent and trustworthy way. While consumers call for more transparency, food business operators tend to be reluctant to share informational assets. This has resulted in a considerable lack of trust in the EU food safety system. A recent legislative reform, supported by new legal cases, aims to restore confidence in the risk analysis system by reshaping the meaning of data ownership in this domain. While this regulatory approach is being established, breakthrough analytics techniques are encouraging thinking about the next steps in managing food safety data in the age of machine learning. The book focuses on two core topics – data ownership and data governance – by evaluating how the regulatory framework addresses the challenges raised by Big Data and its analysis in an applied, significant, and overlooked domain. To do so, it adopts an interdisciplinary approach that considers both the technological advances and the policy tools adopted in the European Union, while also assuming an ethical perspective when exploring potential solutions. The conclusion puts forward a proposal: an ethical blueprint for identifying the principles – Security, Accountability, Fairness, Explainability, Transparency and Privacy – to be observed when processing Big Data for food safety purposes, including by means of machine learning. Possible implementations are then discussed, also in connection with two recent legislative proposals, namely the Data Governance Act and the Artificial Intelligence Act.

Drawing on original interviews and ethnographic observations from over two years of fieldwork with the LAPD, the text examines the causes and consequences of big data and algorithmic control. It reveals how the police use predictive analytics and new surveillance technologies to deploy resources, identify criminal suspects, and conduct investigations; how the adoption of big data analytics transforms police organizational practices; and how the police themselves respond to these new data-driven practices.     Abstract: This paper takes stock of official statistics on AI use in firms collected through ICT usage surveys. Its aim is to highlight statistically sound data that can be used to guide policymakers and other stakeholders in the complex field of AI. It provides a cross-country comparison of official AI measures in selected OECD countries and international organisations by reviewing the statistical AI definitions developed explicitly for measurement purposes as well as the AI questions in official ICT use surveys. Based on the results of these surveys, the paper provides an international comparison of AI uptake among firms. It also includes a brief overview of smaller-scale non-official measures of AI, which can complement official statistics. In its final part, it makes an initial attempt to match AI policy with the AI measures previously analysed, and highlights possible next steps. This paper is also a contribution to the OECD AI Policy Observatory.

Investment in science – whether in education and training or through public funding for developing new research tools and technologies – is a crucial priority. Authors from big research laboratories/organizations, funding agencies and academia discuss how investing in science can produce societal benefits as well as identifying future challenges for scientists and policy makers. The volume cites different ways to assess the socio-economic impact of Research Infrastructures and their role as hubs of global collaboration, creativity and innovation. It highlights the different benefits stemming from fundamental research at the local, national and global level, while also inviting us to rethink the notion of “benefit” in the 21st century. Public investment is required to maintain the pace of technological and scientific advancements over the next decades. Far from advocating a radical transformation and massive expansion in funding, the authors suggest ways for maintaining a strong foundation of science and research to ensure that we continue to benefit from the outputs. The volume draws inspiration from the first “Economics of Big Science” workshop, held in Brussels in 2019 with the aim of creating a new space for dialogue and interaction between representatives of Big Science organizations, policy makers and academia.     Abstract: With all the recent attention focused on big data, it is easy to overlook that basic vital statistics remain difficult to obtain in most of the world. This project set out to test whether an openly available dataset (Twitter) could be transformed into a resource for urban planning and development. The hypothesis is tested by creating road traffic crash location data, which are scarce in most resource-poor environments but essential for addressing the number one cause of mortality for children over age five and young adults. The research project scraped 874,588 traffic-related tweets in Nairobi, Kenya, applied a machine learning model to capture the occurrence of a crash, and developed an improved geoparsing algorithm to identify its location. The project geolocated 32,991 crash reports in Twitter for 2012-20 and clustered them into 22,872 unique crashes to produce one of the first crash maps for Nairobi. A motorcycle delivery service was dispatched in real-time to verify a subset of crashes, showing 92 percent accuracy. Using a spatial clustering algorithm, portions of the road network (less than 1 percent) were identified where 50 percent of the geolocated crashes occurred. Even with limitations in the representativeness of the data, the results can provide urban planners useful information to target road safety improvements where resources are limited

    Abstract: With the seeming defeat of ISIS, has jihadism disappeared from world politics? In this startling new book, Stephen Chan uncovers the ideological foundations that allow ISIS and other jihadi groups to survive, as they propagate terror by sophisticated means online and continue thrusting their spear at the West. Far from presenting simple-minded, black-clad fighters, Chan describes an elaborate process of online recruitment, which is, in its own terrible way, meaningful and thoughtful. He examines the foundations of this thought and the step-by-step methods of jihadi indoctrination, exposing the lack of IT knowledge among Western world leaders and urging the ‘moderate’ Islamic community in the West to challenge jihadi ideology with a courageous, non-violent ideology of its own. Without a counterideology, Chan argues, alienated Muslim youth are drawn not only to glamorised dreams of violence, but also to the pull of a totalising system of politics and theology. Spear to the West picks apart the fallacy of ‘thoughtless’ jihadi carnage, arguing that - dangerous and gruesome as it might be - there is more thought behind this phenomenon of destruction than meets the eye.

    Abstract: This paper presents a range of policies to enhance adoption of digital technologies and firm productivity. It quantifies illustratively the effect of policy changes by combining the results of two recent OECD analyses on the drivers of adoption and their productivity benefits. Increasing access to high-speed internet, upgrading technical and managerial skills and implementing product and labour market reforms to facilitate the reallocation of resources in the economy are found to be the main factors supporting the efficient adoption of a selection of digital technologies. The most productive firms have benefitted relatively more from digitalisation in the past, contributing to a widening productivity gap with less productive firms. Policies should create the conditions for efficient adoption by less productive firms, which would help them to catch up, achieving a double dividend in terms of growth and inclusiveness. Enhancing skills has a key role to play in this area since less productive firms suffer relatively more from skill shortages.

    Abstract: This paper assesses how the adoption of a range of digital technologies affects firm productivity. It combines cross-country firm-level data on productivity and industry-level data on digital technology adoption in an empirical framework that accounts for firm heterogeneity. The results provide robust evidence that digital adoption in an industry is associated to productivity gains at the firm level. Effects are relatively stronger in manufacturing and routine-intensive activities. They also tend to be stronger for more productive firms and weaker in presence of skill shortages, which may relate to the complementarities between digital technologies and other forms of capital (e.g. skills, organisation, or intangibles). As a result, digital technologies may have contributed to the growing dispersion in productivity performance across firms. Hence, policies to support digital adoption should go hand in hand with creating the conditions to enable the catch-up of lagging firms, notably by easing access to skills.

    Abstract: This report investigates the hypothesis that the real contribution of ICT investment may be masked in official statistics because intermediate ICT expenditures embodied in non-ICT capital assets are not treated as ICT investment. Based on detailed SUTs collected in 12 OECD countries, the report presents estimates of indirect ICT investment, i.e. the value of ICT inputs embodied in non-ICT capital assets. ICT investment appears significantly higher when considering its indirect component, the average increase being about 35%. In addition, the inclusion of indirect ICT investment changes significantly the relative position of countries with respect to the ICT intensity of their investments.

In this report, we explore the role thatpublic-private partnerships can play. not only in providing an alternative source of financing but in helpingchange the role of the state from the main provider of employment to an enabler of private sector activity.Studies have shown that the gap between MENA economies and fast-growing ones is the performance of theservices sector. The disruptive technology offers new opportunities for boosting private-sector-led growththrough enhancement of high-tech jobs in the services sector. The report argues that combining the region'sfast-growing pool of university graduates and a heavy penetration of social media and smartphone, couldserve as the foundation for a digital sector that could create much-needed private sector jobs for the youthover the next decade

    Abstract: Rasant verbreitet sich im Zuge der Digitalisierung der Wille, alltägliches Geschehen nicht nur im Spektrum der Worte, sondern in Form von Zahlen zu dokumentieren. Im Kontext von Diabetes und Quantified Self analysiert Lisa Wiedemann in dieser Studie das sogenannte Self-Tracking als medizinisch indizierte und als „selbstinitiierte“ Praxis. Dabei werden die Vermessungspraktiken empirisch als veralltäglichte, selbstbezogene und verkörperte Praxis in den Blick genommen. Zur Diskussion steht, wie Self-Tracking in den Alltag übersetzt und in Interaktivität mit technisch-materiellen Akteuren im (in)stabilen Vollzug bedeutsam gemacht wird.     Abstract: "This book highlights that the capacity for gathering, analysing, and utilising vast amounts of digital (user) data raises significant ethical issues. Annika Richterich provides a systematic contemporary overview of the field of critical data studies that reflects on practices of digital data collection and analysis. The book assesses in detail one big data research area: biomedical studies, focused on epidemiological surveillance. Specific case studies explore how big data have been used in academic work. The Big Data Agenda concludes that the use of big data in research urgently needs to be considered from the vantage point of ethics and social justice. Drawing upon discourse ethics and critical data studies, Richterich argues that entanglements between big data research and technology/ internet corporations have emerged. In consequence, more opportunities for discussing and negotiating emerging research practices and their implications for societal values are needed.     Abstract: This paper sheds light on the extent to which different types of skills are rewarded as industries go digital. It relies on information from the OECD Survey of Adult Skills on labour market participation and workers’ skills for 31 countries as well as on a novel OECD index on the digital penetration of industries. It investigates how cognitive and non-cognitive skills are rewarded in digital vs. less digital intensive industries and assesses the extent to which skills bundles matter. The results indicate that digital intensive industries especially reward workers having relatively higher levels of self-organisation and advanced numeracy skills. Moreover, for workers in digital intensive industries, bundles of skills are particularly important: workers endowed with a high level of numeracy skills receive an additional wage premium, if they also show high levels of self-organisation or managing and communication skills.

    Abstract: This paper studies changes in computer use and job quality in the EU-15 between 1995 and 2015. We document that while the proportion of workers using computers has increased from 40% to more than 60% over twenty years, there remain significant differences between countries even within the same occupations. Several countries have seen a significant increase in computer use even in low-skilled occupations generally assumed to be less affected by technology. Overall, the great increase in computer use between 1995 and 2015 has coincided with a period of modest deterioration of job quality in the EU-15 as whole, as discretion declined for most occupational and educational groups while intensity increased slightly for most of them. Our OLS results that exploit variation within country-occupation cells point to a sizeable positive effect of computer use on discretion, but to small or no effect on intensity at work. Our instrumental variable estimates point to an even more benign effect of computer use on job quality. Hence, the results suggest that the (moderate) deterioration in the quality of work observed in the EU-15 between 1995 and 2015 has occurred despite the spread of computers, rather than because of them.

    Abstract: This paper uses a panel of firms from the Mexican Economic Censuses and analyzes at the microeconomic level how labor markets adapt to the adoption of information and communication technologies. The paper studies the effects of the adoption of information and communication technologies over the labor structure of the firm and wages. Thus, it assesses whether increasing the use of information and communication technologies leads to an increasing demand for skilled relative to low-skilled labor, and, thus, analyzes its effects on the wage gap between the two groups. The results of this analysis show that there is indeed an effect of the adoption of information and communication technologies over the demand for higher-skilled workers. However, for the manufacturing and services sectors, instead of increasing the wage gap between skilled and unskilled workers, the wage gap decreases. The results for the manufacturing sector appear to be driven by an increasing sophistication of blue-collar workers due to the organizational adjustments derived from the adoption of information and communication technologies

    Abstract: This paper develops a theoretical framework that expands the task-based models of technical progress and labor markets to allow for firm heterogeneity and wages that vary across firms. The model is compatible with the empirical observation that more productive firms are larger, are more skill intensive, and pay higher wages across skill categories. The model predicts that the decision to invest in information and communications technology depends on firm size and labor market characteristics. As a result of investment in information and communications technology firms grow, become more intensive in complex tasks, become more skilled intensive, and employ more skilled workers as long as skilled labor is complementary to information and communications technology. Employment of unskilled workers increases as well, provided that firm output growth is sufficiently high to overcome the negative substitution effect. Workers who remain employed are better off because their wage increases with information and communications technology. To the extent that skilled workers have more bargaining power than unskilled workers, or that their wage scheme is more tied to firm performance, wage inequality at the firm level increases with information and communications technology

    Abstract: This paper explores the impact of the adoption of information and communications technology on firm performance and labor market outcomes using a firm survey from the manufacturing sector in Argentina. The findings are that at the firm level adoption of information and communications technology leads to increases in firm productivity and wages, and that the effects are heterogeneous across firms, being larger for initially high-productivity and high-skill firms. The increase in wages occurs even after controlling for skill composition, implying that there are productivity and rent-sharing mechanisms at play. Further findings show that adoption of information and communications technology is associated with employment turnover as captured by the replacement of workers, elimination of occupations, creation of new occupations, and decrease in the share of unskilled workers, supporting the view that ICT is complementary with skilled labor. At the same time, there is an increase in employment across all skill categories. This result is compatible with positive output effects that drive employment, and with job turnover within the unskilled group

    Abstract: Many e-government initiatives introduce technology to improve efficiency and avoid potential human bias. Electronic tax filing (e-filing) is an important example, as developing countries increasingly adopt online submission of tax declarations to replace in-person submission to tax officials. This paper examines the impact of e-filing on compliance costs, tax payments, and bribe payments using experimental variation and data from Tajikistan firms. Firms that e-file have lower compliance costs, spending five fewer hours each month on fulfilling tax obligations. There are no significant average effects of e-filing on tax or bribe payments, but significant heterogeneity exists across firms by their baseline likelihood of tax evasion. Among firms previously more likely to evade, e-filing doubles tax payments, likely by disrupting collusion with officials. Conversely, among firms less likely to have been evading, e-filing reduces tax payments, suggesting that officials had previously required them to pay more. These firms also pay fewer bribes, as e-filing reduces opportunity for extortion. In all, the results indicate that e-filing reduces compliance costs and makes the distribution of tax payments across firms arguably more equitable
