    Abstract: There are any number of studies on Turkish secularism. However, to date there has never been a comprehensive analysis of the constitutional protection of secularism, one that systematically covers all relevant aspects. Addressing that gap, this book presents a comprehensive and coherent analysis of the constitutional framework of this principle within the Turkish legal system. Secularism is a common fundamental principle of all three Turkish constitutions (1924, 1961, 1982). The principle has been granted an irrevocable status and has been strictly constructed within the Turkish constitutional system. Despite the guarantee of irrevocability, however, its interpretation and application have undergone a drastic transformation in response to changing social and political circumstances. Today, the complaints filed before the domestic and international judiciary predominantly concern the Turkish State’s neutrality and impartiality towards religion and the exercise of freedom of religion by religious minorities. While many observers have interpreted these problems in light of the contemporary policies pursued in the field of religion, a closer look reveals that the problem lies deeper in Turkey’s general constitutional framework. While the 1982 Constitution declares the principle as an unamendable characteristic of the Republic and protects it with multi-layered mechanisms, certain anti-democratic features of the Constitution, including the President’s predominant role in forming the high-ranking judiciary, affect the proper and consistent application of the principle of secularism. The consolidation of the secular state order depends on various factors other than a suitable constitution. However, it goes without saying that constitutions can help or hinder efforts to find solutions. Therefore, this book identifies the deficiencies in the Turkish constitutional and legal framework regarding the protection of secularism. It presents the historical development and definition of a secular state, analyzes the jurisprudence of the Turkish Constitutional Court and the European Court of Human Rights, studies the application of the party prohibition mechanism as a means of protecting the principle, and assesses the constitutional amendments of 2001, 2010 and 2017. Moreover, it proposes much-needed constitutional and legal amendments with a view to improving the application of the principle of secularism.

    Abstract: This book assesses the EU legal framework applicable to dairy products obtained through precision fermentation. It maps the authorisation and labelling requirements for these products to be placed on the EU market. It compares these provisions to those governing the food markets in the USA and Singapore, which are considered to be more innovation-friendly. At the time of writing, the precision-fermented dairy sector is still in the developmental phase, with only a few precision-fermented dairy alternatives available on the market, none of which are present in the EU. Regulatory uncertainty has been cited as significant obstacle for food business operators seeking to introduce alternative protein products in the EU. The book confirms these reports, as the current EU regulatory framework presents several legal uncertainties that are challenging for food business operators to overcome. Broadly speaking, there are two authorisation frameworks applicable to dairy products obtained through precision fermentation in the EU. The choice between these frameworks depends on the presence of genetically modified organisms (GMOs) or residues thereof in the final product. If such GMOs or residues are present, the pre-market authorisation procedure is governed by the Genetically Modified Food and Feed Regulation (GMFR). If the final product does not contain any GMOs or residues, it falls under the scope of the Novel Food Regulation (NFR), and the pre-market authorisation procedure is governed accordingly. Both of these authorisation pathways entail high regulatory requirements, which can pose challenges for the development of the precision fermentation sector. Despite the difficulty in accurately classifying products, it is crucial for food business operators to comprehend the applicable legal framework early in the product development process, given that the authorisation paths differ in their standards. In addition to pre-market authorisation requirements, companies must address labelling issues. Food labelling shall provide a basis for consumers to make informed choices in relation to the foods they consume. The primary objective of EU food labelling law is to prevent consumer deception , making it crucial for dairy products and their animal-free alternatives, to adhere to a stringent naming law as stipulated in the Common Market Organisation and specific accompanying legislation. Moreover, it is imperative to consider regulations regarding the use of health and nutrition claims, as well as labels such as “vegan” or “organic”, etc. Furthermore, the labelling of novel foods and genetically modified foods may necessitate mandatory information specified in the authorisation process. The book serves as a comprehensive guideline for food business operators involved in the production of precision-fermented dairy alternatives, aiding them in navigating the intricate European regulatory landscape.

    Abstract: This book seeks to explore the potential and actual value of parliamentary debates as a source of legislative justification. Drawing on a sample of recent Spanish legislation, the papers collected here analyse (critically) the rationale of several laws or legislative measures as it can be reconstructed from the respective parliamentary discussions. All issues covered have given rise to intense political, legal and social controversy: they range from the combat against gender violence, the legal status of bullfighting, the protection of crime victims and the so-called ‘push-backs’ at the border, to the regulation of euthanasia, the minimum living income, underage girls’ access to abortion, and joint child custody.     Abstract: This book describes how statements made by non-state actors affect the scope of an individual's criminal responsibility and how they should be taken into account by domestic criminal courts. Sentencing is only possible on the basis and within the limits of the law. In the 21st century, this law increasingly means regulations formulated by various non-state actors: international organisations, human rights tribunals or statutory bodies. The content of these regulations does not only refer to states, but often has a direct impact on the legal situation of individuals. Two worlds collide here. Strict criminal law is influenced by fluid regulations issued by entities that have not been empowered to exercise the right to punish. The book presents an interpretative method to support the court's inference in the cases outlined above, based on the using the concept of two interrelated norms: the norm of the individual and the norm of the court.

    Abstract: This book examines the lethal risks faced by police and traffic officers in Aotearoa New Zealand. It tracks lethal risk volume and type across 134 years of the New Zealand Police/Ngā Pirihimana o Aotearoa’s 137-year existence. Using data gathered from public records, official government reporting, and comparative studies, it reveals the current situation with regards to lethal risks from 1886 to 2019. The book identifies and presents two lethal risk hierarchies, the first for the period 1886-1999 and the second for the period 2000-2019. The hierarchies establish that the lethal risks faced come from: • Firearms • Assaults • And, potentially, cutting/stabbing attacks It determines that the nature of lethal risk has not changed, but rather the volume has reduced, meaning today’s officers are less likely to be harmed by lethal risk encounters than their predecessors were.     Abstract: It is wrong when someone cannot exercise their rights in a court of law because they have no money to pay for a good lawyer, because they are too scared of the possible consequences, or because they simply don’t know that the law protects them. But does that mean governments have an obligation to intervene? And if so, how? This book provides the first systematic philosophical theory of equal access to justice. It begins by identifying the content of claims to equal access to justice. Then, it reviews traditional political and legal arguments on the right of access to justice, which it argues are both illuminating and insufficient. The best comparative way to approach equal access to justice, the book argues, is to think through the requirements of a moral, pre-political, duty to – at times and provisionally – pause, cool down and listen: in other words, we ought to demand that governments step in and protect access rights, because we have a moral and pre-political interest in cultivating our ability to comply with this duty. It is the recognition of this duty which best explains both law’s potential for promoting, as well as its potential for endangering, equal justice. In closing, the book tests this novel theory of equal access to justice against contemporary trends and reforms in procedural law. .

    Abstract: The starting point of this book is the generally shared observation that in violence-torn areas of limited statehood, the civilian population is often subject to deliberate attacks. This violence often escalates to core crimes such as war crimes, crimes against humanity and even genocide. The International Criminal Court (ICC) could potentially deter such crimes. In order to do so, it largely depends on the cooperation of the states on the territory of which alleged core criminals operate. Since such states are often unwilling or unable to cooperate, the book explores whether the ICC could instead seek assistance from international forces such as UN peace support operations, UN-mandated missions, and belligerent occupants. The book covers, on the one hand, the law and practice of the UN Security Council with regard to mandating international forces to arrest and transfer alleged offenders to the ICC or to other international courts. On the other, it addresses to what extent international forces may or must hand alleged offenders over to the ICC, regardless of such mandates. More precisely, the book examines whether the duties to prosecute genocide, torture, enforced disappearance, grave breaches and other war crimes apply extraterritorially and – if so – whether international forces can discharge these duties by transferring suspects to the ICC. At the same time, the book addresses the limitations to such extraterritorial action: firstly, to what extent the prohibition of the use of force and the principle of territorial sovereignty restrict extraterritorial deprivations of liberty and transfer to the ICC. Secondly, it explores the restrictions and permissions that the law of occupation and other norms of international humanitarian law impose on such apprehensions and transfers. Finally, it discusses how international forces can uphold the right to liberty and security as well as the principle of non-refoulement when they extraterritorially apprehend ICC suspects. This also reflects the book’s relevance with regard to the more general debate on the extraterritorial application of human rights.

    Abstract: This book focuses on OLAF, the European Union’s anti-fraud office, and examines the role of and challenges concerning fundamental rights in OLAF’s composite enforcement procedure. The mission of OLAF (Office Européen de Lutte Antifraude) is to fight fraud, corruption and any other illegal activities that affect the financial interests of the European Union. To this end, OLAF carries out administrative investigations, in which it gathers evidence itself, and coordination cases, in which it coordinates the Member States’ investigations. OLAF’s investigation and coordination efforts are conceived of as mere derivatives of other more traditional forms of law enforcement cooperation in which authorities enter into obligations to cooperate with one another, but in which each acts to fulfill these obligations within its own separately identifiable legal order and on the basis of its own law. This system, in its most conventional form, is founded on the notion of territorial sovereignty. If we extend the logic of this approach from enforcement (the ‘sword’) to fundamental rights (the ‘shield’), issues in relation to the latter – and the accompanying responsibility to prevent and/or remedy them – can arise only in individual (sovereign) legal orders. The way in which we view OLAF, as an evolved cognate of traditional forms of law enforcement cooperation, therefore directly dictates which fundamental rights issues enter into the equation, and in which manner. This book proposes an innovative way of looking at OLAF, which we refer to as ‘composite enforcement procedures.’ In this type of procedure, responsibilities for the entirety of enforcement are attributed to inextricably interlinked European Union and Member State legal orders. If we observe OLAF through this new lens, fundamental rights issues that would otherwise go unnoticed come to the forefront. These are issues that arise not in individual legal orders, but rather between or among the European Union and the Member States. This book addresses these fundamental rights challenges and makes concrete recommendations on how they can be addressed and resolved.

    Abstract: This volume considers the most appropriate criminal jurisdiction to prosecute aggravated sex trafficking of the kind associated with northern Albanian crime groups. Watershed jurisprudence from the Yugoslav war crimes tribunal could prove pivotal to achieving the legislative changes for prosecuting Albanian sex trafficking in peacetime that this book advocates. This book revisits this relevant history to challenge the current transnational status of trafficking as a mischaracterisation. It is maintained that the Albanian sex trafficker has become, like the wartime rapist before him, the perpetrator of an offence that warrants recognition by the international criminal justice regime. The book considers the historico-cultural legacies of present-day root-causes of Albanian sex trafficking to understand how the same dehumanising ideology and sexual violence aimed at women during the Yugoslav Wars persisted post-conflict and continues to underscore contemporary Albanian sex trafficking and what these similarities in assailant attitudes and actions might mean for potentially prosecuting human trafficking within the international criminal justice system. Through the prism of neutralisation theory rooted in forensic cultural anthropology, in the form of a novel hypothetical model, a conceptual framework to consider the true nature of trafficking is offered. The model offers a précised interpretation of the key factors that establish certain criminal conduct as suitable for international criminal justice and how those factors relate to Albanian sex trafficking. The model distils the characteristics of Albanian sex trafficking; it extracts the essential elements and most important aspects of this type of criminality so we can recognise their presence in real-world cases. A case study featuring interviews with the traffickers themselves and individuals who have encountered them firsthand then describes how the model holds for the real-world experience of Albanian sex trafficking. Approached from the trafficker angle, the purpose of the case study is to support the theoretical model by showing how each element manifests in Albanian sex trafficking. For a richer understanding, each of the elements is explained and explored within a historico-cultural context. The chapters in this book feature key topics and supporting material, including: The backstory, purpose, and structure of the international criminal justice system followed by how the regime could and should be extended to encompass aggravated sex trafficking.     Abstract: This book puts the spotlight on a different and neglected aspect of law drafting and reform: the question of size. Specifically, how does the size of a jurisdiction affect its ability to make and change its laws? Some of the challenges affecting small jurisdictions include: a lack of resources and paucity of policy/drafting capacity; the pressures and pull from sources outside the jurisdiction (e.g. international bodies or NGOs; larger states; treaty commitments); a vulnerability to domestic capture (e.g. criminal elements, big local businesses, strong domestic lobby groups); weak/bad governance (e.g. laws or institutions which themselves do not encourage or promote good governance, reflection and reform); the legacy of colonial legal systems and their interaction with indigenous or customary laws; and struggles to comply with constitutional norms such as accountability and transparency. Despite these difficulties small jurisdictions also have certain advantages when it comes to making and reforming law: they can be flexible and creative; they can legislate very quickly if the political will is there; and there is strong informal/formal accountability in a small jurisdiction.     Abstract: This book focuses on two main aspects: legal convergence and crises. Despite the abundance of literature on legal convergence over the years, the question of whether legal systems are converging or diverging remains unanswered. This book provides a valuable contribution to questions concerning comparative law, legal convergence, and legal transplants by examining them through the lens of crises. Crises challenge countries’ legal systems and prompt institutional responses to tackle perceived shortcomings in the law. The crises witnessed by the world over the last two decades have highlighted two seemingly contradictory tendencies: (i) increased cooperation and a natural phenomenon of legal convergence as states find common solutions to common problems; (ii) a preference for state-centric solutions, which prioritise domestic interests; rejection of supranational standards and harmonisation efforts; and protection of domestic sovereignty. This book aims to determine whether, in times of crisis, foreign laws, rules, and concepts can transcend countries’ domestic legal systems, or whether states’ responses to crises lead to legal divergence and disintegration. Unlike traditional studies on convergence, this edited volume takes an international and cross-thematic approach, with chapters focusing on how legislation in selected jurisdictions has responded to crises. Therefore, the book’s originality lies in its truly global nature, with chapters and authors surveying jurisdictions in Africa, North and South America, Asia, Europe and Oceania. The breadth of legal areas covered, with a mix of private and public law, also add to its uniqueness. From Russia to Germany and from bankruptcy law to environmental law, the book examines whether, as a result of crises, policy and legal responses have adopted, copied, or implemented features, policies, principles and/or rules from other legal systems (convergence), or have departed from existing legal norms, adopting policies and rules that differ from those of other countries (divergence).

The authors interviewed and surveyed data ethics managers at leading companies. They asked why these experts see data ethics as important and how they seek to achieve it. This book conveys the results of that research on a concise, accessible way. Much of the existing writing on data and AI ethics focuses either on macro-level ethical principles, or on micro-level product design and tooling. The interviews showed that companies need a third component: data ethics management. This third element consists of the management structures, processes, training and substantive benchmarks that companies use to operationalize their high-level ethical principles and to guide and hold accountable their developers.     Abstract: The book analyzes socioeconomic through the lens of a lawyer. In the past decade the world has witnessed some severe financial and economic crises, espe­cially the financial crisis of 2007-2008 and the crisis caused by the COVID-19 pandemic. The author states that the socio-economic order has in the past four to five decades been thoroughly redesigned, generally favouring models that prio­ritize the free market over the public interest or even, more generally, government operation. He works out that during four to five decades, globalized, capitalist societies are facing a multiplicity of fundamental problems, such as: (1) increasing debt that severely burdens both the private and public sectors; (2) persistent poverty and an ever-increasing polarization between rich and poor, in addition to (3) intractable environmental problems that, fifty years after the Club of Rome's report entitled ‘Limits to growth’ (1972), has dragged the world into what in recent years has been referred to as "climate change." The book explains why all this is the direct result of value choices made from the late Middle Ages onwards, when in the Western world the societal models of that time were increasingly abandoned for a societal model that came to rely on the primacy of economic interests. The book not only subjects the ethical choices but also examines various problems it has caused and probes for possible ways out. This is an open access book.

    Abstract: This book presents the econometric foundations and applications of multi-dimensional panels, including modern methods of big data analysis.     Abstract: This is an open access book. Europe faces significant challenges in the coming decades: geopolitical, demographic, technological, increased competition, climate-related, and health issues due to an aging population, to mention a few. Given these challenges, technological progress and new ways of handling complex issues will be key to continued prosperity and growth. To accomplish a growth process driven by innovation and entrepreneurship, the institutional environment must take into account a multitude of different policy areas that interact to either strengthen or weaken an economy's innovative potential. Innovation is not only about R&D and higher education but is also intimately related to entrepreneurship. Similarly, entrepreneurship is not only about low start-up costs and favorable tax rates. Hence, a consistent and coordinated policy environment conducive to innovation and entrepreneurship is required to translate innovation into high-growth firms and macro-level growth. This book presents the basic cornerstones required to provide a policy regime that can nurture such dynamics. The authors draw extensively on empirical analysis of the development of the Swedish economy, which has been transformed from a so-called "sclerosis" state in the 1980s until the early 1990s to an economy characterized by successful entrepreneurship and innovation. This transformation resulted from a reform agenda that has been gradually rolled out, beginning in the mid-1980s. The authors argue that the Swedish experience provides useful lessons for other nations as well.

    Abstract: This open access book investigates whether and how theoretical findings and insights in contemporary art conservation can be translated into the daily work practices of conservators or, vice versa, whether and how the problems and dilemmas encountered in conservation practice can inform broader research questions and projects. For several decades now, the conservation of contemporary art has been a dynamic field of research and reflection. Because of contemporary art’s variable constitution, its care and management calls for a fundamental rethinking of the overall research landscape of museums, heritage institutions, private-sector organizations and universities. At first, this research was primarily pursued by conservation professionals working in or with museums and other heritage organizations, but increasingly academic researchers and universities became involved, for instance through collaborative projects. This book is the result of such collaboration. It sets out to bridge the “gap” between theory and practice by investigating conservation practices as a form of reflection and reflection as a form of practice.

    Abstract: In light of the resurgence of inflation in developed industrialised countries following a period of inordinately low inflation, this book analyses the causes and devastating effects of inflation by drawing lessons from the past. Focusing on the German hyperinflation of the 1920s and the inflationary waves of the 1970s, it examines the resulting economic crises and their influence on the subsequent periods of social and political turmoil, namely the fascism of the 1930s and the neoliberal revolution of the 1980s. Featuring five detailed case studies on inflationary waves in various countries in the 1970s, the book identifies economic policy errors of the past, seeking to prevent their recurrence. Offering empirical and theoretical insights alike, the authors present strategies for effectively combating inflation and deflation. In turn, the book assesses the complex ties between wage increases, income distribution, and price changes, ultimately providing valuable recommendations on how wage policy can be used to stabilise price level increases at a low level in a world characterised by diverse and extreme economic shocks. “The Resurgence of Inflation” fosters a vital discourse on wage and price dynamics, economic development and the role of trade unions, making it an essential read for policymakers, economists, and anyone seeking a deeper understanding of today’s economic challenges.

    Abstract: This textbook provides a grounding in complexity theory, demonstrating how it can influence and shape social work interventions in policy, management, and practice, as well as forming an epistemological and methodological basis for research. It provides a contemporary theoretical basis for social work practice, equipping social workers to work in a 21st-Century world. The authors argue that the history of social work demonstrates the profession's engagement with the social and structural problems of each era since its emergence 150 years ago. However, in the 21st Century, such things as globalisation, the COVID-19 pandemic, and climate change have highlighted that existing theories and practice models are insufficient to the task of working with the complicatedness of contemporary life in a fast-changing world. Distilling the central tenets of Complexity Theory and the notion of complex adaptive systems in partnership with pragmatism, the book provides practice perspectives and guidelines which build on social work's enduring commitment to understanding the person-in-context. The recognition that social workers require conceptual and theoretical agility to work across micro, meso and macro 'levels' remains central, but the argument is made that their focus and practice must primarily be at the meso level. The authorship of combined academic and practice expertise enables such perspectives to be brought to life through the theoretical and practical analysis of conceptual and 'real-world' challenges.     Abstract: This book evaluates how the legal, institutional and policy frameworks for Unmanned Aircraft Systems (UAS) in the United States, South Africa and Kenya have addressed the current needs and challenges involved in these systems’ operation and integration into regulatory frameworks for civil aviation. It shows how the three states have developed their own constitutional frameworks, legislation, regulations, policies and strategic plans to address the challenges that emanate from integrating UAS into the civil aviation airspace. The book details the three countries’ integration experiences, investigating the extent to which existing international regulatory frameworks address the various concerns, and identifies the common thread that runs through UAS regulation, as well as each country’s unique issues and path to integration.     Abstract: This book reviews China’s strategic pathway over the last 1000 years and considers its prospects for ascending to high-income status by the end of the 21st century. It analyzes why, although China’s chances of joining the global core are sound, they are not outstanding; in addition, it faces mounting challenges, internal and external alike. The argument is presented in the framework of dynamic-strategy theory, which is expounded here in novel form. This exposition includes a wide ranging survey of global history, with a focus on the development of the industrialisation paths of the major economies of today, including a detailed study of Japan's long-run strategic pathway. The book’s closing section presents a scenario-based discussion of China’s potential place in the world in 2100. The analysis implies that China’s zenith is likely to be reached slightly before mid-century, after which its relative economic scale will likely decline. Beyond that general finding, the scenarios investigate the wide range of plausible outcomes that China may experience: a range that the author contends is much wider for China than for nations under-pinned by less complex political-economies.     Abstract: This book critically analyzes both the negative and positive impacts of the Coronavirus pandemic, focusing on changes in families, gender developments, and the evolution of social inequality structures. The Corona pandemic, with its unprecedented restrictions on contact, has meant that families have been challenged in their functioning in a very special way. International studies show that socioeconomic factors such as education, income, but also the geographic center of life of families and women in particular, had an important influence on the management of the pandemic. Despite all negative side effects of the Corona pandemic, there were nevertheless also innovative impulses, especially in the field of social work, particularly work with families. The book's 18 chapters, organized in six sections, highlight not only short-term changes but also longer-term developments that either require a corresponding concept of measures or action or can be evaluated as drivers of innovation in the pandemic. Part I: Introduction Part II: Family Dynamics Part III: Child Well-being Part IV: Social Work with Children and Families Part V: Gender and COVID-19 Part VI: Conclusion The special feature of the volume is its global perspective. Authors from different countries describe changes and developments on these topics and make clear what profound effects the pandemic had on families, social inequality structures, and gender-specific situations. The anthology does not comprehensively reflect international perspectives. Rather, it leaves it up to readers to compare the developments in the respective countries with their own country of origin from a comparative cultural perspective. In this way, ideas for future, overarching research projects may be stimulated.     Abstract: This open access book raises some central questions: Do we need moonshot policies to spur innovation and economic growth? What are the risks associated with such policies? Economic turbulence, the COVID-19 pandemic, and mounting environmental concerns have paved the way for a renaissance of targeted industrial policy. In particular, the idea that society should be organized around large missions is gaining momentum among high-income economies. However, the authors and editors of this volume contend that this shift has occurred without much critical examination, especially as the European Union has adopted these ideas, and Western economies are now increasingly organizing toward the achievement of large, state-formulated goals. Recognizing the urgent need for continued scholarly attention to question notions of the mission economy, more than 20 scholars discuss the dangers of top-down/vertical approaches to industrial policy and draw attention to the progress of independent enterprise, entrepreneurialism, and market solutions in a sound economy and society.     Abstract: This edited volume examines the practices and applications of digital diplomacy in the OSCE Region. As a security organization, the Organization for Security and Cooperation in Europe (OSCE) prioritizes its member states’ cyber security and cyberspace activities. The book examines two key areas where digital diplomacy challenges traditional diplomatic practices of the OSCE member States: institutional adaptation and policy innovation in the OSCE Region. It (1) investigates how capable and motivated foreign ministries are at the institutional level to shift to digital diplomacy, and (2) explores how digital diplomacy affects the fundamental diplomatic tasks of representation, communication, and relationship management at the policy level. Technological advances in IT and the Internet's widespread introduction in the wake of the 2000s provided new territories to conquer for states to pursue their interests. Moreover, technological developments and media attention enhanced information flow and communication through new platforms like online encyclopedias (i.e., Wikipedia), video-sharing sites (i.e., YouTube), and social media platforms (i.e., Facebook, Instagram, Twitter). Because of these transformations, public opinion became influential in diplomacy, and a greater need to include foreign publics as part of foreign policy goals emerged. Introducing case studies from several OSCE countries, presented by an international group of authors, this book provides a timely response to current affairs and policy debates by providing pluralistic perspectives from different countries and disciplines, such as international relations, political science, international law, and political economy).     Abstract: Contemporary policymakers, as their predecessors, continue to view nomadic people as a weak minority, and their way of life and raising livestock as a backward and inefficient paradigm. Wherever nomads are not the dominant group, the trend to settle them continues even today as in the past. This book describes the changes forced upon formerly nomadic groups and how they still attempt to maintain their traditional, social, and cultural practices in their new settings. The book deals with the several modes of livelihood of these communities, including entrepreneurship, and demonstrates the impact of investment-oriented urbanization policies leading to eviction from ancestral lands, and hurdles for nomadic mobility, ultimately threatening their survival. The book illustrates how some groups like the Borana and the Maasai practice livelihood diversity and raise productive livestock, and how other groups migrate to urban centers in search of employment and remit money to family members left in the rural areas. The book aims to raise awareness among the research community, especially those who work on regional and demographic labor policies. It helps in understanding why society needs to help build business and livelihood strategies without harming the values of nomadic groups.

    Abstract: This book examines several epistemological regimes in studies of numerical data over the last four centuries. It distinguishes these regimes and mobilises questions present in the philosophy of science, sociology and historical works throughout the 20th century. Attention is given to the skills of scholars and their methods, their assumptions, and the socio-historical conditions that made calculations and their interpretations possible. In doing so, questions posed as early as Émile Durkheim’s and Ernst Cassirer’s ones are revisited and the concept of symbolic form is put to the test in this particular survey, conducted over long period of time. Although distinct from a methodological and epistemological point of view, today these regimes may be found together in the toolbox of statisticians and those who comment on their conclusions. As such, the book is addressed to social scientists and historians and all those who are interested in numerical productions. This book is a translation of an original French edition.
